Description (EN):

The overall objective of THEMATIC2 GREEN is that of promoting innovation capacity for green development based on cultural and natural resources, tackling emerging environmental and social challenges. The main outputs will be produced by parallel actions in 3 main directions, all needed and interdependent to ensure a significant impact at territorial level: - Enhancing entrepreneurial capacity to secure environmental sustainability of local systems -Promoting capacity of public and private bodies to identify threats and local impacts of climate change, and the adaptation strategies that can preserve economic development and social sustainability of the green transition. -Promoting development of renewable energies production, distribution and consumption. In these 3 Themes the project will produce pilot actions and joint solutions, a joint strategy for renewable energy communities development, a permanent cooperation network. Project targets and final beneficiaries are the territories in the ADRION macro region, in coastal and mountainous areas, with some common structural features: Rich of natural resources and diverse cultural heritage A small population largely dispersed in rural villages Economic systems with a relevant share of agriculture and tourism, based on micro companies. A significant vulnerability to climate change impacts, increasing sea level, coastal erosion, extreme meteorological events. The partnership of THEMATIC2GREEN includes Higher education bodies, business support agencies, local administrations, development agencies, from all over the ADRION regions, generating synergies and complementarities that will be capitalized in a permanent cooperation network that will look far beyond the project time horizon. THEMATIC2GREEN innovative approach will be based on a quadruple helix model, moving in parallel on three main directions for the green transition: environmental quality promotion and certification of economic activities, efficient renewable energy production and consumption, adaptation to climate change impact of vulnerable economic activities. The outputs will include pilot actions in each of these directions, joint solutions, and a Joint Strategy In the next years, SMEs, public institutions, NGO, in coastal areas, in mountain territories, in historical towns of lagging behind regions, will face some common gigantic challenges. - Preventing or reducing natural resources and historical heritage degradation while ensuring sustainable development and the creation of jobs and income opportunities in marginal territories. The challenge for these communities is that of improving environmental sustainability in parallel to social sustainability. - Reducing the use of energy based on fossil fuels, at the same time increasing efficiency and environmental sustainability of renewable energy production and distribution. This theme is specially complex in the marginal areas rich of natural and cultural heritage and a low population density. In these territories the production of energy from renewable resources is specially challenging because of the costs of production and distribution, and the environmental impact are relevant also for renewable sources. e.g., the environmental impact on landscape of wind mills and solar-energy, the impact on air quality and agricultural land of energy power centrals based on biomass, the impact on landscape of distribution grids. - Adapting to climate change and mitigating its impacts on economic and social activities in these areas. Cultural services, cultural and, naturalistic tourism, agricultural non food productions, other services to consumers, will be forced to adapt to the climate changes processes already observable, or expected in the short and medium period. SMEs, public and private services providers, and the same consumers, will need to adjust production processes and product innovation to mitigate the impact of climate change. Many opportunities are emerging in this scenario, starting from the inclusion of the communities of these areas, in the European strategy for a green future. (EU Green deal), and the Macroregional strategy for sustainable development EUSAIR. THEMATIC2GREEN will aim at these opportunities with an original vision and innovative approach.

Actual Achievements (EN):

Establishment of the project management steering bodies and working groups UNIBAS coordinated revision of the application approved under conditions, obtaining final approval. The Steering committee was established, and management responsibilities were allocated. On the 7th of November the first steering committee meeting was held, the Committee was established, the rules and procedures were submitted by UNIBAS to all partners and approved. On the same occasion, the revised work plan was approved. Financial management activities. The accounting system and procedures for the project were designed by all partners. The advance payments to the IPA partners were claimed and processed by the UNIBAS administrative offices. Because of the obstacles existing in the last month of the year for financial payments and transfers the procedure, started before the end of the year, was finalized in the first month of the second period Communication activities. UNIBAS coordinated the start up of communication activities. Posters of the project where installed at the entrance of the Offices of the partners headquarters. Work plan progress per Work Packages Working groups were established for all WPs, WP1 WP2 WP3 Conference calls and bilateral meeting on line where held in order to design detailed plans and to start the technical activities. A deeper discussion was held on the occasion of the first meeting in person, held in December, on the 16th and-17th. On 18th of December a study visit was held at the municipality of Potenza, to facilitate informal interaction among partners. The main outcome of the meetings was the start up of the work for the field surveys for the analysis of needs and challenges in all three WPs, for the main focus of each of them: 1 environmental quality management in the cultural industries and tourism, 2 adaptation to climate change impact, 3 green energy production and distribution.

THEMATIC. Thematic tourism founded on innovation capacity (ADRION 2014 2020) (EN) | The partners of THEMATIC project (ADRION 2014-2020 , implemented in 2020-2023, have decided to capitalize on the experiences, knowledge, partnership relations, estending the object of their partnership to the objectives of the ADRION 2021-2027 programme, designing the THEMATIC2GREEN proposal.
The choice is based on many reasons. The partners have established a solid network for the cooperation in the field of territorial develpment.
The partnership of THEMATIC was a leading member of the thematic cluster of the ADRION programme. It was leading the design and drafting of the policy paper on the perspectives of cultural tourism in the new programming period.
The theme of the green development was already at the centre of the THEMATIC project.
In fact the the project promoted the active participation to the European Green Week 2021, and to the European Week of Regions of Cities, both events centered on Green development in the ADRION Region.
The main outputs of the THEMATIC projects will be capitalized in the THEMATIC2GREEN. The pilot projects on innovative cultural industries, cinema tourism, virtual museums of rural communities, archeological areas, will be capitalized in the pilot initiatives on environmental quality certification,
The pilot project for services for biketourism will become the basis for the pilot actions in the pilot projects for innovative models of renewable energy production and consumption.

The project is aimed at 100 European SMEs in the tourism sector to become 'champions' of sustainability and develop a business innovation plan oriented towards the circular economy.
Agency for Territorial Development of Basilicata, that was excluded as partner but remains an important partner of the project as Local Stakeholder, is implementing partner of the TRACE european project that promotes environmental quality certification amon (EN) | The activities foreseen by WP1 (Increasing access to environmental quality certification procedures of public and private activities in the sectors of cultural services, management of cultural and historical resources.) will capitalize on the outputs and results of the TRACE project. In particular the project will involve the companies that have obtained the environmental certification with the assistance of the TRACE project. They will be invited to share their experience of change and improvement in business performance, and the lesson learned from that experience.
(EN), SAVEMEDCOASTS & SAVEMEDCOASTS- 2 - Sea level rise scenarios along the Mediterranean
coasts (DG-ECHO, 2017-2022). The school of Engineering UNIBAS was partner of both projects.
The methodologies and the outputs of both EU projects SAVEMEDCOASTS and SAVEMEDCOASTS-2 were aiming to the integratioon of climate change scenarios into disaster risk assessment and disaster risk management of the most exposed coastal areas. The approaches followed by the two DGECHO’s projects were focused on the increasing the availability and use of scientific knowledge on disaster in the field of Union Civil Protection Mechanism, by developing 1) multi-hazard approach for risk assessment, and 2) macroregional risk assessment integrating climate change scenarios including cascading impacts (EN) | Overall objective of THEMATIC2 GREEN is that of promoting innovation capacity tackling emerging environmental and social challenges.
Target are the communities of marginal territories in coastal and mountainous areas, that need to emprove environmental sustainability of economic activities, increase capacity of efficient use of renewable energy, develop strategy for adaptation of economic activities to climate change.
. In this framework, the THEMATIC2GREEN project represents a down-streaming of such projects synergically supplying the multi-hazard approach and risk assessment methodologies with a multidisciplinary line able to track a trajectory in which validated methods are used to enhance the sustainable development and climate change risk awareness as well as the resilience of territories and local communities, authorities and institutions.
The proposed methodology and strategy applied in THEMATIC2GREEN will implement and test these metodologies that can be applied to neighbourhood countries and the Mediterranean regions that share similar risks. Results will support local authorities and businesses to start actions to develope resilient and sustainable economic systems

EuropeanGreenDeal
The European Green Deal objective to reach the no net emissions of greenhouse gases by 2050 is accompained by two equally relevant objectives. that are those of Ensuring:
- Economic growth decoupled from resource use.
- a green transition that leaves no person and no place behind.
THEMATIC2GREEN will contribute in particular to these two main objectives.
In order to ensure an economic growth decoupled from resource use the Commission proposes to increase the binding target of renewable sources in the EU’s energy mix to 40%. In addition, it proposes to reduce energy consumption through increased efficiency, to bring down both emissions and energy costs for consumers and industry.
THEMATIC3GREEN will contribute to this strategy with the joint actions for designing innovative systems in energy efficiency in production and distribution, and increasing capacity for environmental quality planning and management among public and private business in coastal and rural areas.
Amog other outputs, the project will build capacities and design a joint strategy for the creation of energy communities.
Energy communities contribute to increasing public acceptance of renewable energy projects and make it easier to attract private investments in the clean energy transition. At the same time, they have the potential to provide direct benefits to citizens by increasing energy efficiency, lowering their electricity bills and creating local job opportunities.
Environmental quality of economic activities will be promoted with pilot actions for environmental quality certification, specially addressed to public and private business active in cultural industries, and services.
These actions will target coastal and rural areas lagging behind in economic development. This will simultaneously contribute to the key objective of "no persons no places left behind".
EUStrategyAdriaticIonianRegion
THEMATIC2GREEN will contribute to the EUSAIR strategy first of all cointributing to the integration of Western Balkans, bringing together members and candidate countries, moving forward and capitalizing on the partnership network built in the project THEMATIC (ADRION2014-2020)
Furthermore, the THEMATIC2 GREEN project will contribute to the EUSAIR objective
To support regional cooperation, to boost economic development, improve connectivity, and enhance security.
The joint initiatives in the fields of energy efficiency, environomental quality of economic activities , will contribute to the enancement of regional cooperation
Furthermore, the actions for energy efficiency and environmental quality certification of economic activities in the field of cultural services, will help promote the main objectives of EUSAIR, To promote shared values and the unity in diversity of the rich cultural heritage of the macro-region.
Other EU S3 National Strategies The project will be rooted and contribute to the enhancement and amplification of National Smart Specialization strategies, in EU and IPA partner Countries.
In Greece, aiming to promote innovation capacity for green development based on cultural and natural resources, will contribute especially to the priorities of Sustainable Energy, Environment and Circular Economy and Tourism, Culture and Creative Industries as well.
In Italy, in Basilicata, the main contribution and interaction will be in the fields of energy and creative industries.
Croatian S3 strategy until 2029. defines thematic priority areas of investment in research, development and innovation
Under the THEMATIC2GREEN project, the Municipality of Preko will implement activities that will directly contribute to the following priority areas of the Croatian S3 strategy until 2029.: 2. Smart and clean energy and 3.Smart and green transport.
Other IPA Countries S3 National Strategies
S3 trategy for Montenegro 2019-2024 focuses on four strategic priorities:
1. Sustainable agriculture and food value chains
2. Energy and Sustainable environment
3. Sustainable and health tourism
4. ICT
This project is addressing three out of four strategic priorities, targeting transhumant settlements, where traditional agricultural production is taking place, where there is high potential for sustainable tourism, and where there are no energy sources but green energy for off-grid settlements.

In Serbia S3 for-the-period-2020-to-2027" was Approved by Serbian Government in February 2020. THEMATIC2GREEN, already identifies energy (renewable) as one of key factors in preserving nature and making tourism more environment friendly. Which leads to adapting to climate change which is the second key challenge we are addressing.
The (S3) process in Bosnia and Herzegovina is currently in preparation, following a recent decision by the Council of Ministers.
Smart specialization is represented in the priorities and measures of the Development Strategy of the FBiH 2021 - 2027 Among the points of the strategy at list the following can be underlined:
1- Support to research and development: The objectives of the THEMATIC2GREEN project are aimed at promoting innovation for green development.

the integration of these key points will enable synergy between the project THEMATIC2GREEN and the setting of smart specialization within the Development Strategy of the FBiH
