The project aims to enhance cross-border cooperation between Iași County in Romania and Ungheni District in Moldova, focusing on establishing an integrated circuit between education, healthcare within schools, and public administration. The program area faces challenges related to disparities in access to quality of public services in education and healthcare fields. Both regions are facing with socio-economic disparities, demographic changes, and environmental risks that affect the well-being and development of their communities. The project seeks to address these challenges by fostering cooperation and coordination between educational institutions, healthcare facilities, and public administration entities. The ultimate goal is to establish an integrated circuit that facilitates seamless access to essential services and promotes sustainable development in the border region. By the end of the project, we anticipate significant improvements in the coordination and delivery of public services in education, healthcare within schools, and public administration. Communities in both regions will benefit from enhanced access to quality education, improved healthcare services, and more efficient public administration. The main outputs of the project include: - A total of 240 teachers will participate in first aid trainings organized within the Partnership Agreement signed with ISU Iasi (associated partner). - A total of 819 Participations in Extracurricular Activities and Educational Partnerships: 93 trained teachers (A. 1.3), 500 children participating in extracurricular activities (A. 1.4), 26 participants in the Working Group for strategy development (A. 1.5), 200 participants in joint actions within educational partnership agreements (A. 1.6). These activities aim to enrich the educational experience and promote collaboration between educators and students across borders; - A total of 360 participations in events such as the popularization of the joint strategy (at least 50 participants), emphasizing the importance of partnerships between public administration and stakeholders (at least 50 participants), and inaugurating medical offices in schools (at least 20 participants in 13 educational institutions). - LP1 and PP2 will collaboratively develop a strategy to enhance the resilience of the cross-border educational system. Overall, the project aims to contribute to the output indicators RCO81; RCO83 and results indicators RCR85 and RCR79 in order to achieve the broader goal of promoting efficient public administration and cooperation governance across borders, ultimately leading to positive changes in the lives of residents in Iasi County and Ungheni District. Through collaborative efforts, the project aims to achieve the following tangible results: -Establishment of 13 medical offices of educational institutions endowed with modern equipment.; -Capacity building for 240 teacher in first aid trainings organized within the Partnership Agreement signed with ISU Iași; -Jointly developed strategy for increasing school resilience. LP1 (Ungheni City Hall) and PP2 (Iași City Hall) will jointly develop a strategy to enhance the resilience of the cross-border educational system. This strategy will address the need to diversify/adapt teaching methods to the socio-cultural context of our times and the psychosomatic demands of Z and Alpha generations; -Capacity building and share experience activities for 819 participants (93 trained teachers-A. 1.3, 500 children's participation in extracurricular activities-A. 1.4, 26 participants in the Working Group for strategy development - A. 1.5, 200 participants in joint actions in the framework of educational partnership agreements - A. 2.4; -Networking events with LPAs, educators, and civil society actors to highlight the benefits of cross-border community cooperation in decision-making processes; -Online awareness campaign to promote cross-border cooperation in public services in educational field and facilitate knowledge exchange. The project outputs will benefit students, teachers, healthcare professionals, and residents of the border region. By improving access to essential services and enhancing collaboration between sectors, the project will contribute to the well-being and development of the entire community. A cross-border approach is essential because many of the challenges faced by the program area are interconnected and transcend national borders. By working together across borders, we can leverage resources, share best practices, and address common issues more effectively than if each region tackled them independently. What sets this project apart is its holistic approach to addressing the interconnected challenges of education, healthcare, and public administration. By integrating these sectors and fostering cross-border cooperation, the project offers a comprehensive solution to improve the quality of life and promote sustainable development in the border region.

Actual Achievements (EN):

During the 1st reporting period, Ungheni City Hall and Iasi Municipality as project parners ensured the good start of the project by conducting several activities to enhance the project visibility for all involved stakeholders and general public. Thus, in July, 2025, the project teams organized meetings with the representatives of the public authorities and beneficiary institutions from Ungheni and Iasi Cities to present the project objectives, activities and foreseen results and to describe the role of each target group and beneficiary within the project. In order to ensure a successful project implementation, there were conducted 4 online organizational meetings of the partner teams: - July 10, 2025 – First Working Group Meeting The meeting was focused on project presentation and Work Plan elaboration. Topics to be discussed: o Planning and allocation of the project budget for the first implementation period. o Organization of the official launch conference. o Drafting and contracting the first information and publicity services. Development of the Visual Identity Manual. Participants:  Ms Mara Gheran, Partner Coordinator  Ms. Oxana Ciobanu, Project Manager  Ms. Diana Mihăilă, Financial Manager, Municipality of Iași;  Ms. Larisa Zaharia, Responsible for information and publicity, Municipality of Iași; Other 2 coordination meetings were conducted on Zoom on August 25, 2025 and October 17, 2025, where the project teams discussed on the activities planned for the 1st reporting period and how to ensure an efficient communication and monitoring. On September 08, 2025, the representatives of the project partners made a visit to the Emergency Situations Inspectorate from Iasi to initiate the cooperation within the project and establish a partnership agreement with them as Associated organization for conducting a series of training sessions aimed at acquiring and consolidating knowledge of pre-medical emergency aid. On September 10, 2025, Ungheni City Hall organized an offline Opening Conference to inform the general public about the goal, objectives, activities and expected results of the project, as well as to strengthen the educational partnership in the cross-border region Ungheni, Republic of Moldova – Iasi, Romania, where the partners from Iasi Municipality attended and started a close collaboration with Moldovan partners. Press-releases about the Opening Conference were published on the City Halls websites and other media web channels. As for Procurement, the project teams prepared the Technical Specifications for equipment procurement planned for the 2nd reporting period to equip the medical offices of 7 pre school institutions from Ungheni City and 6 schools from Iasi City with the necessary equipment and create 2 sensorial rooms in 2 kindergartens from Ungheni. All the activities conducted during the 1st reporting period (July–October 2025) marked a successful start of the project “Resilient edu strategies” and ensured its visibility. As well, the activities were implemented according to the Work Plan, stressing on administrative preparation and partners coordination.

In the EU4Moldova: focal regions program, LP1, as the applicant, has already established partnerships with the 7 kindergartens that are also partners in the proposed project. Through this program, educators from these kindergartens have participated in a robotics training program and have been equipped with digital equipment such as interactive whiteboards, boards, and Lego Education sets. This IT equipment enhances the digital skills of both children and teachers, making the learning process more interactive, dynamic, and modern.
The synergy with the proposed project lies in the complementary nature of the objectives and activities. While the EU4Moldova: focal regions program focuses on improving educational aspects related to computerization and digitalization of the learning process, the proposed project aims to enhance the health safety of the learning environment by equipping medical cabinets and ensuring equal access to education for children with special educational needs or disabilities by equipping methodical cabinets. Additionally, both projects aim to broaden the educational horizon through joint cross-border activities conducted online and to increase the educational resilience of pupils.

While the EU4Moldova: focal regions program enhances the technological infrastructure and digital skills of educators and students, the proposed project focuses on improving the physical infrastructure and promoting inclusivity in the learning environment. (EN), 2021 - 2022 Project Valorizing cultural heritage and fostering sustainable tourism by LIVING the common heritage on the DANUBE LIMES as basis for a Cultural Route, Danube Transnational Program/ EU, partner (EN) | The synergy between the proposed project and the project "Valorizing cultural heritage and fostering sustainable tourism by LIVING the common heritage on the DANUBE LIMES" is evident and mutually enriching. In the previous project, in which LP1 participated as a partner between 2021 and 2022, children and educators from the 7 kindergartens nominated by LP1 in the current application engaged in informational activities about the museum heritage of Ungheni and the history of the locality. These activities contributed to broadening the extracurricular educational horizon and enhancing the cultural awareness of the participants.
Similarly, the present application aims to expand the educational horizon through teacher training and the evaluation of factors contributing to children's resilience. Additionally, joint online activities with partner educational units, also nominated by LP1, further enrich the educational experience by facilitating cross-border collaboration and cultural exchange.
By leveraging the different approaches to the extracurricular educational space, both projects contribute to enhancing the quality of the educational process. The exposure to cultural heritage and history in the previous project, coupled with the emphasis on resilience-building and cross-border collaboration in the proposed project, collectively strengthen the educational administrative capacity of LP1. These synergistic efforts foster a more comprehensive and enriched educational experience for children and educators alike, ultimately supporting the overarching goals of both projects. (EN), 2020-2022 Project Anti-littering partnership for green rural areas, Joint Operational Programme Black Sea Basin 2014-2020 / EU, partner (EN) | The synergy between the proposed project and the project "Anti-littering partnership for green rural areas" is significant and mutually beneficial. In the previous project, where LP1 served as a partner, the 7 kindergartens actively participated in various activities aimed at protecting the environment. These activities included events such as Water Day, Earth Day, Environment Day, and Black Sea Day, during which educators and children engaged in drawing competitions, flash mobs, cleaning and landscaping activities, as well as waste recycling workshops. These initiatives not only promoted environmental awareness but also broadened the extracurricular educational horizon of the participants.
Similarly, the current application emphasizes extracurricular education for both students and teachers, recognizing its importance in providing a holistic learning experience. By fostering synergies between both projects, the educational environment in Ungheni will be enriched, leading to an improvement in the overall quality of education. Moreover, enhancing the quality of the educational process will also bolster the educational administrative capacity of LP1, enabling them to better address the needs of the educational community in Ungheni. In the previous project, where LP1 acted as an applicant, children and educators from the 7 kindergartens actively participated in the European Mobility Week activities, engaging in various creative activities and bike rides. Additionally, promotional and informative materials were developed and disseminated in the kindergartens, including materials such as the ABC of the cyclist, leaflet newsletters, personalized t-shirts, pens, and notebooks. These initiatives not only promoted environmentally friendly transportation but also aimed to educate children and raise awareness about sustainable mobility.

EUStrategyDanubeRegion The EU Strategy for the Danube Region (EUSDR) is the second EU macro-regional strategy adopted by the European Commission in 2010 and endorsed by the European Council in 2011. This Strategy unites 14 countries along the Danube River, covering an area with a population of 112 million people, which accounts for one-fifth of the EU’s population.
The proposed project, aligns with the EUSDR's policy objective “More Social Europe”, in the context of Pillar (3) Building Prosperity in the Danube Region, Priority Area 3, by implementing activities as cross border cooperation in increasing and improving investments in education and skills, accessible and inclusive quality services in education, training, and lifelong learning, which include organizing non-formal education training programs for teachers, and equipping medical offices within educational infrastructure. This means promoting closer cooperation between public administration, educational institutions, systems and stakeholders. This is achieved through the exchange of best practices from various education and training systems, transnational cooperation, joint development of strategies and materials, equality learning and strengthening the administrative institutions involved.
The specific added value of the project lies in maximizing the use of existing programs and cooperation structures, cooperation in implementing strategies and joint actions within the cooperation area to build human capital and improve and adaptation of educational infrastructure.
Other The project contributes to the achievement of the Council of Europe Strategy for the rights of the child (2022-2027), which aims to become a reference in children's rights for all internal and external stakeholders.
The Council of Europe's Strategy for the rights of the child outlines six priority areas to guarantee children's rights. The project aligns with:
1. Non-discrimination (Article 2): The project promotes non-discrimination by ensuring equal access to quality education and essential services for all children, regardless of their background, ethnicity, or socio-economic status.
