Description (EN):

Project AEGIS aims to update and improve health services that imply great medical and social impact on regional communities. It builds its purpose on constructing and modernizing the medical facilities within Tulcea County Emergency Hospital and Izmail Municipal Hospital, which will greatly increase the medical support to local communities. The common challenge the project aims to overcome comes from the unstable regional socio-political climate, which started in February 2022, and greatly impacts the bilateral relations on both sides. Until this point, Tulcea County and Odesa Region, have taken part in many successful projects, the medical and health domain being predominant. We can admit that CBC_AEGIS is based on more precarious grounds, and its implementation will involve a deeper consideration of both regions' similar needs and objectives in terms of health services. Another significant challenge will be to get professionals and medical specialists involved in the project's activities, using their expertise towards project goals, and as target group representatives. The approach of the project is based on current societal needs and geopolitical context, covering a large area of purposes and scopes, skill improvement, and medical endowments. Throughout the implementation, Tulcea County Council as the Leader Partner (LP) aims to build a modern facility with the scope of a new Legal Medical Service building (Morgue/Prosecture), with all specific endowments and auxiliary equipment. The necessity is very stringent for the county, presently TCEH(Tulcea County Emergency Hospital) lacks a modern and standardized facility, according to current modern protocols and regulations. Additionaly it will be procured a new medical vehicle – an ambulance, that would serve providing mobile medical access to patients. The ambulance is necessary due to depreciated auto-park, many current vehicles requiring costly repairs and fixes and being unreliable for their necessities, in which case there is a risk of jeopardizing the patients' lives. The Executive Committee of Izmail City Council (PP3) acknowledged the necessity of providing modern medical equipment for Izmail City Central Hospital which will significantly improve the local and regional health services. The equipment will consists of 1 new modern X-ray system (C-Arc) and 2 Anesthesia stations, 1x Ureterorenescope that will greatly improve the quality of the medical act within the hospital. This will improve both medical procedures and the time-efficiency of the medical act, thus increasing the number of patients benefitting of these endowments. It is also mentionable that the involvement of medical specialists is mandatory, from two perspectives: from the cooperation standpoint, knowledge sharing, and from the capacity-building perspective. CBC_AEGIS aims a multitasking approach of the specialist's involvement - to foster new ideas and knowledge and to improve the shared medical skillset. Particulary, the essence of cooperation of TG2 and TG3 will be revealed during two International Conferences, in Tulcea County and Odessa region. During this conferences will be debated the most important themes in the health field of activity. The participants will contribute with their knowledge in building a network of cooperation, whereas specialists from Odessa region and Tulcea County will identify opportunities for cooperation in the current inter-regional relations, and to manage the common necessities in the region. The joint cooperation of the project's partners will coordinate a promotional campaign, aimed at disseminating project’s scope and its benefits to citizens in both regions. Thus will be organized 20 Informative seminars, which will be the basis of the International Conferences. Additionally, a set of 4 training session on First aid will be organised in Izmail district, dedicated to regional communities and its most vulnerable representatives, identified in TG 1. During the ongoing war in Ukraine, the unfortunate occurrences of sudden aerial attacks of enemy drones led to many wounded within the civil society in the whole Odesa region. In this sense, the partners decided that a number of 4 First Aid training sessions would improve the societal reaction against these vicious attacks. The training will be established and organised at a dedicated location in Izmail city (Odessa region) serving as a multipurpose Training center which is also an aimed results in the project. PP2 will manage and intermediate the activities at the Training Centre in Izmail (Odesa region) in order to provide a flexible and technologically advanced learning environment that is comfortable, aesthetically pleasing, and accessible free of cost. The Center will provide a space for specialists from various sectors and enthusiasts, as well as newcomers on the professional path, to preserve and enhance their skills, especially in reaction to changes in the present labor market.

Expected Achievements (EN):

Ensuring equal access to health care fostering resilience of the health system, including primary care, and promoting the transition from institutional to family and community-based care. Will be constructed 1 Legal Service facility from TCEH, acquired 1 ambulance vehicle for TECH, 1 Mobile X-Ray system (C-arc) and 2 Anaesthesia stations and 1 Ureterorenoscope for ICCH, organizing 1 awareness campaign in Tulcea county and Odessa region and 4 First aid training sessions as well establishing a Hub for Health Care and Social Assistance in Izmail. All these results will serve to achieve project’s outputs.

Cross-border Health Infrastructure "Health Strategy" , EMS ENI Code HEATH 4.1/1 (EN) | During the implementation of the CBC HI large infrastructure project (EMS ENI Code HEATH 4.1/1), by the end of its implementation it was concluded the document called "Health Strategy", of which objective is "by year 2035 to establish sustainable health cooperation and enhance access of the population from Odessa region and Tulcea County, to health care services" . The document synthesizes the most important necessities and opportunities at the regional level, of which all partner contributed. It proposes a set of measures developed for sustainable solutions at cross-border level, at the health care level. Regarding the fact the "Health strategy" includes a spectrum of 4 assessed hospitals from both countries, the project CBC AEGIS benefits from a before-initiated path in terms of cooperation and usage of established network of collaborators and medical infrastructure. CBC AEGIS shares 2 partners (TCC and ECICC) that were involved in the "Health Strategy" development, thus their collaboration in a new project initiative that is CBC AEGIS is based on a ground of expertise, mutual partnership, and focus on development of a modern health system established with the most modern tools. EUStrategyDanubeRegion The CBC_AEGIS will relevantly contribute to the EUSDR because its core of implementation focuses on cross-border cooperation for investments and knowledge exchange. Two of EUSDR pillars are relatable to strengthening and connecting the region, which is directly relatable to the cooperation efforts of Romania and Ukraine towards similar objectives. The CBC_AEGIS will serve a broad interest of involving policymakers, stakeholders and target group representatives, in the Danube Lower region, in order to align their efforts to the opening of new macro-regions in the future for the advancement of Ukraine to the EU. The CBC_AEGIS project aims to alleviate investment differences between Romania and Ukraine, thus Tulcea county as a region included in the EUSDR can mediate an accessible transition for the Odesa partner region from the Interreg NEXT program, into a larger-scaled cooperation region, such is the one governed by EUSDR.
