Description (EN):

This project, together with other two strategic projects, should jointly tackle the IPA ADRION supported action - Enhance the institutional capacity of public authorities and stakeholders to implement the EUSAIR also by supporting its governance mechanisms. It will support and facilitate the functioning of EUSAIR governance structure and increase the impact of EUSAIR actions in the Adriatic and Ionian region and contribute to Adriatic-Ionian cohesion by addressing a wider population, boosting regional policy learning, and encouraging multi-level governance approaches. The overall objective of the project is facilitation and enhancement of strategic project development to support the cooperation and governance of the Adriatic and Ionian region and EUSAIR implementation. This project should provide a quality and efficient organizational and methodological framework for the selection of relevant key strategic ideas based on existing EUSAIR flagships and development of the framework for the implementation formats (IFs). It will also facilitate the preparation of project proposals for each strategic implementation format accompanied by the facilitation of the mapping process. Finally, this project will enable the capitalization and performance assessment of project proposals’ development process. The whole EUSAIR territory and its stakeholders will benefit from successful implementation of this project and produced outputs. Its implementation represents a dynamic transnational approach and collaboration in a multi-stakeholder setting. This new approach shall ensure that the policy-level actors and the ground-level actors meet, discuss, learn from each other, and together create multi-level solutions for the challenges they chose to jointly collaborate on for the sake of the whole Adriatic and Ionian region and its overall enhancement.

Actual Achievements (EN):

MRDEUF as LP of SP4EUSAIR project together with the LPs of other governance support projects (Facility Point and StEP) formed EGP – EUSAIR Governance Point platform which represents a structure of cooperation of three EUSAIR governance support projects. During this reporting period two EGP meetings took place on-site (Ljubljana 26-27 September and Trieste 24-25 January) and more ad-hoc meetings were held online - 18 December. Among those meetings, the representatives of the SP4EUSAIR project participated on other meetings, such as GB and TSG meetings. MRDEUF, on behalf of the Lead Partners of the EUSAIR governance support projects, has organized joint Kick-off Conference of the EUSAIR governance support projects, which was held on Wednesday, the 21st of February 2024, at the Westin Hotel in Zagreb. The event has officially marked the inception of the implementation of three EUSAIR projects - Facility point, StEP and SP4EUSAIR, organized in the framework of the implementation of the EUSAIR Strategy. The Conference gathered stakeholders from the Adriatic and Ionian Region representing the relevant political and technical levels to enhance the efficient implementation of the EUSAIR governance support projects by emphasizing the lessons learned and disclosing the new perspective for the future of EUSAIR. It was structured around two main Panels along with introductory speeches on the top political level. Regarding the coordination with other macro-regional strategies (activity 1.5), MRDEUF as LP has joined the Cross-MRS working group on embedding which is managed by Interact. The meeting of the Cross-MRS working group was held on 4th December 2024. During the reporting period from September 2024 to February 2025, the SP4EUSAIR project achieved significant progress across its strategic objectives. A key milestone was the successful completion and approval of the Report on existing flagships and implementation formats (activity A1.1), which was developed in close cooperation with Pillar coordinators and endorsed during the Governing Board meeting in October 2024. Building on this foundation, the project launched activity 1.2, initiating a series of tailor-made capacity building workshops for each Thematic Steering Group (TSGs). These workshops were designed based on identified needs and aimed at supporting project development and identifying suitable funding opportunities. By the end of the reporting period, three out of six workshops had been conducted (Pillars 1, 4, and 5), with draft TSG working reports in progress, reflecting the outcomes of these sessions. The progress has been also made in WP2. Under activity 2.1, relevant funding sources were mapped and project proposal development frameworks were outlined. Activity 2.2 advanced the preparation of proposal documents, informed by direct inputs from Pillars 4 and 5 and aligned with strategic priorities identified during the workshops. These achievements directly support the project's specific objective of establishing a quality and efficient framework for the selection of strategic ideas and development of implementation formats. In parallel, within the implementation of the activity 1.4, the project ensured continuous coordination through the organization of three meetings of the EUSAIR Governance Point (EGP), including one in-person meeting attended by European Commission representatives. Overall, the project has so far successfully translated strategic planning into tangible implementation steps. The added value of the cooperation is reflected in its inclusive and adaptive approach, with strong and active engagement of EUSAIR stakeholders throughout the strategic development process. This participatory model fosters ownership and capacity-building, enhancing the project’s long-term sustainability and contributing to a more integrated and territorially cohesive EUSAIR region.

EUSAIR Facility Point Strategic project - Supporting the governance of the EUSAIR (EN) | This proposal has been built based on previous experiences gathered through years of implementation of the Facility Point and Facility Point Plus projects. It has been conceived as an instrument to promote and facilitate the implementation of the EUSAIR. The main responsibilities were related to providing operational support to the governance structures of the EUSAIR. Its WP 2 "Facilitating strategic project development and financial dialogue" aimed to support the members of TSGs in developing project ideas into mature strategic project concepts/proposals embedded in transnational and cross sectoral contexts, including the pooling of funds and coordinating the financial dialogue meetings between the EUSAIR key implementers, managing authorities of EU structural funds and financial institutions.
Furthermore, following the new functions defined by the Programme there will be three strategic projects (1) EUSAIR Facility Point, (2) EUSAIR Stakeholders Point and (3) EUSAIR Strategic Implementation. Project 3 will be in close coordination and cooperation with Project 1 and 2. All three projects will work together securing synergies during the implementation.
Project 3 will benefit from the work of Project 1, more specifically of administrative and operational support to Governing Board, National Coordinators (NCs), Pillar Coordinators and TSGs members. Also, it will benefit from Project 2 and the process of stakeholder involvement and engagement and the support to financial dialogue and the establishment and coordination of networks of Managing Authorities.
(EN), PANORAMED (EN) | PANORAMED was a governance platform project of the Interreg MED 2014-2020 Programme that supported the process of strengthening and developing multilateral cooperation in the Mediterranean region for joint responses to common challenges. It had 21 project partners from 12 countries of the Mediterranean region and ten WPs in total. MRDEUF was leader of WP5 Coastal and maritime tourism which wax oriented on the improvement of tourism governance and reinforcement of sustainable development. EUSAIR was one of the associated partners which helped to enhance synergies. MRDEUF will use all the knowledge and lessons learned gained through the implementation of PANORAMED and capitalize them during the process of strategic projects development. (EN), Dialogue4Innovation (EN) | MRDEUF is currently partner in the project Dialogue4Innovation. It is the Institutional Dialogue project funded by Interreg Euro-MED 2021-2027 Programme and coordinated by Emilia Romagna Region. The seven-year project has a budget of 4 million EUR and falls under the Programme’s Mission “Innovative Sustainable Economy”. The project aims to support mission-oriented innovation policy and the creation of long-lasting conditions for a permanent dialogue on innovation in the Mediterranean. Dialogue4Innovation will work to increase the coordination, coherence and alignment of policies and actions for innovative sustainable economy at the basin scale. (EN)

EUStrategyAdriaticIonianRegion The main function of this project is to support the development and implementation of strategic implementation formats as defined at programme level. Its mission is to facilitate EUSAIR governance structures in developing and implementing the EUSAIR through targeted implementation formats and capitalizing on existing resources available to the region to use them smarter and more efficiently as well as enhancing macro-regional cooperation. Thus, it will support the cooperation and governance of the Adriatic and Ionian region, improving EUSAIR implementation and giving it a greater policy impact.
Project shall, on the one side, support and facilitate the functioning of EUSAIR governance structure and increase the impact of EUSAIR actions in the Adriatic and Ionian region and contribute to Adriatic-Ionian cohesion by addressing a wider population, boosting regional policy learning and encouraging multi-level governance approaches.
More specifically, the EUSAIR region will benefit from the outputs and results of this project and the facilitation and enhancement of strategic project development in general. The implementation of this project will enhance the institutional capacity of public authorities on national, regional and local levels to implement the EUSAIR and its governance. Development of project proposal and future implementation of strategic projects will have a direct positive impact on the economic growth and development of the of the EUSAIR territory and its member states.
Other There is strong reciprocity between the EU macroregions and the EU Green Deal: while macroregions support the implementation of the EU Green Deal in a transnational context, the EU Green Deal provides a common vision to them. Moreover, EU Green Deal provides a set of studies and practical tools to the EUSAIR governance structures. By implementing this project, all these tools will be used and multiplied in a transnational context reaching all the stakeholders.
