Description (EN):

The MEET project will promote the mental health of (vulnerable) young people in AT, BG, BH, CZ, HU, ME, RO, RS, SI, SK, UA and the DR. In 2019, 10-12% of young people aged 10-19 years in the Danube Region (DR) were affected by mental disorders. Multiple crises (COVID, Ukraine war, Climate) are an increasing threat to young people's mental health and well-being. The global nature of these crises and the shared challenges in the DR call for a transnational approach. MEET aims to building capacities for youth mental health promotion in formal and informal educational settings at three different levels: At the practice level, MEET will collaboratively develop and pilot inclusive, innovative and youth-centred tools and learning materials for educators, social workers, practitioners (O 2.2) and young people at risk (NEETs, ESLs) themselves (O 2.3). At the level of organisations and intermediaries, MEET will bring together key actors of health and education in Youth Mental Health Labs to form new and cross-sectoral mental health coalitions, boost their knowledge on mental health and equip them with a methodology on how to cooperate in the future (O 1.2). At the policy level, MEET will develop a transnational strategy (O 3.1) and local action plans (O 3.2) to integrate mental health in education giving policymakers of all levels guidelines on how to make education policy more inclusive. MEET’s innovative approach not only targets formal education like schools, but also non-formal education, like after-work schools, youth NGOs who are key in reaching disadvantaged learners and vulnerable youth. Moreover, it will address different dimensions of social inequalities by reaching out, e.g. to young people in rural areas and to Roma people. As a result, the project will help to combat mental health problems among young people, especially among vulnerable groups of young people. In the long term, the MEET outcomes will lead to a reduction in poor school performance and drop-outs, reduce the number of NEETs, enable a better educated workforce and contribute to reduced labour shortages.

Actual Achievements (EN):

By the end of Period 1, Project Partners (PP) had achieved the essential objective of setting up the MEET project, successfully completing Output 1.4: Joint start and implementation of the MEET-project. As Lead Partner, ZSI played a central role in project coordination, organizing monthly meetings (February to June 2024) and two kick-off events (one online in Jan. 2024 and one in-person in Vienna in March 2024). For all meetings, ZSI took responsibility for drafting agendas, meeting minutes, and facilitating communication between partners. ZSI also developed the Project Management Handbook, which outlined roles (project manager, financial manager, communications manager, quality assurance), reporting processes, and document storage procedures via MS Teams. The MEET shared folder on the MS Teams platform was set up by ZSI and serves as the primary communication hub for partners to collaborate, track progress, and save documents. All other PPs also managed their internal project setups, including budget allocation, staff hiring, and participating in consortium meetings. Both the online kick-off meeting in January and the in-person kick-off meeting in March 2024 in Vienna were pivotal in aligning PPs on the project’s goals, roles, and deliverables. ZSI organised the event, led the agenda, provided an overview of the project, and facilitated brainstorming sessions on the project’s future vision. Activity Leaders, including EE, NEVO, PRIZMA, TUKE, HETFA and UPSC presented plans on their activities during the kick-off meeting and asked for feedback and input from other partners, facilitating strong future collaboration. During Period 1, PPs achieved significant progress towards completing Activity 1.1. Creation of youth-centred best practices catalogue. EE is the activity lead for A1.1. With support from ZSI, EE developed a template based on the SPICE framework (Setting, Perspectives, Intervention, Comparison, Evaluation, and Youth-Centeredness) for each PP to collect and review at least 3 youth-centred best practices from their respective countries. This template was discussed and approved by all PPs during the kick-off meeting. EE then took the lead on providing feedback on each of the collected practices. PPs then collated the information into 11 different country reports, completing D. 1.1.1. For the countries where there was more than one PP, organisations collaborated to produce the deliverable. This was the case for PPs from Austria (JIT, GÖG, ZSI) and Hungary (EE, HETFA). In total, about 45 practices were collected. In Period 2, EE will conduct an analysis of the practices and develop D1.1.2 Draft version of the youth-centred best practices catalogue and D.1.1.3 Youth-centered best practices catalogue. PPs will seek feedback from stakeholders on D1.1.2 during A1.2 Youth Mental Health Labs. Another important milestone in Period 1 was the delivery of the first webinar as part of A1.3: Transnational virtual training series on cross-cutting issues and mental well-being of youth. PRIZMA is the activity lead for A1.3. PRIZMA worked with ZSI in creating the agenda and selecting speakers. The webinar took place during the European Mental Health Week in May 2024 and addressed youth mental health challenges, especially focusing on gender disparities. GÖG delivered one of the presentations. Other PPs actively contributed by promoting and attending the event and by participating in the discussion. ZSI delivered a short presentation on the MEET project. The webinar attracted 48 participants from various countries. PRIZMA also acts as the project's communication managers and developed a project communication plan in Period 1. They set up the project's website on the Interreg platform and provided project templates with the correct project logos. PRIZMA developed a communication and dissemination tracker to monitor the effectiveness of these activities, ensuring partners contributed to the project's visibility and outreach efforts. In addition, all PPs created project webpages as part of their organisation's websites. All PPs created and displayed project posters at their offices. NEVO, TUKE, and DEX IC started preparations for activities to be completed in SO2. TUKE made significant progress towards developing the contents of the transnational introductory interactive digital solution for the transnational campaign (D2.1.2). In that, they have been collaborating with DEX IC in virtual meetings. NEVO has shared a draft version of D2.1.1 Transnational Framework with PPs for feedback. All Activity Leaders provide regular updates during the monthly meetings, giving each PP the opportunity to give input. HETFA have drafted a concept note for A2.3 (Impact) Assessment of Pilots, which has been reviewed by and disucssed with ZSI. Overall, the partnership has made strong progress towards project implementation in Period 1. All activities are on track. In Period 2, PPs and associated strategic partners met in Resita, Romania, for a two-day study visit. The visit was hosted and organised by NEVO. Several partners supported this event. This included EE, who delivered a presentation on the youth-centred best practices catalogue (A.1.1) and ZSI who delivered a session on the youth mental health labs (A1.2). ZSI also supported the general organisation of the study visit, by providing guidance and feedback to NEVO as part of their role as LP. During the study visit, PPs also engaged in a steering group committee meeting (SCOM). As part of the study visit, the partnership visited the following practices: Social work department of the municipality of Resita, ABC Centre and ATOR Banatul de Munte. In Period 2, the partnership completed Activity 1.1 Creation of Youth Centred Best Practices Catalogue. This activity was led by EE. Building on the individual country reports completed by each partner in Period 1, the partnership completed D.1.1.2 draft version of best practices catalogue and D.1.1.3. Youth-centred best practices catalogue. The final result features good practice examples from all partner countries. The draft catalogue was presented in all partner countries to external stakeholders as part of the first youth mental health labs (A1.2), which were implemented in period 2. Stakeholders viewed the catalogue favourably. They also provided some helpful feedback, which was incorporated by EE. PRIZMA supported the dissemination of the catalogue by producing two infographics and one brochure about its contents. As activity lead of A.1.2 Youth Mental Health Labs, ZSI drafted D.1.2.1 Draft Methodology for Youth Mental Health Labs to support PPs in implementing the first lab. ZSI presented the methodology to PPs, who provided their input to help shape the process. The methodology divided the task into three phase: Phase 1: preparation, Phase 2: implementation and Phase 3: analysis and write-up. During phase 1, all PPs undertook 2-3 expert interviews, including 1 with a vulnerable young person. In addition, they completed an extensive stakeholder mapping exercise and a literature review on the key mental health challenges affecting young people in their country. Over 150 stakeholders took part in the first youth mental health labs implemented by the project. This included but was not limited to vulnerable young people, mental health professionals, education professionals, youth and social workers and policy-makers (local, regional and national level). To help promote the results of the lab, PRIZMA asked all PP countries to prepare a short “lab story” to be shared on social media. Many stakeholders have expressed interest in attending the second youth mental health lab, which will be implemented in period 3. Under the leadership of PRIZMA, the partnership delivered the second transnational webinar (A1.3) in period 2. The focus of this webinar was to increase stakeholder’s knowledge on how to support vulnerable young people experiencing mental health challenges. Presentations were delivered by ZSI, EE, NEVO, and Amica Educa. ZSI introduced the MEET project and provided an overview of D.1.1.2 draft best practices catalogue. EE presented about issues related to the mental health of young people with disabilities: Nevo presented about challenges faced by ROMA youth; and Amica Educa introduced a programme supporting young women experiencing disadvantage in Bosnia & Herzegovina. In total, the webinar was attended by 55 participants. PPs further made significant contributions towards completing SO2. Under the leadership of NEVO, PPs completed D.2.1.1 Transnational framework for mental health of young people. This document sets the foundation for the collection of tools and learning materials which will be piloted under A.2.2 in Periods 3 and 4. In addition, under the leadership of TUKE, the partnership completed D.2.1.2. transnational introductory interactive digital solution for the transnational campaign. This campaign, which is titled Mind Craft, has been translated by PPs into all national languages plus three Roma languages. This campaign will be used to help recruit young people to participate in the pilots in periods 3 and 4 (A.2.2). Throughout all of the above-described activities, ZSI acted as coordinator and facilitator to the partnership in its role as lead partner. ZSI organised and chaired monthly online meetings for the whole partnership to provide a space for collaboration and discussion. ZSI also worked closely with each activity lead, providing guidance on deliverables and feedback on drafts. ZSI also organised ad-hoc meetings with relevant partners as needed to ensure smooth execution of activities. ZSI further monitored the project’s finances and tracks progress against project milestones. In addition, ZSI served as the link between the JS /MA and PPs. Overall, activities in Period 2 progressed smoothly and in accordance with the project plan.

DREAM ROAD (EN) | DREAM ROAD aimed to empower members of Roma communities to advocate for change. The Roma Education Lab and various educational materials created under the project will make it possible to organize and conduct events for MEET. Youth Space well-established collaboration with the Roma national minority will also be beneficial for the work in MEET, as it will involve youth and school children from the Roma national minority and implement activities to improve the mental health of this vulnerable group of youth. (EN), Kyiv Dialogue (EN) | Within the framework of the Kyiv Dialogue, dialogue events, activities and workshops for young people in small communities in Zakarpattia have been carried out since 2020. This allowed to establish close cooperation with young people living in remote small communities of Zakarpattia, and from 2022 with internally displaced young people living in shelters of such communities. The results and the contacts made will be used within the MEET project. MEET offers the opportunity to work with such youth from remote rural communities and with the authorities of such communities in the form of pilot projects and introduce more systematic changes in education for them to make them more psychologically stable, improve schooling and ensure a higher level of competitiveness for these youth at risk. (EN), Psychosocial aspects of psychological security and its social manifestations in children (EN) | This project gathered expertise from UPSC researchers and practitioners in the area of psychological safety as a contributor to well-being. New knowledge related to the concept of psychological safety from the perspective of adolescent well-being was developed. MEET also focuses on young people and also pursues a boy-centeredness that includes young people's perspectives and perceives them as active stakeholders. In addressing mental well-being in MEET, where practices are also collected and collaborated with different stakeholders, MEET will further develop the findings of this project. (EN), Strengthening skills in the field of media education in the Republic of Moldova (EN) | The aim of this project was to gain experience in training teachers in media literacy. It was also about developing an educational framework to combat digital addiction. Digital addiction also has a (negative) impact on the psychological well-being of young people in particular, so MEET can build on the results of this project and on the experience of improving teacher training, in the case of MEET, with a view to improving the psychological well-being of young people. (EN), Hidden Dimensions of Inclusion in the Youth Sector (EN) | In this project, pilot experience was gained with young people with disabilities. An integrated approach was chosen. Although MEET also focuses on other target groups, it also focuses on young people with disabilities as a multiply disadvantaged group. Accordingly, the experiences from the project and the inclusive approach will be important for MEET and MEET will build on them. (EN), Avas Khetane - Get Together (EN) | The project gathered pilot experience with Roma youth. The aim was to develop an educational framework to combat digital addiction. An integrated approach was taken. Even though MEET also focuses on other target groups, the focus is particularly on Roma as a multiply disadvantaged group. There are pilot projects being carried out in MEET that also deal with the Roma target group, so the experience gained from the project and the integrative approach will be important for MEET and MEET will build on this. (EN), Career centre for Youth – Všečkam in grem (EN) | In the project, a network was established with schools and relevant stakeholders. The content was carried out in the context of vocational orientation. Even though MEET focuses more on strengthening the mental health of young people, this network can be used with schools to carry out MEET activities and promote the project. (EN), Development of the monitoring and evaluation system of the National Social Integration Strategy and impact assessment of the Sure Start Program (EN) | The project will gather experience with impact assessments and knowledge about early childhood education and care programs in Hungary. As with MEET, the focus is on mental health and the involvement of a wide range of stakeholders from different sectors, so that MEET can build on the results. (EN), The analysis of territorial development strategies in Hungary – past experience and recommendations for the next programming period (EN) | Knowledge of territorial aspects can be used to contextualize project activities in MEET. Furthermore, MEET can also use and build on the overall experience with policy analysis and strategy development. (EN), GoBIG and GoBIG2.0 (EN) | The projects made it possible to gather expertise in the involvement of hard-to-reach young people in rural areas as well as concepts for a barrier-free transport of (mental) health promotion activities for young people. The MEET project will deepen the methodological approaches, taking into account the professionally developed content of the MEET project and the adaptations to local conditions. (EN), WIRKstatt (EN) | The project has established a network that provides expertise in apprenticeship training, labor market services, youth coaching, and regional compulsory schools. In addition, there are extended services targeting the mental health of young people, especially school dropouts and potential NEETs. MEET can build on this network for MEET activities and to promote MEET deliverables. (EN), Well‐being Zone School - psychosocial health and (cyber‐)bullying prevention at schools (EN) | The initiative was adopted in 2019 by the Austrian Health Promotion Fund and the Federal Ministry of Education, Science and Research. Based on scientific findings and the experience gained in recent years in the field of bullying prevention in schools in Austria, the initiative has created the conditions to support and accompany schools in their development towards greater psychosocial health and in structured violence and bullying prevention. MEET will enrich the initiative by focusing on ESL and dropout. It will also take an integrated approach, focusing not only on school development, but also on exchanges with non-formal education and the additional positive impact of peer-to-peer support. (EN), Campaign on mental wellbeing (EN) | In 2023/2024, the Competence Center will launch a campaign for the mental well-being of young people in Austria, involving both youth workers and health promotion services. The campaign will be developed jointly by young people and youth workers. MEET will enrich the campaign with information relevant to the most vulnerable groups of young people. (EN), Breaking the Silence of Gender Based Violence (in schools) (EN) | The project is about gaining and demonstrating experience in working with schools, working with secondary school students, teachers, creative and inclusive methods of working with school children, building skills of young people (project volunteers). MEET will build on this and bring more knowledge to address the issue of youth mental health within the project interventions, which can have a positive impact on reducing (gender-based) violence in schools. (EN), Youth Empowerment Enabling Prospect (YEEP project) (EN) | The project provides general information about the needs of disadvantaged young people, knowledge and experience (and methodological input) in building their life skills, mental health, cooperation/contacts with institutions. Building on this, MEET will further focus on the mental health of disadvantaged young people and risk factors and provide more insights here. In addition, MEET will increase stakeholder collaboration in providing a systemic approach and supportive environment for this group. A local action plan will identify ways to sustain mental health support for this group in education. (EN), RARE – Changing Discourses, Changing Practices: The Roma as Human resource (EN) | In this project Roma, but also other young people, are mobilized. This mobilization will be used in the MEET project to involve this target group also in the MEET activities and to support the pilot actions with their skills and experience acquired in the RARE framework. By addressing mental health, the MEET project will fill the gaps that were not addressed by the RARE project, which focused on intolerance, discrimination and exclusion of Roma from the labor market. (EN), Let the Youth Know How (EN) | This project will train young people in soft skills. This target group represents potential collaborators and users for the MEET project. We will network the stakeholders of the project and the MEET project to create a unified and coherent platform for mental health promotion at the local level. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion In line with the EU Strategy for the Danube Region the project MEET addresses the aim of better learning outcomes and wellbeing (EUSDR Priority Area 9, especially Action 9) and the aim of reducing school dropouts and early school leaving (Action 8 of the Danube Region strategy). These goals are achieved through a resource-oriented approach that aims to strengthen the mental health and well-being of young people and their social environment, including educational staff, parents and friends. In addition, the project's activities will enable the educational system to better cope the needs of pupils in need for special support due to a crisis of mental disorder.
Meet will do so by providing opportunities for an exchange between practitioners thereby building a more integrated learning environment, including formal and non-formal education. This way, activities of MEET will foster the capacities of practitioners to strengthen mental health, (social-emotional) competences and coping strategies of young people.
Focusing especially on the most vulnerable youth (potential schools drop-outs and NEETS), MEET will strengthen efforts for social inclusion in the Danube Region. It will enrich knowledge on the specific needs of these groups in different regional settings effectively addressing the heterogeneity of the Danube Region in the context of social cohesion. MEET will also provide opportunities for knowledge exchange and the development of school cooperation across regions. In addition, decision makers in the field of education, social affairs and health across different countries in the Danube region will be involved in exchange meetings. Results of the different activities, including the perspective of young people, will feed into the regional action plans and the strategy on mental health for NEETs in the Danube Region which will ultimately contribute to the reduction of ESL and better learning outcomes and therefore to a stronger human capital in the DR.
TerritorialAgenda2030 The territorial Agenda 2030 outlines the necessity to invest in the wellbeing and quality of life of citizens. Inter alia, it underlines the need for good quality education all places as a prerequisite for employment and economic development. Prevention and support for people to keep mentally healthy are core to this. As international findings show the educational system plays in key role for building a healthy environment and or fostering wellbeing and the quality of life, especially for marginalized young people: Programs that have a positive impact on self-esteem and self-perception of students, reduce stress and the risk of depressive symptoms in students as well as their problem-solving and social emotional skills. This leads to better learning outcomes and more positive learning environments.
A study by the London School of Economics has shown that investing in school programs promoting mental health can save £9.30 per pound invested in the long term, particularly in the educational and health sector. Hence, investing in the mental health of young people has the potential for build a more resilient educational system, to lower costs in the long run and, involving also the more vulnerable groups, to overcome social disparities between regions within countries and across boarders, which are, as addressed in the territorial Agenda, threatening the positive development in the Danube Region.
Through its transnational approach, MEET will therefore contribute to territorial priority of a Just Europe, especially to the right of education and training by developing learning materials that are inclusive and youth-centred.
Other MEET will contribute to are the EU Youth Strategy 2019-2027 aiming i.a. to enable young people to reach their potential by strengthening their mental health and promoting the social and democratic participation of youth. A particular focus is on Youth Goal 5, promoting young people's mental health and well-being.
These elements are key:
1) A focus on prevention activities that ensure young people are equipped with the knowledge and skills needed for better mental well-being, encouraging a less competitive mindset, fostering appreciation for individual skills and strengths. This can be achieved through skills programs and by promoting resources in the school setting. – MEET will address this in its local pilots.
2) Providing professionals working with young people as well as family and friends with quality mental health trainings. Promising tools will be tested in different settings and made available for all relevant stakeholders. – MEET will train practitioners through a webinar series and will develop innovative tools for them.
3) An inclusive, intersectional approach ensuring mental health, particularly for marginalized groups. The project MEET will address this challenge by bringing together youth representatives, social workers, teachers, labour market and health expert. They will jointly search for promising solutions better deal with crisis and mental disorders and their negative impact on young people. Peer-to-peer support among young people and awareness-raising among teachers and multipliers envisioned by Project MEET is a promising approach to building the necessary resources in the education sector.
4) To fight stigma about mental health issues by developing awareness programmes. MEET will run a transnational campaign for young people using digital tools to raise awareness.
MEET will address these goals working on trainings and with professionals in formal and non-formal educational systems as well as the political level.
