Sustainability and profitability are often considered conflicting values within the blue economy, creating a challenge in adoption of sustainable practices. However, designing solutions in a sustainable way is increasingly recognised as a source of competitive advantage. In multiple EU policies a resilient renewable energy mix has been linked to biodiversity and sustainability challenges. This together with a new market drive to ensure environmental impacts minimization (dictated by offshore wind tenders) makes sustainability a crucial aspect for a future-proof economy. Most projects on offshore renewable energy innovations display a shortcoming in considering sustainability in the early stage. The Offshore Renewable Energy Sustainability Alliance (ORESA) is a consortium of diverse partners from industry, government and research institutes, from 5 NWE countries aiming to address this challenge. In transnational collaboration ORESA partners: 1) Develop an accelerator strategy to help innovators address the growing demand for sustainability in their roll-out 2) Pilot the sustainability accelerator for 25 SMEs, to improve their competitive innovation capacity. 3) Leverage ORESA’s expertise and diversity in 30 capacity building activities (deep-dives, university & school training, staff exchange programs & videos) to reach relevant stakeholders and engage future work force in offshore sustainability, to ensure a lasting change in the perception of sustainability. Renewable electricity as well as its environmental impacts in European seas are shared transnationally. No single NWE entity specialises in all offshore sustainability aspects. ORESA addresses four sustainability themes identified as knowledge gaps and challenges: life cycle assessment, circularity, nature-inclusive design and linking profitability to environmental sustainability. The transnational structure of ORESA allows to develop a joint solution that combines specificities of all regions.

Actual Achievements (EN):

In the first reporting period, the main focus was on establishing the project structure and reorganizing activities, particularly considering the unexpected withdrawal of two partners prior to the official signature of the project. This required the consortium to review the initial work plan, redistribute activities afford, and confirm the allocation of responsibilities to ensure continuity and efficiency in implementation. The kick-off meeting played a central role in this process, serving as both a launch point and a platform for extensive discussions that helped define the project’s priorities. During the meeting, responsibilities were clearly divided among partners, providing clarity on leadership roles and contributions within each work package and activities. Training leaders presented their vision for the development of training materials, outlining potential structures and methods of delivery. These exchanges were instrumental in shaping the overall training approach and ensuring alignment with the project’s broader objectives. The kick-off meeting also marked the starting point for defining the profile of SMEs to be supported and the criteria for their selection. This dialogue has since been continued both within the consortium as a whole and among the individual training teams, with partners contributing knowledge of and connections to relevant SMEs in their networks. In parallel, the consortium worked on the preparation and finalization of the communication strategy plan. A first version of the communication calendar was agreed upon, establishing a shared framework for external outreach and dissemination activities. It was confirmed that DMEC would lead the communication work, with all partners actively contributing through their own channels and networks. This collaborative approach not only supports the visibility of the project but also reinforces partner engagement and ownership of communication tasks. The communication strategy plan has also proven to be an essential tool in structuring the project’s accelerator activities under work package 3. It clarified the roles and responsibilities of each partner in relation to communication, dissemination, and stakeholder engagement. Furthermore, it provided a foundation for discussions around planned communication activities and events, enabling the consortium to identify synergies, coordinate efforts more effectively, and ensure a coherent presentation of the project to external audiences when targeting different stakeholders.

Interreg North-West Europe Marine Energy Alliance (MEA) project (DMEC, Navingo, EXC) (EN) | MEA project has developed a set of in-depth assessments to identify high potential SMEs in the innovative offshore renewable energy sector and find a right starting point for support in ORESA via sustainability increasing factors.
(EN), Interreg North-West Europe OceanDEMO project (DMEC) (EN) | OceanDEMO scouted for successful near-commercialisation technologies and discovered the general lack of sustainability assessment data in the sector. Its open innovation calls tools will be utilised in ORESA. (EN), Interreg North Sea Region Ocean Energy Scale-up Alliance (OESA) (DMEC) (EN) | OESA has built a Marine Energy hub, which will be extended in ORESA and further developed transnationally, as it proved very effective. (EN), Interreg North Sea Offshore Accelerator for System Integration and Storage (OASIS) project (DMEC, DBC) (EN) | OASIS is an accelerator program targeting SMEs in the offshore sector that focus on energy system integration and energy storage. The two projects will benefit from mutual outreach and communication actions as they share partly the stakeholders. Good practices in the acceleration strategy will be shared to provide best possible value for the public money spent on the acceleration of the (partly overlapping) regions in the two programs, making the two accelerators complementary. Added value of the synergies between OASIS and ORESA will be explored in the project implementation. (EN), DTOCEAN project (EU FP7 programme) & DTOCEAN+ project (EU Horizon 2020), FEM (EN) | The environmental module developed in the project will be utilised in acceleration of the ORESA SMEs to assess the environmental impacts of design choices. This module, developed by FEM, includes a LCA analysis focusing on carbon footprint of design. This can result in unique possibility for a SME to perform a retro-analysis of the design choices and their potential environmental impacts from the earliest steps of conception of ocean energy systems. (EN), NESTORE project (FEM) (EN) | Entailed analysis to clarify the translation of EU Directives at national and local levels, more precisely at the DSF (Document Stratégique de Façade) levels in France. The idea is to better understand how the Marine Strategy Framework Directive (EU 2008) and the Marine Spatial Planning Directive (EU 2014) were gathered into a unique document in France (i.e. DSF) for their national and local applications. From this analytical perspective, an operational work is conducted afterwards to link the local environmental and socio-economic objectives of the DSF with the ecosystem approach tools developed that could be used in ORESA. (EN), LIFOWI project (FEM-ANR national funding) (EN) | This project has developed and validated a comprehensive LCA approach dedicated to ORE as neither holistic sustainability approach for offshore wind farms existed, nor guidelines for developers. This project also included impacts categories and indicators linked to environmental and societal issues currently not well integrated into LCA of energy production systems, but important in proper sustainability assessment done in ORESA for the SMEs. (EN), SUMES: Sustainable Marine Ecosystem Services (UGhent) (EN) | The SUMES project developed an extensive model that assesses the extent to which the marine ecosystem is able to deliver certain products and services. This model allows us to gain insights into the local, regional and global impact of (socio-)economic activities offshore to obtain a better knowledge of cause-effect chains. Methods and indicators for ecosystem services, risk assessment and life-cycle analysis are used. This provides a lot of useful information that is very valuable to marine actors, research institutions and policy-makers. This framework will be used in ORESA to analyse sustainability of SMEs accelerated as well as shared in the public training courses. (EN), Interreg North-West Europe Ocean Power Innovation Network (OPIN) project (DMEC) (EN) | OPIN has proved the effectiveness of the cross sectoral and transnational approach to expertise sharing in offshore energy. These good practices will be employed in the capacity building events planned in ORESA. (EN), Marine Ireland Industry Network (EI, SEAI) (EN) | The Marine Ireland Industry Network (MIIN) is made up of a diverse array of companies, state organisations, research groups and higher education institutes, working in Ireland’s blue economy. The Network brings together the many elements of Marine Ireland to enhance the overall understanding of what the Irish marine capabilities are, the services and products on offer and the markets being served.
