Description (EN):

TA2 To tackle regional inequalities in research and innovation, the preservation of the Adriatic Sea is embraced as a means to promote collaboration among researchers (RCO07) and bridge the gap between research and maritime industries (RCO081, RCO04). The BRIGANTINE project aims to develop an autonomous monitoring vessel for enhancing data fusion in monitoring processes (RCO116). This entails sharing cross-border expertise through joint research activities, developing solutions (RCR104 solutions adopted or expanded by involving pertinent stakeholders), and fostering ties with small businesses in shipbuilding open to cooperation and technology transfer. Ultimately, the project also seeks to contribute to assessing and introduce solutions for the health of seaweed populations.

Actual Achievements (EN):

The first reporting period (RP) was dedicated to organizing and building the project team and engaging experts. The Lead Partner (LP) reviewed the Application Form (AF) during the clearing conditions step (completed on June 24, 2024) and oversaw the selection process for external experts to provide technical and administrative support to the partnership. During this time, procedures were also established for selecting three researchers to be involved in project implementation. Calls for these positions were published on EU recruitment platforms. The Analytical Chemistry Unit completed its selection process (as per DR 894/2024, dated September 24, 2024), with the contract set to commence in October 2024, following UNIUD’s internal regulations. The remaining two selections are expected to conclude by the end of 2024. The LP also collaborated with Project Partner (PP) CORILA to organize contracts for CNR and OGS external experts. Finally, she prepared the call for an external expert in Communication, with procurement expected to be finalized by the second reporting period (2RP). The LP, with support from Financial Manager Dott. D’Antoni part of UNIUD administrative office, managed all administrative aspects of the project. External experts for technical and financial support, as well as the First Level Controller (FLC), were appointed through public procurement, with these procedures completed in August and September 2024, respectively. FLC was finally certified by JS, as well. The team utilized various communication tools—including email, online meetings, WhatsApp, and phone calls—to initiate the thematic activities required in this 1RP. A drive repository was organized to ensure easy document sharing and accessibility for all PPs and external participants. The LP promoted and attended several online meetings to support the PPs in organizing technical activities, as many were not experienced in EU/Interreg projects, consistently emphasizing the mandatory need for cross-border cooperation. The Project Communication Manager (CM) presented the main communication guidelines, as outlined in the Project Brand Manual and Communication Kit, stressing the importance of engaging target groups to meet communication and dissemination objectives. The LP and CM also attended project management and communication meetings organized by the Joint Secretariat (JS), both in person and online, including discussions on the project website. The Project Management Unit (PMU) was organized and its structure approved during the first Steering Committee/General Assembly (SC/GA) held in Udine (June 2024). As a result, thematic groups—comprising experts in marine drones and software, algae and macrophytes, and sensors and analytics—collaborated to prepare the deliverables expected for this reporting period. It became evident that two different drones, of varying sizes, were needed to meet the monitoring requirements for both the Italian and Croatian coastlines, as well as potential offshore areas. Sensors and other electronic equipment for the drones were selected and procured in accordance with both program and internal regulations.Additionally, initial project dissemination initiatives were launched, and the communication strategy and plan were defined. The project was presented at several congresses (engaging the research community) and three different events were organized to promote the project, highlighting the ecosystemic importance of underwater forests, the need for monitoring, and innovative approaches to monitoring. Among the target groups foreseen were engaged, children (in collaboration with an NGO), undergraduate students, teachers and the general public. All project partners (PPs) published information about the project launch on the official websites of their respective institutions. All deliverables foreseen within this first reporting period were uploaded. The final procedures for recruiting research personnel were completed during the second semester. The consortium has now employed a total of seven young researchers full-time to carry out the thematic activities foreseen by the project. The selection process respected gender balance, with three female and four male researchers, all from STEM fields. External experts were involved as scheduled, and the selection of the communication expert was also completed. However, due to the formalities required to finalize the procedures, the related expenditures will be covered in the third reporting period (3RP). Additionally, during this period, procurement procedures for most of the thematic equipment necessary for drone development and at-sea testing activities with the sailing lab, as specified in the AF, were finalized. From a financial standpoint, the project has now caught up with the delays initially caused by the formal project start date being significantly later than the nominal one. The launch of these activities also played an important role in team building, which was strengthened through frequent interactions and meetings held both in person and online. A steady and dynamic exchange of emails further helped maintain close collaboration among partners. Numerous thematic meetings, both online and in person, took place to support the development of the drone, its equipment, and the software for movement control, as well as for the collection and storage of monitoring data. Several field tests were conducted toward the end of the second period and the beginning of the next one (weather conditions are critical for field activities). These tests aimed to evaluate the drone's performance and identify any challenges related to its use at sea or areas needing improvement. These intensive testing activities fostered positive and constructive team collaboration and helped overcome initial challenges related to the diversity of skill sets involved. At the same time, work is ongoing to build the new drone structure based on PP5's designs. Activities for WP3 have started, while those for WP4 have also partially begun. As planned in the AF, the second project meeting (Steering Committee and General Assembly) was held during this period, organized by PP2 in Ancona (documents uploaded in the annexes), with all PPs attending and presenting the progress of their work. Before this scheduled meeting, an additional official internal meeting was held in hybrid format in December 2024 to review the administrative status of the project and plan activities for the final months of the second semester. Regarding project dissemination, nearly all partners organized or participated in events, both in-person and online, reaching various target groups—particularly university and high school students, the general public, regional authorities, and SMEs. All deliverables due for this reporting period have been submitted: PP1, through its engineering and computer science units, and PP5 took the lead in their preparation. However, since the work focuses on observing submerged seagrass meadows, all PPs contributed to the document by providing their expertise.

Actions under the strategy include: i) the extension of protected land and marine areas in Europe; ii) restoring degraded ecosystems by reducing the use and harmfulness of pesticides; iii) Increased funding for actions and better monitoring of progress. The possibility of knowing in a timely and widespread way through the use of user-friendly tool (Brigantine) the health status of underwater meadows, which are recognized as ecosystems capable of preserving the biodiversity of the aquatic environment, contributes to points (i) and (ii) above as actions envisaged in the Biodiversity Strategy 2030. In addition, the project also participates with the application of predictive models of the expansion or restriction of these seagrass meadows considering the chemical-physical and mechanical parameters (erosion, currents etc.) emerging from the analyses conducted during the project activities. A lack of health of seagrasses early detected can be deeply investigated and eventually associated to the features of the marine water (or of effluents close to the investigated areas) or to the persistence of pollutants driven by the land.
Other Horizon 2030: Research and innovation foster smart, technologically advanced solutions to help Europe protect and promote its advancement and with it increases the skills of its researchers. The areas covered in the project are characterized by a low percentage of highly specialized personnel involved in research. Through the BRIGANTINE project, a network of research facilities will be fostered to develop an autonomous navigation system that enables at-sea monitoring of submerged seweeds/seagrass beds, and will share knowledge and skills useful for acquiring competitiveness with respect to the lines of action of Horizon 2030, pillar 2, cluster 6. Moreover, young generations are involved by promoting crossborder research agreements or grants to favour the mobility of students to form in the specific context of the activities performed in the BRIGANTINE project.
Other The Habitat Directive (and Natura 2000 sites) aims to ensure the biodiversity of the European Union, committing to conserve:natural habitats and wildlife. It establishes the "Natura 2000" network, the largest ecological network globally. Natura 2000 includes special areas of conservation, designated by EU countries under this directive. The network also includes special protection areas, classified under the Birds Directive (Directive 2009/147/EC). The BRIGANTINE tool is a device that implement the monitoring and the knowledge of aquatic ecosystems. The monitoring is performed for this reason at Natura 2000 sites. Moreover, the simplification of this device for monitoring (BRIGANTINE) is considered because the involvement of the general public to spread the controls is of paramount importance in the logical frame of "citizen science" and of the involvement and finally to increase awareness about the need of protection of the wild habitats and them inhabitants.
Other Marine Strategy Directive (MSFD): the Mediterranean action plan (emerged from the Barcelona convention) established that given the maritime dimension of the area, the environmental quality of the Adriatic Sea is essential to preserve. Chemicals, floating or submerged marine litter, sea floor integrity and biodiversityare some of the threats highlighted. Therefore the monitoring performed by a floating boat equipped with system of underwater visions and sensors for analysis is offering a tool for answering some of the need of the MSFD (ie share data obtained from monitoring, suggest new procedures for monitoring, offer new tools for monitoring both native and allochthonous species) but in this project a network of researchers is also formed aiming to favour the diffusion of innovative concepts and expertise to promote the green transition as by addressed by some of the activities performed in this project.
Other EU Mission ‘Restore our Ocean and Waters aims to protect and restore the health of our ocean and waters through research and innovation, citizen engagement and blue investments. The data collected here are made available for the data hub (HATCH Interreg std project_capitalization) and going in the direction of the digital twins of the Oceans philosophy which is use real-time and historical data to represent the past and present and numerical models to simulate future scenarios.
