The project "NO BORDERS TO HEALTH" represents a continuation of the investments made by the Galati County Council, Romania, at the Tg. Bujor Town Hospital and those made by the Hincesti District Council, Republic of Moldova, in the health infrastructure of the Hincesti district. If an analysis is made of all the investments made in recent years at the Tg. Bujor Town Hospital, it is found that the only building that has not been subjected to rehabilitation works is the one where the Guard Room and the Department of Internal Medicine operate. The fact that these two departments of the hospital operate in a construction built in 1960, in which the circuits imposed by the legislation in force are not respected, the control of nosocomial infections is deficient, and this has a major impact on patient safety, led to the need to raise a new building, compartmentalized and equipped accordingly, in which the activity of the two sections will be transferred. The repair and the rehabilitation of the building of Centre of Family Doctors - Dragusenii Noi is of major importance for the Hincesti District Council, because it provides primary healthcare services for a remote area of the district. This building was repaired a few years ago only on the exterior, which was also in critical condition, but no obvious repairs or improvements were made to the interior. The solutions brought by this project come to remove these problems and as a result to have a decent medical institution. The objective of the project was to ensure equal access to health care and boost the resilience of health systems, including primary health care, and promote the transition from institutional care to family and community-based care. This project proposes an integrated approach that will meet the growing needs of major target groups and it responds to the acute need of the population in the specified areas to have simple and quick access to good quality and cost-effective health services and to preventive information that could contribute to maintaining the best possible health throughout their lives. At the same time, the project responds to the needs of medical facilities and medical personnel inside to constantly improve their ability to provide timely, safe and cost-effective medical services. In this sense, these institutions must ensure a modern and efficient medical infrastructure and equipment, while employees have permanent access to specialized information, to professional training courses/exchange of experience, to an appropriate working environment that together with the technical means provided by the hospital to motivate them in the exercise of the profession and allow them to deliver the medical document in the best conditions for the patient. At the end of the project there will be a number of 8195 beneficiaries of the results of the project (respectively the newly built construction in Tg Bujor and the refurbished construction in Dragusenii Noi). First aid training addressed to students from the 5th to 12th grades on both sides of the border (in Tg. Bujor, Romania and in Hincesti, Republic of Moldova) prepares them to act when emergencies arise and to provide care to children, adults, and pets during times of crisis, as they wait for medical professionals to offer the specialized health services. For the project partners it is impossible to isolate the benefits of this project only in the two regions. Physicians from the Republic of Moldova work in the hospital from Targu Bujor and monthly, patients from the Republic of Moldova are also nursed in this hospital. In the Health Center from Hincesti, patients from other districts are treated and the experience of the physicians from the two health units can be shared at the specialty conferences to other colleagues, and also during the cooperation with similar structures from other Romanian counties. Accordingly, the project becomes relevant at the level of the entire area of the Program because it reflects - territorially - both the south area (Galati) and the north area (Hincesti) of the border between the two countries. In order to reach an audience and at a greater distance, the project also aims to create promotional materials such as first aid kits, offered to participants in the first aid course, notebooks, pens, memory stick-cards, photo albums, video spots , etc. To ensure the efficient development of the health infrastructure in Galați and Hîncești, and in the future, after the implementation of the project, the partners involved in the project will develop a common action plan. In conclusion, this project aims to improve the access to quality health services for the residents of Galați county, Romania and Hincești district, Republic of Moldova, by improving the health infrastructure, the human resources working in the field and the communication between the medical staff and patients, the project being also intended as a model for similar initiatives in the future.

Expected Achievements (EN):

The construction and equipping of the Emergency Department and the Internal Medicine Section of the Tg.Bujor Town Hospital and repair of the building of the family doctor's office in the village of Dragusenii Noi will ensure equal access to health care and boost the resilience of health systems, including primary health care. By the modernization of the two medical units in Galati county and Hincesti district will benefit 8195 patients/year.

The project "Extension, rehabilitation, modernization and equipping of the Integrated Specialty Outpatient Clinic of the Târgu Bujor City Hospital" is financed under the Regional Operational Programme 2014 - 2020, Priority Axis 8 - Development of health and social infrastructure, Investment Priority 8. 1 - Investments in health and social infrastructure contributing to development at national, regional and local level, reducing inequalities in health status and promoting social inclusion by improving access to social, cultural and recreational services, as well as shifting from institutional to community-based services.The general objective of the project is the expansion, rehabilitation, modernization and equipping of the specialist outpatient clinic within the Targu Bujor City Hospital.
The improving the health infrastructure by expanding, rehabilitating and modernizing the spaces where the Integrated Specialty Outpatient Clinic of Targu Bujor City Hospital operates. The achievement of the objective contributes to the provision of medical services for patients in the centre and north-east of Galati County, serving the population of 2 towns and 16 communes.
The implementation of the programmed activities will lead to the creation of an enlarged and modernized space where people with minor diseases or patients with chronic diseases who need consultations, adapted treatment and permanent medical monitoring (internal medicine, general surgery, obstetrics and gynecology, ENT, ophthalmology, pediatrics, medical analysis laboratory and medical imaging) will benefit from quality medical services, increased comfort, reduced waiting/scheduling time per patient, as well as from the diversification of medical investigation and treatment services offered within the integrated outpatient specialty within the Targu Bujor City Hospital.

(EN), HEALTH IN GOOD HANDS - Bigger HOSPITALS, Better CARE, Best DOCTORS for people in the border area Romania - R. of Moldova (EN) | The project "No borders to health" is a continuation of the investments made by the Administrative Territorial Unit Galati at the "Tg.Bujor" Town Hospital , namely the New Pavilion of Pediatrics, where patients are treated, starting from December 2023. The project HEALTH IN GOOD HANDS - was financed under the Joint Operational Programme Romania - Republic of Moldova 2014-2020, Thematic objective 8. Common challenges in the field of safety and security, Priority 4.1 Support to the development of health services and access to health.
The general objective of the project was to improve the health conditions of the population from Galati County, Romania and Hincesti District, Republic of Moldova by assuring access to improved health infrastructure and services while stimulating people to adopt a healthy behavior As a result of the project the health infrastructure in Galati County was developed by building a new Pavilion in the Tg. Bujor Town Hospital courtyard, endowed with European standards equipment and furniture, which operate as pediatrics section.
As well, the health infrastructure in Hincesti District was developed by the rehabilitation of Hincesti Health Center building, equipped with a digital X-ray device.
As a result of the project implementation, 103,315 people (63,315 from Galati and 40,000 from Hincesti) in the service area of the two target health units will benefit from higher level medical services..
The project "NO BORDERS TO HEALTH" builds on the results of the previous project and intends to contribute to the provision of quality health care services to patients in need of emergency medical services or who will be admitted to the internal medicine department of the Tg.Bujor. Town Hospital. Details of the knowledge and experience gained through the project HEALTH IN GOOD HANDS - BIGGER HOSPITALS, BETTER CARE, BETTER DOCTORS for people in the border area are included in section C.2.7.
(EN), THE PAST HAS A NEW FUTURE - Cross-border cooperation for the valorization of the cultural heritage in Galati, Romania and Hincesti, Republic of Moldova (EN) | The cooperation proposed by the present project builds also on the cooperation between the Territorial Administrative Unit Galati represented by Galati County and Hincesti District County for the implementation of the project THE PAST HAS A NEW FUTURE, financed under the Joint Operational Programme Romania - Republic of Moldova 2014-2020. The experience gained with the implementation of this project is a starting point for further development and extension. Similarities in problems and challenges in the two regions, as well as similarities in the attitude towards these problems, made cooperation between Galati and Hincesti the evident necessary step in the search for similar solutions to meet the challenges.
