With this project we want to respond to the challenges faced by the common cross-border region Romania and Ukraine, in particular the Tulcea and Odessa region, perfectly complementing the objectives and priorities presented in the Interreg Programme NEXT VI-A Romania-Ukraine for the period 2021- 2027. This programme encourages cross-border cooperation to address common problems and promote sustainable development within the region. Our project aims to do just that, addressing a common challenge in the programme area and improving emergency preparedness and response. In the cross-border region we face a common challenge - inadequate capacity and resources to deal with various types of emergencies, including natural disasters such as vegetation and forest fires. Thus, both sides of the border are prone to significant risks and undermine the safety and well-being of local communities. The Danube and the Danube Delta is an environment rich in biodiversity and heritage, but also a place where a combination of exceptional natural and anthropogenic stressors are taking place. The Delta was formed over 10 000 years and continues to grow even today, and is considered the youngest Romanian land. It is the best preserved delta in Europe, and since 1990 it has been part of the UNESCO World Heritage, being considered a biosphere reserve. It is a labyrinth of lakes and canals, meandering through the largest compact reed beds in the world, and is one of the most biodiverse areas on the planet. The area faces a wide range of common challenges and risks, notably the effects of climate change leading to extreme events such as floods and vegetation fires. In recent years, vegetation fires have been a growing concern in the Danube and Danube Delta area. The region is prone to vegetation fires because of its hot, dry summers. Due to climate change and the associated longer duration of high temperatures, the fire season is getting longer. Secondly, due to climate change, there has been a significant increase in global surface wind speed, a factor that favours forest fires. Forest fires can cause emissions of greenhouse gases and pollutants and deplete soil organic carbon. They can affect the physico-chemical and ecological states of water systems, alter carbon storage and vegetation, and increase local ground surface temperatures. General objective of the project: To increase the level of safety and security for the population in relation to disasters such as fires in the Danube and Danube Delta area, through specific actions, including raising public awareness, improving fire fighting capacity and facilitating cross-border exchange of experience. Efforts to prevent and enhance fire resilience in the Danube and Danube Delta area will include measures such as raising public awareness and improving fire fighting capabilities. By addressing these vulnerabilities, the project focuses on finding long-term solutions aimed at providing the basis for improving the cross-border interoperability of all authorities in the project countries responsible for emergency/disaster management and preparedness. Through the implementation of the project, awareness raising campaigns in the eligible area will help to create a culture of preparedness and resilience, reduce the risk of wildfires and minimise their impact on communities, ecosystem and economies. The recent devastating forest fires in Greece have also provided valuable lessons for firefighters and international emergency response teams. By learning from the experiences of the Greek forest fires (during which several international firefighters from Romania, the Republic of Moldova and Ukraine were involved), international firefighters and international emergency response teams can better prepare and respond to future vegetation fire events. The importance of preparedness has been learned from fires in recent years: Adequate equipment, trained personnel and the need for a coordinated response. The project will address these issues by increasing the capacity of firefighters in Romania and Ukraine through the purchase of response equipment. A joint exercise will also be organised to enhance cooperation and coordination between the project partners. Disasters know no borders and respect no national boundaries. Wildfires are a global phenomenon that requires transnational cooperation to manage and control them effectively. By working together, project partners will share resources, coordinate response efforts, build trust between institutions (through the joint exercise) and learn from each other's experiences. (through lessons learned workshops).
