By this project we are tackling the challenge both related to preparation of young students for practical life, and the capacity building of local administrations in delivery faster and more efficient services towards citizens, by delivery of specific classes in schools, trainings and exchange of experience meetings. The exchange of experience between representatives of institutions and common capacity building will be achieved by attending Innovation Management trainings (people-to people actions). The overall objective of the project is having a more sustainable and effective cross-border cooperation between institutions, with the aim of the proposed training to familiarize participants with innovation management as a tool for development and its practical implementation. Considering that Oradea Metropolitan Area is composed of 12 local councils, we plan on delivering the training to representatives of each administrative-unit, and also to other strategic institutions with mission in public development sector. Also, in Hungary, we are addressing to representatives from several institutions. Innovation Management is teaching them leadership, how to deliver a more clear information (through its Public Speaking and Efficient Communication module) towards citizens, to integrate Artificial Intelligence in their work in order to have faster and better results, in the benefit of the community (representing the population of Oradea Metropolitan Area of 280.000 inhabitants and 450.000 from Hungary). The main outputs are the 4 organizations cooperating across border and also post-project, the number of participants in joint actions: 130, and 55 participating in post-project actions, one strategic cross-border document elaborated and taken up by partners (and also disseminated to other institutions as a best practice example). A cross-border approach is essential for several reasons: a. Shared Challenges: Local administrations in neighboring regions often face similar challenges. Collaborative efforts allow for the exchange of solutions and experiences, benefiting all participants. b.Knowledge Transfer: Cross-border cooperation enables the transfer of knowledge and best practices from one region to another, leading to more effective service delivery. c. Resource Pooling: By working together, the project partners can pool their resources and expertise, allowing for more comprehensive training and capacity-building initiatives. d.Enhanced Regional Cooperation: A cross-border approach strengthens regional cooperation and fosters goodwill between neighboring areas, contributing to long-term stability and development. This project stands out for several reasons: a.Focus on Innovation Management: The project places a strong emphasis on Innovation Management, a relatively new concept in many local administrations. This innovative approach will equip participants with cutting-edge tools and strategies for development. b.Comprehensive Training: The project offers a holistic training program, covering not only Innovation Management but also leadership, communication, and the integration of AI. This comprehensive approach addresses multiple facets of capacity building, in the benefit of the communities in the RO-HU area. c.Cross-Border Collaboration: The collaboration between Oradea Metropolitan Area, HBMHU, Transregio and DKMT adds a unique cross-border dimension to the project. This cross-border cooperation enhances the project's impact and fosters regional integration. d.Practical Implementation: The project is not just theoretical; it emphasizes practical implementation. Participants will learn how to apply the knowledge and skills acquired in their daily work, resulting in tangible improvements in service delivery. In summary, this project is innovative, comprehensive, and promotes cross-border collaboration, making it a valuable initiative for improving the capacity of local administrations and ultimately benefiting citizens in the region, by building mutual trust within people-to people actions from the project.

Actual Achievements (EN):

Both partners are at the early stage of implementation of the InnoCoop project.The focus during this reporting period was primarily on the equipment acquisition and setting up activities for future trainings and educational events under the Work Packages Preparatory activities were carried out to ensure smooth execution, and all partners successfully applied for and received the advance payment at national level. The project activities debuted with the purchase of equipment by the two Romanian partners, which they will further use in the trainings delivered in the following stages of the project implementation. ZMO bought a laptop, a mobile phone and a Remarkable tablet used for enhancing the experience of learning the usage of AI to improve the public services provided to the population. Transregio purchased 2 laptops (with Office, Windows, and mouse) and two mobile phones. The laptops and mobile phones provide interactive and hands-on learning experiences. Children can become familiar with financial concepts through applications, games, and simulations, making the learning process more engaging and memorable. In the current period, LP1 has finalized the trainings for the 30 participants previewed in the application form. The first training session took place between November 7–9, 2025 and the second one in November 14-16. In the first training there was an active participation of 17 people (from local public institutions and from NGOs). At the second training session, 15 people participated (both from public authorities and NGO representatives). The acquisition procedure has been implemented and all activities related to it have been finalized. On the side of PP2, DKMT, during this period, preparatory activities were mainly carried out in order to ensure the smooth and efficient implementation of the project. At national level, an application for advance payment was submitted by DKMT and subsequently approved. The timeline for the completion of the activities seems realistic, and no delays are expected compared to the schedule set in the Application Form. In the current phase of project implementation, the procurement process for the procurement expert has been successfully completed. In the upcoming period, the focus will be placed on launching the procurement process for the organization of the “Training in Innovation Management” and elaboration of the “Joint strategy, which will be jointly procured, and on coordinating activities among project partners to ensure timely and effective progress. The partnership remains committed to achieving the project objectives as planned. Regarding PP3, the internal management team was appointed. The initial tasks were discussed. Procurement of the soft activities and the car was started. However, the procurement of the car had to be postponed due to legislative issues. Discussion has to be started regarding the next steps in connection with it. The PP4 have begun their financial education trainings in schools and between 17 and 21st of November they had the following results as follows: 2 schools from Oradea, 1 in Sanmartin commune, 1 in Hidisel and 1 in Osorhei; 185 pupils have been trained in total in the 5 schools.
