Related to emergency situations, the Romania-Ukraine cross-border area's complexity is determined by multiple factors, such as the socioeconomic development of the territorial administrative units of Tulcea county and Odessa Region, the topography of the land, the hydro-graphic network, and the existence of the state border between both countries. Romania and Ukraine share common territorial challenges due to their geographical proximity, climate, topography, vegetation, and shared watershed. The Danube river, Chiulnetul river and their afluents face the effects of climate change, which increases the frequency and severity of floods. A temperature rise, a change in the precipitation regime, and the breach of dams can intensify these disasters. Human activities, such as farming, can also cause the flooding of certain areas. Furthermore, several economic activities, such as Danube and Chiulnetul rivers and their afluents production and storage facility, port facilities, animal farms, water and wastewater services, have already been mapped on the banks of the rivers as potential risks to water quality and soil. The consequences of floods can have significant and far-reaching effects on the environment, economy, and population of the area. Floods can cause death and injury to both rescuers and civilians. Homes, businesses, and other structures in the path of floods can be significantly damaged, resulting in significant economic losses. Floods can lead to destruction of ecosystems, causing a decrease in the population of fauna. Floods can also destroy vast areas of vegetation, especially grasslands, leading to habitat loss, soil erosion, and ecosystem disruption. After floods, the composition of water deteriorates significantly, due to pollution from sewage, garbage, and carrion, which affects water quality and aquatic life. Local economies dependent on tourism, agriculture, and forestry may suffer from the destruction of natural landscapes and resources, as well as business and infrastructure disruptions. Changes in soil properties caused by floods can increase the risk of landslides and mudslides during heavy rains. Overall objective: Augmenting the endowment and preparation of 3 LPA's from Romania-Ukraine cross-border area for intervention against flood and fires disasters, ensuring efficient emergency and rescue services for 26093 persons in both countries, including those living in hard-to-reach areas . In light of these challenges, a joint project has been proposed to enhance the capacity to respond to the emergencies. The project is designed to improve the emergency response of Romania and Ukraine to the floods that may affect the hydrographic basins of rivers and their and its branches. The project will involve 4 partners from Romania and Ukraine that are the 3 LPA's and 1 NGO from the both countries with competencies in prevention of emercengy situations, which together are going to o increase the number of people rescued during flood disasters in the cross-border Romania (Tulcea county)- Ukraine (Odessa region) area by enhancing preparedness. This will be achieved by investing in advanced equipment, cooperation and planning, awareness campaighn for population, facilitating exchange of experiences, and conducting joint exercises. The project intends to improve the emergency response capacity of institutions in Romania and Ukraine, and enhance the efficiency and effectiveness of their disaster response efforts. Additionally, the project seeks to enhance the community skills in life-safety in case of emergencies. The project will include joint exercises, workshops, and public awareness campaigns to enhance coordination, communication, and response strategies. The joint exercises will provide an opportunity for rescuers to train together, share best practices, and develop effective response strategies. The workshops will focus on lessons learned from past incidents to identify gaps and weaknesses in response plans and facilitate protocols for dealing with specific challenges. The public awareness campaigns will inform and educate the public on the risks and dangers of floods and ways to stay safe during emergencies. The project aims to improve the use of necessary human and technical resources, reduce response time, and ensure an integrated response adapted to the extent of the event. The joint project will allow both countries to work together, share resources, and enhance their capabilities to respond to emergencies more efficiently and effectively. It will also facilitate an integrated response to emergencies, which is not limited by the territorial boundaries of the beneficiaries. The project will help the two countries to work together, share resources, and improve their emergency response capabilities.

Actual Achievements (EN):

During the reported period, LP1 prepared the project launch, established a communication channel with partners and established the communication plan and implementation of a project. In order to ensure the high level of visibility and promotion of the project, as well as effective communication activity, LP1 with the support of all partners achieved the Communication plan and internal working procedure of the project. LP1 creates the project’s FB page, where all partners publish information about the progress of the project, findings, field-related tipps for the wide public, etc. LP1 create the page of the project on their web-site with the information about EU funding, InterregNEXT RO UA Programme, project activities, outputs, project related information and news. LP1 organized: launching conferences in Luncavita-RO with 31 participants, including local and central public authorities, wide public, and local media. LP1 prepares the event report. LP1 develop and publish 2 press-release for project launch. The press releases are published on LP1 website and social media and distributed to local journalists for publication. LP1 produced promotional materials for distribution during project activities are producing: 50 sets of visibility materials (pens, diaries, memory sticks, etc.) and durable plaques and roll-up banner. LP1 produced 2 roll up, 60 T-shirts, 200 agendas, 200 pens, 1200 small stickers, 60 big stickers, 60 bags/shoppers, 60 powerbanks. LP1 transmit to PP2, 1 roll-up, big and small stickers for equipment. During the reported period, LP1 carried out the procurement procedures in order to obtain the Technical Project with approvals, necessary for concluding the Works contract for Establishment of SVSU fire station. During the reported period, the direct purchase for the Supply contract for Administration technical equipment (1PC, 1 tablet, 1 UPS, 1 interactive screen) was made, the contract for which was signed. The other activities are planned for another reporting period. During the reported period, PP2 participate to preparation of the project launching, established a communication channel with partners and established the communication plan and implementation of a project. In order to ensure the high level of visibility and promotion of the project, as well as effective communication activity, PP2 with the support of all partners participate to elaboration of the Communication plan and internal working procedure of the project. PP2 create the page of the project on their website with the information about EU funding, InterregNEXT RO UA Programme, project activities, outputs, project related information and news. PP2 participate at launching conferences in Luncavita-RO. PP2 develop and publish 1 press-release for project launch with the support of LP1. The press releases are published on PP2 website and social media and distributed to local journalists for publication. During the reported period, PP2 carried out the procurement procedures in order to obtain the Technical Project with approvals, necessary for concluding the Works contract for Establishment of SVSU fire station. During the first reporting period, PP3 completed the formation of the project team, ensuring that all necessary documentation — including official appointment orders and detailed job descriptions — was prepared, approved, and signed. PP3 played an active role in developing the Communication Plan and its internal working procedure, which were subsequently endorsed by all project partners and formally adopted at the partnership level. The Partner also shared information about the project launch, its objectives, expected outcomes, and key activities through its own social media channels. Furthermore, ECKCC published Press Release No. 1, prepared by PP4 and approved by the Joint Secretariat, on its official website (link: https://kiliyska-gromada.gov.ua/news/1760426304/ ). During this period, the legal representative of PP3 attended the project launch conference organized by the Lead Partner in Luncavița on 12 September 2025. During this reporting period, project partner has established the project team, all relevant documentation (order on appointment and job descriptions) were prepared and signed. Within A1.1 PP4 actively participated in the elaboration of the Communication plan with internal working procedure which was approved on the partner level and signed by all partners. PP4 created the page of the project on the organization's website with the information about project activities, outputs, project related information and news, EU funding etc (https://newgeneration.od.ua /en/bordersprevent_eng/). Additionally, YPO NEG prepared two press-releases about project start (one for PP4 and one for PP3); the press-releases were published on the partner's social media channels. Two project team members participated in the launching conference organized by the Lead partner in Luncavita on 12.09.2025.

which has the following attributions:
- carries out information and training activities regarding knowledge and compliance
with the rules and behavioral measures in case of emergency situations;
- checks the application of the rules, provisions, instructions and measures that
regulate the activity of defense against fires and civil protection, in the sector of
competence;
- performs intervention actions in emergency situations, rescue, first aid and
protection of persons and endangered goods
Through the project proposed for financing, LB and PP2 aims to transfer its

the
effects of wildfire such as water pollution, enhancing capacities for
intervention, strengthening disaster prevention and preparedness.
The project will indirectly contribute to the EU Strategy for the Danube
Region since it aims at building capacities of the professional
emergency
management services to “manage the environmental risks and protect
the
environment” which is one of the pillars and priority areas in the EU
Strategy
for the Danube Region.
In this EU Strategy, have been identified the following aspects which
can be
found within the project’s objectives:
- Realization of closer synergies between authorities at all levels to
maximize
the impact of actions and funding
- Environment protection in Danube region focused on 3 priority areas:

The project supports the Partnership’s objective to deepen and
strengthen
relations between the European Union and its neighbour – Ukraine and
addresses its Flagship Initiative of prevention of, preparedness for, and
response to natural and man-made disasters.
Other National Strategy for the Protection of Civilians of Ukraine
for 2020 - 2025 years.
The purpose of the Program is to reduce the number of fires, fllods and emergencies of anthropogenic and natural nature, increase the level of response to such situations, and increase the level of safety of the population and protect the territory from fires, floods, man-made and natural emergencies, reduce the risk of such situations, protection of the population, the natural environment, industrial facilities, cultural heritage and
settlements, the creation of the conditions for the effective operation of fire and rescue units deployed on the territory of the country.
This project will directly help in the implementation of the mentioned
program, in particular in increasing the effectiveness of the response
due to
increasing the capacity for intervention, increasing the awareness of the
population and improving the qualifications of rescuers.
Other Romanian National Strategy for Sustainable Development 2013-2020-
2030.
The project complies with one of the main actions of the strategy
which is to
increase the ability to anticipate the effects of climate change, to
prepare
solutions for adaptation in the long run and to develop cross-sector
contingency plans comprising portfolios of alternative crisismanagement
solutions in case of natural or manmade disasters.
