Description (EN):

The CIRCUS project supports the transition to a circular economy of the agrifood system in the Adriatic and Ionian coastal communities by developing and testing strategies, action plans, and management solutions, to increase knowledge and capacity of quadruple helix stakeholders (especially the government sector), and set up a cooperation network to work on the theme after project completion. In line with the current EUSAIR strategy (Pillar 1 Blue Growth), the project focuses on triggering a virtuous process for coastal areas to pursue a balanced and resilient territorial approach where coastal communities are supported as a continuum with the surrounding rural areas, boosting the needed synergies for a thoughtful economic growth to tackle common problems of target areas: the brain-drain, the abandonment of territories, the need for improvement of local communities’ livelihood, and the need to reinforce cooperation within and outside the region. In turn, the CIRCUS project will accelerate on one hand the transition to sustainable agrifood systems, on the other the process of integration of non-EU AIR countries into the EU. A new development model based on the EU Green Deal is needed: the concrete application of the Farm to Fork strategy is a priority and novelty for the region mainly in the EUSAIR non-EU countries, and represents a relevant opportunity and step forward in a complex global scenario characterized by food/energy/economic insecurity, price volatility, and climate change. The project involves several municipalities (Tricase, Italy; Trebinje, Bosnia-Herzegovina; Vlore, Albania; Herceg Novi, Montenegro; Corfu, Greece; Konavle, Croatia), with different dimensions and backgrounds, to demonstrate the applicability and replicability of the results in diverse contexts, giving a push to improve the sustainability and resilience of ADRION and wider EU agrifood systems. To achieve such a change, the project foresees four main outputs: - A joint strategy and action plan for the up-taking of circular innovative solutions in agrifood systems, based on the integration of co-designed strategies and action plans at the local level in the municipalities involved. - One pilot action on circular economy for agrifood systems for each of the municipalities involved. - Three joint circular economy solutions based on the integration of the tested pilot actions. - A specific Adriatic-Ionian Cooperation Network, committing partners to share information, resources, and expertise to address common challenges related to the transition to sustainable agrifood systems, beyond project completion.

Actual Achievements (EN):

During the first reporting period, the CIRCUS project successfully initiated and implemented key activities, laying a solid foundation for the achievement of its main objectives. The project demonstrated strong coordination among partners and timely delivery of its first strategic outputs, confirming the added value of transnational cooperation in tackling common challenges. Two core deliverables were finalized in this phase: 1 - D.1.1.1 – Joint Needs Assessment Report.This output was the result of coordinated work under Activity A1.1, which involved all six participating municipalities (Tricase, Trebinje, Vlore, Herceg Novi, Central Corfu and Diapontia Islands, and Konavle). The work began with the development of comprehensive methodological guidelines, prepared by CERD in cooperation with scientific partners, providing a structured approach to conduct desk research, stakeholder mapping, surveys, focus groups, and interviews. Each municipality implemented a localized needs analysis with support from technical partners, also engaging stakeholders from the quadruple helix (public sector, private sector, academia, civil society). The findings were summarized into six local needs assessment reports, which were then reviewed, harmonized, and consolidated into a unified document D.1.1.1. This report outlines shared and specific challenges in the region and serves as a key reference for the development of local and joint strategies and action plans in subsequent phases of the project. 2 - D.1.2.1 – Guidelines for Local Workshop Implementation. Led by CIHEAM Bari, with valuable input from IURC, CZP and CERD, this deliverable provides clear and practical guidance for municipalities to conduct three participatory workshops aimed at co-developing local strategies and action plans for circular economy transformation in the agrifood system. The guidelines include a detailed methodological framework, proposed tools and facilitation techniques, stakeholder engagement strategies, and communication tips. This output ensures consistency and quality in the implementation of the workshops planned for Period 2, fostering a common yet locally tailored approach across project partners. Beyond these two key outputs: the Kick-Off Meeting, held on 14 October 2024 in Konavle (Croatia), successfully launched the project. It allowed partners to align on objectives, timelines, work packages, and management procedures, also with direct input from the Joint Secretariat. This was followed by WP-specific online meetings and the organization of the first online consortium meeting (organized, but scheduled in first days of March 2025), which facilitated ongoing coordination and review of progress. Partners contributed actively to joint activities, from co-designing methodologies to supporting local-level implementation. Preliminary actions were taken by partners to initiate implementation of the documentary foreseen under A4.6, including the contracting of experts and early content planning. Although delayed, this activity will smoothly progress from Period 2 on. Communication was facilitated through online meetings, shared cloud folders, and informal channels, helping maintain strong working relationships. Project visibility at partner’s facilities was ensured through the production and display of the mandatory A3 poster by all partners; at the same time partners provided dedicated project sections on institutional websites. Initial news posts were also published on social media to engage stakeholders and raise awareness of the project’s goals. To internally assess the qualitative status of the project, a dedicated survey has been developed by the LP to be administered to project partners in early March. The insights coming from the survey will help gather feedback on how the project is going and possible improvements. The collaborative and cross-border nature of CIRCUS has proven instrumental in promoting mutual learning and the adoption of a shared vision for circular transition in the agrifood sector. This cooperation has enabled the design of common tools and templates, aligned approaches for local implementation, and the sharing of best practices across the partner network – demonstrating the strategic added-value of working together on shared regional challenges.

The Project ‘’Sustainable and innovative Agro food and fisheries value chain for MSME’s cross border market aims to enhance the competitiveness of MSMEs and favour the access to the market in the cross-border area through the improvement of production techniques, the transfer, sharing and adoption of European quality standards and the enhancement of typical and traditional products of the agri-food sector and fisheries. The project envisaged the creation of the Food4Health platform focused on traceability of product origin, food education, innovation demand and supply, virtual communities of practices. Ministry of Agriculture of Albania leads the FOOD4HEALTH project in partnership with Agricultural Technology Transfer Centre of Korca and Vlore-- Albania, International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM Bari, Italy), Puglia Region - General Secretariat of the Presidency “Health Market Place” – Italy, Region of Molise-Italy, Ministry of Agriculture and Rural Development – Montenegro and Montenegrin Institute for Marine Biology – Montenegro. (EN) | Farmers and fishery and aquaculture breeders have difficulties accessing, preparing, and promoting their produce for both the export and domestic market. On the other hand, traders and exporters need verified information on what they can source from Albania and Montenegro and how to go about it best. EU rules for quality policy and organic farming are crucial for the achievement of the preaccession process of Albania and Montenegro into EU area, but the level of alignment with the EU acquis on organic farming (Regulation (EU) 2018/848 and its implementing rules) remains low. Moreover, food market in the coming years will be more and more attentive to the nutritional characteristics of the products and more and more oriented to the satisfaction of specific health needs of the population. CircuS project will be more focused on the increasing and updating the level of skills and know-how of public officials for the development of blue and green circular economies strategies and solutions within sustainable agrifood systems.
A greater awareness level, technical skills and methodological procedures will be gained from public officers involved and a raising awareness on blue and green circular policies and instruments addressed to the SMEs, smallholders, potential entrepreneurs, producer’s organization, at national level will be gained.
Focusing on health, sustainability and quality products is an important choice for agri-food, fishery and aquaculture enterprises to provide adequate consumer guarantees, as well as to ensure better market positioning and better economic performance for operators.
Among other activities, this project envisaged the implementation the course on "Digital skills" destined to young people to improve their knowledge and expertise in respect to the sustainable growth of the green and blue sector. CircuS project will also capitalize on this result. EUStrategyAdriaticIonianRegion The project CircuS invests on the improvement of coastal communities’ capacities to dialogue with their inner areas and increase the virtuous process linking fisheries aquaculture and the food sector as a whole.
Meeting the EUSAIR’s blue growth pillar (Pillar 1 – Flagship n.2), CircuS will move forward it by integrating agrifood transition in the process of increasing the coastal communities’ competitiveness.
The process of combining blue and green growth allow to cover diverse sectors and actors.
To this extent, the cooperation opportunities in the AIR will be multiplied as well as the contribution if its communities to create growth, new jobs and compliance with the EU standards.
It is important to mention also that CircuS conveys the conclusions of the multi-stakeholders’ workshops held in Mostar (23/03/2023), Banja Luka (18/04/2023) and a roundtable in Sarajevo during the 8th EUSAIR FORUM (24/05/2023) – the events funded by the Italian Ministry of Foreign Affairs and International Cooperation with the aim to promote the EU integration of the EUSAIR through green rural development and sustainable agri-food systems. In these occasions, a core of the project partnership (LP1, PP3, PP4, AP2) was built and the strategic orientation of the project was agreed.
The main objective was to propose a new pillar for the challenges and opportunities of sustainable agrifood systems development in the Adriatic-Ionian Region (AIR) and to devise the ways to foster cooperation and integration, facilitating the adoption and implementation of the EU Green Deal (which aims to boost the efficient use of resources by moving to a clean, circular economy and stop climate change) and Farm to Fork (F2F) for a fair, healthy, and environmental friendly food systems. Hence, the project fits the EUSAIR revision process triggered due to the new Multiannual Financial Framework, EU policies update, new members, the ongoing enlargement process, and the need to address new/current challenges.
EuropeanGreenDeal The CircuS overall ambition is to accelerate the food system transition to fulfill the European Green Deal policy and UN 2030 SDGs objectives (specifically SDG 8,11,12,13,14,15,17). Accordingly, the focus on the whole agrifood system contributes to leverage resource efficiency and circularity opportunities by reducing its pressures on the environment, (resource depletion) and delivering co-benefits to halt the climate change and biodiversity loss.
In addition, CircuS will pursue the Farm to Fork strategy, at the heart of the EU Green Deal, by the co-desing of new opportunities built on “niche” innovations, place-based pilot solutions and increased public awareness pooled by the quadruple helix stakeholders’ involvement (i.e. policy makers, from coastal and rural communities, businesses operating along the food value chain, non-governmental organisations, social partners, academia and citizens).
The CircuS project will allow the partners to adopt tools and methodologies toward their food system transition by co-desing strategies and action plans built on the exchange and share of EU frameworks (aquis communataire) and standards.
