Description (EN):

The main goal of the project is the digitization of civil protection plans, already operatives in the territorial areas of competence of the PPs, developing a common cross-border methodology to be applied and replicated in the program area. The idea of the project born from the need to have a common Cross Border Model of Digitalised Civil Protection Plan that can face the common challenge of the programme area regarding a better coordination of civil protection strategies, giving to local authorities a smart and friendly digital tool based on Internet of Things technologies. The project main output is the construction of a common and replicable strategy for the digitization of civil protection plans at partners territorial level through an online platform, based on a Internet of Things (IoT) Decision Supporting System (DSS) and on data connectors from different sources, structured with micro services and adapted to the needs of the partner's territory. IoT sensors will be installed in the project partners areas and connected to the platform. All the development phases of the platform will be based on meetings and sharing of contents between the PPs in order to be built on previous project results. Emphasis will also be given to the phase of staff training and sharing of DSS development methodologies to be as inclusive as possible with respect to the actors and stakeholders of the Digitized Civil Protection Plan. In particular, specific deliverables will be provided, both for the implementation of the actions envisaged, both for the dissemination of basic knowledge acquired in the various territories through previous projects and subject to analysis, aimed at increasing the resilience of the physical and man-made environment. The project approach will be base on the following main activities 1. Digitalization of civil protection plans 2. IoT EDSS Platform development 3. Capacity Building activities and Pilot Deployment with IOT sensors installation 4. Development of Cross Border Strategy and Action plan for Civil Protection Plans digitalization

Actual Achievements (EN):

During the first implementation period, the entire consortium collaborated on establishing the working groups and management committees essential for project execution at a consortium-wide level. While these foundational activities involved all partners, some partners played a more prominent role in specific areas, ensuring a well-coordinated approach across the consortium. This period was dedicated to defining roles, responsibilities, and procedures to guide efficient project implementation. On July 2nd and 3rd, 2024, the Lead Partner (LP) GAL Molise organized the official launch event for the Digital Plan project in Campobasso, Italy. The Kick-off Meeting, led by GAL Molise, introduced and specified the project’s objectives and activities, outlining the responsibilities that each partner would undertake. Each work package was presented by GAL Molise and representatives from other partners, who contributed insights into their specific areas of expertise. These discussions provided a platform to refine the Digital Plan’s communication strategy, monitoring framework, and financial and management activities, which will be coordinated by GAL Molise in collaboration with other consortium partners. Several partners contributed key elements to the project. PP1, for example, provided significant input on communication and outreach strategies, helping to shape the project's approach to engaging stakeholders. PP2 contributed expertise in monitoring and evaluation, establishing key metrics and processes to track project progress. PP3 offered specialized knowledge on regional digital infrastructure, helping to adapt the project’s objectives to local contexts. In addition, PP4 and PP7 played active roles in developing tools for data collection; with their support, a questionnaire covering the first three activities of Work Package 1 (WP1) was created to gather data from the partners and the regions they represent. This data collection is a critical first step for developing the project’s platform. The Kick-off Meeting was also an opportunity to clarify roles, define project deadlines, and agree on a structured project implementation process that all Digital Plan partners will follow. Moving forward, GAL Molise, supported by PP4, PP7, and other partners, will continue to lead efforts to achieve the objectives outlined in WP1, laying the groundwork for a successful and cohesive project execution. During the second reporting period of the Digital Plan project, the partnership achieved significant milestones, making steady and coordinated progress across all key areas. The efforts of all involved partners led to the completion of several crucial deliverables, the advancement of technical and organizational tasks, and the strengthening of cooperation among Croatian and Italian project partners.One of the major achievements was the finalization of key project documents. The Report on Civil Protection Plan Data for Digitization (D.1.1.1), the Report on Open Data Sources (D.1.3.1), and the Project Communication and Media Strategy (D.1.6.1) were successfully completed and approved by the Lead Partner and the entire partnership. These documents represent a significant step forward in establishing the foundations necessary for the digitalization of civil protection plans and enhancing cross-border risk management strategies. Additionally, draft versions of the Online Cartographic Database (D.1.2.1) and the Guidelines for Digitalizing Civil Protection Plans (D.1.4.1) were prepared, laying the groundwork for the next reporting period, when their final versions will be submitted.The partnership also focused extensively on risk assessment and sensor requirements. In collaboration with the project coordinator and the University of Venice (PP7), an analysis of questionnaires completed by project partners led to the identification of three primary risks: forest fires, hydrogeological threats, and avalanches. Another important focus was the digitalization of Civil Protection Plans. The University of Venice initiated the preparation of the guidelines for digitalization, carefully coordinating with both Italian and Croatian partners to harmonize procedures across borders. Despite the complexity of aligning different national regulations and standards, significant progress was made, and a first draft was made available to all partners.In parallel, the technical innovation aspect of the project advanced strongly. Partner PP4 started drafting the documentation for outsourcing IoT sensor design and initiated the creation of biodegradable UHF wireless tags for temperature monitoring. Additionally, the partnership successfully deployed a test version of the IoT Wallet. This new tool allows partners to monitor IoT sensor data, including battery status and measurement visualization, and features mobile push notifications and a progressive web app version.The selection of pilot areas for testing the digital platform was another major accomplishment. After a thorough analysis of regional and national civil protection documentation, and through consultations with local civil protection authorities, the Split-Dalmatia County pilot sites of Žrnovnica (City of Split) and Rupotine (Municipality of Klis) were identified based on their high fire risk, challenging terrain, and limited accessibility for emergency services. Simultaneously, the Municipality of Fermo (MoF) in Italy identified its three pilot areas, contributing to a balanced transnational implementation.Communication and dissemination efforts also gained momentum. AGRRA successfully organized its first press conference, further raising awareness about the project among media and stakeholders. A report covering the press conference (1/8 of D.1.6.2) was produced, and all partners actively engaged in promoting the project through social media and official web pages. From a project management perspective, the partnership remained diligent in complying with the Interreg Italy-Croatia Programme rules, particularly regarding budget monitoring, reporting, and public procurement regulations. Regular online meetings and the second live Coordination and Steering Committee meeting in Zadar ensured that project activities were closely monitored and aligned with agreed timelines and objectives. The live meeting in Zadar, hosted by AGRRA, proved to be a pivotal moment. It brought together all project partners, allowing a thorough assessment of progress in WP1 and WP2, clarifying outstanding issues, and defining the work plan for the coming months. Discussions during the Steering Committee meeting focused heavily on maintaining project momentum and ensuring that upcoming activities, such as the finalization of the Online Cartographic Database and the Guidelines for Civil Protection Plan Digitalization, would be completed on schedule.The second period closed with substantial achievements: key deliverables were completed, important pilot areas were selected, IoT innovations were introduced, and communication activities significantly increased project visibility. With a solid foundation now in place, the Digital Plan project is ready to enter its next phase, where the digitalization of civil protection plans and the real-world testing of IoT-based risk management solutions will take center stage. During the third reporting period, the partnership marked a number of important milestones and demonstrated substantial progress in moving the project forward. Significant efforts were dedicated to both advancing the overall implementation and finalizing several key deliverables and planned activities. This period reflected a strong commitment from all partners involved and was characterized by a high level of coordination and collaboration. A major highlight of the period was the successful organization of the third live project meeting, which took place in Bol, Croatia. This event brought together all project partners and served as a critical opportunity to discuss the project's current status, clarify upcoming objectives, review deadlines, and align on the activities required to stay on schedule. The meeting reinforced the collaborative spirit of the consortium and ensured that all partners shared a common understanding of the project’s direction and timeline. The Lead Partner, with the active engagement and support of the entire partnership, maintained oversight of project implementation. As part of these efforts, a Short-Term Implementation Plan was updated and shared with all project partners. This strategic document outlines a clear roadmap for the next phase of the project and ensures a coordinated, consistent, and efficient approach toward achieving the project’s overarching objectives. Throughout the reporting period, a number of project activities were successfully completed. Some tasks were initiated but not yet finalized; their respective deliverables are currently in draft form and undergoing review and refinement. These works-in-progress remain aligned with the project's timeline and are expected to be completed in the following reporting period. Within PR3 heva been completed 5 deliverbles, and 3 deliverbles have been submitted in draft version. The following deliverables were completed and officially submitted as final: D.1.2.1 Creation of an Online Cartographic Database: This deliverable established a centralized digital repository of spatial data, which will serve as a foundational resource for project activities. D.1.4.1 Development of Guidelines for the Digitalization of Civil Protection Plans: This document provides a standardized approach to transforming traditional civil protection plans into digital formats. D.1.7.1 Specification of the Functional and Technical Requirements of the IoT DSS Platform: This deliverable outlines the technical framework and performance expectations for the DSS platform. D.1.9.1 Creation of a Flow Chart Outlining a Common Emergency Response Structure: The chart provides a unified model for emergency response, supporting interoperability among stakeholders. D.1.10.1 Report on the Design, Development, and Integration of IoT Sensors: This report details the technical process behind the integration of sensor technologies within the broader emergency management framework. In addition to these finalized deliverables, 3 deliverables were submitted in draft form during this period and will be finalized in the upcoming reporting period: D.1.5.1 Implementation of an IoT-Based Decision Support System (DSS) Platform D.1.8.1 Interactive Emergency Management Map D.2.1.1 IoT Sensor Toolkit for Emergency Situations Overall, the third reporting period was marked by diligent progress, proactive coordination among partners, and the successful delivery of several critical components of the project. Within PR3 5 deliverables have been completed, and 3 deliverables have been submitted in draft version. Moreover, we reached multiples TG achievements: 2257 general public (social media, websites and press conferences), 7 local public authorities (municipalities, police and firefighters departments); 19 Interest groups (agronomists and farmers confederations, Universities, Research centers, Voluntary associations and schools); and 4 Regional public authorities (representatives of local regions and civil protection departments). Progress has been made toward the achievement of output 1.1 IoT DSS platform: the online tool is under development, PPs defined technical requirements, functionalities and connections with on field sensor that will be installed in period 4. The partnership also formalized the methodology to digitalize civil protection plan and how to insert data of the emergency plans in the platform.

Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion DIGITAL Plan main goal is to significantly enhance Civil Protection's capacity in reducing disasters, improving both countries' safety from risk. The achievement of the above goal contributes to the EUSAIR PILLAR 3 ENVIRONMENTAL QUALITY and the flagship initiative PROMOTION OF SUSTAINABLE GROWTH OF THE AI REGION BY IMPLEMENTING ICZM AND MSP. The project will contribute to integrate the ICZM with a digital civil protection plan and serves as an indicator of good environmental status of marine waters and impacting on mitigation and management of coastal hazards. In the other hand, the develop a Managed Service Provider contribute to the AI region within the mitigation and management of coastal area but also to the development of MSP in inner and rural areas to prevent hazard such landslides and avalanches due to extreme changes and climate impacts and monitoring the quality of hills and mountains environment. The digitization of civil protection plans and the inclusion of monitoring sensors in the most other-risk locations could enable not only monitoring for early forecasting but also could provide relevant data for making climate change adaptation and mitigation strategies. An enhanced safety of coastal territories from natural and man-made hazards contributes to protect and preserve their sustainable development (economic, sociocultural, and environmental). The actions steered to improve the monitoring and emergency management measures, foreseen in the project, provide a better withstand and contain the catastrophes on ecosystems of involved regions, contributing the protection and the preservation of their habitats and landscape elements. Cross cutting activity of Programme Italia-Croatia are fully covered with digitalization and circular economy by
- improving the knowledge base for policies concerning climate change, biodiversity, fight against pollution and the related application tools;
- climate change adaptation strategies.
EuropeanGreenDeal The Digital plan Project having as its objective the risk mitigation and monitoring the environmental performance is in synergy with the European Green Deal for the development of measures on adaptation to climate change, digitizing civil protection plans and thus making risk mapping of hazardous climate event of coastal areas and inland and mountainous areas of italy and croatia always available, and simultaneously data to carry out mitigation actions to protect biodiversity and ecosystem and reduce pollution. Project activities are focused on what is the EU Adaptation Strategy (2021) for local adaptation action responding to Climate ADAPT indicators such as Extreme Precipitation Days, extreme sea Level, high fire danger, river flood, oxygen concentrations in European coastal and marine waters and so on.
Other In Italy, the climate decree was approved in 2019 and then a climate fund was established in 2023. The project DIGITAL PLAN is integrated into the fight against climate changes and the management of emergencies caused by the increased vulnerability of ecosystems degraded by pollution, especially by implementing synergistic actions with the Interministerial Table for Climate Emergencies: established to ensure the implementation of the National Strategic Program for Combating Climate Change and Improving Air Quality. Furthermore, to provide new environmental data by fostering Environmental Data Transparency: sensor data could complement the public database created by Ispra. In addition, the Digital Plan project goes to integrate the digital system for the IT alert app, the national public alert system of the civil protection department by providing the necessary integration to this service as explicitly stated on the website, in fact, it alert assumes " an awareness of the risks on the part of those who receive the message, which passes through knowledge of the territory, civil protection planning and behaviors to be adopted in emergency situations." Digitizing civil defense plans could facilitate the understanding of risks and their distribution within the territory.
Other ROP Molise 2021 /2027 aims through specific research and development actions to implement actions aimed at solving social and environmental problems in the region and is developed in PO 1 - A Smarter Europe; PO 2 - A Greener Europe; PO 3 - A More Connected Europe; PO 4 - A More Social Europe; and PO 5 - A Europe Closer to Citizens. The specific focus of these actions revolves around the theme of environmental sustainability and research and development. Preservation of protected areas and reduction of pollution, production of energy from renewable sources and energy efficiency, support for local public authorities to adopt innovative systems, and strengthening of regional and local governance for the development of better skills to bodies related to the implementation of European funds.
Other Croatian National Development Strategy until 2030 is based on the competitive economic potential and recognized development challenges at the regional, national, European and global levels. One of its main priorities is 4 Environment. In point 1.1.3 Safeguard against environmental and climate change risks the project Digital Plan synergize with the Croatian strategy that aim to mitigate environmental pollution for land and water, and reduce and mitigate the “Extreme weather events related to climate change are also changing the distribution of disease vectors and having a negative impact on health.” Digitalization of CP plan will help develop policies “to protect the environment – be it clean air or clean water or well-functioning waste management systems– and reduce the climate change impacts improve health and the quality of life of citizens.”

The Sendai Framework sets out four specific priorities for action:Understanding disaster risk;Strengthening disaster risk management;
Investing in disaster risk reduction for resilience;
Improve disaster preparedness for effective response and better recovery, rehabilitation and reconstruction.
The DIGITAL PLAN project aims at activating actions that can directly and indirectly stimulate the four priorities for action of the Sendai Framework. As a matter of fact, through the development and implementation of digital tools it will be possible to analyse the territory where the platform will be made operational by analysing the intrinsic hazards of the territory and the potential disaster risk in relation to what is present on that same territory (Risk=Danger x Exposed Value) it will be possible to improve the citizen's perception of potential risks, analyse critical points and stimulate pathways to hazard reduction through action and planning, and finally to stimulate preparedness for response by making information accessible through digital tools to the population of the future.
The European Union places environmental policies at the centre of a new development strategy based on sustainability and efficient use of resources. In this perspective, the environment acquires a new centrality and, at the same time, takes on a cross-cutting character with other public policies, first and foremost territorial and energy policies. Europe is increasingly adopting measures and conclusions expressing concern about the intensification of extreme weather events caused by climate change. These events are becoming more frequent, intense and long-lasting. Projects such as Digital Plan goes in this direction, aiming to increase the resilience of communities and the EU as a whole.
