The common challenge for the Ukrainian and Polish sides of the border area, and also the main goal of the project, is to support actions aimed at climate change adaptation and prevention of risks associated with natural disasters in the cross-border area of Poland and Ukraine. The Lead Partner of the project is the Siedlce Municipality (LP), and the project partners are the Main Department of the State Emergency Service of Ukraine in the Volyn region (P2), the Municipal Headquarters of the State Fire Service in Siedlce (P3), and the Zbuczyn Commune (P4). The roles have been assigned in this way because the Siedlce Municipality has the most experience in implementing and managing EU projects. LP, P2 and P3 have already cooperated on a project in the framework of Interreg PBU 2014- 20. The project's implementation addresses the rapidly advancing climate change and the resulting hazards related to natural disasters, which necessitate adapting the rescue potential of the project partners to the tasks associated with these changes. The project partners have identified three main issues: 1. Increasing threats resulting from climate change caused by natural disasters. 2. Insufficient rescue and firefighting capacity of the rescue units (equipment and competencies) to support climate change adaptation measures. 3. Inadequate exchange of experiences and cooperation between rescue units in the cross-border area to effectively manage crisis situations related to natural disasters and climate change adaptation. To ensure a comprehensive approach to the identified problems, the partners plan soft and investment actions. The project includes the following tasks: - Investment actions (purchase of rescue and firefighting equipment and alarms) - Organization of joint training for emergency rescue and firefighting services - Organization of a joint promotional campaign - Joint project management The planned tasks within the project will enhance the effectiveness of the cross-border emergency rescue and firefighting services in Poland and Ukraine in preventing risks associated with natural disasters. The project's main output will be the rescue and firefighting equipment acquired by the partners within the project: LP: - Central alarm system for siren control + 2 sirens (1 set) P2: - Pump-hose firefighting vehicle 6x6 (1 unit) - Water tanker for drinking water transportation (1 unit) - Specialized vehicle (2 units) P3: - Heavy firefighting vehicle GCBM 23 (firefighting tanker) (1 unit) - Light Sbus-type vehicle for transporting rescuers (1 unit) - Low-bed trailer with ramps for loader transportation (1 unit) - UTV-type vehicle with rescue trailer (1 unit) - Water scooter with rescue platform and trailer (1 unit) - Flat-bottomed aluminum rescue boat with engine and trailer (1 unit) P4: - Medium-sized 4x4 rescue and firefighting vehicle (1 unit) Additionally, the project will involve specialized training for the emergency rescue and firefighting services on both sides of the border (2 trainings in UA and 1 training in PL). Each training will involve 70 participants. Furthermore, the project will produce promotional materials and training materials. Overall, the project will equip and supply the rescue and firefighting units and provide training for the personnel. The project establishes a solid foundation for future cooperation among rescuers in the cross-border area of Poland and Ukraine. The residents of both regions covered by the project will be better protected from the consequences of natural disasters and the progressing climate change. Additionally, the Polish and Ukrainian rescue units will enhance their potential response to potential disasters in the region. The project's implementation creates a strong basis for further development of cross-border cooperation.
