Over time, several tourism projects have been developed to bring the still existent (but not always visible) Roman remains in the landscape and towns in the MR region to the experiencers (visitors) in a narrative way. Each attractive and unique projects, that, unfortunately, have been realised in the individual regions as stand-alone initiatives and whose functionality and significance stops at the border. Cross-border cohesion is missing. The lack of cohesion is a shortcoming for: 1) the residents: lack of awareness of cultural and historic connection with neighbouring regions through their shared Roman past; 2) the (international) tourist: no clear connection between the various initiatives, thus missing an optimal experience of the cultural landscape (and the region will therefore miss extra revenues); 3) the entrepreneurs: no basis for new products/services. To strengthen cohesion, VIAVIA will connect the existing touristic routes Via Belgica, Römerstrasse and Fruitspoor so the visitors can discover all Roman stories in the landscape. Then, 9 hotspots will be (re)developed and connected to these routes, based on a joint narrative in different languages. This narrative is developed as an overarching element to further connect the hot spots content-wise and is the basis for various storylines of Roman ‘personas’ who tell the story from their perspective (soldier, farmer, merchant). They lead the visitors through the region and have them visit various hot spots. The hot spots are interlinked experiential (digital) elements in the landscape and innovative immersive experiences in the museums to substantiate the story and experience. Visitors are encouraged to visit multiple initiatives and spend more time and money in the region. By collecting and analysing (big) data about visitors and their experiences, all activities will be monitored and assessed to optimize the offer to further appeal to visitors. The impact of cross-border cooperation leads to the specific, coherent and comprehensive tourism/recreation product: VIAVIA, within which 9 touristic/cultural sites (‘hot spots’) are connected with the existing Roman routes. As a result, visitors while walking or cycling can immerse themselves in the Roman past in various ways through stories, museum visits, innovative (digital) experience features, and by consuming authentic, period-related regional products. To support the overall experience, 15 entrepreneurs will be stimulated through inspiration sessions and supported in individual coaching sessions to develop new and attractive products. Without the present project, the existing initiatives will continue to exist in isolation, unconnected, not visible under one common/shared, cross-border umbrella and unable to transform into an integrated tourism product. Deprived of broader cooperation, some initiatives will start to disappear due to the lack of development potential and loss of appeal to the visitors' wishes. The communication(strategy) is developed on going the project period on the basis of the shared narrative and fine-tuned to the expectations and wishes of the visitors. Grand Curtius (Liège) and Musées de Verviers cannot join the partnership, because they have no capacity. But they will be updated on the project’s progress and outputs. Budget: Management 6%, communication 4 %.

In de loop der tijd zijn er verschillende toeristische projecten ontwikkeld. Zo worden de nog bestaande (maar niet altijd zichtbare) Romeinse overblijfselen in het landschap en de steden in de MR-regio, op een verhalende manier gepresenteerd aan de toerist. Stuk voor stuk aantrekkelijke en unieke projecten. Helaas zijn dit op zichzelf staande initiatieven, gerealiseerd in de regio’s. Grensoverschrijdende samenhang ontbreekt dus. Het gebrek aan samenhang is een tekortkoming voor: 1) de bewoners: gebrek aan besef van cultuurhistorische verbondenheid, door hun gedeelde Romeinse verleden, met de buurregio's; 2) de (internationale) toerist: geen duidelijke verbinding tussen de verschillende initiatieven, waardoor een optimale beleving van het cultuurlandschap ontbreekt (en de regio dus extra inkomsten misloopt); 3) de ondernemers: geen basis voor nieuwe producten/diensten. Om de samenhang te versterken zal VIAVIA de bestaande toeristische routes Via Belgica, Römerstrasse en Fruitspoor met elkaar verbinden, zodat de bezoekers alle Romeinse verhalen in het landschap kunnen ontdekken. Vervolgens worden 9 hotspots (her)ontwikkeld en verbonden met deze routes, op basis van een gezamenlijk verhaal in verschillende talen. Deze zullen de hotspots inhoudelijk verder met elkaar te verbinden. Het vormt de basis voor verschillende verhaallijnen van Romeinse 'persona's' (soldaat, boer, koopman). Ze leiden de bezoekers door de regio langs de hotspots. De hotspots zijn onderling verbonden belevingselementen (digitaal) in het landschap en innovatieve immersieve ervaringen in de musea. Ze onderbouwen het verhaal en de beleving. Bezoekers worden gestimuleerd om meerdere initiatieven te bezoeken. Hierdoor spenderen ze meer tijd en geld in de regio. Door het verzamelen en analyseren van (big) data over toeristen en hun ervaringen worden alle activiteiten gemonitored en geëvalueerd. Zo kunnen de partners het aanbod optimaliseren. Het effect van grensoverschrijdende samenwerking leidt tot het specifieke, samenhangende en allesomvattende toeristisch-recreatieve product: VIAVIA. De bestaande Romeinse routes zijn daarin verbonden en gekoppeld aan 9 hotspots. Bezoekers kunnen zich al wandelend of fietsend onderdompelen in het Romeinse verleden door middel van verhalen, museumbezoeken, innovatieve (digitale) belevingselementen en door het consumeren van authentieke, periodegerelateerde streekproducten. Om de totale beleving te ondersteunen worden 15 ondernemers gestimuleerd door middel van inspiratiesessies en ondersteund in individuele coachingsessies om nieuwe en aantrekkelijke producten te ontwikkelen. Zonder dit project zullen de bestaande initiatieven geïsoleerd blijven bestaan, niet zichtbaar zijn onder één gemeenschappelijke/gemeenschappelijke, grensoverschrijdende paraplu en niet kunnen transformeren tot een geïntegreerd toeristisch product. Zonder bredere samenwerking zullen sommige initiatieven beginnen te verdwijnen vanwege het gebrek aan ontwikkelingspotentieel en het verlies aan aantrekkingskracht in relatie tot de wensen van de bezoekers. De communicatie(strategie) wordt gedurende de projectperiode ontwikkeld op basis van het gedeelde verhaal en afgestemd op de verwachtingen en wensen van de bezoekers. Grand Curtius (Luik) en Musées de Verviers zijn geen partner, door gebrek aan capaciteit. Ze worden wel op de hoogte gehouden van het project. Budget: Management 6%, communicatie 4%.

Au fil du temps, plusieurs projets touristiques ont été développés, présentant aux visiteurs les vestiges romains existants (mais pas toujours visibles) dans le paysage et les villes de l’Euregio Meuse-Rhin (EMR). Il s'agit de projets attrayants et uniques qui, malheureusement, ont été réalisés de manière isolée dans les régions, et dont la fonction et l'importance s'arrêtent à la frontière. La cohésion transfrontalière fait défaut. Ce manque de cohésion est une lacune pour : 1) les résidents : manque de conscience du lien culturel et historique avec les régions voisines au passé romain commun ; 2) le touriste (international) : manque de lien clair entre les initiatives, empêchant une expérience optimale de la culture (avec un manque de revenus supplémentaires pour les régions) ; 3) les entrepreneurs : manque de base pour de nouveaux produits/services. Pour renforcer la cohésion, VIAVIA reliera les itinéraires touristiques existants de Via Belgica, Römerstrasse et Fruitspoor afin que les visiteurs puissent découvrir tous les scénarios romains dans le paysage. Ensuite, 9 lieux d’intérêt (nommés « hotspots ») seront (re)développés et connectés aux itinéraires, sur base d'un récit commun multilingue. Ce récit sera l’élément fédérateur reliant les hotspots sur le plan du contenu et constituant la base de diverses intrigues autour de personnages romains (soldat, agriculteur, marchand) qui racontent l'histoire de leur point de vue. Ils guideront les visiteurs dans la région et leur font visiter différents hotspots. Ces hotspots sont des éléments expérientiels (numériques) interconnectés dans l’environnement et des expériences immersives innovantes dans les musées pour étayer l'histoire et l'expérience. Les visiteurs partent à la découverte de plusieurs initiatives, passent plus de temps et dépensent davantage dans la région. En collectant et analysant des données massives sur les visiteurs et leurs expériences, toutes les activités seront suivies et évaluées, optimisant l'offre pour répondre aux attentes des visiteurs. L'impact de la coopération transfrontalière mène à un produit touristique/de loisirs spécifique, cohérent et complet : VIAVIA, dans lequel 9 sites touristiques/culturels (hotspots) sont reliés aux voies romaines existantes. Les visiteurs, se promenant à pied ou à vélo, pourront plonger dans le passé romain de diverses manières grâce à des récits, des visites de musées, des expérience innovantes (numériques) et en consommant des produits régionaux authentiques liés à l'époque. Pour soutenir cette expérience, 15 entrepreneurs seront encouragés par des sessions d'inspiration et soutenus lors de séances de coaching individuel pour développer de nouveaux produits attrayants. Sans ce projet VIAVIA, les initiatives existeront mais isolées et déconnectées, invisibles sans ce parapluie transfrontalier commun/partagé et incapables de se transformer en produits touristiques intégrés. Sans coopération étendue, certaines initiatives disparaitront par manque de potentiel de développement et perte d'attractivité pour les attentes des visiteurs. La stratégie de communication est élaborée sur la période du projet et sur la base du récit commun multilingue, et adaptée aux attentes et souhaits des visiteurs. Le Grand Curtius (Liège) et les Musées de Verviers ne peuvent se joindre au partenariat, en raison d’un manque de capacité. Ils seront informés de l'avancement du projet et de ses résultats. In den vergangenen Jahren wurden mehrere Tourismusprojekte entwickelt, um die vorhandenen (aber nicht immer sichtbaren) römischen Überreste in Landschaft und Städten der MR-Region Besuchern narrativ näherzubringen. Jedes attraktive und einzigartige Projekt wurde leider in den einzelnen Regionen als für sich stehend umgesetzt. Funktionalität und Bedeutung enden an der Grenze. Es fehlt der grenzüberschreitende Gesamteindruck. Die fehlende Kohäsion ist ein Manko für: 1) Bewohner: mangelndes Bewusstsein für kulturelle und historische Verbindungen mit den Nachbarregionen durch die gemeinsame römische Vergangenheit; 2) (internationalen) Touristen: keine klare Verbindung zwischen den verschiedenen Standorten, wodurch ein optimales Erlebnis der Kulturlandschaft fehlt (und der Region daher zusätzliche Einnahmen entgehen); 3) Unternehmer: keine Basis für neue Produkte/Dienstleistungen. Um den Zusammenhalt zu stärken, wird VIAVIA die bestehenden touristischen Routen Via Belgica, Römerstraße und Fruitspoor verbinden, damit Besucher alle römischen Geschichten in der Landschaft entdecken können. Anschließend werden 9 Hotspots (neu) entwickelt und mit diesen Routen verbunden, basierend auf einem gemeinsamen Narrativ in den Landessprachen. Dieses Narrativ wird als gemeinsames Element entwickelt, um die Hotspots inhaltlich zu verbinden. Es ist Basis für verschiedene Storylines römischer „Personas“, die die Geschichte aus ihrer Perspektive erzählen (Soldaten- und Bauernfamilien, Kaufleute). Sie führen die Besucher durch die Region und zu den verschiedenen Hotspots. Die Hotspots sind verbundene erlebnisorientierte (digitale) Elemente in der Landschaft und innovative, immersive Erlebnisse in den Museen, die Geschichte und Erlebnis untermauern. Besucher werden ermutigt, mehrere Partner zu besuchen und mehr Zeit und Geld in der Region zu investieren. Sammeln und Analyse von (Big) Data über Besucher und ihre Erlebnisse überwachen und bewerten alle Aktivitäten, um das Angebot zu optimieren und Besucher stärker anzusprechen. Die grenzüberschreitende Zusammenarbeit führt zu diesem gemeinschaftlichen Tourismus-/Erholungsprodukt: VIAVIA, in dem 9 touristische/kulturelle Stätten („Hotspots“) mit bestehenden römischen Routen verbunden werden. So können Besucher beim Wandern oder Radfahren auf vielfältige Weise in die römische Vergangenheit eintauchen, durch Geschichten, Museumsbesuche, innovative (digitale) Erlebnisse und durch den Genuss authentisch zeittypischer, regionaler Produkte. Zur Unterstützung des Gesamterlebnisses werden 15 Unternehmen durch Inspirationssitzungen angeregt und in individuellen Coachings unterstützt neue, attraktive Produkte zu entwickeln. Ohne dieses Projekt stehen die existenten Initiativen weiterhin isoliert und unverbunden, sind nicht unter einem gemeinsamen, grenzüberschreitenden Dach sichtbar und nicht in der Lage, sich in ein integriertes Tourismusprodukt zu verwandeln. Ohne breitere Zusammenarbeit werden einige Initiativen aufgrund von mangelndem Entwicklungspotenzial und geringer Anziehungskraft auf Besucher zu verschwinden beginnen. Die Kommunikation (Strategie) wird während der Projektlaufzeit auf Basis der gemeinsamen Narrative entwickelt und auf Besuchererwartungen und -Wünsche abgestimmt. Grand Curtius (Lüttich) und Musées de Verviers können der Partnerschaft aufgrund fehlender Kapazitäten nicht beitreten. Sie werden jedoch über den Fortschritt und die Ergebnisse des Projekts auf dem Laufenden gehalten.

Actual Achievements (EN):

The storyline has been developed in WP1. The scientific storyline will be translated into a public text in September 2025 in order to be integrated onto the website of VIA VIA. The public text will be the underlayer for the further development of the communication products mentioned in the communication plan. This has also been done in close collaboration with the marketing working group so that the products can be fine tuned with the target groups of VIA VIA. The hot spots were extensively consulted regarding their objectives for the development of landscape elements, exhibition concepts, and more. This information was important for developing the strategy within the marketing plan. Conversely, through collaboration with the communication team, all hot spots were able to align their objectives with those of VIA VIA, in order to create one clear, integrated product tailored to our target groups. In S2 2025, all hot spots will receive individual guidance to ensure that this uniformity is actually achieved. With regard to the entrepreneurs, a brainstorming session was initiated in which all expertise related to collaboration with entrepreneurs was shared. This resulted in a shared strategy supported by all partners, which will later be presented to the advisory group. Following this, the flyer for the entrepreneurs and the organisation of the workshops in Maastricht, Tongeren, and Jülich will be finalised. The products resulting from the above work packages must be communicated to the target groups. To this end, a meeting was organised to identify the target groups and to gain insight into their needs and requirements. This information was then shared with the other WPs so they could align their products with the target groups. Subsequently, the first version of the marketing plan was compiled. This will be pitched to the advisory group in September, which brings in tourism expertise currently lacking within the partnership. The feedback from the advisory group will be incorporated into the marketing plan so that by early 2026 a well-founded plan will be in place for implementation by all partners. In September and December 2025, the first meetings of the advisory group will take place, during which the results of WP1, WP3, and WP4 will be presented. Thanks to the advisory group, additional expertise in tourism and entrepreneurship can be integrated into the project to enhance the quality of the products.

In addition, they also advise municipalities in the realisation of local hotspots to make the Roman stories accessible to the general public. Via Belgica has previously worked with C-Limes on the project Heel Heerlen Graaft! to get a better picture of Roman life in the borderland. Ce projet Digital Culture EA-EU Creative Cultures, en s'appuyant sur des objets provenant des collections des musées participants, produira « Crossroads ».
Ce projet donne de bons exemples pour voyager à travers les époques romaines et illustre un excellent exemple d'exposition virtuelle itinérante axée sur les premiers jours de la migration et des échanges culturels en Europe. (FR), An EU-funded digital collaborative project between eight European museum collections, seven universities and six technical partners that aims to examine the connectivity between Early Medieval objects and the objects’ regions of origin with the aid of innovative digital technologies. This Digital Culture EA-EU Creative Cultures project was drawing on objects from participating museum collections, the project will produce Crossroads.
The project gives good examples for Traveling through Roman times, and shows a good example of a travelling virtual exhibition focusing on the early days of migration and cultural exchange in Europe. This transnational exhibition explored diversity and connectivity, between different regional cultures in Europe. Using a range of digital technologies, including an interactive timeline, maps, and contextual reconstructions, 'Crossroads' created case studies.

(NL), Terra Mosana (EN), Terra Mosana (FR), Terra Mosana (NL), Terra Mosana (DE) | Einige Projektpartner hatten sich bereits dem Projekt Terra Mosana angeschlossen. Die gewonnenen Erkenntnisse fließen in das VIAVIA-Projekt ein. Am relevantesten dabei: Alle Projektkomponenten müssen gut koordiniert sein, um ein zusammenhängendes Narrativ zu erstellen. Dies ist das Rückgrat von VIAVIA. Auch die Projektabfolge ist ein wichtiger Aspekt. Erst nachdem eine gemeinsame Erzählung und Handlungsstränge entwickelt wurden, kann mit der Ausarbeitung der miteinander verbundenen Hotspots begonnen werden.
Darüber hinaus werden bei VIAVIA technologische Entwicklungen überwacht, damit das Angebot immer an die Wünsche/Erwartungen der Besucher angepasst werden kann und das touristische Produkt attraktiv bleibt. Innovation ist in diesem Zusammenhang schon im Ansatz wichtig.
Aus diesem Grund wurde ein Beirat eingerichtet, an dem Expertenorganisationen teilnehmen.
Diese Aspekte haben sich nach Analyse der Terra Mosana-Erfahrung als wesentlich herausgestellt.
(DE), Some of the current partners have joined the Terra Mosana project. The lessons learned are incorporated in the VIAVIA project. Most relevant in that respect: all project components must be well coordinated to create a coherent story. That is the backbone for VIAVIA. Sequentiality is also an important aspect. Only after the developed shared narrative and storylines, the elaboration of the interconnected hot spots can be taken up.
Furthermore, technological developments are monitored in VIAVIA so that the offer can always be adapted to the visitor's wishes/expectations and the tourist product remains attractive. Innovation in the approach is also important in that context.
That is why an advisory board has been set up, in which expert organisations participate.
These are elements that have emerged as essential following analysis of the Terra Mosana experience.
(EN), Sommige van de huidige partners waren ook deelnemers bij het Terra Mosana project. De geleerde lessen zijn verwerkt in het VIAVIA-project. Belangrijke aandachtspunten zijn: alle projectonderdelen moeten goed op elkaar worden afgestemd om een samenhangend verhaal te creëren. Dat is de ruggengraat voor VIAVIA. De volgorde van de stappen binnen het project is ook een belangrijk aspect. Pas na het ontwikkelde gemeenschappelijke verhaal kan de uitwerking van de locale verhaallijnen van de onderling verbonden hotspots ontwikkeld worden.
Verder worden technologische ontwikkelingen in VIAVIA in de gaten gehouden zodat het aanbod altijd aangepast kan worden aan de wensen/verwachtingen van de bezoeker en het toeristisch product aantrekkelijk blijft. Een innovatieve aanpak is daarbij ook belangrijk.
Daarom is er een adviesraad opgericht, waarin deskundige organisaties participeren.
Dit zijn werkpunten die als essentieel naar voren kwamen na de analyse van de Terra Mosana ervaring.

L'aspect le plus pertinent à cet égard est que tous les composants du projet doivent être bien coordonnés pour créer une histoire cohérente : c'est l'épine dorsale de VIAVIA ! La séquentialité est également un aspect important. Ce n'est qu'après l'élaboration d'un récit et de scénarios communs que l'on peut passer à l'élaboration des hotspots interconnectés.
En outre, les développements technologiques sont suivis dans VIAVIA afin que l'offre puisse toujours être adaptée aux souhaits/attentes des visiteurs et que le produit touristique reste attrayant. L'innovation dans l'approche est également importante dans ce contexte.
C'est pourquoi un comité consultatif a été mis en place, avec la participation d'organisations d'experts.
Ces éléments ont été identifiés comme essentiels suite à l'analyse de l'expérience Terra Mosana.
(FR), Idée de projet NRW (FR), Projectidee NRW (NL), Projekt Idee NRW (DE), Project idea NRW (EN) | Momenteel wordt in NRW een EFFRO dossier voorbereid om een toeristisch project te ontwikkelen rond de Romeinse Limes, erkend als UNESCO werelderfgoed. Er zijn reeds verkennende gesprekken geweest waarbij duidelijk werd dat het project VIAVIA haar expertise zal delen met de NRW en omgekeerd, zodat de NRW hun projectidee en -uitvoering kunnen optimaliseren. En er zo kansen ontstaan om beide projecten met elkaar te verbinden. (NL), An ERDF file is currently being prepared in NRW to develop a tourism project around the Roman Limes, recognised as a UNESCO World Heritage Site. Exploratory talks have already taken place where it became clear that the VIAVIA project will share its expertise with NRW and vice versa, allowing NRW to optimise their project idea and implementation. And opportunities will thus arise to connect the two projects.
(EN), Un dossier FEDER est actuellement en cours de préparation en Rhénanie-du-Nord-Westphalie pour développer un projet touristique autour du Limes romain, reconnu comme site du patrimoine mondial de l'UNESCO. Des entretiens exploratoires ont déjà eu lieu et il est apparu clairement que le projet VIAVIA partagerait son expertise avec la Rhénanie-du-Nord-Westphalie et vice-versa, ce qui permettrait à la Rhénanie-du-Nord-Westphalie d'optimiser l'idée et la mise en œuvre de son projet. Des opportunités se présenteront donc pour relier les deux projets.
(FR), In NRW wird derzeit ein EFRE-Dossier vorbereitet, um ein Tourismusprojekt rund um den von der UNESCO als Weltkulturerbe anerkannten römischen Limes zu entwickeln. Es haben bereits Sondierungsgespräche stattgefunden, bei denen deutlich wurde, dass das Projekt VIAVIA sein Know-how mit NRW teilen wird und umgekehrt, damit NRW seine Projektidee und -umsetzung optimieren kann. Und so werden sich Möglichkeiten ergeben, die beiden Projekte miteinander zu verbinden.

Other Europäischer Aktionsrahmen für das kulturelle Erbe: Die EU möchte das kulturelle Erbe als gemeinsame Ressource feiern, das Bewusstsein für die gemeinsame Geschichte und Werte schärfen und das Gefühl der Zugehörigkeit zu einem gemeinsamen europäischen Kulturraum stärken. Der Aktionsrahmen fördert und setzt einen integrierten und partizipativen Ansatz für das kulturelle Erbe um und trägt dazu bei, das kulturelle Erbe in allen EU-Politikbereichen zu verankern.
Die niederländische Regierung möchte dem kulturellen Erbe einen festen Platz in unserem Lebensumfeld geben, damit jeder die Geschichte dieser Orte weiterhin erleben kann. Dies ist in der nationalen Kulturerbepolitik festgelegt.
Die belgische Regierung verfolgt einen integrierten Ansatz im Bereich des kulturellen und immobilen Erbes und der Zugänglichkeit des Erbes für die breite Öffentlichkeit und bestimmte Zielgruppen. Dies ist in der Kulturerbepolitik festgelegt.
In der Tourismusstrategie von NRW gibt es drei Schlüsselelemente, die perfekt zu diesem Projekt passen: Datengestütztes Management für den Tourismus (Big Data), Weiterentwicklung von Produkten für themenorientierte Zielgruppen (Hotspots und neue Produkte von Unternehmern) und neue Allianzen mit (neuen) Partnern.
