Lietuva un Latvija saskaras ar kopīgiem izaicinājumiem darbā ar jaunatni, īpaši sociālās atstumtības riskam pakļauto jauniešu, kuri daudz laika pavada tiešsaistē, sasniegšanā. Šie jaunieši ir pakļauti kibermobingam, dezinformācijai, sociālajai atstumtībai un digitālajai atkarībai. Tradicionālās metodes darbam ar jaunatni nesasniedz šo grupu, un tiešsaistes atbalsts ir ierobežots, jo jaunatnes darbiniekiem trūkst digitālo prasmju un apmācību. Projekta mērķis ir izstrādāt digitālā jauniešu centra koncepciju, nodrošinot iekļaujošu virtuālo vidi jauniešiem Klaipēdā un Liepājā. Šajā centrā jaunieši varēs socializēties un saņemt atbalstu, piemēram, konsultācijas, atkarību profilaksi un karjeras attīstības atbalstu. Projektā tiks izveidots digitālā jauniešu centra modelis ar dažādiem pakalpojumiem un mācību materiāliem jaunatnes darbiniekiem. Vismaz 50 unikāli lietotāji izmantos šos pakalpojumus, un 18 jaunatnes darbinieki tiks apmācīti veikt darbu ar jaunatni digitālajā vidē. 7 modernas spēļu stacijas būs pieejamas Klaipēdā un Liepājā ar mērķi piesaistīt jauniešus. Turklāt Liepājas pašvaldība renovēs telpas, lai radītu pievilcīgāku vidi. Starpnozaru darba grupa un projekta komanda veicinās zināšanu apmaiņu un stiprinās pārrobežu sadarbību, organizējot pieredzes apmaiņas vizītes, tikšanās un koplietojot resursus. Projekta tieši labuma guvēji ir sociālās atstumtības riskam pakļautie jauniešiem. Turklāt jaunatnes darbinieki, politikas veidotāji un sabiedrība netiešā veidā gūs labumu no projektam aktivitātēm. Fokusējoties uz digitālo iesaisti, šis projekts apvieno tradicionālo jaunatnes darbu ar mūsdienu digitālajiem paradumiem, veidojot mērogojamu modeli, kas pārveido pakalpojumus jauniešiem un sekmē ilgtermiņa sociālās pārmaiņas.

Lietuva ir Latvija susiduria su bendrais iššūkiais dirbant su jaunimu, ypač siekiant pasiekti socialinę atskirtį patiriančius jaunuolius, daug laiko praleidžiančius internete. Tai daro juos pažeidžiamus kibernetinėms patyčioms, dezinformacijai, socialinei izoliacijai ir skaitmeninei priklausomybei. Tradiciniai jaunimo darbo metodai nepasiekia šios grupės, o internetinė pagalba yra ribota, nes jaunimo darbuotojams trūksta skaitmeninių įgūdžių ir mokymų. Projektas siekia sukurti skaitmeninio jaunimo centro koncepciją, kuri suteiktų įtraukią virtualią erdvę Klaipėdos ir Liepojos jaunimui. Joje jaunuoliai turės galimybę bendrauti ir gauti specializuotą pagalbą, tokią kaip konsultacijos, priklausomybių prevencija ar karjeros planavimas. Projektas sukurs skaitmeninio jaunimo centro modelį, siūlantį paslaugas ir mokymo medžiagą jaunimo darbuotojams. Bent 50 unikalių vartotojų pasinaudos šiomis paslaugomis, o 18 jaunimo darbuotojų įgis skaitmeninio jaunimo darbo įgūdžius. Jaunimui pritraukti Klaipėdoje ir Liepojoje bus įrengtos 7 modernios žaidimų stotelės. Be to, Liepojos savivaldybė atnaujins patalpas, kad sukurtų patrauklesnę erdvę jaunimui. Tiesioginiai projekto naudos gavėjai, socialiai pažeidžiami jaunuoliai, gaus svarbią pagalbą. O netiesioginę naudą patirs jaunimo darbuotojai, politikos formuotojai ir bendruomenė. Projektas, orientuotas į skaitmeninė įtraukimą, sujungia tradicinį jaunimo darbą su šiuolaikiniais skaitmeniniais įpročiais, kurdamas tvarų modelį, kuris keičia jaunimo darbą ir skatina ilgalaikius socialinius pokyčius.

Description (EN):

Lithuania and Latvia face common challenges in youth work, particularly in reaching marginalised young people who spend significant time online, making them vulnerable to cyberbullying, misinformation, social isolation, and digital addiction. While traditional youth work methods fail to reach this group, online support is limited, with youth workers lacking the necessary digital skills and training. The project aims to develop a digital youth center concept that provides an inclusive virtual space for youth in Klaipėda and Liepāja. This space will enable young people to socialize and access tailored support, such as counselling, addiction prevention, and career guidance. The project will establish a digital youth centre model, which will offer diverse services and training materials for youth workers. At least 50 unique users will access these services, and 18 youth workers will receive training in digital youth work. To attract youth, Klaipėda and Liepāja will be equipped with 7 gaming stations. Additionally, the Liepāja city municipality will renovate premises to create a modern space for youth. A cross-sectoral group and the project team will facilitate knowledge exchange and strengthens cross-border cooperation through study visits, meetings and resource sharing. The project’s direct beneficiaries include marginalised youth gaining essential support. While youth workers, policymakers, and the wider community will benefit indirectly. By focusing on digital engagement, this project bridges traditional youth work with modern digital habits, creating a scalable model that transforms youth services and drives long-term social change.

Expected Achievements (EN):

Create digital youth center concept with trainings and capacity building for digital youth workers that can be part of youth groups in digital reality and slowly invite young people to be involved in the digital youth center; Digital youth center will be new platform for youngster to receive consultations online and in different social media networks. By incorporating gaming into our youth center, we aim to create a safe and engaging environment where young people can enjoy the same games they play at home. This approach offers several advantages. Games are a trigger for intense positive emotions (McGonigal, 2011). According to Granic (2014) and Jones (2014) experiencing these helps build social relationships to provide support for goal attainment, aids coping with failure, nullifies negative emotions and it promotes motivation in general (Lafreniere et al., 2009). But now most youngsters play only at home and are not socialising in real time so this game room willhave possitive outcome by inviting youngsters to socialize and youth orkers can offer them other meaningfull activities and engage them in civic participation. Key action 3.3: a) Encourage increased involvement of NGOs and volunteers in the field of civil protection and emergency management; b) Strengthen the role of children and youth in promoting a common societal security culture in the BSR, and their role as contributors to building resilient societies.
With this project we want to expand current youth work sevice and tackle the needs of youth who are facing challenges and can face addictions. Also one of the goals is to consult and inform youngsters with reliable information in order to prevent fake news and disinformations. Youngsters usually don't have the knowledge and are trustworthy about online information so this will help to build resilience among youngsters.

Other The EU Youth Strategy is the framework for EU youth policy cooperation for 2019-2027, based on the Council Resolution of 26 November 2018. EU youth cooperation shall make the most of youth policy's potential. It fosters youth participation in democratic life; it also supports social and civic engagement and aims to ensure that all young people have the necessary resources to take part in society. Our project contributes to these youth goals:
3 Inclusive societies - with this project we will reach youngsters beside screens who now are outside the traditional youth work scope and doesn't get help.
4. Information and constructive dialogue - ensure young people have better access to reliable information, support their ability to evaluate information critically and engage in participatory and constructive dialogue. Project partner JATC has a wide experience working with disinformation and fake news so in the digital youth work we will include measures to prevent disinformation and fake news.
9. Space and participation for all - ensure safe virtual youth spaces are accessible to every young person which provide access to information and services as well as ensure opportunities for youth participation and provide youth-led physical facilities and infrastructures called youth spaces defined by being autonomous, open and safe, accessible to all, offering professional support for development and ensuring opportunities for youth participation.
This youth goal is not only about spaces but youth participation. With this service we want to create safe physical and online space for youngsters with proffesional help.

Other Klaipėda city strategic plan 2021-2030. Subsection 2.4.4 is distinguished in the 2021-2030 strategic development plan of Klaipėda City Municipality. Youth, communities and non-governmental organizations. It describes in detail the problems of the youth sector, discusses resources and indicates directions. The document was prepared in accordance with the principles of interagency, the youth and community group is responsible for joint measures with tourism and education groups: payment of motivational scholarships, attracting talent.- The prepared plan is ambitious, envisaging the ambitious development of youth work services, creating new spaces for young people and adapting existing ones. It is planned to: "Increase opportunities for young people to come, work and live in the city of Klaipėda", "Develop and adapt public infrastructure and public spaces to the needs of young people", "Ensure a more even distribution of spaces adapted to the needs of young people in the city", "Establish a modern youth media center".
- Together with the Klaipėda Public Health Office, 10 new youth-friendly health promotion services will be created.
- The municipality aims for 2,500 young people to visit youth centers, which is 10% of all young people in the municipality.
- It is planned that 5 new youth centers or spaces will appear, and 10 teams of youth workers will work with young people on the street.
- It is planned to create conditions for the employment of young people from the age of 14, by finding 4 companies, partners.
