The promotion of cultural and tourism projects in the Bavarian-Czech border region is particularly important after the Corona pandemic. In tourism, a lot of cultural and tourist potential can be raised with relatively little funding. Small investments should also be made possible. Areas of activity include nature tourism (incl. hiking and cycling), health and wellness tourism (spa region) and cultural tourism (festivals and cultural heritage). The project aims to promote the INTERREG Bavaria-Czech Republic 2021-2027 programme among institutions, associations and tourism and cultural stakeholders with the aim of developing and implementing small-scale projects. For this purpose, the EUREGIO EGRENSIS provides services for the small project fund in the Bavarian and Czech Euregio area, including advice, application assessment, financial processing and monitoring of project results and outputs. The above-mentioned challenges can only be solved on a cross-border basis. A development study initiated by the EUREGIO EGRENSIS in 2021 identified topics and potentials in the Euregio area that are suitable for the further development of the border region. Cross-border small-scale projects are a suitable means of tackling these challenges, which also benefit employers in the tourism and cultural sectors and support structural change (climate change and digitalisation).

Die Förderung kultureller und touristischer Projekte im bayerisch-tschechischen Grenzraum stellt sich nach der Corona-Pandemie als besonders wichtig dar. Im Tourismus kann mit relativ geringem Einsatz von Fördermitteln viel kulturelles und touristisches Potenzial gehoben werden. Auch kleine Investitionen sollen ermöglicht werden. Als Tätigkeitsfelder bieten sich Naturtourismus (inkl. Wandern und Radfahren), Gesundheits- und Wellnesstourismus (Bäderregion) und Kulturtourismus (Festivals und kulturelles Erbe) an. Durch das Projekt soll bei Institutionen, Vereinen und touristisch bzw. kulturell aktiven Akteuren für das Programm INTERREG Bayern-Tschechien geworben werden mit dem Ziel, Kleinprojekte zu entwickeln und durchzuführen. Hierzu stellt die EUREGIO EGRENSIS für den Kleinprojektefonds die Leistungen für Beratung, Antragsprüfung, finanzielle Abwicklung und Kontrolle der Projektergebnisse und -outputs im bayerischen und tschechischen Euregio-Gebiet sicher. Die o. g. Herausforderungen lassen sich nur grenzüberschreitend lösen. Eine von der EUREGIO EGRENSIS initiierte Entwicklungsstudie aus dem Jahr 2021 arbeitete Themen und Potenziale im Euregio-Gebiet heraus, die geeignet sind, die Grenzregion weiterzuentwickeln. Zur Bewältigung dieser Herausforderungen stellen grenzüberschreitende Kleinprojekte ein geeignetes Mittel dar, von der auch Arbeitgeber der Tourismus- und Kulturbranche profitieren und der Strukturwandel (Klimawandel und Digitalisierung) unterstützt wird.

Podpora kulturních a turistických projektů v bavorsko-českém příhraničí je po pandemii Korony obzvláště důležitá. V oblasti cestovního ruchu lze s relativně malými finančními prostředky zvýšit velký kulturní a turistický potenciál. Měly by být umožněny i drobné investice. Mezi oblasti činnosti patří přírodní turistika (včetně pěší turistiky a cykloturistiky), zdravotní a wellness turistika (lázeňský region) a kulturní turistika (festivaly a kulturní dědictví). Cílem projektu je propagace programu INTERREG Bavorsko-Česká republika 2021-2027 mezi institucemi, spolky a subjekty působícími v oblasti cestovního ruchu a kultury za účelem přípravy a realizace malých projektů. Za tímto účelem poskytuje EUREGIO EGRENSIS služby pro fond malých projektů v bavorské a české oblasti Euregia, včetně poradenství, hodnocení žádostí, finančního zpracování a monitorování výsledků a výstupů projektů. Výše uvedené problémy lze řešit pouze na přeshraničním základě. Rozvojová studie, kterou iniciovalo EUREGIO EGRENSIS v roce 2021, identifikovala témata a potenciály v oblasti Euregia, které jsou vhodné pro další rozvoj příhraničního regionu. Přeshraniční projekty malého rozsahu jsou vhodným prostředkem k řešení těchto výzev, z nichž mají prospěch také zaměstnavatelé v odvětví cestovního ruchu a kultury a které podporují strukturální změny (změna klimatu a digitalizace).

After regular, detailed coordination of the electronic application portal for small projects, the so-called KPF-JEMS since April 2023 with the managing authority, the EUREGIO EGRENSIS and the Euregio Bayer. Wald-Böhmerwald-Unterer Inn, a 1st call for projects ("Call") was published from 28.08. to 17.10.2023. The call for projects was accompanied by several information events for interested applicants (online information session on 07.09.2023, presence meetings for Bavarian and Czech applicants in Cheb/Eger on 21.09.2023 and in Weiden i. d. Opf. on 05.10.2023 and for Czech applicants on 09.10.2023 in Tachov). The constitutive meeting of the Regional Executive Committee (RLA) took place in Plesná on 08.12.2023, at which the committee's rules of procedure were also adopted. In the reporting period from 01.01.2024 to 30.06.2024, the commitment of funds for the 16 projects approved at the 1st meeting of the RLA was completed and the grant notifications for Bavarian and Czech lead partners were issued. Of these, 4 grant notifications were personally handed over to the project sponsors by President Peter Berek. The first small projects were implemented during the reporting period. Members of the KPF team carried out random on-site inspections. Between 15.01. and 05.03.2024, funding applications for the second round of awards (2nd call) could be submitted via the KPF-JEMS application portal. After the call closed, applications were reviewed by the Euregio, the national authority and the administrative authority. On 03.05.2024, the Regional Steering Committee (RLA) approved 29 small projects at its 2nd meeting (meeting place Marktredwitz). The KPF team also drew up the grant notifications for these projects. The KPF managers prepared the meeting of the Regional Steering Committee in their respective area (2nd meeting of the EUREGIO EGRENSIS RSC: 03.05.2024 in Marktredwitz). Minutes of the meeting were then taken. The 3rd call for the submission of small projects started on 16.05.2024 (ongoing until 18.07.). During the reporting period, 10 information events on the Small Projects Fund were held in Bavaria and the Czech Republic. There were also several online coordination rounds with the administrative authority and the Euregio Bayerischer Wald-Böhmerwald-Unterer Inn. The topics of these meetings included a review of previous calls and possible improvements to audits by the KPF managers. In the reporting period from 01.07.2024 to 31.12.2024, the 3rd meeting of the Regional Steering Committee (RSC) took place in Plesná on 24.09.2024, at which 18 projects were approved. After the minutes of the meeting were finalized, the grant notifications for Bavarian and Czech lead partners were issued. Of these, 3 grant notifications were personally handed over to the project executing organization by President Peter Berek (on 13.08. to the town of Chodov, project no. 112: Celebration of twin towns; on 28.10. to the town of Rehau, project no. 223 Marketing Pearl Route; on 31.10. to the town of Tirschenreuth; project no. 260 Painters without borders). The first small projects were completed and invoiced during the reporting period. The employees of the SPF team checked the submitted reports and prepared the final notifications. Regular on-site inspections were also carried out. New project applications could be submitted between 10.10. and 21.11.2024 (4th call). The employees then checked the submitted project applications and completed the checklists. The SPF-team then clarified any questions from the National Authority and the Managing Authority, who in turn completed checklists. Information events for applicants were offered on 11.09. in Velburg, on 24.10. in Bayreuth, on 29.10. online and on 08.11. as part of the general meeting of the EE-Bohemia in Chodov. There were also several online consultation rounds with the administrative authority and the Bavarian Forest-Bohemian Forest-Lower Inn Euregio. The topics of these rounds included a review of previous calls, possible improvements to checks by the KPF managers and the further development of the electronic application portal SPF-JEMS.

Nach regelmäßigen, umfangreichen Abstimmungen des elektronischen Antragsportals für die Kleinprojekte, das sog. KPF-JEMS seit April 2023 mit der Verwaltungsbehörde, der EUREGIO EGRENSIS und der Euregio Bayer. Wald-Böhmerwald-Unterer Inn, wurde ein 1. Projektaufruf ("Call") ab 28.08. bis 17.10.2023 veröffentlicht. Begleitet wurde der Projektaufruf durch mehrere Informationsveranstaltungen für interessierte Antragsteller (Online-Informationsveranstaltung am 07.09.2023, Präsenz-Veranstaltungen für bayerische und tschechische Antragsteller in Cheb/Eger am 21.09.2023 und in Weiden i. d. Opf. am 05.10.2023 sowie für tschechische Antragsteller am 09.10.2023 in Tachov). Am 08.12.2023 fand in Plesná die konstituierende Sitzung des Regionalen Lenkungsausschusses (RLA) statt, bei der auch die Geschäftsordnung des Gremiums verabschiedet wurde. Im Berichtszeitraum vom 01.01.2024 bis 30.06.2024 wurde die Mittelbindung für die 16 bei der 1. Sitzung des RLA genehmigten Projekte abgeschlossen und es wurden die Zuwendungsbescheide für bayerische und tschechische Leadpartner erstellt. Davon wurden 4 Zuwendungsbescheide durch den Präsidenten Peter Berek persönlich an die Projektträger übergeben. In dem Berichtszeitraum wurden erste Kleinprojekte umgesetzt. Mitarbeiter des KPF-Teams führten stichprobenweise Vor-Ort-Kontrollen durch. Zwischen 15.01. und 05.03.2024 konnten im Antragsportal KPF-JEMS Förderanträge für die zweite Vergaberunde (2. Call) gestellt werden. Nach Schluss des Calls folgte die Antragsprüfung durch Euregio, Nationale Behörde und Verwaltungsbehörde. Am 03.05.2024 genehmigte der Regionale Lenkungsausschuss (RLA) bei seiner 2. Sitzung (Sitzungsort Marktredwitz) 29 Kleinprojekte. Auch hierfür erstellten die Mitarbeiter des KPF-Teams die Zuwendungsbescheide. Die KPF-Manager bereiteten die Sitzung des Regionalen Lenkungsausschusses in ihrem jeweiligen Gebiet vor (2. Sitzung des RLA der EUREGIO EGRENSIS: 03.05.2024 in Marktredwitz). Anschließend wurde ein Sitzungsprotokoll erstellt. Am 16.05.2024 (laufend bis 18.07.) startete der 3. Call für die Einreichung von Kleinprojekten. Im Berichtszeitraum fanden 10 Informationsveranstaltungen zum Kleinprojektefonds in Bayern bzw. in Tschechien statt. Außerdem gab es mehrere Online-Abstimmungsrunden mit der Verwaltungsbehörde und der Euregio Bayerischer Wald-Böhmerwald-Unterer Inn. Themen dieser Runden waren u. a. der Rückblick auf zurückliegende Calls und mögliche Verbesserungen bei Prüfungen durch die KPF-Manager. Im Berichtszeitraum vom 01.07.2024 bis 31.12.2024 fand am 24.09.2024 die 3. Sitzung des Regionalen Lenkungsausschusses (RLA) in Plesná statt, bei der 18 Projekte genehmigt wurden. In dem Berichtszeitraum wurden erste Kleinprojekte abgeschlossen und abgerechnet. Die Mitarbeiter des KPF-Teams prüften die eingereichten Berichte und erstellten die Schlussbescheide. Außerdem wurden regelmäßige Vor-Ort-Kontrollen durchgeführt. Zwischen 10.10. und 21.11.2024 konnten neue Projektanträge eingereicht werden (4. Call). Anschließend prüften die Mitarbeitenden die eingereichten Projektanträge und füllten die Checklisten aus. Danach klärte das KPF-Team eventuelle Fragen der Nationalen Behörde und der Verwaltungsbehörde, die ihrerseits Checklisten bearbeiteten. Informationsveranstaltungen für Antragsteller wurden am 11.09. in Velburg, am 24.10. in Bayreuth, am 29.10. online sowie am 08.11. im Rahmen der Mitgliederversammlung der EE-Böhmen in Chodov angeboten. Außerdem gab es mehrere Online-Abstimmungsrunden mit der Verwaltungsbehörde und der Euregio Bayerischer Wald-Böhmerwald-Unterer Inn. Themen dieser Runden waren u. a. der Rückblick auf zurückliegende Calls, mögliche Verbesserungen bei Prüfungen durch die KPF-Manager sowie die Weiterentwicklung des elektronischen Antragsportals KPF-JEMS.

Po pravidelné, komplexní koordinaci elektronického portálu pro podávání žádostí o malé projekty, tzv. FMP-JEMS od dubna 2023 s Řídicím orgánem, EUREGIO EGRENSIS a Euregio Bayer. Wald-Böhmerwald-Unterer Inn, byla od 28. srpna do 17. října 2023 vyhlášena 1. výzva k podání projektových žádostí (dále jen "výzva"). Výzva k podání projektových žádostí byla doprovázena několika informačními akcemi pro zájemce (online informační akce dne 7. září 2023, osobní akce pro bavorské a české žadatele v Chebu/Eger dne 21. září 2023 a ve Weidenu i. d. Opf. dne 5. října 2023 a pro české žadatele dne 9. října 2023 v Tachově). Ustavující zasedání Regionálního řídicího výboru (RŘV) se konalo 8. prosince 2023 v Plesné, na kterém byl rovněž přijat jednací řád výboru. Ve sledovaném období od 1. ledna 2024 do 30. června 2024 bylo dokončeno navázání finančních prostředků pro 16 projektů schválených na 1. zasedání RŘV a byla vydána rozhodnutí o poskytnutí dotace pro bavorské a české vedoucí partnery. Z toho 4 rozhodnutí o poskytnutí dotace předal osobně prezident Peter Berek realizátorům projektů. Ve sledovaném období byly realizovány první malé projekty. Členové týmu FMP prováděli namátkové kontroly na místě. V období od 15. ledna do 5. března 2024 bylo možné podávat žádosti o finanční podporu v rámci druhého kola (2. výzva) prostřednictvím elektronického portálu FMP-JEMS. Po uzavření výzvy byly žádosti přezkoumány Euregiem, národním orgánem a správním orgánem. Dne 3. května 2024 schválil Regionální řídicí výbor (RŘV) na svém 2. zasedání (konaném v Marktredwitz) 29 malých projektů. Tým FMP také vypracoval rozhodnutí o poskytnutí dotace pro tyto projekty. Manažeři FMP připravili zasedání Regionálního řídicího výboru na svém území (2. zasedání RŘV EUREGIA EGRENSIS: 3. května 2024 v Marktredwitz). Z jednání byl následně vyhotoven zápis. Dne 16. května 2024 byla zahájena 3. výzva k předkládání malých projektů (probíhá do 18. července). Ve sledovaném období se v Bavorsku a v České republice uskutečnilo 10 informačních akcí k Fondu malých projektů. Uskutečnilo se také několik online koordinačních schůzek se správním orgánem a Bavorským lesem - Šumava - Dolní Inn Euregio. Témata těchto setkání zahrnovala zohlednění předchozích výzev a možná vylepšení kontrol ze strany manažerů FMP. Ve sledovaném období od 1. července 2024 do 31. prosince 2024 se 24. září 2024 v Plesné uskutečnilo 3. zasedání Regionálního řídicího výboru (RŘV), na kterém bylo schváleno 18 projektů. Po dokončení zápisu z jednání byla vydána rozhodnutí o poskytnutí dotace pro bavorské a české vedoucí partnery. Z toho 3 rozhodnutí o poskytnutí dotace předal osobně prezident Peter Berek předkladatelům projektů (13. srpna městu Chodov, projekt č. 112: Oslavy partnerských měst; 28. října městu Rehau, projekt č. 223 Marketing Perlenroute; 31. října městu Tirschenreuth, projekt č. 260 Malíři bez hranic). Ve sledovaném období byly dokončeny a vyplaceny první malé projekty. Pracovníci týmu FMP provedli kontrolu předložených zpráv a vystavili závěrečná vyúčtování. Probíhaly také pravidelné kontroly na místě. Nové projektové žádosti bylo možné předkládat od 10. října do 21. listopadu 2024 (4. výzva). Pracovníci FMP následně provedli kontrolu předložených projektových žádostí a vyplnili kontrolní listy. Tým KPF poté objasnil případné dotazy Národního orgánu a Řídicího orgánu, kteří následně vyplnili kontrolní listy. Informační akce pro žadatele se konaly 11. září ve Velburgu, 24. října v Bayreuthu, 29. října online a 8. listopadu v rámci valné hromady EE-Čechy v Chodově. Proběhlo také několik online konzultačních kol se správním orgánem a Bavorským lesem - Šumava - Dolní Inn Euregio. Témata těchto kol zahrnovala revizi předchozích výzev, možná vylepšení kontrol ze strany manažerů FMP a další rozvoj elektronického portálu pro podávání žádostí JEMS pro FMP.
