Description (EN):

The technological changes affect all economic flows and sectors and drive innovative ways of performing traditional economic activities, including agriculture. The need for greater use of agricultural technology has been viewed as the most important strategic priority. In rural areas of the region, unfavourable demographic trends and age structure resulted in lack of labour force and resistance to new technologies implementation. Besides, co-operation between public, R&D and BS institutions and agripreneurs, as well as transfer of knowledge are not at satisfying level, causing lack of awareness of technical innovations and consequently lower efficiency. Project overall objective is to develop and enhance agripreneur’s innovation capacities and to improve their access to advanced technologies. The objective will be achieved and common territorial challenges addressed through establishment of CROSSMART platform. The platform will improve regional cooperation between public, R&D and BS institutions and agripreneurs and enhance agripreneurs innovation capacities through trainings, individual counselling and mentoring, and joint pilot actions, enabling testing and development of new technologies and products and improving production processes. Agripreneurs will be introduced to precise and smart agriculture solutions and the benefits of its use in order to remove their resistance and encourage them to implement advanced technologies. Beside CROSSMART platform, following project outputs will be produced: farm management software, joint pilot action, through which precise and smart agriculture solutions have been tested on a sample of economically important crops, implemented; joint CROSSMART solution (action plan) deriving from implemented joint pilot action. Moreover within the project 16 training programmes for agripreneurs and 5 study/knowledge transfer visits will be organised, 3 studies and guidelines for the agriculture and rural development prepared and 6 PPs trained (through “train the trainers” programme) on precise and smart agriculture solutions. All PPs and agripreneurs from the region will have direct benefits and general public/citizens indirect benefit from produced outputs. Common challenges require common actions in order to be resolved. Because of that project partnership consists of PPs from all regions involved the programme. Project envisaged transnational actions that include development and practical application of innovative digital solutions into agriculture production in order to increase sustainability and productivity - through decision-making based on precise data and information. The aforementioned will be enabled through established CROSSMART platform and the use of smart farm management software. Mentioned software, together with smart equipment and devices contribute to a faster and more efficient way of managing data collected from production and processing locations and facilities. Existing practice in programme area is based on monitoring basic meteorological data collected via weather stations or monitoring the state of agricultural soil via soil sensors. New solution includes the use of drones and advanced mobile laboratories and interconnection of all data collected via weather stations, soil sensors, drones and mobile laboratories within one comprehensive application - farm management software. Drones simplify supervision tasks for farms by being able to cover hundreds of acres in one flight, gathering, thanks to infrared technology, multispectral images and a wide variety of information about the condition of the land, irrigation needs, crop growth and the existence of pathogens. Advanced mobile laboratories can determine individual macro and microelements from analyzed soil, water and plant juice. Mentioned devices are based on the use of Internet of Things and represent key elements of precise and smart agriculture. The basic idea behind precision agriculture is that the soil and plants are treated with ultimate precision and accurate means are defined with the help of smart farming technology. By using devices and developed farm management software, agripreneurs from programme area will have the possibility of continuous real time monitoring of weather conditions in the field, regular checking of crops and plantations for coverage, growth, health and nutrition status. Current data will be used for spotting irregularities, flaws and problems to support field operations, control and planning processes. Stored data will allow for time and space monitoring and comparison of field and crop data as well as data on climate changes and their impact on production. Mentioned tools will be used in the implementation of joint pilot actions which should result in creating joint CROSSMART solution, giving agripreneurs recommendations for the productivity increase.

Actual Achievements (EN):

The implementation of A1.1 has successfully started, with all PPs signing the Memorandum of Understanding (MoU) and producing the Manual of Procedures (MoP) for managing the CROSSMART platform and PPs are now equipped to handle platform management. The web development of the CROSSMART platform is currently in the specification draft stage, with finalization planned for Period 2. The public procurement procedures for adaptation works and laboratory equipment have been completed, with adaptation scheduled for completion by April 1, 2025. The procurement process for multimedia room equipment is currently in the technical specification phase. Work on A1.3 has been initiated through the development of technical specifications for smart equipment to be procured and integrated into the CROSSMART platform. The project's kick-off conference was held in Dubrovnik on November 11-12, 2024. The event was organized by LP and attended by all project partners.In communication activities, the LP developed a comprehensive communication plan. It designed the graphic layout for project materials, including posters and roll-ups for all partners, and created a project description for publication on partners' institutional websites. PP2, PP3, PP4, and PP5 have begun preliminary activities on WP2, with work expected to accelerate significantly from the second period onwards. In this period, LP launched the CROSSMART web platform. After a thorough process of preparation, evaluation, and coordination with partners, the platform has been officially launched and is now publicly available at www.crossmart.eu.. LP has also finalized procurement for its promotion, with the decision on selection issued and contract signing planned for September along with planned activities. PP2 established the Laboratory Centre in Gruda, equipped with high-tech analyzers for wine and olive oil quality control. To complement laboratory services, a multimedia room has been equipped and furnished to host workshops, training sessions, and knowledge-sharing activities for agripreneurs. PP2 tested and deployed smart agricultural equipment. PP3 procured promotional materials and is in final stages of procurement of meteorological stations, while PP4 and PP6 finalized market research for procurement of smart equipment. PP3 and PP4 also hired external experts and held workshops to support the Conceptual Study for Innovative Agriculture Development in Central Bosnia Canton and the Development Plan for the Municipality of Tuzi., which PP5 is now preparing. PP6 finalized the Guidelines for Innovative Agriculture in Herzegovina and developed an Education Plan which is scheduled for implementation in next period.

Regional project "Digitalization of municipal land management" implemented by GIZ and the company Telegroup, in partnership with the Network for a favorable business environment represented by NALED, REDAH, the Chamber of Commerce of the Republic of Srpska and the Chamber of Commerce of Montenegro, as part of the develoPPP program of the German Federal Ministry for Economic Cooperation and Development (EN) | Regional project was implemented in Serbia, Bosnia and Herzegovina and Montenegro in the period December 2019 - May 2023. The project included procurement of 73 weather stations and 584 sensors and their integration into the AgroLIFE web application which provides local farmers with additional data on microclimatic conditions and weather forecasting. Apart from the general shared topics, a special synergy of the projects Digitalization of municipal land management and CROSSMART is that the both attribute distinguished importance to the extensive use of smart solutions and the adaptation of digital technologies in agriculture production. Within CROSSMART project weather stations will be placed in the area which were not covered by the regional project. Additional smart equipment and devices will be procured - soil sensors, drones and advanced mobile laboratories, which will enable collection of different set of data, apart from the ones related to basic climatological conditions. All the data will be stored within farm management software that goes beyond AgroLIFE functionalities and provides practical agronomic and economic insights for timely decision-making. (EN), Enhancing competitiveness of olive production in the program area through cross border cooperation - COOPeR (Interreg - IPA CBC Croatia - Bosnia and Herzegovina - Montenegro 2014 - 2020) (EN) | The main objective of the COOPeR project was to establish a center for olives with a laboratory that will strengthen the competitiveness and business environment development in the program area. Within the project formal network of olive-related stakeholders was developed, center for olives with a laboratory in Mostar established and capacity building of olive network stakeholders implemented. CROSSMART is in synergy with COOPeR project by capitalizing on its results. Established network of olive-related stakeholders will be included in CROSSMART platform and its services. Skills and knowledge of olive stakeholders gained through COOPeR project will be further enhanced with the use of precise and smart solutions. While laboratory in Mostar concentrate on experimental plantation of new olive cultivars, laboratory center in Municipality of Konavle will perform analysis and quality control (of soil prior to planting and of final products), not just for olives and olive oil, but also for wine grapes and wine.
(EN), Strengthening and empowering of cross border innovation networks through Fertilization Innovation Labs in Agro-food for improving the connection between research and SMEs - FILA (Interreg IPA Cross-Border Cooperation Program Italy - Albania - Montenegro 2014 - 2020) (EN) | The main goal of the FILA project was to enhance innovation and competitiveness of agrifood enterprises, through the creation of 3 local interlinked ‘Fertilization and Innovation Labs in Agro-food’ (FILA Labs) and to reinforce the programme-level (through the cross-border Fila networks) and international (through the link with European Innovation Partnership) collaboration.
CROSSMART project has almost identical objective and will build on the FILA's outputs. One of them is FILA Model - an innovative model based on EIP approach to strengthen knowledge transfer in the agrifood sector. This document is intended to contribute to the improvement of technology transfer in the agrifood sector and to the construction of an innovation ecosystem, based on the analysis and living labs promoted within FILA project. Mentioned Model was already consulted during analysis of challenges of the region and project development. It will further be used during implementation of project activities. Moreover within FILA project policy paper with recommendations for the period 2021-2027 was issued. CROSSMART project builds on the mentioned policy paper.

Croatia and Northern Croatia (EN) | The process of industrial transition in Republic of Croatia started with the development of Plans for industrial transition for three regions: Pannonian Croatia, Adriatic Croatia and Northern Croatia. These regions are significantly below the European Union's development average and have the potential to strengthen regional competitiveness by using the opportunities offered by global megatrends to revive economic growth and increase productivity. CZP was part of the team for the Development of the Plan for the Industrial Transition of Adriatic Croatia for the period from 2021-2027.
For the purpose of implementing the industrial transition of Croatian regions as one of the defined priorities of the Integrated Territorial Programme (ITP) 2021-2027, Regional Value Chains (RLVs) have been formed to direct EU funds. Contribution to wider strategies and policies:

EUStrategyDanubeRegion Through conducted research, extensive and continuous analysis of all the relevant agricultural conditions (soil, meteorological measurements and predictions), building institutional capacity, education of agripreneurs in benefits and usage of digitalization and technology as well as strengthening cross-border co-operation based on quadruple helix approach, the CROSSMART project is in line with several priority areas of EU Strategy for the Danube Region in all three participating countries (Croatia, Bosnia and Herzegovina and Montenegro):
1) Priority Area 6 “To preserve biodiversity, landscapes and the quality of air and soils” :
- through improvement of management of Natura 2000 sites and other protected areas through transnational cooperation and capacity building
- Improvement and/or maintain the soil quality in the Danube Region
2) Priority Area 8 aims to support the competitiveness of enterprises in the Danube Region:
- To foster cooperation and exchange of knowledge between SMEs, academia and the public sector in areas of competence in the Danube Region.
- To support enterprises through high performing training and qualification schemes.
- To improve the competitiveness of rural areas and in particular of the agricultural sector
- To improve framework conditions for SMEs in areas where competitive infrastructure is missing.
3) Priority Area 9 “People & Skills“
- Contribution to improved educational outcomes and relevant skills and competences in the Danube Region, focusing on learning outcomes for employability, entrepreneurship, innovation, active citizenship and well-being
- Contribution to a closer cooperation between educational, training, labour market and research institutions, in particular on transnational, regional and bilateral levels.
EUStrategyAdriaticIonianRegion The EU Strategy for the Adriatic and Ionian Region (EUSAIR) encompassed 10 countries, including Croatia, Bosnia and Herzegovina and Montenegro. Although the objectives of the project are not directly covered by the thematic objectives and pillars of the strategy (blue growth, connecting the region, environmental quality and sustainable tourism), the horizontal principles are relevant to project objective: capacity building, research and innovation, and SMEs.
It is important to mention also that CROSSMART project conveys the conclusions of the multi-stakeholders’ workshops held in Mostar (23/03/2023), Banja Luka (18 /04/2023) and a roundtable in Sarajevo during the 8th EUSAIR FORUM (24/05 /2023) – the events funded by the Italian Ministry of Foreign Affairs and International Cooperation with the aim to promote the EU integration of the EUSAIR through green rural development and sustainable agri-food systems. The main objective was to propose a new pillar for the challenges and opportunities of sustainable agrifood systems development in the Adriatic Ionian Region (AIR) and to devise the ways to foster cooperation and integration, facilitating the adoption and implementation of the EU Green Deal (which aims to boost the efficient use of resources by moving to a clean, circular economy and stop climate change) and Farm to Fork (F2F) for a fair, healthy, and environmental friendly food systems. Hence, the CROSSMART project fits the EUSAIR revision process triggered due to the new Multiannual Financial Framework, EU policies update, new members, the ongoing enlargement process, and the need to address new/current challenges
EuropeanGreenDeal The initiative for the Project is based on the "Farm to Table" strategy, as part of the European Green Deal, which is key to the transformation of the agri-food system with a special emphasis on the issue of sustainable use of resources in agriculture and green rural development. By implementing the project activities, CROSSMART project is looking to reduce the environmental footprint of food systems (use of pesticides and fertilisers and sales of antimicrobials), strengthen resilience against crises, increase the amount of land devoted to organic farming and ensure sufficient, affordable and nutritious food within planetary limits.
Within the European industrial strategy, CROSSMART project focuses on the update of the strategy from May 2021. drawing upon the lessons learnt from the COVID-19 crisis and reaffirming the importance of an industrial strategy to support and accelerate the green and digital transitions.
Other CROSSMART project has its core in Research and Development activities, from labs and analysis to thematic workshops to sustain R&D development in the programme area; hence it contributes to the main strategy of EU:
- The Europe 2020 strategy for smart, sustainable and inclusive growth that established the ”Innovation Union” as one of its’ flagship initiatives to steer the progress and development of actions in the field of research and innovation at national, EU and international levels, with the goal to secure Europe’s global competitiveness and that innovative ideas can be transformed into products and services that create growth and jobs.
- The “A renewed European Agenda for Research and Innovation – Europe’s change to shape it’s future”, which mentioned key steps to be taken in order to improve R&D and innovation at European Union level, through ensuring that Member States take the necessary steps to maximize investments in research and innovation so as to reach the 3% of GDP target.
- “A New Industrial Strategy for Europe”, which mentioned several important objectives related to research and innovation, such as seeping up investment in research and technological deployment in areas such as artificial intelligence, 5G, data and metadata analytics.
- European Commission’s communication COM (2020) titled A new ERA for Research and Innovation that aims to further progress on the free circulation of knowledge through upgrading and making more efficient the R&I system. In this sense, it aims to prioritise investment and reforms so as to acceleration green and digital transformation on one hand, and to increase competitiveness on the other hand.

The project is working to achieve Strategic Goal 4 - Modernized agricultural sector as a result of encouraging and exchanging knowledge, innovation, and digitization in agriculture and rural areas.
Strategic goal 4. of this Strategy contributes to the realization of Strategic goal 1. from the FBiH Development Strategy - Accelerated economic development is based on increasing productivity and employees and smart growth driven by innovation, Priority 1.2. FBiH development strategies - Support for the transfer and development of technologies - through the establishment of DIH, research and development components, and training components, which contributes to the creation of a greater number of products with higher added value, increased productivity, and competitiveness. It is also linked to Priority 3.5. Encourage the development of rural areas - by establishing functional capacities for agriculture and rural development by enabling the connection of farmers with the academic community, institutes, and local and regional development agencies.
In the Development Strategy of the Central Bosnian Canton, the Project contributes to the achievement of Strategic Goal 1. To encourage sustainable economic development, i.e. Priority Goal: To encourage rural development, while strengthening agriculture, forestry, and the food industry through its activities of creating a judge that will define the state and goals to be pursued in the future. It will also provide access to information for all interested parties, especially agricultural producers, and thus provide them with the opportunity to react promptly to weather conditions, possible diseases, and pests that threaten agriculture.
Other CROSSMART project is in line with several strategies in Montenegro related to agriculture, technology, R&D and SMEs, especially with AGRICULTURE AND RURAL DEVELOPMENT STRATEGY 2023–2028 as well as Smart specialization strategy 2019 - 2024.
Other Municipality of Konavle has adopted a local Strategic Implementation Programme for 2022-2025. The project will contribute to realisation of Priority 1. “Strengthening economy resilience and increasing investments in sustainable and digital economy”, S.O 1.3. “Enhancing competitiveness in tourism, agriculture, aquaculture and fishery”, and is correlated to Measure 1.3.3. “Enhancing competitiveness in agriculture, aquaculture and fishery”, and activity A206204 – Support in agriculture development.
The project is in accordance with priorities from Dubrovnik-Neretva County Development Plan until 2027., specifically to Priority 1. “Strengthening economy resilience and increasing investments in sustainable and digital economy”, and will contribute to S.O 1.3. “Enhancing competitiveness in tourism, agriculture, aquaculture and fishery”, through implementation of Measure 1.3.3. “Improving competitiveness in agriculture, aquaculture and fishery”. Project results will contribute to result indicators from the Plan which are aimed towards minimizing waste in the region in relation to national overall waste collection.
Project will contribute to realisation of National Waste Management Plan for 2017-2022. The new plan for 2023-2028 is drafted, but not yet implemented so the project will refer to the existing one. Project results are in accordance with the objective “Decreasing the total mass of landfilled waste” and “Guarding national resources” and are correlated to 9.4. Waste prevention measures.
Project will contribute to S.O 9. “Food self-sufficiency and development of bioeconomy” of National Development Strategy 2030, and the indicators aimed at increasing 55% of recycling on a national level by 2030. The project addresses highlighted policies which are prioritized within this objective, specifically increasing investments in research and development in agricultural and food production sector, as well as increasing efficiency of agricultural land use and governance.
