STIPP se concentrera sur la stimulation des collaborations transfrontalières entre PME de la région MR qui souhaitent développer ensemble de nouvelles innovations contribuant à au moins l'un des thèmes stratégiques: transition industrielle, transformation verte et citoyens en meilleure santé. L'innovation est nécessaire pour réduire ou même surmonter les défis sociétaux et les PME sont essentielles pour créer ces innovations en raison de leurs connaissances et techniques, et du marché. STIPP ouvrira de nouveaux horizons basés sur des compétences établies et complétés par de nouvelles approches provenant du ou des partenaires de la collaboration. La valorisation des connaissances profite aux PME, améliore le potentiel d'innovation et d'internationalisation et renforce la compétitivité et le potentiel de croissance dans la zone du programme à court terme (conformément à l'objectif SO1iii). Cependant, la promotion de la coopération transfrontalière en matière de R&D entre les PME nécessite un soutien actif, comme le montrent des projets réussis tels que CrossRoads Vlaanderen-Nederland et ROCKET, car la coopération entre les PME ne va pas de soi. Les PME participantes découvrent avec enthousiasme de nouvelles possibilités de partenariat et de marché pour elles-mêmes, qu'elles n'auraient jamais recherchées activement de leur propre initiative et sans ces impulsions. Les activités se concentreront sur la sensibilisation et l'identification des opportunités parmi les entreprises, la recherche d'innovateurs potentiels, la facilitation de la mise en relation pour les consortiums de PME et le soutien au développement de projets d'innovation de haute qualité éligibles au système de subvention des PME de STIPP. Le programme répond donc directement au besoin des PME de stimuler les innovations prometteuses et la coopération mutuelle dans le cadre des thèmes sociétaux désignés et d'accroître la compétitivité des PME. Grâce à l'implication de six agences de développement régional (ADR) partenaires, ce projet contribue également à accroître la coopération entre les ADR au sein de la région MR (OSI dans SO1.3), ce qui contribue directement à accroître la coopération directe en matière d'innovation entre PME, dans la région et à rendre les PME plus résilientes en termes de capacité d'innovation pour produire des produits, des services et des solutions d'intérêt commun pour la région. Ces partenaires sont spécialisés dans le conseil et le financement de l'innovation pour les PME et ont l’expérience de la gestion de projets importants, ce qui en fait des partenaires idéaux pour cette initiative. Le module de travail 1 vise à accroître la compétitivité et la capacité d'innovation en soutenant directement les PME. Cela contribuera directement à cibler les entreprises qui demandent un financement dans le cadre du système de subventions aux PME. Le lot de travail 2 implique une collaboration et des activités de soutien pour le programme de subventions aux PME de STIPP afin de disposer d'un programme de subventions accessible et adapté aux PME. Le dernier lot de travail se concentre sur l'amélioration de l'impact des projets d'innovation des PME. À court terme, il vise à détailler davantage et à améliorer l'efficacité du système de subvention des PME de STIPP et des activités de soutien et, à plus long terme, il jettera les bases d'un "processus d'amélioration continue" pour le financement transfrontalier de l'innovation basé sur les PME dans la région MR.

STIPP is gericht op het stimuleren van grensoverschrijdende MKB-samenwerkingsverbanden binnen de MR-regio die samen nieuwe innovaties willen ontwikkelen, bijdragend aan de strategische thema's Industriële transitie, Groene transformatie en/of Gezondere burgers. Innovatie is nodig om deze uitdagingen te overwinnen en MKB’s spelen een sleutelrol bij het creëren van deze innovaties door hun technische- en markt kennis. Daarom speelt MKB een cruciale rol bij de valorisatie van kennis en het overbruggen van de innovatiekloof tussen laboratorium en markt. Voor deze complexe uitdagingen is samenwerking belangrijk, omdat elke MKB eigen kennis en vaardigheden heeft en die aangevuld met nieuwe benaderingen kansen bieden. De valorisatie van kennis komt ten goede aan MKB's, versterkt het innovatie- en internationaliseringspotentieel en versterkt het concurrentievermogen en het groeipotentieel in de MR-regio op korte termijn (conform doelstelling SO 1.3). Het bevorderen van grensoverschrijdende O&O-samenwerking tussen MKB's vereist echter actieve ondersteuning, zo blijkt uit succesprojecten zoals CrossRoads VL-NL en ROCKET, gezien samenwerking tussen MKB's niet vanzelfsprekend is. De deelnemende MKB's ontdekken gretig en enthousiast nieuwe samenwerkingsverbanden en marktpotentieel voor zichzelf, die ze zonder deze impulsen niet op eigen initiatief gezocht zouden hebben. Dit project pakt deze uitdaging aan door bedrijven actief te ondersteunen met als doel het stimuleren van grensoverschrijdende samenwerking van innovatieve MKB’s in de MR-regio. De activiteiten zullen zich richten op het vergroten van bewustzijn en het identificeren van kansen bij MKB’s, het scouten van innovators, het faciliteren van matchmaking voor MKB’s en het ondersteunen van de ontwikkeling van hoogwaardige innovatieprojecten die in aanmerking komen voor het STIPP SME Grant Scheme. Hiermee wordt direct ingespeeld op de behoefte van MKB’s om veelbelovende innovaties en onderlinge samenwerking op de aangewezen maatschappelijke thema's te stimuleren en hun concurrentievermogen te vergroten. Door de betrokkenheid van 6 regionale ontwikkelingsagentschappen (RDA's) draagt dit project ook bij aan het vergroten van de samenwerking tussen RDA's binnen de MR-regio (OSI binnen SO1.3), wat effect heeft op het vergroten van de directe samenwerking tussen MKB’s voor innovatie. Dit maakt het MKB veerkrachtiger in innovatiecapaciteit om producten, diensten en oplossingen te produceren waar het gebied gezamenlijk voordeel van heeft. De partners zijn gespecialiseerd in ondersteunen van innovatieve ondernemers en financieren van innovatie van MKB’s en hebben ervaring met het managen van omvangrijke projecten, waardoor ze ideale partners zijn voor dit initiatief. Werkpakket 1 betreft het vergroten van het concurrentie- en innovatievermogen door directe ondersteuning van MKB’s. Dit zal direct bijdragen aan het bereiken van bedrijven die financiering aanvragen in de MKB Subsidieregeling. Werkpakket 2 betreft de samenwerking met en de ondersteunende activiteiten voor de STIPP MKB Subsidieregeling voor een toegankelijke, MKB-vriendelijke Subsidieregeling. Werkpakket 3 betreft het vergroten van de impact van MKB-innovatieprojecten. Op korte termijn gericht op verdere uitwerking, ondersteuning en effectiviteit van de STIPP MKB Subsidieregeling en op langere termijn als basis voor een "continu verbeterproces" voor grensoverschrijdende MKB-innovatie financiering in de MR regio.

STIPP will focus on stimulating cross-border SME collaborations within the MR region that would like to develop new innovations together, that contribute to at least one of the strategic topics Industrial transition, Green transformation and Healthier citizens. Innovation is needed to diminish or even overcome societal challenges and SMEs are key in creating these innovations because of their technical knowledge and knowledge of the market. Therefore, SMEs also play a critical role in the valorisation of knowledge and bridging the innovation gap from lab to market. For these complex societal challenges, collaboration between SMEs is important as every company has its own knowledge and skills. It will open new horizons based on established skills and complemented by new approaches coming from the collaboration partner(s). Valorisation of knowledge benefits SMEs, enhancing innovation and internationalization potential while reinforcing competitiveness and growth potential in the programme area on the short term (in line with objective SO 1.iii). However, fostering cross-border R&D cooperation among SMEs requires active support, as shown by successful projects like CrossRoads Vlaanderen-Nederland and ROCKET, as cooperation between SMEs is not self-evident. The participating SMEs are eagerly and enthusiastically discovering new partnership and market potential for themselves, which they would never have actively sought on their own initiative and without these impulses. This project is going to tackle this challenge by actively supporting companies with the ultimate aim to stimulate cross-border partnerships of innovative SMEs in the MR region. Activities will focus on raising awareness and identify opportunities among companies, scouting potential innovators, facilitating matchmaking for SME consortia and supporting the development of high quality innovation projects eligible for the STIPP SME Grant Scheme. It therefore directly acts on the need of SMEs to stimulate promising innovations and mutual cooperation within the designated societal themes and increase SME competitiveness. Due to the involvement of six regional development agency (RDA) partners, this project also contributes to increase cooperation between RDAs within the MR region (OSI within SO1.3), which directly contributes to increase direct SME-to-SME innovation cooperation in the area and make SMEs more resilient in terms of innovation capacity to produce products, services and solutions of shared benefit to the area. These partners specialize in supporting innovative entrepreneurs and financing innovation for SMEs and have extensive experience managing substantial projects making them ideal partners for this initiative. Work Package 1 aims to increase competitiveness and innovativeness by directly supporting SME companies. This will directly contribute targeting companies that apply for funding in the SME Grant scheme. Work Package 2 involves collaborating with and the supporting activities for the STIPP SME Grant scheme in order to have an accessible, SME-friendly Grant Scheme available. The final work package focuses on enhancing the impact of SME innovation projects. On short term aimed at further detailing and effectiveness of the STIPP SME grant scheme and the supporting activities and on longer term it will set the basis for a “continuous improvement process” for cross-border SME-based innovation funding in the MR region.

STIPP wird sich darauf konzentrieren, grenzüberschreitende KMU-Kooperationen innerhalb der MR-Region anzuregen, die gemeinsam neue Innovationen entwickeln möchten, die zu mindestens einem der strategischen Themen Industrieller Wandel, Grüne Transformation und Gesündere Bürger beitragen. Innovationen werden benötigt, um gesellschaftliche Herausforderungen zu verringern oder sogar zu überwinden, und KMU sind aufgrund ihres technischen Wissens und ihrer Marktkenntnis der Schlüssel zur Schaffung dieser Innovationen. Daher spielen die KMU eine entscheidende Rolle bei der Valorisierung von Wissen und der Überbrückung der Innovationslücke zwischen Labor und Markt. Für diese komplexen gesellschaftlichen Herausforderungen ist die Zusammenarbeit zwischen KMU wichtig, da jedes Unternehmen über eigene Kenntnisse und Fähigkeiten verfügt. Sie wird neue Horizonte eröffnen, die auf bewährten Fähigkeiten beruhen und durch neue Ansätze des/der Kooperationspartner(s) ergänzt werden. Die Valorisierung von Wissen kommt den KMU zugute, indem sie das Innovations- und Internationalisierungspotenzial steigert und gleichzeitig die Wettbewerbsfähigkeit und das Wachstumspotenzial im Programmgebiet kurzfristig stärkt (im Einklang mit Ziel SO1.iii). Die Förderung der grenzüberschreitenden FuE-Zusammenarbeit zwischen KMU erfordert aktive Unterstützung, wie erfolgreiche Projekte wie CrossRoads Vlaanderen-Nederland und ROCKET zeigen, da die Zusammenarbeit zwischen KMU nicht selbstverständlich ist. Dieses Projekt wird diese Herausforderung angehen, indem es Unternehmen aktiv unterstützt, mit dem Ziel, grenzüberschreitende Partnerschaften von innovativen KMU in der MR-Region zu fördern. Die Aktivitäten konzentrieren sich auf die Sensibilisierung von Unternehmen und die Identifizierung von Möglichkeiten, das Scouting potenzieller Innovatoren, die Erleichterung des Matchmaking für KMU-Konsortien und die Unterstützung der Entwicklung hochwertiger Innovationsprojekte, die für das STIPP-Zuschussprogramm für KMU in Frage kommen. Durch die Beteiligung von sechs regionalen Entwicklungsagenturen (RDA) trägt dieses Projekt auch dazu bei, die Zusammenarbeit zwischen den RDAs in der MR-Region zu verstärken (OSI im Rahmen von SO1.3). Diese erfahrenen Partner sind auf die Unterstützung innovativer Unternehmer und die Finanzierung von Innovationen für KMU spezialisiert, was direkt dazu beiträgt, die direkte Innovationszusammenarbeit zwischen KMUs in der Region zu verstärken und die Innovationsfähigkeit von KMUs zu erhöhen, um Produkte, Dienstleistungen und Lösungen zu produzieren, die für die Region von gemeinsamem Nutzen sind. Arbeitspaket 1 zielt darauf ab, die Wettbewerbsfähigkeit und Innovationskraft durch direkte Unterstützung von KMUs zu steigern. Dies wird sich direkt an Firmen richten, die eine Förderung im Rahmen des KMU-Zuschussprogramms beantragen. Arbeitspaket 2 beinhaltet die Zusammenarbeit mit und die unterstützenden Aktivitäten für das STIPP-Zuschussprogramm für KMU, um ein zugängliches, KMU-freundliches Zuschussprogramm zur Verfügung zu haben. Das letzte Arbeitspaket konzentriert sich darauf, die Wirkung von KMU-Innovationsprojekten zu verstärken. Kurzfristig zielt es auf die weitere Detaillierung und Effektivität des STIPP-KMU-Förderprogramms und der unterstützenden Aktivitäten ab, längerfristig wird es die Grundlage für einen "kontinuierlichen Verbesserungsprozess" für die grenzüberschreitende KMU-basierte Innovationsförderung in der MR-Region schaffen.

Actual Achievements (EN):

The focus of the first project period was on multiple levels: - Start of project: getting acquainted with the partners and the project activities. E.g. with first partner meetings. Note: Some RDA teams still were incomplete at the start, but at the end of the period all teams were up and running. - getting acquainted with Interreg (JS/MA and the Cell) and making work agreements - preparing an environment in which the partners can work together the couple of years, including administration of the KPIs (E.g. no. of informed companies; formats for company visits etc.) - Preparing (in collaboration with the Cell) all needed scheme documents and environment (e.g. website, JEMS) for the STIPP SME Grant Scheme - Preparing a brand style and communication handbook, together with relevant communication materials. - The organization of the Kick-off event - Establishing the BoD - Preparing the EC and TS - Acquisition first SMEs for STIPP support - First steps of performing a "best practice comparison" with inventarisation and first interviews. In this period the following activities and deliverables were achieved: 1) SME involvement - Creating awaress among SMEs for the STIPP program - Identifying project ideas of SMEs and initiation of partner searches - Finding and facilitating matches between companies (Matchmaking/Get 2 know meetings) - supporting in project formulation and application - Active participation within 12 events to present STIPP - Creation of a STIPP Linkedin page 2) Preparation of calls - Development of writing guide - Regular alginment with the CELL/ SME Grant Scheme team - Finalization and formalisation of the Expert Committee - prepration of the assessment procedure (proces; forms; formats). - Providing training sessions to EC and BoD on assessment - preparation and execution of Expert Committee and BoD sessions - LIOF and POM Limburg formed the Technical Secretariat for this first call - Evaluation call 1 and proposal call 2 - Discuss future opportunities of a theme specific call Result Call 1: 6 applications of which 5 are approved by the BoD. - Development of innovation cheque and SME poster 3) Overall project management - regular Partner meetings and BIDS meetings - Working on possible event opportunities - WP3 - further steps in analysis of the best practice comparison - Implementation of a new STIPP CRM in PowerApps - Finalization of the Cost Agreement among the RDAs This is an extra interim project report to meet N+3 on programme level. Information on the project’s content progress will be given in the next regular project report The activities in this period can be described by the three calls. Call 1: Wrap up of the first call and start of the first STIPP projects - The first grant letters of the first STIPP projects have been sent and therefore the partners organized kick-off sessions with the approved projects. - Development of mid-term and end-evaluation procedures by RDAs, including standardized review documents to ensure consistent evaluation. The output of the final review form will be used by the CELL team in the approval of the final project report of the STIPP projects. - One project still needed to hand in some information to be able to be granted (SmartCarl), this was followed-up by LIOF and the Cell. - LIOF and CELL conducted an evaluation of the first project year/call 1 to inform the Monitoring Committee (MC). Call 2: Pipeline development, business development and the full assessment procedure - RDAs focused on building the pipeline for call 2, including partner search forms, one-on-one meetings, and get 2 know meetings. - RDAs also worked on forming consortia and application support (reviewing, writing help, providing checklists etc). - LIOF prepared the selection process, sharing information with EC and BoD, adapting assessment forms, and establishing the technical secretariat (in which LIOF and VLAIO worked together). - A close collaboration with the cell was needed on the projects to be able to have correct forms and information of the project consortia in this second call. Unfortunately many mistakes were made by the SMEs, especially in the correct use of numbers in the SME wizard and self-declaration. - The EC and the BoD received all documents on time to assess the projects. Both committees had a physical meeting to discuss the asssessment together and to reach a final conclusion on each project. - A survey was held among all the applicants of call 2. The results will be used for further improvement of the SME grant scheme. Call 3: - In June 2025 the BoD mandated the BIDS Project team to set up a framework for call 3 which includes favourable conditions for (dual-use) Defense and ET projects. In this project period LIOF set up such a framework and researched possibilities for favourable conditions and identified the corresponding support for these conditions. A proposal was presented to the BoD in the BoD meeting of Sept 9th and approved by the BoD. - In october the final conditions of call 3 were approved and all the documents were revised before the opening of the call (by the Cell and LIOF). - All documents were revised before the call opened, with improvements to mandatory documents to reduce SME errors. Ongoing project activities - Monthly project team meetings and regular business development meetings ensured continuous collaboration. - Biweekly meetings between LIOF and CELL facilitated operational alignment. - External visibility: STIPP was presented at several (external) events, and an online introduction webinar was held in December. - Preparation and discussion of new events by partners. In addition: the LP held internal evaluations with each partner, to see how the first year went and how we could improve the collaboration for the following years. - LIOF took the initiative to start with a workproces to see if there are elements in the SME Grant Scheme which can be altered/improved --> but only if it is better fitting the needs for SMEs. End of 2025 they started with the analysis of the survey and to get input from the RDAs. The next step is to come up with a proposal and also align this proposal with the Cell and to discuss this proposal in the BoD March 2025. Communication Achievements Increased activity and engagement on the STIPP LinkedIn page, with more frequent news and posts reflecting project progress and achievements.
