With the establishment of the European Association for Territorial Cooperation (EGTZ) between the Technical University of Deggendorf (THD) and the University of Applied Sciences Upper Austria in 2020, university cooperation in the Bavarian-Austrian border region has taken a big step. Due to the COVID-19 situation, some operational measures could not be implemented accordingly. Therefore, we would like to carry out two workshops through this p2p project and thereby advance the cooperation of both universities at different levels with the involvement of other actors from the Bavarian-Austrian border region (e.g. regional management, district development, economic development, Euregiones, etc.). - Lower Bavaria/Upper Austria: 1 half-day workshop each at THD and FH Oberösterreich with representatives of the university management, academic staff from various faculties, administrative staff from the international offices of both universities. - Objective: developing a common strategy and concrete measures for future cooperation; e.g. mutual recognition of educational qualifications, joint study programmes, dual study programmes (also for international applicants), joint research projects, exchange opportunities for teachers, researchers, students The workshops are to be moderated with methods of agile project management such as Design Thinking under guidance. Through the enhanced cooperation between THD and FH OÖ, existing contacts are to be consolidated, new ways of cooperation are to be established and synergies are to be better exploited. In a public part, other stakeholders from the Bavarian-Austrian border region such as district development, regional management, representatives of the business associations (IHK, WKO, HWK, economic promoters of the districts), Euregiones of both sides are to be invited to discuss and evaluate the results and act as multipliers to the outside world. Furthermore, the agreed outputs will be recorded in a common position paper. Long-term goals are sometimes the strengthening of the education region Lower Bavaria-Upper Austria and thus the counteracting of skills shortages and emigration. Description (DE):

Mit Gründung des Europäischen Verbunds für Territoriale Zusammenarbeit (EVTZ) zwischen der Technischen Hochschule Deggendorf (THD) und der FH Oberösterreich im Jahr 2020 ist die Hochschulzusammenarbeit in der bayerisch-österreichischen Grenzregion einen großen Schritt gegangen. Durch die Covid-19 Situation konnten einige operative Maßnahmen nicht entsprechend umgesetzt werden. Daher möchten wir durch dieses p2p-Projekt zwei Workshops durchführen und dabei das miteinander Arbeiten beider Hochschulen auf verschiedenen Ebenen unter Einbeziehung weiterer Akteure aus der bayerisch-österreichischen Grenzregion (z.B. Regionalmanagement, Kreisentwicklung, Wirtschaftsförderung, Euregiones etc.) voranbringen. - Niederbayern/Oberösterreich: je 1 Halbtagesworkshop an der THD sowie an der FH Oberösterreich mit Vertreter:innen der Hochschulleitung, wissenschaftliche Mitarbeiter:innen verschiedener Fakultäten, Verwaltungsmitarbeiter:innen und Mitarbeiter:innen der International Offices beider Hochschulen. - Ziel: Erarbeitung einer gemeinsamen Strategie sowie konkreter Maßnahmen für die zukünftige Zusammenarbeit; z.B. beiderseitige Anerkennung von Bildungsabschlüssen, gemeinsame Studiengänge, duale Studienprogramme (auch für internationale Bewerber:innen), gemeinsame Forschungsprojekte, Austauschmöglichkeiten für Lehrende, Forschende, Studierende Die Workshops sollen mit Methoden des agilen Projektmanagements wie z.B. Design Thinking unter Anleitung moderiert werden. Durch die verstärkte Zusammenarbeit zwischen THD und FH OÖ sollen bestehende Kontakte verstetigt, neue Wege der Zusammenarbeit aufgebaut und Synergien besser genutzt werden. In einem öffentlichen Teil sollen weitere Stakeholder aus der bayerisch-österreichischen Grenzregion wie z.B. Kreisentwicklung, Regionalmanagements, Vertreter:innen der Wirtschaftsverbände (IHK, WKO, HWK, Wirtschaftsförderer der Landkreise), Euregiones beider Seiten zur Diskussion und Bewertung der Ergebnisse mit eingeladen werden und als Multiplikatoren nach außen wirken. Des Weiteren sollen die beschlossenen Outputs in einem gemeinsamen Positionspapier festgehalten werden. Langfristige Ziele sind mitunter die Stärkung der Bildungsregion Niederbayern-Oberösterreich und damit das Entgegenwirken zu Fachkräftemangel und Abwanderung.
