The fields of culture and tourism are among the most important economic sectors in the region, and their sustainable valorisation and linking-up is of great importance. In addition, tourism and culture have a strong identity-building effect, which contributes significantly to the population growing together. Unfortunately, however, the culture and tourism sector has been hit particularly hard by the Corona pandemic in recent years, which is still being felt today, in some cases massively. The aim is therefore to valorise the region's particular strengths in tourism and the cultural sector on a cross-border basis and to reduce deficits. This includes in particular the networking of tourism actors and services, the bundling and target group-oriented marketing of tourist offers and sights, the promotion of cross-border mobility in public transport, the strengthening of nature, cultural and active tourism per se, smaller infrastructural improvements of tourist and cultural sites, the overcoming of language barriers with regard to information and facilities for tourists in general, their modern development, better networking of persons engaged in the cultural sector, joint cultural offers, etc. The Small Projects Fund will make a decisive contribution to this, as it gives numerous smaller initiatives the chance to become involved in these important fields of action. This will strengthen the culture and tourism sector in the long term.

Oblasti kultury a cestovního ruchu patří k nejdůležitějším hospodářským odvětvím v regionu. Jejich udržitelné zhodnocení a přeshraniční propojení má velký význam. Kromě toho cestovní ruch a kultura vytvářejí vysokou míru identity, která významně přispívá ke srůstání společnosti. Bohužel právě kultura a cestovní ruch byly v uplynulých letech obzvláště tvrdě postiženy koronavirovou pandemií. To je dodnes v některých případech m asivně pociťováno. Cílem je proto mimořádně silné stránky cestovního ruchu a kulturního sektoru přeshraničně zhodnotit a odbourat deficity. Jedná se zejména o propojení subjektů a služeb v cestovním ruchu, sdružování turistických nabídek a památek a jejich marketing zaměřený na cílové skupiny, podporu přeshraniční mobility ve veřejné dopravě, posílení samotné přírodní, kulturní a aktivní turistiky, drobné zlepšení infrastruktury turisticky a kulturně významných míst, překonání jazykových bariér, pokud jde o informace a zařízení pro turisty obecně, jejich další moderní rozvoj, lepší propojení kulturních tvůrců, společné kulturní nabídky atd. Fond malých projektů k tomu rozhodujícím způsobem přispěje, protože umožní realizaci mnoha menších iniciativ v těchto důležitých prioritních oblastech. To kulturu a turistický průmysl dlouhodobě posílí.

Die Bereiche Kultur und Tourismus zählen zu den wichtigsten Wirtschaftszweigen der Region, deren nachhaltige Inwertsetzung und Vernetzung von großer Bedeutung ist. Zudem wirkt der Tourismus und die Kultur in hohem Maße identitätsstiftend, was wesentlich zum Zusammenwachsen der Bevölkerung beiträgt. Leider wurde jedoch gerade die Kultur- und Tourismusbranche in den vergangenen Jahren besonders von der Corona-Pandemie getroffen. Das ist bis heute teils massiv zu spüren. Ziel ist es daher, besondere Stärken im Tourismus und der Kulturbranche der Region grenzübergreifend in Wert zu setzen und Defizite abzubauen. Gedacht wird dabei insbesondere an die Vernetzung touristischer Akteure und Dienstleistungen, die Bündelung und zielgruppenorientierte Vermarktung touristischer Angebote und Sehenswürdigkeiten, die Förderung der grenzübergreifenden Mobilität im ÖPNV, die Stärkung des Natur-, Kultur- und Aktivtourismus an sich, an kleinere infrastrukturelle Verbesserungen touristisch und kulturell bedeutender Stätten, an die Überwindung sprachlicher Hindernisse was Informationen und Einrichtungen für Touristen anbelangt, an deren zeitgemäße Fortentwicklung, an bessere Vernetzung Kulturschaffender, gemeinsame Kulturangebote usw. Der Kleinprojektefonds wird hierzu einen entscheidenden Beitrag leisten, da er die Möglichkeit bietet, auch zahlreiche kleinere Initiativen in diesen wichtigen Handlungsfeldern zu unterstützen. Das wird die Kultur- und Tourismusbranche nachhaltig stärken.

EUREGIO BW-BW-UI applied for the administration of the Small Projects Fund for Culture and Sustainable Tourism and Meetings. Both requests were approved by the Monitoring Committee at the end of March 2023. In order to launch the first call for project applications at the end of August, a very demanding phase of project implementation started in April. Together with EUREGIO EGRENSIS, the manager of the small project fund for the northern Bavarian-Czech border region, EUREGIO followed the motto of wanting to create the same conditions and the same documents for financing small projects for the whole programme area. Every week there were several online meetings between the two FMP managers and regular coordination meetings with the Managing Authority. A Jems system was created for the Small Project Fund, information for applicants, a guide for FMP Jems, a bilingual draft budget and some other documents. Another big challenge was the employment of Czech colleagues by KPF managers After internal coordination meetings with Czech EUREGIO and a comprehensive clarification of various legal and tax matters, their employment relationship with EUREGIO BW-BW-UI could take effect on 1 July 2023. FMP managers informed their Czech colleagues about the state of preparation of FMP funding at joint interpreting information meetings. All questions were also answered in writing to all staff to ensure the same level of knowledge. The inaugural meeting of the Regional Steering Committee took place on 3.8.2023. At the meeting, a contract was signed with the Bavarian Ministry of Economy as the managing authority of the INTERREG programme Bavaria-Czech Republic. On 28 August, the first call was opened with a deadline for applications of 17 October 2023. The first approval meeting of the Regional Steering Committee took place on 13 December 2023. The first small projects could therefore already be implemented in the first monitoring period. At the end of the first call, all documents and funding criteria were evaluated and evaluated. The results will be included in the 2nd call in January 2024. The financing decision form for small projects was drawn up on the basis of negotiations with the Managing Authority and the governments of Lower Bavaria and Upper Franconia in the second half of the year. The FMP managers drafted the proposal and, after taking into account the comments of the programme authorities, subjected it to legal expertise and had it translated into Czech. In the second monitoring period, the 2nd call was successfully implemented (15 January - 5 March 2024). On 16 May, the 3rd call was opened, which ends in the following monitoring period. A total of 47 small project applications were submitted and examined under the second call. On 30 April 2024, 46 requests for consideration and one note were submitted to the RDP. Due to the high number of projects, it was necessary to coordinate communication channels and quality control processes with the MA and the NO before the next call and to evaluate the completed call. Internal interpreted coordination meetings between FMP managers and several meetings with programme authorities took place. Another focus of the project staff's work was the development of modules for establishing funds and billing and their adaptation to the conditions and requirements of the FMP. This also required numerous negotiations between the managers of the FMP and the MA. At the beginning of the reporting period, the priority was to prepare the grant award decision document as quickly as possible. The proposal, which was coordinated with the programme authorities, was submitted to the legal expertise of Prof. Dr. Urs Kramer (University of Passau) and subsequently translated into Czech. After incorporation of comments from Czech colleagues, the final version for projects from the 1st call was available at the end of February (RDP 13 December 2023). Following the RDP meeting on 30 April 2024, the grant award decisions for 46 approved projects were also created and uploaded to Jems. At the 4th meeting of the monitoring committee, the FMP managers informed about the current state of implementation of the small project fund. The work carried out was assessed very positively by the programme authorities and the COM representatives present. In the third monitoring period, the 3rd call was closed on 18 July 2024, with a total of 24 project applications submitted under both priorities. 23 of them were submitted to the RDP in Vimperk for decision on 1 October 2024. All 23 small project applications were approved. In Priority 4, only one project was approved, all other 22 small projects were in Priority 5. The fourth call was launched on 10 October 2024 and closed on 21 November 2024. A total of 48 project applications were submitted and assessed by project management by the end of the monitoring period and forwarded to the programme authorities. After the KPF-Jems project reporting was coordinated and programmed, the first project reports were checked and the corresponding funding of EUR 316 513.49 was paid to 25 small p2p projects. So far, no payment has been made for small tourism measures.

EUREGIO BW-BW-UI se ucházel o administraci Fondu malých projektů pro oblasti kultury a udržitelného cestovního ruchu a setkávání. Obě žádosti byly schváleny monitorovacím výborem na konci března 2023. S cílem vypsat první výzvu k předkládání projektových žádostí na konci srpna byla v dubnu zahájena pracovně a koordinačně velmi náročná fáze realizace projektů. Společně s EUREGIO EGRENSIS, správcem fondu malých projektů pro oblast severního bavorsko-českého pohraničí, se EUREGIO řídilo heslem chtít vytvořit stejné podmínky a stejné dokumenty pro financování malých projektů pro celou programovou oblast. Každý týden probíhalo několik online setkání obou manažerů FMP a pravidelné koordinační schůzky s Řídícím orgánem. Byl vytvořen systém Jems pro Fond malých projektů, informace pro žadatele, příručka pro FMP Jems, dvojjazyčný návrh rozpočtu a některé další dokumenty. Další velkou výzvou bylo zaměstnání českých kolegů manažery KPF Po interních koordinačních schůzkách s českým EUREGIO a komplexním vyjasnění různých právních a daňových záležitostí mohl jejich pracovní poměr u EUREGIO BW-BW-UI nabýt účinnosti 1. července 2023. O stavu přípravy financování FMP informovali manažeři FMP své české kolegy na společných tlumočených informačních schůzkách. Všechny otázky byly rovněž zodpovězeny písemně všem zaměstnancům, aby byla zajištěna stejná úroveň znalostí. Ustavující zasedání Regionálního řídícího výboru se konalo dne 3.8.2023. Na setkání byla podepsána smlouva s bavorským ministerstvem hospodářství jako řídícím orgánem programu INTERREG Bavorsko-Česká republika. 28. srpna byla otevřena první výzva s uzávěrkou pro podávání žádostí do 17. října 2023. První schvalovací zasedání Regionálního řídícího výboru se konalo 13. prosince 2023. První malé projekty tedy bylo možné realizovat již v prvním monitorovacím období. Po ukončení první výzvy bylo provedeno vyhodnocení a evaluace všech dokumentů a kritérií pro financování. Výsledky budou zahrnuty do 2. výzvy v lednu 2024. Formulář rozhodnutí o financování malých projektů byl vytvářen na základě jednání s Řídícím orgánem a vládami Dolního Bavorska a Horních Franků ve druhé polovině roku. Manažeři FMP vypracovali návrh a po zohlednění připomínek programových orgánů jej podrobili právní expertize a nechali přeložit do češtiny. Ve druhém monitorovacím období byla úspěšně realizována 2. výzva (15. ledna - 5. března 2024). 16. května byla otevřena 3. výzva, která končí v následujícím monitorovacím období. V rámci druhé výzvy bylo předloženo a prověřeno celkem 47 žádostí o malé projekty. Dne 30. dubna 2024 bylo na RŘV předloženo 46 žádostí k projednání a jedna na vědomí. Vzhledem k vysokému počtu projektů bylo nutné před další výzvou koordinovat komunikační kanály a procesy kontroly kvality s ŘO a NO a vyhodnotit ukončenou výzvu. Proběhla interní tlumočená koordinační jednání mezi manažery FMP a několik jednání s orgány programu. Dalším těžištěm práce projektových pracovníků byl vývoj modulů pro navázání finančních prostředků a vyúčtování a jejich přizpůsobení podmínkám a požadavkům FMP. To také vyžadovalo četná jednání mezi manažery FMP a ŘO. Na začátku vykazovaného období bylo prioritou co nejrychleji připravit dokument rozhodnutí o přidělení dotace. Návrh, který byl koordinován s orgány programu, byl předložen k právní expertíze prof. Dr. Urs Kramerovi (Univerzita v Pasově) a následně přeložen do češtiny. Po zapracování připomínek českých kolegů byla na konci února k dispozici finální verze pro projekty z 1. výzvy (RŘV 13. prosince 2023). Po schůzce RŘV dne 30. dubna 2024 byla také vytvořena rozhodnutí o přidělení dotace pro 46 schválených projektů a nahrána do Jemsu. Na 4. zasedání monitorovacího výboru informovali manažeři FMP o aktuálním stavu implementace fondu malých projektů. Provedená práce byla ze strany programových orgánů a přítomných zástupců KOM hodnocena velmi kladně. Ve třetím monitorovacím období byla dne 18. července 2024 ukončena 3. výzva, ve které bylo podáno celkem 24 projektových žádostí v obou prioritách. 23 z nich bylo dne 1. října 2024 předloženo RŘV ve Vimperku k rozhodnutí. Všech 23 žádostí o malé projekty bylo schváleno. V prioritě 4 byl schválen pouze jeden projekt, všech dalších 22 malých projektů příslušelo do priority 5. Čtvrtá výzva byla zahájena 10. října 2024 a ukončena 21. listopadu 2024. Celkem bylo předloženo 48 projektových žádostí, které byly do konce monitorovacího období posouzeny projektovým managementem a předány orgánům programu. Poté, co bylo podávání zpráv za projekty v KPF-Jems koordinováno a naprogramováno, byly zkontrolovány první projektové zprávy a odpovídající finanční prostředky ve výši 316 513,49 EUR byly vyplaceny 25 malým projektům v oblasti p2p. Dosud neproběhla žádná platba na malá opatření v oblasti cestovního ruchu. Platba byla spojena s vytvořením závěrečných rozhodnutí o dotaci, které byly u dokončených projektů nahrány do KPF-Jems. V monitorovacím období byla rovněž koordinována problematika kontrol na místě a byly navštíveny první projekty. Die EUREGIO BW-BW-UI bewarb sich als Kleinprojektefondsmanager für die Bereiche Kultur und nachhaltiger Tourismus sowie People-to-people. Die beiden Anträge wurden Ende März 2023 durch den Begleitausschuss genehmigt. Mit dem Ziel, Ende August den ersten Call für die Projektanträge zu veröffentlichen, begann im April eine sehr arbeits- und abstimmungsintensive Phase der Projektumsetzung. Gemeinsam mit der EUREGIO EGRENSIS, dem Kleinrprojektefondsmanager für den nördlichen bayerisch-tschechischen Grenzraum, verfolgte die EUREGIO die Devise, gleiche Voraussetzungen sowie gleiche Unterlagen für die Kleinprojekteförderung für den gesamten Programmraum entwickeln zu wollen. Wöchentlich fanden mehrere online-Meetings der beiden KPF-Manager sowie regelmäßige Abstimmungsrunden mit der Verwaltungsbehörde statt. Es wurde ein Kleinprojektefonds-Jems entwickelt, Hinweise für Antragsteller, ein Leitfaden für das KPF-Jems, ein zweisprachiger Haushaltsplanentwurf sowie einige weitere Dokumente. Eine weitere große Herausforderung stellte die Einstellung der tschechischen Mitarbeiter bei den KPF-Managern dar. Nach internen Abstimmungsrunden mit der tschechischen EUREGIO und einer umfassenden Klärung diverser Rechts- und Steuerfragen konnte die Anstellung zum 1.7.2023 (bei der EUREGIO BW-BW-UI) erfolgen. Die KPF-Manager informierten ihre tschechischen Kollegen über den Stand der Vorbereitungen der KPF-Förderung in gemeinsamen gedolmetschen Informationstreffen. Es wurden zudem alle Fragen schriftlich an alle Mitarbeiter beantwortet, damit ein gleicher Kenntnisstand gewährleistet werden kann. Am 3.8.2023 fand die konstituierende Sitzung des Regionalen Lenkungsausschusses statt. Anlässlich der Sitzung wurde der Beleihungsvertrag mit dem Bayer. Wirtschaftsministerium als Verwaltungsbehörde des INTERREG-Programms Bayern -Tschechien unterzeichnet. Am 28.8. wurde der erste Call erföffnet, mit der Antragsfrist bis 17.10.2023. Die erste Vergabesitzung des Regionalen Lenkungsausschusses fand am 13.12.2023. So konnten die ersten Kleinprojekte noch in der ersten Berichtsperiode in die Umsetzung geschickt werden. Nach dem Abschluss des 1. Call wurde eine Evaluierung der Dokumente und der Fördervoraussetzungen durchgeführt. Die Ergebnisse werden in den 2. Call im Januar 2024 einfließen. In einer Runde mit der Verwaltungsbehörden und den Regierungen von Niederbayern und von Oberfranken wurde in der zweiten Jahreshälfte der neue Zuwendungsbescheid für Kleinprojekte diskutiert. Die KPF-Manager haben einen Entwurf ausgearbeitet und nach der Berücksichtung der Anmerkungen der Programmbehörden einer rechtlichen Expertise unterzogen und ins Tschechische übersetzen lassen. Im zweiten Berichtszeitraum wurde der 2. Call (15.1.-5.3.2024) erfolgreich umgesetzt und am 16.5. der 3. Call eröffnet, der im darauffolgenden Berichtszeitram endet. Im Rahmen des zweiten Calls wurden insgesamt 47 Kleinprojekteanträge eingereicht und geprüft. Dem RLA wurden am 30.4.2024 46 Anträge zur Beschlussfassung und eins zur Kenntnisnahme vorgelegt. Aufgrund der hohen Anzahl von Projekten war es notwendig, vor dem nächsten Call die Kommunikationswege und Abläufe bei den Qualitätschecks mit der VB und der NB abzustimmen sowie den abgeschlossenen Call auszuwerten. Es fanden dazu interne gedolmetschte Abstimmungsrunden der KPF-Manager sowie einige Meetings mit den Programmbehörden statt. Ein weiterer Schwerpunkt der Arbeit des projektbezogenen Personals stellte die Entwicklung der Module für die Mittelbindung und die Berichslegung dar und ihre Anpassung an die Bedingunen und Voraussetzungen des KPF. Dafür waren ebenfalls zahlreiche Treffen der KPF-Manager und der VB notwendig. Zu Beginn des Berichtszeitraums lag die Priorität vor allem an der möglichst schnellen Erstellung des Zuwendungsbescheids. Der mit mit den Programmbehörden abgestimmte Entwurf wurde der juristischen Expertise von Prof. Dr. Urs Kramer (Uni Passau) unterzogen und danach ins tschechische übersetzt. Nach der Einarbeitung der Anmerkungen der tschechischen Kollegen stand Ende Februar die finale Fassung für die Projekte aus dem 1. Call (RLA am 13.12.2023) zur Verfügung. Nach der RLA-Sitzung am 30.4.2024 wurden ebenfalls für die 46 genehmigten Projekte die Zuwendungsbescheide erstellt und im Jems hochgeladen. In der 4. Sitzung des Begleitausschusses berichteten die KPF-Manager über den aktuellen Stand der Umsetzung des Kleinprojektefonds. Die geleistete Tätigkeit wurde von den Programmbehörden under anwesenden Vertreterin der KOM sehr positiv bewertet. Im dritten Berichtszeitraum endete zum 18.7.2024 der 3. Call, in dem insgesamt 24 Projektanträge in beiden Prioritäten eingereicht wurden. 23 davon wurden dem RLA am 1.10.2024 in Vimperk zur Beschlussfassung vorgelegt. Alle 23 Kleinprojektanträge wurden genehmigt. In der Priorität 4 wurde lediglich ein Projekt genehmigt, alle weiteren 22 Kleinprojekte waren der Priorität 5 zuzuordnen. Am 10.10.2024 wurde der 4. Call eröffnet, der am 21.11.2024 endete. Es wurden insgesamt 48 Projektanträge eingereicht, die vom Projektmanagement bis Ende des Berichtszeitraums geprüft und an die Programmbehörden weitergegeben wurden. Nachdem die Berichtslegung im KPF-Jems abgestimmt und programmiert wurde, konnten die ersten Projektberichte geprüft und die entsprechenden Fördermittel in Höhe von 316.513,49 € an 25 Kleinprojekte im Bereich p2p ausgezahlt werden. Es erfolgte noch keine Auszahlung an kleine touristische Maßnahmen. Die Auszahlung war mit der Erstellung der Schlussbescheide verknüpft, die bei abgeschlossenen Projekten im KPF-Jems hochgeladen wurden. Im Berichtszeitraum wurde zudem die Problematik der Vor-Ort-Kontrollen abgestimmt und die ersten Projekte besichtigt.
