Description (EN):

Common territorial challenges in the Croatia-Serbia cross-border region are: a) low adaptability to current extreme climate events occurring in the region (such as heat waves, increasing urban temperatures, pluvial/river floods, long droughts, sudden storms); b) limited knowledge of citizens, economy and local communities about existing sustainable measures and nature-based solutions (NBS) that can contribute to better resilience and adaptation to climate change impacts; and c) low interactive communication between 'science-local community-citizens', which results in weak implementation of vertical/horizontal green infrastructures, lack of recognition of climate 'hot spots' (especially in urban areas), unpreparedness of each local community or person for a specific climate hazard. The overall objective of this project is to increase and strengthen adaptive and resilience capacities of citizens and economy to climate change processes and weather hazards, and show how to effectively implement solutions on the field: a) by implementation of green infrastructure systems ('green rooms' with environmental monitoring systems) that represent an 'outdoor living space' concept and a new nature-based solution in the region and Europe; b) by developing the interactive online climate/environment platform and mobile applications that will provide the 'climate change adaptation and weather hazards resilience' toolkit freely available for citizens and economy in the region. All these actions will create one 'climate-service system' that in overall will educate public and private sectors about climate change adaptation measures, and increase knowledge how to implement those measures in the field. The main project outputs are: a) deployment of green infrastructure and environmental monitoring systems in public urban spaces of Novi Sad and Osijek (six 'green rooms' and four monitoring stations), as a micro-level solution related to improvements of micro-climate and environmental conditions in cities and better adaptable capacities for citizens; and b) development of an interactive online climate/environment platform with mobile applications and as final product the creation of the 'climate change adaptation and weather hazards resilience' toolkit (CCA/WHR), that will cover the Croatia-Serbia cross-border region as an solution that provides information, knowledge and practical examples how to implement relevant adaptation and resilience measures in the region. Achievement of the project will positively affect on the first place the citizens (general public) - particularly the population in cities with more than 30.000 residents (it is about more then 1 mil. in the region), but also on target groups such as local and regional public authorities, sectoral agencies, NGOs, workers on buildings/infrastructures, NGOs, private sectors and experts/students. The project is based on the 'science-to-society' concept. The project approach in solving regional climate change challenges is through: a) the joint implementation of a new concept of nature-based solution ('green rooms' with monitoring systems) in two largest cities in the region (Novi Sad and Osijek); and b) development and use the joint solution represents through the 'climate change adaptation and weather hazards resilience' toolkit that covers the entire Croatia-Serbia cross-border area. This approach will be complemented by promotional and educational activities related to adaptation to climate change and sustainable development topics. Recognizing that these climate and environmental issues are not the case in one country, but it is a regional problem, only the inter-regional and international cooperation can lead to the improved outcomes in adaptation and resilience to climate change hazards. The originality and innovation of this project is: a) the implementation of the green infrastructure systems ('green rooms' with monitoring stations) as a new nature-based solution in the region and Europe, and this solution represents the 'outdoor living space' concept to serve as micro-climate adaptation and weather shelter for citizens; and b) creation of the 'climate change adaptation and weather hazards resilience' toolkit based on interactive online climate/environment platform and mobile applications, that represents the regional joint solution with materials and practical solutions on CRO and SRB languages in order to be maximally used by citizens and economy from the region.

Actual Achievements (EN):

The main achievements in the first period of realization are: 1. Fluent communication: The consortium had fluently and clear communication based on previous common work on two IPA projects (GReENERGY and GReENERGY2.0). Dozen of communication were through mobile phones or emails between partners (INTERCLIM has Viber group and common mailing list). In the first period was organized the Project meeting in Osijek (13.03.2025) where all four partners were presented, and focus was on review of realized activities and definition of action steps for the second period that will ensure the project's successful continuation without risk. Besides that, the PP3 (GRAFOS) organized one partner organization meeting. Finally, two onsite meetings are organized in the first period. Evidence (Minute of meetings) of onsite meetings are visible in Partner Report Annexes of UNSPMF and GRAFOS. 2. Realization of online visibility: Online visibility actions were executed in the first six months as per the plan. All essential project documents such as: Word template, PowerPoint template, meeting document templates, stickers and poster A3 format (printed and online) were created. Also, online 4 pages brochures on Serbia and Croatia languages, project webpages (on websites of all partners), a LinkedIn profile posts and a QR code for the project were done, and they are visible and free downloadable. 3. Starting with tender management: Tenders procedures started by LB (UNSPMF) and PP3 (GRAFOS) and these are related to PRAG procurement, IT equipment, events and marketing and promo goods. PP2 and PP4 will start with tenders in the second period of the project realization. 4. Opening Conference preparation: UNSPMF is currently preparing for the Opening Conference, which will take place on April 1st in Novi Sad. The main achievements in the second period of realization are: 1. Fluent communication: The consortium had fluently and clear communication based on previous common work on two IPA projects (GReENERGY and GReENERGY2.0). Dozen of communication were through mobile phones or emails between partners (INTERCLIM has Viber group and common mailing list). In the second period was organized the Project meetings in Osijek (09.05.2025 and 26.06.2025) where all four partners discussed about next activities in the project like Workshop in Osijek and further tenders. Finally, two onsite meetings and Opening Conferences in Novi Sad and one Workshop in Osijek are organized in the second period. Evidence (Minute of meetings) of onsite meetings are visible in Partner Report Annexes of UNSPMF and GRAFOS. 2. Realization of online visibility: Online visibility actions were continued in the second period according to the plan. All profiles on the social networks are created and maintained with actual posts and videos (Facebook, X, Instagram and YouTube). Before each project event (Opening Conference in Novi Sad and Workshop in Osijek) was organized the press conferences and in both events were minimum three different media. 3. Working on tender management: Tenders procedures continued in the second period by all partners. GREEN and OSIJEK started preparations for tenders related to purchase and installation of 'green rooms'. UNSPMF started preparations for tender related to 'micro-meteorological sensors'. GRAFOS realized tenders for software and 'micro-meteorological sensors'. 4. Opening Conference: on April 1st 2025 in Novi Sad was organized the Opening Conference in organization of UNSPMF. There were 38 participants from 14 different institutions. On the meeting was presented the aim and outputs of the project and the importance of NBS and green infrastructures in urban climate adaptation through the six presentations. The Minute of meetings is visible in the Partner Report of the UNSPMF. 5. Workshop: on June 25th 2025 in Osijek was organized the Workshop in organization of GRAFOS. There were 24 participants from ten different institutions. On the meeting was presented the aim and outputs of the project and the importance of finding the measures and solutions to be more resilient on climate hazards and extremes through the six presentations. EXTREME HEAT PROJECT (EN) | Project leader: UNSPMF. This short-term project helped identifying the local heat thresholds and triggers in Serbia, by answering two research questions: 1) How many people have died during recent heatwave events (2015-2020) in Serbia? 2) At what temperature/humidity/duration combination do extreme temperatures lead to an increase in death in the period 2015-2020 in Serbia? This project helped researchers improve their knowledge and learn about the future climatic risks that are expected to happen. This knowledge helped the researches to shape their ideas and try to create innovative approach to combating the expected risks induced by the climate change and tailor the interventions according to the local conditions. With this project it was achieved: 1) the installation of a measurement networks of 25-30 stations with automatic data logger and transmission system; 2) creation of high-resolution maps from the processed data about spatial structure of the thermal conditions, thermal load, and their continuous, real-time online presentation in the internet and public screen. The information provided by the monitoring system helped identification of the urban hot-spots in the city of Novi Sad, which was valuable in determining which part of the city needs the nature-based interventions the most. Monitoring, forecasting and development of online public early warning system for extreme precipitations and pluvial floods in urban areas in the Hungarian-Serbian cross-border region. Project outcome was development and implementation of innovative monitoring, forecasting and online public early warning system for extreme precipitation and pluvial floods in urban areas of the Hungarian-Serbian Cross-border region. The knowledge gained during the implementation of this project served as basis for implementation of new state-of-the-art monitoring system that would cover measurements of multiple environmental and climatological parameters with great precision, resolution and accuracy. The project approach in addressing common challenges related to increased energy consumption by public buildings, insufficient energy efficiency, insufficient usage of renewable energy and lack of knowledge related to energy efficiency (EE) and renewable energy sources (RES) among authorities and general public, is by jointly developing and implementing green roofs and walls as well as solar panels on selected public buildings in Osijek and Novi Sad (one building in each city) supplemented with promotional and educational activities related to EE and RES topics. This project was the one of the first to develop certain type of nature-based solutions to public buildings. The success of this project encouraged the project members included in INTERCLIM project to continue developing nature-based solutions for climate sensitive urban design, but this time with the opportunities of the wider public to use them. Project leader: UNSPMF, project partners: GRAFOS, OSIJEK. The latest project that was conducted by the similar consortium, where UNSPMF is project leader, and GRAFOS and OSIJEK are project partners. This project represent continuation of the GReENERGY project, and the main outcome is installation of nature-based solution for indoor environment, that is 70 m2 of indoor green wall, that is installed in the building of the UNSPMF in Novi Sad. This NBS intervention enhances the indoor air quality, thermal comfort, noise control, and energy efficiency that is beneficial to students and Faculty staff. It also serves as polygon for demonstration of innovative approaches to achieving pleasant climate conditions. On the other hand, in Osijek one small solar plant was installed on providing additional solar power (0.15 MW; annual production of 187.5 MW). INTERCLIM project continues with the development of innovative nature-based solutions, and works on improvement of cooperation between citizens and scientists and public and private stakeholders. Contribution to wider strategies and policies:

EUStrategyDanubeRegion The EU Strategy for the Danube Region (EUSDR) aims to enhance cooperation and development among countries along the Danube River, and to promote economic growth, connectivity, environmental sustainability, and cultural exchange in the region in order to address common challenges and opportunities. Two pillars of the EUSDR are addressed with the implementation of INTERCLIM project. First pillar - Connecting the Region will be mostly addressed by joint development and implementation of outdoor living space (green rooms) as nature-based pilot projects in both countries, and joint development of online climate-environmental platform as digital network that will facilitate knowledge and experience sharing among the two countries. The second pillar - Protecting the Environment will be addressed by implementation of green rooms and state-of-the-art monitoring systems. Green rooms will contribute to climate change impacts resilience and urban biodiversity conservation. Monitoring systems will provide precise and complex data on various climate parameters (air temperature, humidity, precipitation, air quality, etc.) that are very valuable for the micro-climate assessment and comparison between the two cities will provide more comprehensive knowledge on climate aspects of the entire region. The collaboration of different institutions (higher education, public utility services and local self-government) on this project matches the EUSDR that encourages the sharing of expertise, best practices, and resources to address common challenges such as economic disparities, environmental degradation, and social cohesion.
EuropeanGreenDeal The European Green Deal proposes the main goal of transforming the EU into a climate-neutral and sustainable economy by 2050, by proposing a roadmap for addressing the urgent challenges of climate change, environmental degradation, and promoting sustainable economic growth and social well-being. It involves collaboration between various sectors, governments, industries, and civil society to drive the necessary changes for a sustainable future. INTERCLIM project contributes to the achievement of goals of the European Green Deal by joint collaboration between the institutions from EU and non-EU with the goal of developing and implementing innovative nature-based solutions as pilot projects that promote climate change adaptation and resilience, urban biodiversity improvement and social inclusion. Joint development of climate/environmental platform and mobile applications will provide valuable information and the toolkit available to citizens and businesses that will help them improve preparedness and resilience to climate change impacts. With the mentioned objectives this project promotes knowledge and skill transfer that go beyond the EU with addressing the environmental, climate, social and economic challenges and that way contribute to the goals of the European Green Deal.
EUStrategyAdriaticIonianRegion The EU Strategy for the Adriatic and Ionian Region (EUSAIR) aims to promote cooperation and development among countries surrounding the Adriatic and Ionian Seas and to enhance economic growth, environmental sustainability, connectivity, and cultural ties in the region. This project contributes to two key pillars of EUSAIR. First pillar - Environmental quality will be addressed by providing nature-based solutions (green rooms), as pilot projects that will help mitigate climate change impacts by providing shade, shelter, and space for rest, and at the same time contribute to improving urban biodiversity. Second pillar – Connecting the Region will be addressed by collaboration between partners from Serbia and Croatia from different institutions (higher education, public utility services and local self-government) where each institution comes with different set of skills and knowledge which allows sharing of best practices, knowledge, and resources to address common challenges and achieve shared goals.
Other New European Bauhaus - The New European Bauhaus (NEB) is a European Union initiative that aims to bring together the worlds of art, culture, science, and technology to create more sustainable, inclusive, and aesthetically pleasing living environments. It seeks to address contemporary challenges such as climate change, resource depletion, and urbanization through innovative, and nature-inspired design and interdisciplinary collaboration between designers, architects, scientists, policymakers, and citizens to exchange ideas, share best practices, and collaborate on projects that showcase the potential of combining sustainability and aesthetics. The initiative focuses on three main principles: sustainability, aesthetics, and inclusiveness. It encourages the integration of environmental and social considerations into architectural and design projects, aiming to create spaces that are environmentally friendly, visually appealing, and accessible to all. The outcomes of our project are directly related to the main principles of NEB initiative. The development of outdoor living spaces - green rooms represent sustainable, nature-based solutions for tackling climate change impacts such as extreme weather events (heatwaves, storms, etc.). Its position in public open spaces makes them available to all, respecting the inclusiveness principle. Aesthetic value will be added to the public open spaces of both cities (Novi Sad and Osijek) by implementing green, and aesthetically appealing solutions such as green rooms. State-of-the-art monitoring systems will provide to better understanding of climatological factors by providing precise and complex data on multiple climatological parameters, and online platform and mobile application will help improving communication between scientists, policy makers, architects, business owners and citizens.
Other Serbian Law on Climate change - Serbian Law on Climate Change is adopted in 2021. and is focused on reduction of emissions, but also contains an Action Plan to identify the impact of climate change on sectors and systems and to determine adaptation measures to changed climatic conditions. This project contributes to the National Law on Climate Change of the Republic of Serbia by providing comprehensive and precise data obtained with the state-of-the-art monitoring system to enhance the understanding and knowledge on the various climatic and environmental parameters (air temperature, humidity, wind speed and direction, precipitation, solar radiation, air quality, etc), communicating best practices in climate change adaptation improvement and achieving resilience to climate induced hazards via online climate/environmental platform and mobile application which encourages interaction between science, local authorities, public and private stakeholders and citizens, respecting the principle science for society. Pilot project of nature-based solution (green room) implementation will serve as polygon for demonstrating innovative approaches towards climate resilient urban design.
Other Law on Climate Change and Protection of the Ozone Layer, Croatia – is adopted in 2020 and it regulates the activities related to the climate change impacts and protection of the ozone layer. It contains strategies that help the law implementation. One of them is Strategy on adaptation to climate change, where adaptation to climate change is defined as a process that "includes the assessment of the harmful effects of climate change and taking appropriate measures with the aim of preventing or reducing the potential damage they can cause." Adaptation to climate change, therefore, implies taking a certain set of activities with the aim of reducing the vulnerability of natural systems and society to climate change, increasing the ability to recover from the effects of climate change, but also taking advantage of potential positive effects, which may also be a consequence of climate change. Project INTERCLIM contributes to this strategy with its main outcomes that are focused to improvement of the resilience to climate change by implementation of nature-based solutions (green rooms) and simultaneously providing space for communication between scientists, authorities, public and private stakeholders and citizens with the aim to raise awareness and improve knowledge on climate change, resilience mechanisms and adaptation strategies. Public events and e-publications will further enhance this communication and knowledge sharing.
