The European Green Deal has defined climate goals as reduction of GHG emissions to 55 per cent in 2030 and climate neutrality in the year 2050. A crucial measure to achieve the EGD challenges is the transition into green energy sources, like alternative fuels and renewable energy sources (Repower EU policy). As a result, ports regions of Sothern Baltic Sea area and their maritime institutions/stakeholders will face challenges in the next decades, what’s more initiatives, should go beyond regulations and stimulate an even faster energy transition process not only in ports themselves but also in scale of port ecosystem and regions of location. Ports have always been playing a crucial role in energy sector being centres for reloading and storage of energy sources, so seaports are natural place for developing energy related projects. Today, ports must redefined its role, thus relevant strategies and actions should be undertaken both in the ports themselves as energy consumers, as well as in relation to their role as modern regional green energy distribution centres. The aim of the DeCoInter project is to support the region's energy transition process by increasing the use of renewable energy sources and improve availability of green alternative fuels. Therefore, it is necessary to prepare a methodological framework for the Seaports Energy Transition Strategy development as a large consumer and distributor of clean energy as well as to define a Scenario Model for development of the value chain of alternative fuels within the ports. At the same time, increasing awareness of the needs, available solutions and expected effects of the energy transition, based on the seaports technical, operational and market capacity, is a key factor of transition success. Moreover, the energy efficiency improvement and energy saving initiatives must find a way to be commonly implemented. Only by combination of these both elements, true low-carbon energy systems can be established and energy transition ensured. The energy transformation strategy must take into account both supply and demand elements, as well as appropriate prioritization of activities, which include both the level of impact on the environment (emissions), the specificity of energy receivers and its technical, operational and financial possibilities of their transition to green energy. The new sustainable fuels have been under development in the last years (e.g., methanol, ammonium, hydrogen, hybrid, electric propulsion), therefore ports, their partners and energy companies must adapt to this development. In addition to technology, an essential element of the system will be to ensure a sustainable value chain that will enable the delivery of alternative fuels from production sites, through transport, storage & distribution procedures, to consumers. Today, all technologies are at the implementation stage, therefore potential development activities should be analyzed in a scenario. The development of appropriate development models will therefore be an effective tool for planning future activities. The implementation of this task requires common efforts from seaports stakeholders, transport & energy sector as well as R&D entities, education and public sector. The LP is an association grouping seven local government regions, so policy-makers support is ensured. It is a partner of the European Commission in the development of the TEN-T network and the implementation of the green transport policy. Effective implementation requires building awareness among users, therefore preliminary identification of needs and preparation of an appropriate promotional campaign is needed. DEcoInter will also create a platform for networking and learning between seaport stakeholders, allowing for the implementation of an innovative solutions for blue renewables or value chain for green fuels. The project will offer training and education programs prepared and executed for seaport stakeholders and students.
