RuBIO to boost innovation and competitiveness of entrepreneurs

The RuBIO initiative aims to support and propose action focused on innovation and economic development in rural areas of the Danube Region. The RuBIO initiative will explore the potential for adopting bio-based solutions (such as within the sectors of biotechnology and biomanufacturing) among entrepreneurs (startups, SMEs and bigger companies) in the Danube Region and broader. This project will analyse and discuss the state-of-the-art but also mitigate challenges and further strengthen (the competitiveness of) the region’s rural bio-based ecosystems and broader ecosystems. This way, the project will directly address the goals of Priority Area (PA)8 and capitalise on the work of the Working Groups (WG) on ‘Innovation and technology transfer’ and on “Circular Bioeconomy”. RuBIO represents a strategic initiative towards developing and supporting rural economies by promoting sustainable practices in the Danube Region. By exploring the potential of empowering rural entrepreneurs with the knowledge, resources, and networks needed to embrace bio-economy principles, this project aims to work towards unlocking the full potential of rural communities. This way, the RuBIO will create a more inclusive and resilient economy in the Danube region. The RuBIO initiative aims to address the main challenges faced by different areas in the Danube Region, such as the decreasing population, ageing population, the lack of skilled workforce, and the developmental disparities between the Western and Eastern regions. These issues have led to economic stagnation and social problems in many communities. By focusing on innovation and economic development and emphasising the importance of manufacturing, RuBIO hopes to offer a response to reverse these trends and create growth opportunities. The initiative aims to attract and retain a skilled workforce in different areas by discussing support for entrepreneurs and startups in bio-economy, biotechnology and biomanufacturing, making communities more sustainable and vibrant. Additionally, RuBIO recognises the need to reduce the development gaps between the Western and Eastern regions along the Danube. The Eastern areas often lack infrastructure, resources, and economic opportunities compared to the West. Additionally, depopulation causes land abandonment in rural areas and low knowledge and use of best available practices. These processes increase developmental disparities within the Danube Region. By promoting innovation and uptake of technologies and best practices in biotechnology and biomanufacturing, the RuBIO initiative desires to uplift the developmental potential of rural areas across the entire region. Bio-economy itself, as well as biotechnology and biomanufacturing, is recognised as a potential tool to promote and invigorate innovation systems. Recognising the need for joint work, RuBIO will deliver the baseline for creating long-term partnerships and successful collaboration. The initiative promises to seek and ensure that all communities have access to the support and resources needed to succeed in the bio-based economy. Furthermore, the RuBIO initiative desires to address the challenge of workforce migration from rural to urban environments in the Danube Region. By fostering innovation and economic development in rural areas, RuBIO aims to create opportunities for employment and entrepreneurship, thereby offering the potential for individuals to remain in or return to rural communities. Through initiatives that support the adoption of bio-based solutions and the development of rural economies, RuBIO seeks to support the diversification of local economies, contributing to the creation of job opportunities and thus enhancing the quality of life in rural areas. By supporting the revitalisation of rural communities and outlining viable alternatives to urban migration, RuBIO desires to preserve rural livelihoods and the sustainable development of the entire region. Lastly, RuBIO is closely aligned with Priority Area 8 (PA8) of the EU Strategy for the Danube Region, which focuses on improving the competitiveness of businesses. By building on the work of existing working groups (WG on Innovation and Technology Transfer and WG on Circular Bio-economy), RuBIO aims to use its expertise and resources to succeed in its aims. This way, the RuBIO initiative will contribute to and strive to drive innovation and economic growth in different areas of the Danube region. Delivering a comprehensive set of activities, RuBIO will result in being a long-term initiative and will offer a strong base for further shaping bio-based innovation ecosystems in the Danube Region and wider. In doing so, RuBIO aims to create a more inclusive and resilient economy in the Danube region, paving the way for sustainable development in the future.

The RuBIO project set out to address the significant challenges faced by rural areas in the Danube Region, which have been impacted by demographic decline, economic stagnation, and disparities in innovation capacity. These challenges were particularly evident in the Eastern Danube Region, where limited infrastructure and resources have hindered the adoption of bio-based solutions and biotechnologies. The bio-economy sector, despite its potential, struggled to gain traction due to barriers such as a lack of skills, limited access to technology, and insufficient support networks for entrepreneurs. The specific problem RuBIO aimed to solve was the slow adoption of bio-based technologies and practices among rural entrepreneurs. Rural communities, particularly in the Eastern Danube region, faced significant challenges in transitioning from traditional agricultural practices to more sustainable, bio-based systems. This transition is essential for revitalising rural economies and improving local resilience. However, the lack of awareness, infrastructure, and skills created a substantial gap that hindered progress. To tackle this, RuBIO focused on capacity building, knowledge exchange, and the creation of bio-manufacturing hubs to provide the tools and networks necessary for entrepreneurs to adopt bio-based solutions. One of the core solutions developed was the BioSkills4Future project proposal, which emerged as a direct outcome of RuBIO. The BioSkills4Future initiative was designed to address educational gaps and provide a range of hands-on training to various target groups in bioeconomy and biomanufacturing, equipping them with the skills necessary to innovate and thrive in this rapidly evolving sector. The development of BioSkills4Future project proposal involved close cooperation among the project’s partners, who each brought their expertise to ensure the proposal was both innovative and feasible. Rudolfovo, as the lead partner, coordinated the entire process, leveraging their regional knowledge to ensure the project was aligned with local needs. Steinbeis 2i GmbH (SEZ), with its extensive experience in EU funding and innovation ecosystems, played a critical role in guiding the consortium’s methodology and ensuring the project was positioned for success within Horizon Europe. Their insights into technology transfer and innovation ecosystems were vital for shaping the proposal. Naučno Tehnološki Park Crne Gore (STP), as the associated strategic partner, provided valuable local knowledge from Montenegro, ensuring that the solutions developed were applicable across different regional contexts. The importance of cooperation in this process cannot be overstated. By combining the unique expertise of each partner, the project developed a comprehensive, regionally tailored solution that addresses the core challenges of rural bio-innovation. Rudolfovo’s strong regional connections, SEZ’s EU project management experience, and STP’s local insights created a collaborative synergy that greatly enhanced the project’s impact. This cooperation not only ensured the development of a high-quality proposal but also established a network of organisations that will continue to collaborate in the future. The project's results were clear. The BioSkills4Future proposal was successfully submitted on 18 September 2025 for the HORIZON-JU-CBE-2025-CSA-01 call, focusing on the development of new curricula and knowledge exchange practices relevant to bio-based systems. This proposal was specifically designed to promote the adoption of bio-based practices among rural entrepreneurs and to equip them with the necessary skills to innovate in the bioeconomy sector. The submission of this proposal marks a major achievement, as it reflects the culmination of RuBIO’s objectives and the creation of a tangible, scalable solution for the future. The durability of the solutions developed in RuBIO will be ensured through the continued work in the field of bioeconomy, as established during the project. Additionally, the strong partnership network established during the project will enable ongoing collaboration and knowledge exchange, ensuring the sustainable impact of RuBIO through the BioSkills4Future proposal.
