Our project tackles common challenges in the programme area (Romanian and Hungarian) starting with population ageing, which is an issue at a global level (cited by the UN to be the biggest social transformation of the century) as well as national and local. Stemming from this issue there are a number of societal problems that arise and need to be considered in order to develop a proper and durable solution. Specifically we are talking about a lack of sufficient ageing related services, complementarity and integration, meaning that ageing should be dealt with in a connected and systemic way through the relevant services, but also that there should be sufficient such services. Such a systemic solution would allow the elderly to live more independent years in their homes, with family and community care, and delay or avoid institutionalization, which is also a programme aim. The final missing link to tie together all these measures is a comprehensive solution for addressing the concept of “healthy ageing” offering the basis for a long-term plan and promoting the concept in the community. In order to address to above described challenges in the cross-border area, in line with the programme priority and specific objective, the overall objective of our project is to invest in medico-social services to be provided for a minimum of 6500 annual users, most of which will be elderly people over 65 years of age (75%) and the others middle aged adults (25%) in Timis (RO) an Csongrad (HU) counties. This will consist of the development of complementary specific medical services and support infrastructure and endowment to be used in day care centers, home care, balneo and rehabilitation centers in the 2 counties. The investments will be supported by a jointly developed solution on promoting healthy aging of the elderly in the cross-border area. The main outputs of the project will be the jointly developed solution focused on developing the concept of “healthy ageing” as it is defined by ”The United Nations Decade of Healthy Ageing (2021-2030)”, offering a wealth of resources of inspiration to be adapted to the cross-border context, the 3 institutions gaining precious knowledge and experience from the cross-border cooperation as well as approximately 200 cross-border participations of specialists in joint actions of experience exchange, work groups and trainings to develop the solution. The entities benefiting from our project will be as follows: the cooperating institutions through the cross-border partnerships established in the project and beyond the management teams from each partner through enhanced cooperation and project management skills the specialists cooperating across the border through professionalization of their capacity to work with the elderly and in prevention measures the elderly benefiting from the services provided, and adults benefiting from the prevention measures the community (general population) will benefit through jointly developed solution created which will lay out comprehensive actions to tackle the demographic issue of ageing in line with international standards and action plans The project approach is to tackle the common cross-border challenge by developing a jointly developed solution promoting healthy ageing, inspired by the UN “Decade for Healthy Ageing”, to gather together medical and social specialists working with the elderly in order to bring forth significant improvements in their practices. The need and benefits for a cross-border approach lie in the added value provided by peer-learning, better results from integration of different practices, changing attitudes and perspectives through observing other ways of working. Beyond connecting initiatives, measures, sharing practices and learning from each other within the partnership, we plan to elaborate a new concept of prevention in the issue of ageing. That is to promote measures concerning health, lifestyle, and resources that bring forth a better quality of life in old age through the early prevention of issues that can be expected in old age. For this reason our plan is aimed at the elderly population in proportion if 75%, which is directly affected by old age problems, and by 25% middle aged adults who need to start preventive care in order to enjoy a better quality of old age. This is also a forward thinking approach providing a solution that would be updated every time it is needed.

Expected Achievements (EN):

The LP contracted external expertise for the project`s fesability study. The external subcontractor prepared the project`s application and ensured the proper uploading of information in the Jems. Also, during project preparation the LP had a meeting with PP1 and PP2 in order to discus and reach an agreement on the project activities and main outputs. The project outline was discussed between all three partners and we had an active collaboration in preparing all the project`s activities and work packages. The LP was responsible for gathering information from all the partners, synthetize and integrate all the proposed actions. The project intends to improve musculoskeletal rehabilitation and lifestyle counselling in the Hódmezővásárhely and Makó sub-regions. The infrastructure development will significantly improve the material conditions for rehabilitation activities. The development of lifestyle counselling will help to alleviate the symptoms of musculoskeletal disorders and prevent other diseases, such as cardiovascular diseases. Investment in medico-social (physical therapy) services for elderly infrastructure provided in Timișoara by DAS MT in 4 locations for 1430 annual users, of the 6500 users proposed in the project general objective, by developing infrastructure and equipping social centers with specific medical devices used for physical therapy, as well as making necessary updates to office equipment and furniture. The investment will enable the provision of higher quality services for the elderly/adults, and will increase the accessibility of services, which can be costly, for a larger number of users The objective of the planned “soft” cross-border activities is to build a common solution to address common issues related to ageing communities. The activities contribute to the project general objective achievement, especially to the jointly developed solution on promoting healthy ageing of the elderly in the cross-border area. We will achieve this by involving the participating institutions, its specialists and beneficiaries and the local communities during the duration of the project in an activities plan including cross-border experience exchanges, local working groups, professional training for specialists and information events.

DASMT project - GERAS – We generate efficient, fast, active, sustainable integrated services for the elderly (id 126135) (EN) | The general objective of the project was to increase access to integrated social services for elderly. By developing 4 types of social services more than 220 elderly people in situations of dependency and/or risk of social exclusion increased their life quality.
The 4 types of services developed were: social canteen service with home delivery of food for elderly people with locomotor impairments; 2 day center-type social services for the elderly; social home care service for the elderly.
One of the identified problems faced by the elderly was the need for complementary medical services. During the implementation of the project, more than 20 beneficiaries died.
The development of socio-medical services for vulnerable people/at risk of poverty and social exclusion represents a complementary measure to the social services already existing in the community.
(EN), DAMST project - POIDS funded project: Endowment of social centers “I. M. KLEIN” and “Saint Francisc” Timisoara in the context of the health crisis COVID19 (id 139116) (EN) | Endowment of social centers "I. M. KLEIN" and "Saint Francisc" Timisoara in the context of the health crisis COVID19 (id 139116), DAS MT increased its capacity to manage the health crisis COVID-19 by equipping two structures which provides residential social services More than 700 people were positively influenced by the endowments realized through the project (beneficiaries of residential center services, staff of residential centers, beneficiaries/visitors, etc.). It was equipped with hygienic and sanitary materials. (EN), DAMST project - ROOF (financed URBACT faza I and faza II ) ( implementation period 09.2019- 08. 2022) (EN) | Project implemented in a consortium of 9 EU cities. The general objective of the ROOF project was to promote social inclusion, and the specific objective was to eliminate the problem of homelessness in cities.
Within the project, DAS MT increased his skills in organizing local groups, as well as in the development of action plans and methodologies, as well as in the implementation of joint actions with institutions
(EN), Interreg ROHU-450 DESP (2019-2023) project (EN) | HMEK was the Lead Partner of the Interreg ROHU-450 DESP strategic project with a total budget of 9,266,172.56 EUR (carried out in 2019-2023). The main overall objective of the project was to mitigate the morbidity and mortality rates of cancer and circulatory diseases by increasing the efficiency of screening and strengthening preventive healthcare and health awareness in the region. The project aimed to introduce effective screening and prevention methods in breast cancer screening, lung cancer screening, mole screening, and cardiovascular screening. ROHU-450 included the extension of the hospital with two new floors (Internal Medicine and Paediatrics). The Romanian partner was the Association of Vincentian Sisters of Charity (Asociaţia Surorile de Caritate Sfântul Vicenţiu, ASCV). HMEK improved diagnostic and therapeutic background in 8 Departments (the Internal Medicine, Paediatrics, Pathology, Radiology, Dermatology and the Health Development Office in Hódmezővásárhely, plus the Dermatology and the Health Development Office in Makó).
Therefore, HMEK has experience working with Romanian partners on infrastructural development projects. The cooperation covered project management and communication, as well as professional collaboration. For example, ASCV was familiarised with the operation and services of the Health Development Office (HDO) of HMEK, realised it was a good practice and decided to establish a similar facility in Satu Mare.
The current project focuses on lifestyle counselling, an activity already carried out within the HDO in two locations. Lifestyle counselling will be developed in a third location, and this knowledge will also be transferred to the Romanian partner as part of the project. (EN), One Step For Our Healt - Complex Health Promotion Programme of Csongrád-Csanád County (TÁMOP-6.1.5-14-2015-0004) Project (EN) | The Hódmezővásárhely Multi-Purpose Micro-Reginal Association initiated a health programme for Csongrád-Csanád County based on the experience of the public health activities of the Healthy Vásárhely Programme established by the Municipality of Hódmezővásárhely in 2008. The programme aimed to develop and implement innovative activities that could be used in other micro-regions of the county and could be operated in the long term to implement public health activities, reach large numbers of people, help achieve equal opportunities and lay the foundations for public health improvements. A network of lifestyle counsellors was established to promote health behaviour, an online personal health plan programme was developed, breast screening was promoted, sensitisation of the management of the SME sector on healthy living was carried out, and burnout prevention training was provided for people in the professions. A representative Health Behaviour Survey of Csongrád County was prepared, and the analysis of the surveys and the data generated offered helpful information for long-term improvements. The methodology of fitness measurement for monitoring the effectiveness of mass sport physical activity programmes has been developed, and knowledge has been transferred to the professionals of the Health Development Offices in the county.
The current project can build on the knowledge and experience acquired within the TÁMOP-6.1.5 project as it focuses on sharing knowledge on activities of the Health Development Office and upscaling its activity. Lessons learned during the project will help HMEK concentrate on crucial points and the dos and don'ts of health development activities.

TerritorialAgenda2030 Our project is in line with the Territorial Agenda 2030 "A future for all territories". The territorial agenda 2030 "A future for all territories" has as its general objective A JUST EUROPE, with priorities set for the purpose of social and territorial cohesion, favoring an inclusive, sustainable and integrated development of the territories; Our cross-border region has common challenges such as the elimination of disparities in accessibility to health care services and the low distribution of infrastructure and medical equipment, requiring the cooperation and collaboration of partners through the application of joint measures in order to strengthen social prosperity. Through the project and the specific activities carried out, the partners can collaborate in finding common solutions to existing territorial challenges in the medical and social fields. The common potential is also present in the cross-border region, and the partners can use it in the exchange of experience, in the local consultative groups held within the project. The aim is to enable equal opportunities for citizens, wherever they are, to make the most of their territorial potential, increasing the well-being of citizens and their quality of life.
EUStrategyDanubeRegion The EU Strategy for the Danube Region (EUSDR) has been taken into account in defining our common territorial challenges and opportunities. Both Romania and Hungary are among the countries targeted by this strategy. The objective of the EUSDR is to organize cooperation between countries or territories by mobilizing local and regional actors to align policies and funding and to identify common problems, solutions and actions. Our project is consistent with part of the EUSDR actions that correspond to Priority Area 9 "Investment in people and capacities" and Priority Area 10 "Capacity and institutional cooperation", actions that contribute to combating poverty and promoting social inclusion for all, improving institutional capacities for to provide high quality public services and facilitate administrative cooperation of communities living in border regions. Our project activities will bring added value to cross-border cooperation and the development of territorial, economic and social cohesion.

One of the goals of the masterplan is to reduce unnecessary hospital admissions, the project's emphasis on home-based care can be seen as a strategy to achieve this objective. Effective home services can prevent hospitalizations and alleviate the strain on hospital resources.

The Healthy Hungary Sectoral Strategy (Egészséges Magyarország Ágazati Stratégia) presents the long-term objectives of national health care. The Strategy aims to create an integrated framework for national and EU-funded interventions and the necessary law-making tasks. The Strategy has seven pillars, and the current project is connected primarily to two actions within two pillars.
Action 1.4: Older people. Measures to protect and improve the health of the elderly, adapted to the age group's needs, can be used to promote healthy lifestyles and activity in old age. To this end, raising health literacy, promoting healthy lifestyles, and creating an age-friendly physical environment is essential. These interventions will reduce the burden of ageing on individuals, families and society by extending healthy life expectancy and increasing the number of people able to care for themselves.
Action 2.4: Strengthening cooperation within and outside the health sector, improving health communication. Systematic coordination of general practitioners, health visitors, school health services and health promotion offices would significantly increase the effectiveness of prevention. Strengthening collaboration within the health sector, based on a well-thought-out division of tasks, is essential for delivering integrated, personalised preventive and healthcare services. Effective prevention requires developing and operating coordination mechanisms to ensure close cooperation with actors outside the sector. The Hungarian Government adopted 5 National Health Programmes (National Cancer Programme, National Circulation Programme, National Musculoskeletal Programme, National Mental Health Programme, National Child Health Programme) for the period 2019-2030, aimed at the overall renewal of the health sector and the reduction of the most significant health losses. The National Musculoskeletal Programme (NMOP) notes that musculoskeletal disorders are among the most common diseases in the country due to their high incidence, consequent disability and incapacity to work, mortality from certain conditions and high costs. This is mainly due to increased life expectancy and risk factors primarily linked to low health awareness. The NMOP aims to halt the increase in musculoskeletal disorders and reduce their burden, to raise healthy, upright, physically active generations with regular physical activity requirements, and to prevent musculoskeletal disorders in adulthood.
Objectives of the programme:
1. to promote the growth of a healthy generation of upright, physically active adults who need regular exercise,
2. to prevent musculoskeletal disorders in adulthood, to maintain and restore fitness for work, and to support physical activity programmes for people with disabilities,
3. providing higher quality, faster and more efficient musculoskeletal care, improving patients' quality of life
4. halt the growth of musculoskeletal disorders and reduce their severity,
5. to increase patient awareness and satisfaction and to achieve social cohesion.
Other The project is in line with the Regional Development Concept of Csongrád-Csanád County.
The general objectives of the county are defined in the Regional Development Concept. Objective A.3. Infrastructure includes creating regional and municipal technical and social infrastructure to ensure a high quality of life and to promote local well-being. The strategy notes that
primary health care is provided in the majority of the municipalities, specialised clinics are available in the cities of the county, and in addition to the university clinic in the county capital, there are in-patient hospitals in Hódmezővásárhely, Makó and Szentes, whose continuous development and modernisation is essential. In addition to the constant development and modernisation of in-patient care, supporting and encouraging physically active, lifelong living is also necessary. This aim also includes the development of sports infrastructure to support a health-enhancing, physically active lifestyle for the population.
