Description (EN):

DIVERSE will address the conflicts between bioenergy production & biodiversity conservation by investigating under which conditions biomass can be a suitable energy opportunity for the Alps. This challenge particularly concerns regional/local authorities & energy actors from the Alpine Space (AS) who have to meet the binding targets of the Renewable Energy Directive (REDIII) and protect a fragile & unique ecosystem. To date, little effort has been made by individual regions to fully integrate EU biodiversity criteria into policies and practices supporting the bioeconomy. To change this, cooperation is essential to create an Alpine framework with local nuances, capable of delivering a unified approach to bioenergy sustainability. Therefore, DIVERSE will work with organisations with complementary expertise, setting the scene for the implementation of sustainable & biodiversity compatible bioenergy pathways in the AS. The project aims to strengthen the energy diversification approach by integrating biomass with sustainability and biodiversity criteria. To achieve this, the project partners (PPs) will rely on an open dialogue approach to support a holistic perspective, starting from local energy sources availability and final uses, to sustainable value creation. An Open Dialogue Toolkit will guide the establishment of a transnational pilot focusing on two key Alpine bioenergy & residue-based value chains, by activating Focus Labs in PPs' regions. The joint work will provide Alpine Trajectories for sustainable & biodiversity-positive bioenergy routes. As a result, PPs will join efforts to update energy plans or strategies, management practices and bioenergy business models through the bottom-up integration of nature conservation concepts. During the 3-year cooperation, DIVERSE will contribute to accelerating the transition to a low-carbon energy mix in the AS, strengthening the role that sustainable bioenergy can play for energy sufficiency and net-zero emissions.

Actual Achievements (EN):

In its first reporting period, the DIVERSE project made significant progress in fostering an open and inclusive dialogue between bioenergy and biodiversity sectors across the Alpine Space. Key achievements include: - Engagement of over 260 stakeholders from public authorities, research institutions, SMEs, NGOs, and sectoral agencies. These Labs are now operational across all project regions, enabling structured dialogue and data collection thanks to a detailed planning; - Design and launch of a transnational PESTLE analysis, based on a common stakeholder survey disseminated in 5 languages, which gathered insights on challenges and opportunities in integrating bioenergy with biodiversity objectives. - Definition of key bioenergy value-chains and sustainability and biodiversity indicators, through collaborative drafting and review processes involving all partners. The indicators reflect both environmental and socio-economic dimensions. - Co-creation of the DIVERSE Open Dialogue Toolkit Framework, aimed at building capacity among stakeholders and facilitating constructive negotiation on bioenergy-biodiversity trade-offs. The toolkit includes a capacity building protocol and will be further tested in pilot regions. - Launch of project communication channels, including a dedicated web presence, social media profiles, and the first newsletter, to raise awareness among the general public and relevant sectors. The transnational approach has enabled partners to pool diverse expertise — from forest ecology and energy systems to policy and stakeholder engagement — and apply it across varied Alpine contexts. This collaboration has led to shared tools, harmonized methodologies, and broader engagement strategies that would not have been possible at national level alone. The Focus Lab model, in particular, showcases how Alpine regions can collaboratively design region-specific yet scalable solutions to enhance biodiversity-positive bioenergy routes.

The LP established contacts with AG9 & 2 at the earliest stages of proposal development, in order to align with their objectives, gather inputs and feedback. (EN) | LENO and LENO2022 are the two editions of an EAFRD-funded project aimed at enhancing and qualifying the wood-energy supply chain. Contribution to wider strategies and policies:

EUStrategyAlpineRegion DIVERSE contributes to the objectives of AG9/6/2 by demonstrating the important role that locally sourced biomass can play in the self-sufficiency of Alpine communities, but only if provided under the right conditions, in order to ensure ecosystem protection. On behalf of the Partnership, RSE has already established direct contact with the AGs, gathering feedback & aligning with their most recent work plans & interests. The project is also linked to AG7 & their biodiversity restoration goal.
EuropeanGreenDeal Biomass can play a key role in both the EU Green Deal and the RepowerEU initiative, and with this project contributes to a sustainable energy transition, emission reduction and climate neutrality goals. It can also generate positive externalities in terms of circular economy from agriculture, forestry and waste reuse, regional development and job creation, industrial resource conversion, local involvement in production and resource management, and social equity.
TerritorialAgenda2030 DIVERSE contributes to a Green Europe through its pilot initiative (open dialogue & Focus Labs) involving regional/local policy makers and actors of key bioenergy value chains to develop circular economy business models and key recommendations. These will draw on local resources and innovation capacity and combine energy and just transition processes for a territorial circular economy and sustainable energy use.
Other DIVERSE contributes to the Alpine Convention's priorities for climate action: energy, agriculture, forests and Alpine biodiversity. In particular, with regard to energy, the project will implement a coordinated approach to direct the development of bioenergy to locations with high potential (waste and residues) and to ensure that environmental and social trade-offs are carefully considered, also thanks to the establishment of scalable & circular business models for energy communities.
Other DIVERSE contributes mainly to Goals 7 and 15 of the 2030 Agenda for Sustainable Development, which works on the development of measures to ensure access to reliable and sustainable energy and the sustainable use of terrestrial ecosystems, while halting biodiversity loss and land degradation. It also contributes to Goal 17, as the project consortium will activate multi-stakeholder and transnational cooperation to support effective capacity building in the bioenergy and biodiversity sectors.
Other DIVERSE addresses the debate between bioenergy production & nature conservation through an open dialogue approach and the identification of solutions for integrating biodiversity concepts into bioenergy value chains and policy frameworks at regional/local or national level. In doing so, the project contributes to the objectives and implements the actions defined in the 2030 Biodiversity Strategy to improve biodiversity policy and integration on the ground in the renewable energy sector.
Other Within the REPowerEU Plan, Member States are asked to map, assess and secure suitable land areas available for renewable energy projects in line with their national energy and climate plans. DIVERSE will contribute to the identification & valorisation of bioenergy supply chains that ensure community self-sufficiency while respecting overall sustainability and nature protection needs at local level, contributing to the identification of the so-called Renewable Energy Acceleration Areas in the AS.
Other REDIII is part of the 'Fit for 55' package and sets out the sustainability criteria for bioenergy production. These criteria will be taken into account in the identification of sustainability & biodiversity indicators guiding DIVERSE pilot implementation, and will support the dialogue on sustainable biomass production through selected value chains that are able to integrate the concepts of nature conservation and biodiversity.
Other DIVERSE aligns to the objectives of the new EU Circular Economy Action Plan, which aims to make sustainable products & value chains the norm in the EU, also by enhancing waste policy in support of waste prevention and circularity. The project will assess bioenergy value chains based on agri-food residues and waste, and will define practices and policy integration mechanisms to improve their sustainability, also in terms of biodiversity protection & enhancement measures.
Other The project will capitalise on the work of the S3 Bioenergy Partnership, which is currently formed only by regions outside the Alpine Space. At the start of the project, the PPs will contact the leading regions to identify synergies and areas for joint work, in particular on forest management models and awareness raising. PPs will also participate in selected Energy Partnership events to promote the transfer of project results.
Other DIVERSE aligns to the 2030 Lombardy Region Programme for Energy, which foresees a series of policy intervention to enhance bioenergies production (in particular biomethane) while fostering technological improvements & efficiency to reduce environmental impacts. The project contributes to Measure 9 of the Programme, and will support the Actions linked with the enhancement of biomethane & wood-forest-energy value-chains, by introducing biodiversity conservation & landscape management concepts.
Other The new Energy Plan prepared by Veneto Region points out the constraints in increasing the share of renewables in energy consumption, in particular the difficulties in the enhancement of biomass use due to air quality standards. In this context, DIVERSE work will contribute to trace an evidence-based & integrated framework based on an open dialogue approach, fostering the uptake of policy recommendation & shared path for the sustainable use of local biomass for energy production.
Other DIVERSE project will advance policy integration between bioenergy & biodiversity conservation aspects. This will support integrated planning in Piemonte Region, where the Air Quality Plan is not aligned with the assumptions defined by the Regional Energy Plan and the huge potential for the sustainable use of wood identified by the Regional Forestry Plan.
Other The goal of the German National Bioenergy Strategy is to ensure sustainable biomass integration combined with climate and biodiversity protection. DIVERSE addresses exactly those challenges and provides a shared pathway to achieve this goal. The strategy incorporates a stakeholder dialogue, which will be supported on local level through the DIVERSE open dialogue approach.
Other The DIVERSE project aligns with the objectives of the Integrated National Energy and Climate Plan of Slovenia (NEPN) by promoting sustainable bioenergy production and biodiversity conservation. Its open dialogue approach fosters cross-sectoral policy frameworks, which resonate with NEPN's aim to enhance domestic wood processing and its integration into sustainable practices.
Other DIVERSE aligns with the Regional Development Programme of the Ljubljana Urban Region 2021 - 2027. The project supports the efficient utilization of local renewable resources like biomass, reducing energy imports and fostering a circular bioeconomy. By promoting inter-sectoral dialogue and sustainable, circular farming models, DIVERSE supports the RRP's objectives towards self-sufficiency, environmental sustainability, and economic growth within the region.
Other The DIVERSE project aligns with the objectives regarding bioenergy and biodiversity issues of the Integrated National Energy & Climate Plan for Austria, the national Forest Strategy, the Biodiversity Strategy, the Strategy for Adaptation to Climate Change & the Bioeconomy Strategy. It will setup a dialogue and develop recommendations for action that contribute to the further establishment of the bioeconomy in Austria in order to bring about sustainable growth for bioenergy.
Other The French National Biomass Mobilization Strategy aims to strengthen the positive externalities linked to the increased use of biomass for climate change mitigation. Among its main objectives, the Strategy aims to optimize the co-benefits of biomass mobilization, preventing potentially negative impacts from an economic, social, environmental perspective. DIVERSE, through its open dialogue & holistic assessment of bioenergy value chains will give concreteness to the Strategy.
Other The Auvergne-Rhône-Alpes Regional Forest and Wood Program (PRFB) establishes the roadmap for forest policy in the region for the years 2019-2029. PP COFOR contributed to the development of the Program and, through DIVERSE implementation, it will setup an open dialogue with regional actors, to achieve key objectives (1) take into account forests multifunctionality, preserving & valorizing local biodiversity, (2) valorise local wood by creating favorable conditions & optimizing the value chain.
