Territorial and socioeconomical analysis of the programme area recognizes the presence of an important number of ports spread all over the Adriatic coasts and strongly emphasizes the need for improvement of sustainability of port infrastructure by implementing low-carbon transport and mobility solutions which is exactly what this project will achieve by modernizing CB maritime connections and making them more sustainable. Project overall objective is to enhance sustainable cross-border sea-mobility by demonstrating feasible solutions for application and usage of zero emission fuels (green hydrogen) in cross-border and regional maritime transport routes and transferring new solutions to port authorities, transport operators and other stakeholders across programme area. The project will enable green transition of cross-border maritime transport by demonstrating new solutions and providing concreate investment plans and commitment to increase use of zero emission fuels until 2050, thus contributing to European green deal goals to reduce maritime sector emissions by 90% and directly contributing to the strategic orientations and expected impacts set in EU mission "Restore our Ocean and Waters" to achieve zero pollution and reduce greenhouse gas emissions within the EU’s oceans and waters. To ensure a full hydrogen supply chain and its utilization in maritime transport to serve the Italian and Croatian economy, further research and innovation efforts are required. This project is focused on development of innovative solutions for CB maritime transport, including hydrogen fuelled vessels and the accompanying fueling infrastructure in ports in order to achieve the European Sustainable and Smart Mobility Strategy target by 2030 that zero-emission vessels will become ready for market. Main demonstration activities include research and option analysis for greening maritime transport links (cross-border and regional ones) by introduction of hydrogen fuelled transport solutions in cross-border and local marine transport of passengers in pilot areas, development of conceptual design on innovative concepts for hydrogen fuelled passenger ships for local and cross-border maritime traffic (proof-of concept) and preparation of case studies with full feasibility studies for the pilot areas for introduction of hydrogen fuelling stations in port infrastructures. New technologies provide the historic opportunity for the programme area to meet environmental challenges successfully and make transport considerably safer, cleaner and more efficient. This cannot be achieved without cross-border cooperation and sharing of knowledge and expertise in development, promotion and uptake of sustainable sea-mobility solutions. Deploying hydrogen in maritime transport in programme area faces important challenges that neither the private sector nor public authorities can address alone. Driving hydrogen development past the tipping point needs critical mass in investment, an enabling regulatory and safety framework, sustained research and innovation into new mobility solutions and for bringing new solutions to the market and a refuelling infrastructure network in ports.

Actual Achievements (EN):

In this reporting period, the project has made substantial progress towards its objectives, demonstrating effective team building, partnership development, and knowledge management. The key achievements are: - Team Expansion and Structure: The project successfully strengthened its team by adding highly qualified individuals, enhancing its capacity for effective implementation. - Partnership and Management: The consortium successfully met all the requirements and criteria established by the MC during the pre-contractual phase. The Partnership Agreement was finalized, and a clear management concept (PMU) was established, providing a solid foundation for project activities. To streamline project execution, in addition to partnership meetings, online meetings were conducted with team members to finalize plans for specific activities. At the project's very beginning, a user-friendly cloud-based management tool was introduced, to centralize data, improve accessibility, and facilitate collaboration. - Kick-off event and Partner meetings: A successful kick-off event was held in Rijeka on 27th February 2024., fostering collaboration among partners. This event included the 1st Partner Meeting and the 1st SC Meeting. Subsequent meetings, both in-person and online, further facilitated communication and progress. The LP hosted online 2nd SC Meeting on 20th March 2024. Collaborative meetings were held with team members to ensure alignment on the execution of project tasks and foster a shared understanding of project goals. - Project Planning: A comprehensive Project Management Handbook, including Evaluation and Risk Management plans, was developed to guide project execution. This document defines key procedures and initial communication guidelines during the project implementation period. - Knowledge Management: A project library was established, containing a database of publicly available research papers, deliverables, and results from previous R&D projects related to TransH2. Its creation contributed to creation of D.1.1.1. - Communication and Dissemination: To ensure broad outreach, communication with target groups was disseminated through not only the project's official channels but also the individual web pages and social media profiles of all partners. Internal communication tools, virtual meeting setups, guidelines, and research approaches were established to streamline project management and implementation. From the outset, the Project Poster was produced and prominently displayed by all partners in their respective locations. A detailed account of the project's joint communication campaign, outlining strategies for maintaining visibility and engaging stakeholders through social media, website management, and the creation of targeted promotional materials was presented through D.1.1.2. Demonstrating strong commitment to the project, the LP successfully promoted the project at several workshops, including the LP seminar in Venice on 26th March 2024, „Italian and Croatian Dialogues on the Future of Interreg“ Conference in Venice on 30th August 2024, and on University of Rijeka, Faculty of Maritime Studies' 11th Career Day. - Network Collaboration: The project actively participated in the establishment of an H2 maritime transport collaboration network (A1.2), contributing to cross-border strategies and stakeholder engagement. This included creating a stakeholder and end-user database (D.1.2.1), which was subsequently used to develop the stakeholders matrix (D.1.2.3), through data collection and organization, as well as creating and distributing a questionnaire to potential network members in programme area (D.1.2.2). - Workshop Participation: An active involvement from all PPs in a workshop organized by PP5 in Monfalcone on 20th June 2024, led to fruitful discussions and strengthened partnerships within the research community. The workshop served as a key platform for disseminating specialized knowledge and fostering discussions on hydrogen technology integration. To date, the project has advanced its strategic planning, research, environmental assessment, stakeholder engagement and communication activities, thereby meeting key SOs and delivering tangible outputs. These milestones, achieved through close cross border collaboration, lay the groundwork for practical, scalable solutions that will decarbonize maritime transport. 1. Development of a Cross-Border Strategy for Greening Maritime Transport The collaborative development of this strategy consolidated partner data, expertise, and stakeholder contacts into a unified framework, thereby establishing the essential knowledge base and network required for orchestrating pilot demonstrations, advancing solution development, and ensuring the capitalization and reuse of project outcomes. 2. Study visit to Norway yielded valuable insights The study visit brought together diverse stakeholders from both countries for immersive learning. Through targeted site tours, technical workshops, and peer-to-peer exchanges, partners deepened their understanding of hydrogen infrastructure while establishing new cross-border contacts. The added value of this collaboration lies in how it not only provided valuable insights directly applicable to our pilot actions but also strengthened relationships between the regions, fostering knowledge transfer and the development of practical solutions. The resulting joint report on good practices synthesizes these insights into a practical guide, directly supporting the project’s goals of consolidating expertise, expanding the stakeholder network, and equipping teams to design and demonstrate hydrogen-powered pilot actions. 3. Carbon Footprint Monitoring - first calculations While this data doesn’t directly shape the cross border strategy, it underpins our dedication to measurable green goals and provides the evidence base needed for evaluating and optimizing pilot solutions. 4. WP2 launch: Joint research & Option analysis Under the leadership of PP8, the consortium embarked on A2.1 with the clear goal of jointly defining and evaluating three hydrogen powered passenger routes- one cross border and two regional. The implementation of this activity effectively met the WP2 SO and produced 4 concrete results that will guide the upcoming pilot actions: D.2.1.1 Joint report on analysis of maritime passenger routes for case-studies D.2.1.2 Follow-up report from online workshop for usecase development D.2.1.3 In-depth analysis and transport models for 3 usecases D.2.1.4 Option analysis for introduction of hydrogen fuelled solutions in 3 usecases The added value of this collaboration is highlighted by the strength of our cross-border partnership in co-designing and developing three use-cases aimed at boosting the application and acceptance of hydrogen-fuelled sea mobility solutions. By combining the expertise of Italian and Croatian partners, we jointly assessed the efficiency and feasibility of these routes, which directly supports the achievement of the specific objective to develop viable use-cases. This partnership has enabled the creation of practical, region-specific solutions, fostering the adoption of hydrogen technologies and laying a strong foundation for the pilot demonstrations planned in A2.2. These outcomes ensure that the solutions are tested and implemented in the next project phase, driving long-term sustainability in the maritime sector. To date, the project has significantly advanced its joint research activities, environmental assessments, stakeholder engagement and communication efforts. These actions have enabled the consortium to meet key specific objectives and deliver tangible outputs. Achieved through strong cross-border cooperation, these milestones lay the foundation for practical, scalable solutions aimed at application of sustainable maritime solutions for decarbonizing maritime transport. 1. WP1 – Ongoing carbon footprint monitoring The project has strengthened its environmental monitoring framework by assessing and updating its carbon footprint. This provides a solid foundation for future planning, mitigation strategies, and informed decision-making for greener maritime operations. 2. WP2 – Joint research & conceptual design development During this reporting period, the project demonstrated the strength of its Italian-Croatian collaboration, with experts from multiple partners contributing to the peer-review process. Their work involved evaluating research and analyses focused on sustainable maritime transport routes, reinforcing collaboration and ensuring high-quality results. Building on insights from the first pilot study, which identified three representative use cases, the consortium progressed in developing a report outlining the optimal configurations for two hydrogen-powered passenger vessels. This work considered technical, economic, and environmental aspects, including calculations related to CO₂ emissions. A multi-criteria assessment was conducted to compare different hydrogen vessel configurations based on performance indicators such as storage energy density, energy conversion efficiency, and storage costs. Regulatory frameworks and safety considerations were also incorporated to align the proposed configurations with international maritime safety standards. In parallel, activities were initiated to gather essential information for the development of a conceptual design and feasibility studies for establishing a hydrogen refueling station in Croatia. This work was conducted jointly, with partners providing scientific papers, feasibility studies, and additional data, which will be incorporated into the planned reports for the next reporting period. 3. WP3 - Initial coordination and planning Although the main activities of WP3 are scheduled to begin in approximately six months, preparatory efforts have already started. These early actions primarily involved preliminary meetings to discuss the planned implementation approach and the distribution of tasks.

European Clean Hydrogen Alliance (EN) | The European Clean Hydrogen Alliance was set up in July 2020 to support the large-scale deployment of clean hydrogen technologies by 2030. It brings together renewable and low-carbon hydrogen production, demand in industry, mobility and other sectors, and hydrogen transmission and distribution. The alliance aims to promote investments and stimulate clean hydrogen production and use. Through membership in this alliance, and especially work of its Roundtable on clean hydrogen for mobility, PPs will be able to promote project and investment plans regarding the usage of green hydrogen in maritime transport in programme area, which will be agreed between H2 maritime transport collaboration network members and other stakeholders during the implementation of the project. (EN), Clean Hydrogen Partnership (EN) | Main objective of Clean Hydrogen Partnership is to contribute to EU Green Deal and Hydrogen Strategy through optimised funding of R&I activities. Its aim is to strengthen and integrate EU scientific capacity, in order to accelerate the development and improvement of advanced clean hydrogen applications. PPs will be involved in activities of this partnership, especially regarding finding synergies with project and investment plans regarding the usage of green hydrogen in maritime transport in programme area, which will be agreed between H2 maritime transport collaboration network members and other stakeholders during the implementation of the project. (EN), North Adriatic Hydrogen Valley (EN) | LP and some PPs are part of North Adriatic Hydrogen Valley project, which is transnational hydrogen cluster (including Italy, Slovenia and Croatia) which will develop pilot projects for the production of more than 5,000 tonnes of green hydrogen per year from renewable energy sources aimed for storage, distribution and use in industry and sustainable transport solutions related to reducing the carbon footprint. TransH2 project is incorporated in these transnational goals of North Adriatic Hydrogen Valley project by demonstrating the solutions and pushing investment plans which will enable efficient usage of green hydrogen in cross-border and regional maritime transport. During its implementation PPs will coordinate activities with North Adriatic Hydrogen Valley to detect synergies while preparing future investment plans regarding the usage of green hydrogen in maritime transport in programme area. EUStrategyAdriaticIonianRegion Project clearly contributes to EUSAIR flagship Pillar 2 Connecting the region - The Adriatic-Ionian Multi-Modal Corridors with its overall objective to promote green/smart port hubs concept. Flagship's Indicative actions recognize seaports in the A-I Region, as a key priority in pursuing resilience to climate change in line with the goals and objectives of the European Green Deal. By this flagship, transition to the new ‘zero emission’ era should be further incentivised, including exchange of good practices regarding soft and hard environment-friendly solutions for a greener, safer and more efficient transport system, which is exactly what we aim with this project, ie. empower introduction of green hydrogen refuelling infrastructure into port infrastructure, promote green hydrogen fuelled vessels for passenger transport in programme area and exchange solution for planning of green transition in marine transport using green hydrogen technologies in programme area and beyond, including other countries in the A-I Region.
Project also contributes to EU Strategy for the Adriatic and Ionian Region (EUSAIR) pillar 1 Blue Growth specific objective 1: “To promote research, innovation and business opportunities in blue economy sectors, by facilitating the brain circulation between research and business communities and increasing their networking and clustering capacity”, and its flagship Topic 1 - Blue technologies and indicative action - R&D&I platforms on green sea mobility (innovative propulsion modes and fuels). The project will connect research and expertise institutions as PPs in programme area to develop and disseminate new solutions for green sea mobility based on green hydrogen as marine fuel.
EuropeanGreenDeal The European Green Deal and its European Climate Law calls for a 90% reduction in greenhouse gas emissions by 2050 from all modes of transport, and this includes maritime transport. This project will directly contribute to this goal by empowering cross-border transition to green sea mobility and enable programme area actors to catch up in the adoption and application of new technologies and solutions based on the use of green hydrogen as a fuel in maritime transport.
Other Sustainable Blue Economy Strategy
Communication on “A new approach for a sustainable blue economy in the EU: Transforming the EU’s Blue Economy for a Sustainable Future” recognizes sea ports as crucial to the connectivity and the economy of regions and that their future lies in developing themselves as energy hubs for integrated electricity, hydrogen and other renewable and low-carbon fuels systems and for industry as industrial clusters. Our project clearly contributes to these objectives, not only by demonstrating solutions for greening maritime routes in programme area with introduction of hydrogen as marine fuel, but also by making the industry and stakeholders in programme area aware of investment opportunities in hydrogen-based solutions.
Other A hydrogen strategy for a climate-neutral Europe
A hydrogen strategy for a climate-neutral Europe objective is to boost the demand for clean hydrogen coming from industrial applications and mobility technologies. It recognises that for sea shipping, hydrogen can become an alternative low emission fuel. By promoting usage and application of green hydrogen in maritime transportation we contribute with this project to boost demand for clean hydrogen as set in this strategy.
Other Sustainable and Smart Mobility Strategy
In its 2020 communication “Sustainable and Smart Mobility Strategy - putting European transport on track for the future”, the main driver for the transport sector growth for EC is greening mobility based on abundance of refuelling infrastructure for zero-emission vehicles and supply of renewable and low-carbon fuels. The target set for 2030 it that zero-emission vessels will become ready for market, something in which our project fully contributes with focus on programme area and its resources and competences. The increased deployment and use of hydrogen in maritime transport must go hand-in-hand with the creation of a comprehensive network of refuelling infrastructure to fully enable the widespread uptake of low- and zero-emission vessels, which is exactly what this project will deliver on cross-board level. With this project we fully contribute to the Sustainable and Smart Mobility Strategy by making CB and regional maritime transportation more sustainable by ensuring that the sustainable alternatives (ie. hydrogen fuelled vessels and refuelling infrastructures in ports) are available in the programme area and by pushing the right incentives and investment plans to drive this transition.

Specific objective to make the sustainable blue economy carbon-neutral and circular and its targets to eliminate greenhouse gas emissions from maritime economic activities in the EU (particularly in Mediterranean Sea as one of “lighthouse” major sea basins) and promote circular, low-carbon multi-purpose use of marine and water space which is exactly what our project does by empowering the decarbonisation of maritime transportation through pilot actions, capitalisation and re-use of the results. The project will also contribute to results of this EU mission by 2030, ie. deployment of zero emission marine technologies and solutions, usage battery, hydrogen or ammonia propelled ferries calling at ports in different countries and emission reduction technological solutions for renewables, ports and infrastructure.
Another opportunity we address with this project is the establishment of ‘Emission Control Areas’ linked with EU mission "Restore our Ocean and Waters" as aiming at zero pollution in all EU waters , spearheaded with efforts for covering the Mediterranean Sea for which the Mediterranean Sea Emission Control Area for Sulphur Oxides and Particulate Matter (Med SOx ECA) was adopted by IMO, in December 2022, with effect from 1 May 2025. In this way, our project becomes a lighthouse project for testing the ability to meet emission limitation policies in maritime transport that will apply to the Adriatic Sea.
Other Strategy on Energy System Integration
Powering a climate-neutral economy: An EU Strategy for Energy System Integration document recognizes that energy system integration helps to reduce greenhouse gas emissions in sectors that are more difficult to decarbonise, for instance by using renewable and low carbon fuels in maritime transport. Energy system integration also ensures a more efficient use of energy sources, reducing the amount of energy needed and related climate and environmental impacts. In certain end-uses, new fuels will be required that use significant amounts of energy to be produced, such as hydrogen or synthetic fuels. This project is in line with these goals of Strategy for Energy System Integration, especially by enabling the diversity of green fuels in maritime transportation and port services and infrastructure which enables refuelling of hydrogen needed for supplying maritime routes which need significant amounts of energy to be produced and where electrification is not efficient.
Other REPowerEU: affordable, secure and sustainable energy for Europe
The REPowerEU plan sets out a series of measures to rapidly reduce dependence on Russian fossil fuels and fast forward the green transition, while increasing the resilience of the EU-wide energy system. It is based on accelerating clean energy where REPowerEU will speed up the green transition and spur massive investment in renewable energy. Project results will empower this energy transition and enable speeding up the investments which will increase the demand for green hydrogen.
Other Croatian Strategy for Hydrogen by 2050
The project is in line with this national strategy, which recognizes maritime transport as a great potential for the use of hydrogen, especially when it comes to traffic related to connecting the mainland and islands. The implementation of the project directly contributes to the goals of increasing the demand for green hydrogen through the demonstration of its application in maritime transport.
