Description (EN):

The project brings six municipalities of the Adriatic Ionian area to work together for the promotion of the cycling as a way of active transportation. The six Municipalities decided to collaborate in order to answer together a very specific question; how can local authorities contribute to the promotion of cycling as an active way of transportation in the Adriatic Ionian area? The answers comes taking into account the main factor that the local authorities are related to transportation: with the urban places for the actions of cycling that are provided to the public by the Municipalities. The local authorities aknowledge that the cycling activity is of major importance, as it is extremely beneficial for the transportation system of a city. Cycling can reduce the use of cars, can relief the local transport system and at the same time, it is an experience of exploring and feeling the environment, that can be even easier in our times thanks to electromobility. Taking into account the benefits of the natural environment thanks to the use of bicycle (reduction of CO2 emissions and other important benefits), the role of cycling is very important for the local authorities. This is the reason that the six Municipalities agreed to work on this topic. The overal objective of the project is the support of cycling as a way of active transportation in six areas in the Adriotic Ionian region with the establishment of a concrete network of municipal authorities and the joint development and implementation of six pilot actions. The project aims to benefit the general public/citizens of all ages of the six cities along with specific groups like the visitors, the working population and people with disabilities. Additionally, the EUSAIR strategy is a core element of the project, as it taken into account in order to explore its policy further. The main outputs of the project are (a) consitution of a network of six municipalities that work jointly for a common goal, establishing a partnership that will last after the project's lifetime and (b) the joint development and implementation of six pilot actions (one per municipality) in order to test six ideas in six different cities of the Adriatic and Ionian region. The project will have a transnational approach from the very beginning, as the partners will form two groups and will work together for their pilot actions and the creation of expanded network that will be provide feedback and new approaches through Living Labs. This process is new for the Municipalities and will offer new expertise to its staff and its policy makers. Indicative Action: (a) Set in place joint actions aimed at promoting the active involvement of citizens, tourism actors and economic operators in the development of sustainable urban mobility plans (SUMPs) both in cities and in functional urban areas; (b) Support the shift towards sustainable and accessible urban public transport and active modes (e.g.: cycling, walking) through the implementation of joint pilot actions, by also taking advantage of the opportunities offered by the electro-mobility revolution.

Actual Achievements (EN):

During its first six months, the LAMO project laid a strong foundation for the effective implementation of sustainable urban mobility initiatives across partner municipalities in Greece, North Macedonia, Bosnia & Herzegovina, Albania, , Slovenia and Italy. Led by the Municipality of Pella, the project successfully completed key start-up activities and achieved notable progress across work packages. Coordination, Governance & Financial Management The Municipality of Pella, as Lead Partner, ensured a smooth project initiation by establishing project governance structures and tools. The project teams and Steering Committee were constituted, and the kick-off meeting was successfully organized in Giannitsa on 4 December 2024, setting the tone for collaboration. An internal digital workspace (Google Drive) was created to facilitate transparent documentation and cooperation. Pella also managed financial workflows, including the setup of accounting systems and the transfer of advance payments to the 2 of the 3 IPA partners. Training and guidance were offered to ensure partners met visibility and reporting obligations. A dedicated project manager was contracted to coordinate implementation across the consortium. Strategic and Technical Update A major early achievement was the completion of Deliverable 1.2.1, defining strategies for each partner’s Living Lab—real-life testing spaces for mobility solutions. This strategic framework guides the municipalities in tailoring mobility improvements to local needs. Procurement plans were drafted by all partners, and several tendering processes were launched for pilot actions, infrastructure, services, and dissemination. In Negotino, progress included registration with national authorities, hiring of project staff, and launch of several tenders, including the development of the Sustainable Urban Mobility Plan (SUMP) and the Procurement of a van for transporting disadvantaged citizens. In Tešanj, the Development Agency of the Municipality (PP3) made significant strides in local engagement and dissemination. The project was prominently presented at the 18th Economy Fair in Tešanj, and public consultations were organized to discuss the SUMP. Tešanj also finalized tenders for organizing a local LAMO conference and other outreach services. In Venice, the municipality focused on setting up administrative systems, coordinating departments, and preparing for its technical interventions. An internal working group was established and procurement procedures for Living Lab implementation and bike check activities were initiated. Venice actively participated in all transnational meetings, contributing to knowledge exchange and alignment of strategies. During this reporting period, the Municipality of Tirana had a close collaboration with the project partners participating in the online meetings, in the kick off meeting in Giannitsa, appointed representatives in the Steering Committee. It initiated internal legal procedures that were not completed during the reporting period, causing a delay in transfering the pre-financing and the delivery of the output for the action plan of the Living Lab in Tirana. In Idrija, the Municipality focused on the action plan for Living Lab (developed) in a series of internal meetings where the project team defined the target groups, outlined the vision. The resulting action plan laid the groundwork for the future implementation of the Living Lab concept. It also delivered s a study aimed at identifying the optimal placement of charging stations for mountain e-bikes. In collaboration with the manager of the Upper Idrijca Landscape Park, the Idrija Tourism Board, the study examined various potential sites and ultimately proposed the most suitable locations. The collaborative framework allows each city or municipality to tailor mobility solutions while benefiting from common tools, expertise, and visibility mechanisms. This ensures that all interventions—from bike lanes in Negotino to community engagement in Tešanj and digital innovations in Venice—are aligned with broader regional goals and are more impactful than isolated efforts. Moreover, the project reinforces EU objectives on sustainability, inclusiveness, and digital transformation by bringing together partners with diverse experiences to co-develop replicable models for greener urban mobility.

The Guidebook of interventions for a cycling pathway of the Adriatic-Ionian area includes the original research on the design of several aspects of a transnational cycle path. Several proposal thatwill rise from different countries will propose new ways of designing/constructing/ maintaining a cycle path in an urban area, in a resilient, contemporary and smart way. Each city will offer its own perspective according to the specific climate conditions and the density of its population. The synergy with the New Bauhaus Initiative comes through:

Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion The project is fully cohesive with the flagship project for Embedding Process of the Pillar 2 (Transport) of EUSAIR which is called "IONIAN CYCLE ROUTES". This project includes the development of cycling routes running along the coast of the entire Adriatic and Ionian basin from Italy to Greece crossing the EUSAIR concerned Countries (coastal routes) and including its main cycle connections to the hinterland areas of the nine EUSAIR countries (inland routes).
The LAMO project is focused on cycling activites testing different related to it. However, this is not the only connection with the EUSAIR flahship project. There is one activity that can vivdly support the flagship project; the Guidebook for planners for interventions for a cycling pathway of the Adriatic-Ionian area is another action that supports the implementation of the flagship project. Especially its part for the documentation of the restrictions that arise because of the transnational character of the path (the bureaucracy barriers, the regulatory requirements of each country involved, permits, approvals, transportation laws, and other regulations) will be very useful for the flagship project.
Additionally, in a more general framework, LAMO project promotes sustainable mobility, which is one of the core objectives of EUSAIR which aims to promote sustainable transport and mobility in the region. By implementing pilot actions focused on cycling, the municipalities encourage the use of bicycles as a sustainable mode of transportation. This contributes to reducing carbon emissions, improving air quality, and mitigating traffic congestion, which contributes to the objectives of EUSAIR.
EUSAIR emphasizes also the sustainable development of the region's coastal resources. Cycling projects can contribute to sustainable tourism by providing alternative means of transportation along coastal areas and contributing to the preservation of natural and cultural heritage.
EuropeanGreenDeal Key figures of the Green Deal are:
-to turn Europe to the first climate-neutral continent by 2050;
- to have at least 55% less net greenhouse gas emissions by 2030, compared to 1990 levels.
In order for these two to be achieved, ambitious changes in transport are required with a transition to greener mobility that will offer clean, accessible and affordable transport. According to the Green deal, all areas must be included in this initiative, even in the most remote ones.
The support of the cycling that LAMO project puts in the centre is fully cohesive with the Green Deal and its objectives. LAMO promotes cycling which is a sustainable mode of transportation that produces zero emissions. By encouraging more people to cycle through the pilot actions, the reliance on fossil fuel-powered vehicles can be reduced leading to lower greenhouse gas emissions and improved air quality.
Additionally, by supporting the cycling activity and promoting it can help reduce traffic congestion in urban areas. This leads to smoother traffic flow, shorter travel times, and lower fuel consumption, further reducing carbon emissions.
As a general note, cycling activity within an urban area and amenities such as bike-sharing systems, can make cities more livable, creating safer and more pleasant urban environments, attracting people to live, work, and spend time in these areas. This also an objective of the GreenDeal.
Lastly, LAMO project supports the collaboration of small and big cities in one consortium. Thus, the participation of big cities such as Venice and Tirana along with smaller ones such as Negotino and Finally, Tesanj is within the inclusion strategy of the Green Deal.
