Description (EN):

Climate change and human pressures are increasingly impacting mountain headwaters (HW), the main sources of freshwater in the Alpine Space (AS). Large alterations in water availability and quality pose significant challenges for Alpine communities and have profound implications for the ecosystem services on which they depend. WATERWISE aims to leverage recent advances in modelling techniques tailored to assess the vulnerability of HW to climate and land-use changes, and to make them accessible to local water and land managers. Through collaboration between scientists, communities and protected area managers, an innovative digital toolbox will be co-designed and tested in seven pilot sites. This toolbox, accessible via a user-friendly web-platform, will facilitate the collection, analysis and visualisation of in-situ climatic and ecohydrological data, while also enabling HW vulnerability assessments. The project will provide local stakeholders with the necessary scientific basis for co-designing robust and participatory management strategies, thereby enhancing the resilience of water resources, ecosystems and communities, in line with AS S.O 1. 1. and the EUSALP cross-cutting priority Joint Water Management Transition. Once validated, the toolbox will be implemented across a network of complementary sites covering the diversity of HW and challenges in the AS. End-users will be trained to operate and update the toolbox via the web-platform, ensuring its continued relevance and value beyond the end of the project. Combined with educational materials, creative storytelling and public outreach events, the results of WATERWISE will raise awareness among Alpine communities about the vulnerability of HW ecosystem services. WATERWISE will strengthen the dialogue between scientific experts and policymakers and stimulate the joint development of transnational solutions to secure water resources in the Alpine region.

Actual Achievements (EN):

WP1. PPs gathered critical field data on geomorphology, ecology, hydrology and socio-economics at the project pilot sites. Hydrological and climate monitoring stations have were installed or maintained (e.g., UniNE, FEM, CREALP, ARPA Lombardia, AG, GeoZS), producing high-quality data on snow, groundwater, rock glaciers, and weather patterns on the pilot sites that will be furtyher used by the toolbox to assess the vulnerability of the pilot sites. PPs harmonized these data into a joint project database, developed by UniNE and RNF, ensuring consistency for future cross-site analyses. RNF started to develop a web interface for the database so the PPs can upload and vizualize key data. State of the art protocols for water sampling were created by FEM and UniNE along with tutoral videos shared with the PPs. This will ensure water sampling and quality analyses accross al the pilot sites. Hydrological, climatic, ecological and socio-econoimic indicators to be included the the vulnerability analysis were identified and validated by the PPs during the kick off meeting (CH). A common modeling strategy was developed by UniNE and HKA with input from all interested PPs. HKA developed and tested low-cost sensors to be provided and installed in each testing site. WP2. Local stakeholders from CH, I, F, D, A, SI have been involved in the project. UP, RNF and TK established a methodology for stakeholder mapping, interviews, and workshops that was presented and approved by all PPs. PPs carried out stakeholder mapping for thier testing sites, UP and HKA conducted the first stakeholder workshops in the German site. Stakeholders in Valposchiavo (CH) asked to transform the Val d'Ursé site into a stakeholder testing site (approved by the project's SC). WP3. FEM and LPVDA, as WP3 co-leader, coordinated the planning of WP3 activities. TK conceptualized the design fiction approach and prepared a portfolio of relevant tools to support future participatory activities and scenario development. Establishing Effective Coordination and Communication. The project’s internal communication platform (Microsoft Teams) was organized and actively managed by UniNE, LPVDA and FEM. LPVDA led the internal and external communication activities, designing the project’s communication materials (website, social media, brochures, poster, roll-up) and coordinating public visibility, and the Waterwise participation in key events within the AS area (e.g., public side event on glacier-groundwater interactions co-organized by UniNE, FEM, LVPDA and MRI (observer) during the UN International Year of Glacier Preservation kickoff). Regular SC, WP and general project meetings were held to maintain PPs aligned and engaged. Radio, press releases, social media campaigns were conducted, promoting Waterwise activities across the Alpine countires. All PPs established contact with the local public authorities and stakeholders related to the stakeholder or deployment testing sites, following the local stakeholder mapping process established by the WP2 leaders. The PPs presented the project scope, methodological approach and work plan, launched local media releases, and started interviewing the major local actors. Several PPs presented the Waterwise project to regional public authorities and managers of natural resources (environmental/water management agencies) and protected areas, many of them being included in each PPs group of observers. These authorities were actively engaged in the project through stakeholders’ interviews and workshops. Only those PPs with tighter connection with national institutions (such as Federal Offices in CH, National water and Energy authorities in F and SI) already managed to establish contact with national public authorities during the first project RP. Many interest groups and NGOs were contacted by the project PPs. In some cases, the contacts were aimed at organizing public outreach events, e.g., the UN Glacier Preservation Kickoff Event (01/25/2025), the OSCE’s “Drops of the Future 2025” (02/24-25/2025), and the Forum Futuro Alpi (06/27-28, 2025). PP2 performed a relevant promotion of Waterwise within the EUSALP general and AGs context. Synergies were explored with other ongoing water-focused AS projects and the EUSALP Task Force on Water Management Transition. Waterwise triggered interest for collaborations among Research Institutes and Universities, several of which are collaborating in the field activities at project pilot sites, or are tutoring and co-funding PhD student or post-doc researchers engaged by the PPs. Several PPs are developing synergies with local or EU project led by neighboring institutions. The general public was targeted through national to local press releases, media interviews, contents on the project and PPs institutional social. Several PPs established contact with the organisers of public events which will take place during RP2, or with schools to organise future outreach activities with students.

Contribution to wider strategies and policies:

EUStrategyAlpineRegion WATERWISE supports the Cross-cutting priority “Promoting a Joint Water Management Transition” by sharing information on water scarcity at HW level. Project information has been provided to the embedded Action Groups (AGs) at a side workshop during Conference “Sustainable and economical management of Water resources” June 2024, Scuol (CH). Outcomes will feed into the activities and goals of the involved AGs and the Youth Council, and support the science-policy dialogue at transnational level.
EuropeanGreenDeal Adaptation to the effects of climate change, e.g. water scarcity and drought, is recognised as a priority by the EU Green Deal and is reflected in major European strategies such as the 2021 EU Strategy on Adaptation to Climate Change and the Mission “Restore our Oceans and Waters”. EU and PPs’ regional officers involved in these strategies will be invited to discuss during WATERWISE events to produce indications for sound territorial planning and preservation of Alpine HW resources and quality.
TerritorialAgenda2030 Demographic and societal imbalances, quality of life of involved communities, employment and economic development induced by climate changes are touched by WATERWISE. It will contribute to Pilot Actions Small Places Matter, and Climate Change Adaptation and Resilience through landscape transition by involving national policy makers and officers which contribute to drafting the guidelines for the sustainable management and preservation of Alpine HW quality and biodiversity.
Other WATERWISE contributes to fulfil the goals of the Alpine Convention priority “Water” of Climate Action Plan 2.0, and to pathways of Alpine Target System 2050. It will develop a digital toolbox where transboundary cooperation would improve water management and smooth conflicts of interest through a deeper science-policy dialogue. PPs will develop a common approach towards early warning and emergency tools and relevant measures against water scarcity and drought at catchment level.
Other WATERWISE supports and enhances information exchange and transboundary cooperation for tackling mountain water security in the framework of the Common Implementation Strategy (CIS) for the implementation of the EU Water Framework Directive (WFD) and Floods Directive, and contributes to the Task Group “Water Scarcity and Droughts”. CIS members invited to project meetings will trigger the transboundary harmonisation of local/regional actions to limit the negative impacts of climate change on HW.
Other WATERWISE contributes to the EU Biodiversity Strategy 2030 and the NATURA 2000 network by improving the status of habitats related to mountain HW ecosystems in and outside protected areas, and by developing HW-adapted monitoring indicators and protocols. Regional development of climate protection strategies are considered in the framework of pilot areas. EU and partners’ regional officers involved in the above strategies will be invited to discuss during the events organised by WATERWISE.
