Culture and tourism play an important role for the territory’s economy and labour market although the sector is heavily characterized by the seasonality of touristic flows mainly affecting those regions that are economically over-dependent on the tourism industry. One of the main challenges for the area is represented by the diversification of touristic flows aimed at ensuring equal access to tourist destinations and cultural heritage for persons with disability, elderly people and retired, unemployed and low-income population, younger generation. Considering the available data, Italy is the second European country with the highest prevalence of dementia (more than 1 million people), while in Croatia approximately 100.000 people suffer from this disease. Besides this data, 60% of dementia caregivers report high stress levels associated with the care of a demented family member, with an estimated 40% experiencing clinical depression. Improving the accessible tourism offer will respond directly to this need for “normality", strengthening the social inclusion of the groups involved. The overall objective of ADRINCLUSIVE is therefore fostering innovative, sustainable, and inclusive tourism offers in the Adriatic area for people with dementia and cognitive decline by enhancing innovation and technology transfer to create new, tailored services and solutions for accessible tourism, establishing a network of tourist & welfare institutions for promoting inclusive cross-border tourism activities capable of generating social inclusion while fostering diversification of touristic flows. The diversification and de-seasonalisation of tourist flows will not only increase the sustainability of the tourism sector, extending the touristic season, but will also improve accessibility to culture and foster the development of stable business and jobs in the field. The project will implement a set of structured activities based on transnational and cooperative approach and will produce 2 main outputs: > ADRINCLUSIVE strategy (O 1.1): In WP1, all PPs will develop a joint strategy based on the assessment of the specific TGs needs and best practices in the inclusive tourism field, investigating also on tourism and welfare operators’ gaps in terms of essential competencies for providing accessible and inclusive tourism offers. Key activities such as cross-border roundtables with key stakeholders from the tourist and welfare sector, local work session with key expert and a cross-border open call for innovative services, tools and technologies for inclusive tourism ecosystem will lay the ground for the definition of the Strategy. The strategy will lead to the capacity building activities aimed at upskilling tourist and welfare operators’ competences. 5 highly practical training courses will be implemented at local level. The methodology used for the training activities and the developed contents jointly identified by the partners will fall within the ADRINCLUSIVE Training Manual. An overall quality evaluation on outputs and impact of the implemented courses will be performed at each PP level and will lead to the definition of a Strategic Training Plan for inclusive tourist offer. The two strategic documents will be combined in the Training Package. > Pilot actions (O 3.1): all PPs will define joint pilot actions (5 in total) in the form of a tailored, innovative and sustainable vacation for people with dementia and cognitive decline and their caregivers. PPs will organize Pilot Site Visits and dedicated Pilot Dissemination Events to present the tested solutions. This activity will lead to the creation of a Replication Package that will be shared with key actors and relevant stakeholders in the tourism and welfare sectors for capitalization purposes. The cross-border cooperation approach at the basis of the project will be strategic for developing an Adriatic inclusive tourism network as it will lead to a new model of sustainable and innovative tourism for people with dementia and cognitive decline, a result that can only be achieved if existing practices, operational and technological solutions as well as different expertise merge together and produce a capitalization effect. Standing-alone initiatives and offers at a national, regional and local level wouldn’t in fact be able to effectively tackle the complexity of this goal, that requires a multi-level and multi-disciplinary approach to be addressed. Finally, ADRINCLUSIVE main element of innovation is represented by its approach to inclusive tourism, based on cross-sectorality between tourism and welfare sectors and the cross-border dimension to tackle common challenges in the Adriatic region through the identification of innovative solutions, development of digital tools and application of new technologies to provide new strategies and models for tourism accessibility of people with dementia and cognitive decline in the Programme area.

Actual Achievements (EN):

During this reporting period, despite being marked by intensive administrative processes essential for project setup, the ADRINCLUSIVE project made substantial strides in laying the foundation for inclusive tourism frameworks tailored for individuals with dementia. Through coordinated efforts, led by WP1 leader PP6, and extensive cross-border collaboration, the project partners and associated partners actively engaged in the development of deliverables that address the unique needs of individuals affected by Alzheimer’s and dementia (A&D). This involved identifying stakeholders, collecting qualitative data from tourism and welfare operators, pinpointing best practices, and gathering vital information specific to each partner’s territory. Together, these efforts contributed valuable insights toward building a cohesive, cross-border strategy. Three key deliverables completed in Period 1 form essential building blocks for the ADRINCLUSIVE Strategy, which aims to bridge tourism and welfare sectors for inclusive, sustainable tourism. These deliverables represent the first comprehensive data-driven and stakeholder-informed resources for inclusive tourism in the Programme area. By drawing on sectoral knowledge and aligning shared objectives, the deliverables provide a solid theoretical and practical foundation that will guide the project toward its objective: to establish a model of dementia-friendly tourism for the Adriatic region, which can later serve as a replicable model across Europe. With PP6’s guidance, each partner contributed expertise and local knowledge essential to deliverable development. PP6 oversaw the mapping of stakeholders, initiated surveys, and facilitated a robust network involving caregivers, NGOs, and tourism professionals. Technical partners, such as PP3 and PP5, brought invaluable perspectives on the Italian landscape and helped integrate practical insights from local institutions, Alzheimer’s associations, and tourism operators, effectively translating these insights into actionable guidance. A key milestone of ADRINCLUSIVE has been the creation of Europe’s first comprehensive guide on organizing vacations for people with dementia. This pioneering document outlines crucial steps before, during, and after travel to ensure a safe and enjoyable experience for dementia-affected individuals and their families. Its development marks a breakthrough, considering the scarcity of official data and resources on inclusive tourism for dementia patients. The guide’s innovative approach, grounded in real-world experiences, positions the ADRINCLUSIVE project as a leader in inclusive tourism, not only within the Programme area but also at a European level. The value of cross-border cooperation has been evident at every project stage. Partner collaboration across Italy and Croatia enabled an exchange of unique local knowledge, as well as a shared commitment to tackling the lack of resources and data on this issue. This partnership has helped overcome challenges and magnified each partner’s impact in creating resources and mobilizing stakeholders, an achievement that would not have been possible within individual borders. This cooperative approach has also enriched each deliverable, making them more relevant and adaptable to various contexts. The ADRINCLUSIVE project’s communication efforts have been important in establishing a strong presence and outreach foundation. Led by PP7, a communication strategy and plan were created, with a Facebook page launched to engage stakeholders, update the public, and share project achievements in real-time. Although most WP1 deliverables were completed toward the end of Period 1, limiting immediate promotion, full-scale dissemination is planned for Period 2. This strategic rollout aims to enhance visibility, ensure the project’s pioneering contributions reach a wide audience, and foster active engagement among sectors invested in advancing inclusive tourism for individuals with dementia. Since the beginning of the project, ADRINCLUSIVE has made steady and meaningful progress toward building a new inclusive and sustainable tourism model for people with dementia and cognitive decline in the Adriatic region. The first important step was to engage tourism and welfare professionals directly. Local focus groups were organized in Cesena, Novigrad, Split, Brindisi, and Macerata, where operators, educators, and associations working with people with dementia discussed the real needs, skills, and opportunities for creating more inclusive tourism offers. These conversations continued at the cross-border roundtables held in Cesena, where stakeholders from different countries shared ideas and practical solutions to make tourism more accessible. This collective work resulted in two important reports that now serve as a strong foundation for shaping the new ADRINCLUSIVE strategy: one mapping the skills needed for inclusive tourism, and another gathering ideas and practical solutions from discussions across different regions. These results now provide a strong, shared foundation for shaping a common strategy to improve tourism accessibility for people living with dementia. In parallel, the project launched a Call for Innovative Services and Products, aiming to collect tools, technologies, and ideas that can improve the competitiveness and resilience of the future inclusive tourism model. The goal is to gather innovative solutions to be included in a dedicated Catalogue, and, where possible, even implement them during the project pilot vacations. Another major highlight is the preparation of the awareness campaign, specifically designed to reach families and caregivers of people with dementia. The campaign will include a high-quality brochure guiding them on how to organize an “inclusive vacation” — a simple yet powerful idea for families who might never have thought that a holiday could be possible for their loved ones. Attractive ADRINCLUSIVE postcards will also be created and distributed not only in tourist information points but also in senior centers, hospitals, and day centers, helping to raise awareness among both the general public and tourism operators. Additionally, partners will organize live events around World Alzheimer’s Day (21 September 2025) to promote awareness of dementia issues and the ADRINCLUSIVE model. The added value of cross-border cooperation has been crucial by bringing together different experiences, cultural approaches, and professional knowledge from across the Adriatic area, ADRINCLUSIVE is creating a truly shared and sustainable model. Thanks to this collaboration, the project is not only developing practical solutions but also changing mindsets, showing that tourism can and should be a right accessible to everyone, including those living with dementia. Today, ADRINCLUSIVE stands with strong foundations, a clear vision, and real momentum toward making inclusive tourism a reality across borders. Since its launch, ADRINCLUSIVE has made significant strides toward building an inclusive and sustainable tourism model for people with dementia and cognitive decline in the Adriatic region. The project now stands on solid ground, having not only laid out its vision but also delivered key building blocks for long-term change. One of the most important achievements has been the finalization of the ADRINCLUSIVE Strategy, a comprehensive document jointly developed by all partners. This strategy defines the future roadmap for accessible tourism in the cross-border area, based on real needs identified through extensive engagement with local communities, tourism professionals, and health and welfare experts. The process behind the strategy has been as important as the result itself: through focus groups, roundtables, and local workshops, partners have built a strong cross-sectoral and cross-border dialogue that ensures the model is both practical and replicable. In parallel, the partnership finalized the Catalogue of Innovative Services and Products, a collection of tools, technologies, and creative ideas that will support the implementation of the inclusive tourism model. This deliverable showcases the added value of cooperation by integrating contributions from different territories and expertise areas. The project also launched its local and cross-border Awareness Campaign, aimed at families, caregivers, local communities, and tourism stakeholders. Highlights include the creation of an accessible brochure (“How to organize a holiday for people with dementia?”), postcards, and public events such as intergenerational workshops. These actions are helping to break stereotypes, foster empathy, and build community awareness that dementia should not be a barrier to travel. Another key milestone was the co-creation of the ADRINCLUSIVE Cross-border Training Methodology, a practical and modular training programme designed for tourism and welfare operators. It provides knowledge, tools, and interactive methods (like storytelling and roleplay) to improve inclusive service delivery and promote collaboration between sectors. All partners contributed to the methodology, which is now ready for local implementation through targeted training sessions across the programme area. At the same time, the ADRINCLUSIVE digital platform is in advanced development. Designed as a user-friendly tool, it will offer information about accessible destinations, inclusive services, and caregiving associations across the Adriatic region. Its goal is to empower families, professionals, and institutions alike with centralized, practical resources. Finally, the preparation for the pilot inclusive holiday experiences, to be tested in Italy and Croatia, has begun. These pilots will offer at least 3-day, 2-night vacation experiences for people with dementia and their caregivers, combining well-being, culture, and nature in a supportive environment. The added value of cross-border cooperation is visible at every step: from the exchange of best practices to the creation of shared tools, the project has fostered mutual learning and innovation across the Adriatic. Different professional backgrounds and cultural approaches have come together to shape a coherent, inclusive, and transferable model. Thanks to the collaborative effort of all partners, ADRINCLUSIVE is no longer just a vision, it is becoming a reality. The project is changing not only the way we design tourism services but also how we think about inclusion, dignity, and accessibility for all.

(EN) | EXCELLENT - Cross-Border Experience for a Sustainable Tourism Development in the Programme Area aimed to contribute to the growth of the tourism sector through the development of a sustainable model to promote cross-border destinations by enhancing cultural heritage and natural resources of less developed areas. To achieve this goal, the Municipality of Brindisi and the Regional Center for Development and Cooperation organised the Adriatic Experience Academy, fostering the upskilling of local operators to support new, sustainable tourism strategies, capable of generating widespread benefits for territories and communities.
Being MoB the LP of the project, synergies will be created with the EXCELLENT consortium in order to maximize the transfer and adoption of the project outputs and results to other similar context beyond the consortium geographical scope, with specific reference to the Strategy (O1.1), Training Package (D.2.4.2), Pilot Actions (O3.1) and related Replication Package (D3.2.1), reaching other key TGs and stakeholders, local, regional and national public authorities that could benefit from the integration of such outputs in their tourism and accessibility policies and practices
ADRINCLUSIVE will also build upon the Adriatic Experience Academy for the development and implementation of its training activities and on the Common action Plans for the Smart Management of Tourist Destinations developed in the framework of EXCELLENT, with the aim of transferring useful approaches and the knowledge generated by the project to the development of the project Strategy (O1.1).

Autism Friendly Beach (COSME Programme)
(EN) | Autism Friendly Beach is a project financed by the COSME program of the European Union with the aim of establishing a unique network of socially engaged cities and tourist facilities able to provide carefree and pleasant vacations in Mediterranean tourist destinations to families with autistic members. The network involves touristic and welfare actors from Italy, Croatia and Spain: in order to jointly develop a tailored touristic offer, partner organisations implemented dedicated education and counselling activities targeted to tourism operators and workers on how to effectively tackle the needs and provide customised services to autistic people and their significant ones. ADRINCLUSIVE will therefore exploit the City of Novigrad-Cittanova membership to this relevant network in order to create synergies and capitalise the knowledge and approaches applied in the framework of Autism Friendly Beach to better understand the strategic aspects to be taken into account when building a tailored inclusive tourist offer for people with cognitive disabilities and transferring/adapting it to the Adriatic area. In particular, the ADRINCLUSIVE partnership will seek out Autism Friendly Beach consortium’s expertise with reference to the methodology applied to the educational activities with tourism operators in the development of the training courses for the capacity-building of touristic and welfare sectors. MITOMED+ (Interreg MED Programme)
(EN) | MITOMED+ - Models of Integrated Tourism in the MEDiterranean Plus is a Interreg MED funded project that supports involved regions in developing responsible and sustainable maritime and coastal (M&C) tourism. MITOMED+ has focused on the improvement of public policies, the development and implementation of joint planning tools and action plans, and the transfer of good practices through dedicate actions such as the promotion of social dialogue with local and regional stakeholders through meetings and workshops for sharing knowledge about the management of M&C tourism, the organisation of regional capacity building events and EU level conferences to extend results to other tourism destinations.
The City of Novigrad-Cittanova has been involved in the project activities through the Croatian Institute of Agriculture and Tourism and therefore, ADRINCLUSIVE will create synergies with the MITOMED+ consortium, exploiting in particular the
NECSTouR - Network of European Regions for Sustainable and Competitive Tourism, constituted by more than 40 European regional tourism authorities and more than 30 associated members among representatives of tourism enterprises and sustainable tourism associations, universities and research institutes. The project will in fact benefit from the involvement of this actor in particular in the framework of WP3 activities for strengthening a stable research network and consolidating the developed integrated framework for the creation of an inclusive touristic model, being invited to participate in the Cross-Border Conference, maximising therefore the transfer and capitalization of the project outputs and results. (EN), TAKE IT SLOW (Interreg Italy-Croatia Programme) (EN) | TAKE IT SLOW - Smart and Slow Tourism Supporting Adriatic Heritage for Tomorrow is an Interreg Italy-Croatia project designed to manage and promote the Adriatic Region as a sustainable, slow, accessible and smart cross-border tourist destination, raising awareness of the importance of responsible tourism as a means of generating innovation in the sector, including in terms of accessibility of services and information, sustainable behaviour, digitisation of cultural and creative heritage.
ADRINCLUSIVE will take advantage of RERA’s being project partner in the TAKE IT SLOW project to create synergies and cluster with the members of the consortium, representing key actors at a governmental and tourism levels in the Adriatic cross-border region to be involved in the effective dissemination and uptake of the project outputs and results. In addition, ADRINCLUSIVE will make use of the knowledge and results produced in the framework of the project, exploiting in particular the identified strategic Adriatic framework for destination management and drawing from its measures for diversification of tourism products, improvement of the quality and accessibility of the tourist offer, training activities and cross-border integration of Adriatic tourist destination management systems. Finally, ADRINCLUSIVE will capitalise on the Policy instruments for diversification of CB tourism offer based on natural and cultural heritage developed in the framework of TAKE IT SLOW, exploiting this strategic document for the identification of the best measures and strategies to deseasonilize the tourism flow and to foster a sustainable, slow tourist offer which is at the basis of the approach applied to the development of the ADRINCLUSIVE inclusive touristic model. TOURISM4ALL (Interreg Italy-Croatia Programme) (EN) | TOURISM4ALL - Development Of A Crossborder Network for the Promotion of the Accessible Tourism Destinations project aims to develop and promote a wide crossborder network of accessible tourist destinations in order to reduce reliance on seasonal tourism and to foster inclusive tourism services for disadvantaged people and for those with special accessibility needs.
The TOURISM4ALL results will therefore be strategic for the ADRINCLUSIVE project: in particular, those from the mapping and assessment of competence needs of tourism operators to improve accessibility in tourism services will be used as a benchmark for the identification of the gaps to be tackled through the implementation of the training course in WP2, while the mapping methodology will be used as a reference for identifying the most suitable approach for investigating the learning needs of the beneficiaries of the training activities.
ADRINCLUSIVE will also draw from the Report on common methodology on accessible tourism developed in the framework of the TOURISM4ALL taking into account the document in the analysis of the context and state of art in tourism for the planning of inclusive strategies which can contribute at creation of an innovative model of hospitality performed in WP1. Being RERA involved as project partner in TOURISM4ALL, it will play a key role in activating its contacts to involve the actors of the consortium in the capitalization and up taking of the ADRINCLUSIVE results, inviting them to take part in WP3 activities, fostering synergies and clustering opportunities with the already implemented solutions for accessible tourism destinations in the Adriatic Region. EUStrategyAdriaticIonianRegion EU Strategy for the Adriatic and Ionian Region Strategy: ADRINCLUSIVE is connected to Pillar 4 of EUSAIR “Improving the quality and innovation of tourism offer and enhancing the sustainable and responsible tourism capacities of the tourism actors across the macro-region”. In line with EUSAIR, the ADRINCLUSIVE project envisages the adoption and development of a strategic project for the creation of a new inclusive and sustainable tourism model capable of responding to the needs of subjects with dementia and cognitive decline. More specifically, the project contributes to the following SO 4.1’ s flagships:
-DEVELOPMENT OF THE NETWORK OF SUSTAINABLE TOURISM BUSINESSES AND CLUSTERS → the project (especially in WP1) will bring together tourism businesses and health services to develop an inclusive and sustainable model of tourism an dto jointly define the ADRINCLUSIVE strategy to allow cross-sectorality between the tourism and the welfare sector in the new cross-border model of inclusive tourism offer for people with dementia and cognitive decline (O1.1)
-RESEARCH & DEVELOPMENT FOR IMPROVEMENT OF SME’S PERFORMANCE AND GROWTH DIVERSIFICATION → D.1.3.2 Report on inclusive tourism in IT- HR cross border region: a report on the analysis of the type/number /characteristics/habits of tourists with dementia and cognitive decline in the IT-HR area
-TRAINING AND SKILLS IN THE FIELD OF TOURISM BUSINESSES (VOCATIONAL AND ENTREPRENEURIAL SKILLS) → the project dedicate two specific activities to training (A2.3 - A2.4) and will develop a training course targeted to tourist and welfare operators’ upskilling of competences for the implementation of an inclusive and sustainable tourist model (D2.3.1 and D2.4.2)
- EXPANDING THE TOURIST SEASON TO ALL-YEAR ROUND → the project will develop joint pilot actions (O3.1) optimized for the diversification of tourist flow through testing ADRINCLUSIVE Strategy in real conditions of the sustainable tourism offer for social inclusion and innovation.
EuropeanGreenDeal ADRINCLUSIVE proposes a new model of sustainable and inclusive tourism as a lever to achieve the challenges that European policy has identified, including the Green Deal. It does so by creating a strategy and testing it through pilot actions to ensure a sustainably managed tourism offer for the well-being of visitors with dementia and cognitive decline, businesses and workers in the tourism and social health sector. The project also guarantees a stronger dialogue with the stakeholders, a greater qualification of human capital and the development of innovation and sustainable solutions towards the co-creation of a transition path for resilient, innovative and sustainable tourism: important actions to meet the challenges that European policy has identified, including the Green Deal.
Other Croatian Sustainable Tourism Strategy : ADRINCLUSIVE contributes to the Croatian Sustainable Tourism Strategy by making social sustainability the basis of tourism success in the IT-HR area. The challenge of ADRINCLUSIVE is to create a tourism development model that is socially inclusive and sustainable through a strategy, pilot actions and capitalization activities that make the tourist offer accessible to people with dementia and cognitive decline. In this perspective, the project also contributes to the key objective expressed by the 2030 Agenda of leaving no one behind and greater well-being for all.
Other Strategy for the rights of persons with disabilities 2021-2030: the project highly contributes to the EU Strategy for the rights of persons with disabilities, which include people with mental, intellectual impairments, to whom the project is addressed. Among the principles of the strategy, the project will foster:
- accessibility - foreseen Pilot actions will test innovative tourism packages for making tourism destinations more accessible not only from the physical point of view but also accessibility in terms of participation, accessible information, etc.
- having decent quality of life - in this sense the project fosters the independence of people with disabilities by using ADRINCLUSIVE strategy to allow cross-sectorality between the tourism and the welfare sector in the new cross-border model of inclusive tourism offer for people with dementia and cognitive decline;
- equal participation (including sport and tourism)
- promoting the rights of persons with disabilities globally - especially through cross-border raising awareness campaigns (A2.2)
Other National Sustainable Development Strategy 2017/2030: consistently with the UN 2030 Agenda for Sustainable Developement, Italy has declined the National Sustainable Development Strategy 2017/2030. The project is in line with the mentioned national strategy, especially in relation to one of the 5 Areas declined (also called “5Ps”), namely the Area of PEOPLE, which include the choice of Fighting poverty and social exclusion by eliminating territorial gaps. The project therefore contribute to the Strategy first of all by decreasing economic and accessibility gaps of the Adriatic regions in Italy involved in the project. In addition, the project addresses the remaining strategic choices in the People Area of the Strategy, which are to Guarantee the conditions for the development of human potential and to Promote Health and wellbeing: by carrying out capacity building activities (WP2) and by developing inclusive touristic models, the project will contribute to creating an environment more conducive to the physical and cognitive development of people with and without disabilities.
Other ADRINCLUSIVE has strong synergies with the “Three-year dementia activity plan for the Puglia Region” aimed at addressing, among other things, specific critical areas in the diagnosis and care of people with dementia, also with new experimental and innovative features or with the aid of healthcare equipment, such as: experimentation, evaluation and dissemination of psycho-educational, cognitive and psychosocial in dementia.
Other Smart Specialisation Strategies at national level
ADRINCLUSIVE contributes to the strengthening of the Smart Specialisation Strategies through actions that promote growth and employment, allowing the IT-HR area to identify and develop their competitive advantages in terms of sustainable and inclusive tourism, through the involvement of all stakeholders, working towards growth of a tourism model capable of responding to the requests of subjects with dementia and cognitive decline in the medium and long term. In response to the objectives of the Smart Specialisation Strategies the project promotes the Adriatic area as a destination integrated, sustainable, accessible, slow, through the capitalization and transferability of results. More specifically, the project addresses:
- the Italian NSSS overall objective to create a national research and innovation supply chain that can bring about
positive spillovers to the production. In this sense, the first phases of the project (WP1) brings in a wide range of stakeholders to undertake research and analysis of the context and state of the art in inclusive tourism, for the planning of innovative strategies for the creation of an inclusive and sustainable tourism offer in the Adriatic Area.
- Croatian S3’s strategic objective n5. to work in partnerships to address societal challenges.
Other Smart Specialisation Strategies at regional level
The interconnection of S3 with UN Sustainable Development Goals and Agenda 2030 makes the project highly relevant for the Strategy, contributing to the related efforts to apply the Strategy at regional level. Indeed, the project, through its participative approach and outputs, addresses the social and environmental dimension of sustainability, by developing: O1.1 - ADRINCLUSIVE strategy to allow cross-sectorality between the tourism and the welfare sector in the new cross-border model of inclusive tourism offer for people with dementia and cognitive decline, and by realizing O3.1 - Joint Pilot Actions to validate the inclusive model of tourist offer, deeply intertwined and characterized by a sustainable and slow approach to tourism. In this regard the project will also address the:
- S3 of Puglia Region, which focuses on the social and environmental dimensions of sustainability.
- S3 of Emilia Romagna Region and specifically the 3rd Strategic Priority: “Guiding change: Increasing the capacity of the regional system to respond to societal challenges for development sustainable, healthy and active living and the spread of the information.”
