Europe will not achieve a climate-neutral transport sector simply by replacing conventional vehicles by electric cars. Policy measures for passenger transport need to have a stronger focus on supporting a multimodal shift towards active and public transport. Cycling and walking are the most efficient and the only truly carbon-free means of transport especially on short distances. By better linking active mobility and public transport it will be possible to even provide attractive alternatives for car trips on medium and longer distances. In the first half year of project implementation the partners were aiming at getting a better picture of the current A2PT system in their focus regions. For that the started to carry out an in depth analysis of the current A2PT infrastructure and services applying a standardized A2PT Checklist. The user perspective will be brought into the picture by implementing walkability assessments at selected public transport stations. Suitable tools supporting the assessment at the stations were tested by the partners. For the bigger picture a Danube Cycle Tourism Survey is under development which will be implemented together with the experts from the European Cyclists's Federation in autumn 2024. Besides the information on cycle tourists preferences this survey will increase the public attention towards the project and its objectives. In addition to the surevy on user needs, the analysis of the carbon intensity and the greenhouse gas emissions in the transport sector of the Danube region will provide the strategic framework and sets the baseline for any further development of the A2PT system in the Danube region. In order to involve the relevant stakeholders and to increase their institutional capacity the partners organized a study visit to the Austrian region of Burgenland discussing existing good as well as rather challenging examples of A2PT infrastructure and services in the region. Besides this activity at the transnational level, the partners organized the first Regional A2PT Working Group Meetings sucessfully involving relevant stakeholders from the focus regions. These stakeholder involvement activities were supported / accompanied with tailor made communication activities raising awareness for the topci and drawing attention to the project activities beyond the scope of the participants in these meetings. Besides the information on cycle tourists' preferences this survey will increase the public attention towards the project and its objectives. As a first step in direction of developing the A2PT Online Toolbox the partners started to create an inventory of A2PT solutions. A template ensured a structured collection of relevant information about existing good practices examples at the local and the global level. In addition to the collection of relevant existing A2PT examples the partnership discussed a first structural design of the online toolbox which was presented during the meeting in Ulm. Pilot action will generate useful experiences in implementing A2PT solutions in the Danube region. Based on a general template the responsible partners started to elaborate the joint pilot action implementation concepts which provide the basis for a smooth and successful pilot implementation. In order to involve the relevant stakeholders and to increase their institutional capacity the partners organized study visits to the Austrian region of Burgenland, the Czech region of Olomouc and to Ulm/Neu-Ulm discussing existing good as well as rather challenging examples of A2PT infrastructure and services in the region. As a first step in direction of developing the A2PT Online Toolbox the partners identified more than 100 good practice examples at the local and global level providing the basis for an inventory of A2PT solutions. The good practice examples as well as the design principles will be integral parts of the A2PT Online Toolbox. The existing design of the toolbox was further elaborated by the LP in cooperation with PP11 KTI and discussed with the partners during the 4th partner meeting in Belgrade. A milestone was achieved when ASP1 BMK/BMIMI agreed to host the online toolbox at the klimaaktiv website of the Austrian government. Some of the partners started implementing their pilot actions following the guidance provided in the joint pilot implementation concepts, the pilot promotion manual and the evaluation and monitoring templates. PP2 BGL, PP5 DOU, PP10 VNC and PP3 BID started implementing the testing schemes. PP2 BGL and PP MOP have started the preparation of street transformation actions. PP2 BGL and PP3 BID started the implementation of bike carriage pilots on busses by carrying out a market research and initiating the tendering procedures. PP3 BID initiated a new integrated ticketing solution in June and PP8 PUM is already testing the extending functionalities of the web tool helping to plan safe transport infrastructure, promoting intramodality and links to PT. THE PEP Partnership Active Mobility & Danube Cycling Working Group (EN) | THE PEP Partnership Active Mobility brings together cycling and walking experts from the responsible national authorities of more than 30 countries all over the pan-European Region (including the countries participating in the A2PT project). The main task of the partnership is to ensure the implementation of the pan-European Master Plan for Cycling Promotion which was adopted by 46 ministers from 41 countries in 2021 and to elaborate the first ever pan-European Master Plan Walking.
The partnership meets at least twice a year to discuss new initiatives and to monitor the progress in developing and implementing its master plans.
The cooperation with the partnership (which will be ensured by ASP BMK – one of the two leading countries of the partnership) will offer the opportunity to continuously get feedback and input for all relevant project activities and outputs. The members of the partnership will be invited to suggest good A2PT practices from their countries, to test the A2PT Toolbox and to contribute to the development of the Danube A2PT Action Plan. (EN), Active Cities project (Interreg North Sea) (EN) | Active Cities is aiming at increasing the share of active mobility (walking, cycling) in North Sea Region cities for sustainable zero-carbon multimodality, through human-centric planning of streets, green-accessibility of mobility hubs (train stations, schools) and behaviour change, putting citizens (back) at the core.
By continuously exchanging with the PPs of the Active Cities project (especially with Walk21 Europe – the knowledge PP in the project, which is also closely involved in the cooperation of THE PEP Partnership Active Mobility) we will ensure considering relevant good practice examples from the participating North Sea Region cities in the State-of-the-Art Analysis and further on in the A2PT Toolbox. We will furthermore invite the PPs to get involved in the testing of the A2PT Toolbox. (EN), SUSTANCE project (Interreg Central Europe) (EN) | While often walking is a means of access to public transport, the conceptual approach of the SUSTANCE project is the opposite: public transport is the means of access to recreational walking on hiking trails.
Improvements in this area are important, since hiking trails are often running through nature areas, which are ecologically sensitive. At the same time they often are located in remote, rural areas with limited access by public transport. In order to avoid road traffic to and in these areas, including space-consuming parking spaces in sensitive areas, the activity aims at promoting and improving the connectivity between public transport and hiking trails, by (1) providing better information and awareness raising about access possibilities (e.g. about locations, where connectivity is possible), by (2) advertising train services to those locations to a broad public, and (3) by providing services related to the use of those trails (e.g. stamping points for hikers at railway stations concerned).
For the implementation of the pilot action (O3.5) GYS will be able to create synergies with the pilot action to be implemented by GYS in the SUSTANCE project. The project will furthermore provide valuable inputs for the activities in SO1 as well as good practices to be reviewed for integration in the A2PT Toolbox. We will furthermore invite the PPs of the SUSTANCE project to get involved in the testing of the A2PT Toolbox. (EN), CITY-HUB (FP7) (EN) | With the participation of KTI, the CITY-HUB project (2012–2015) brought together leading experts in the fields of design and urban integration, transport operation and business, with local and regional authorities and end-users organizations, which represent the economic, demographic and territorial diversity of Europe.
The project started by analysing the best and bad practices developed from current urban interchanges. Apart from the state of the practice, the case study approach included surveys to identify the travellers’ priorities in transfer trips. All these feed into the development of an integrated model and a comprehensive set of methodological guidelines to obtain the maximum efficiency by upgrading existing urban interchanges or by building new ones. CITY-HUB aimed to make them more accessible to all users. The approach was integrated, covering the different aspects of an urban interchange in order to increase the use of public transport, improve the efficiency and propose a new business model.
The integrated model was validated through a set of European case studies selected as demonstrators. The model and methodological guidelines were fully exploited through a European transferability exercise and dissemination initiatives to target groups throughout Europe.
Experts of the CITY-HUB partnership will be invited to contribute to A2PT by providing relevant examples of recent transferable good practices in Europe and testing and validating the toolbox (SO2). (EN)

While the quality of the overall sustainable transport system will be improved by the activities of the project, the focus on pedestrians will be of uttermost importance for ensuring sustainable metropolitan transport systems and mobility, where 60% of trips are less than 5km and a quarter are less than 1km. However, pedestrian trips are often undercounted in conventional mode share models, leading to undervaluation of its importance in sustaining public transport viability. Especially in the combination with public transport, walking plays a crucial role as 50% of the travel time of each public transport trip is actually walking.
ACTION 5: IMPROVE THE REGIONAL / LOCAL CROSS-BORDER INFRASTRUCTURE AND THE ACCESS TO RURAL AREAS BY FACILITATING SECONDARY AND TERTIARY TRANSPORT INFRASTRUCTURE.
By focusing on more attractive and safer linkages between cycling and public transport the accessibility of PT stations especially of rural areas with limited PT services will be improved as the catchment area of the stations increases up to 25 times. Potential public transport users will be able to travel longer distances to PT stations within the same time as if they would need to walk there.
The PPs will share the (interim) outputs and results with the members of the PO1b Steering Group as well as present them during the Danube Region Transport Days.
EuropeanGreenDeal The Danube A2PT project is deeply embedded in the EUGD’s overarching objectives: the zero-emission nature of active mobility and its high social accessibility (almost everyone can walk or afford a bicycle) make this project contribute to a future of climate neutrality and where no one is left behind. The objective of the project specifically links with the action of achieving environmentally friendly transport, by exploring integrated measures to increase active mobility use.
TerritorialAgenda2030 The A2PT project works towards the overarching objective of a Green Europe, specifically contributing to the priority of Sustainable Connections - - Sustainable digital and physical connectivity of places. This project aims to develop measures that effectively contribute to higher active mobility use and its integration with multimodal systems. By improving possibilities to access public transport nodes by bicycle or on foot the project will improve links also from more rural places with major transport nodes, which at the end supports local development opportunities. Overall strengthening the links between active modes of transport and public transport will increase the reliability and resilience of the secondary and local transport networks as an important link to the transnational networks and the urban centers. The toolbox will improve the access to information about new socially and environmentally progressive examples for local and regional mobility and facilitates cooperative approaches to improve multimodal and environmentally friendly accessibility of and within urban centres.
Other THE PEP MASTERPLAN FOR CYCLING PROMOTION
The project is taking up the call of the pan-European Master Plan to facilitate multimodality (cycling, public transport and walking) in recommendation 5.3. With its activities the project is supporting the call to facilitate bicycle transport in public transport, to provide secure and convenient bike parking at PT stations as well as to consider not only the station itself but the wider catchment area when planning to provide safe and attractive options to access the stations with the bike or on foot.
Other DANUBE CYCLING STRATEGY
The main strategic output of the Danube Cycle Plans project is calling for national, regional and local authorities, public transport operators, national or regional transport companies to cooperate and set the scene for better linking cycling and public transport. The A2PT project with all its activities is directly responding to this call.
