Contribution to wider strategies and policies:
- SeaBasinStrategyBlackSea The Common Maritime Agenda for the Black Sea is set and agreed by the seven participating countries, as a follow-up to the commitment of the 2018 Burgas Ministerial Declaration “Towards a Common Maritime Agenda for the Black Sea”2 .
- One of the Actions of the Common Maritime Agenda for the Black Sea (CMA) is education and promotes formal and informal learning, vocational education and training, as well as transfer of educational technologies and knowledge for established and new marine and maritime jobs. It also promotes collaboration frameworks between industry and educational institutions. Encourage life-long learning, including via regional programmes, and fully exploit the opportunities of the digitalized, on-line life-long learning.
- Another action consists in fostering inclusion. Examine policy tools and mechanisms applied in the region aiming at fostering social inclusion. In particular, initiatives addressing the barriers that workforce is facing to access to labour market.
- EUStrategyDanubeRegion The strategy addresses 12 thematic areas (Priority Areas) to strengthen quality of life in the Danube Region. The project responds to Priority Area 10 (PA 10) of the EU Strategy for the Danube Region (EUSDR) aims at stepping up institutional capacity and cooperation as a precondition for shaping a sustainable, resilient and prosperous future.

- Other The strategy regarding the reduction of early school leaving in Romania
- This Strategy to reduce early school leaving proposes four pillars and six representative programs, composed of prevention, intervention and compensation measures. The proposed pillars and representative programs will try to reduce the PTS rate from 17.3% in 2013 to 11.3% in 2020. They will also consider ensuring the access of an increased number of students, beyond the completion of lower secondary education, reaching at least upon completion of compulsory education. Therefore, the Strategy aims to ensure the access of every child to a form of education or professional training, at least until the age of 16 and the graduation of the 10th grade. Representative programs incorporate different prevention, intervention and compensation measures, which are described in detail in the main document.

Through Pillar 2: Ensure the completion of compulsory education by all children, Representative Program 2.1: Developing early warning systems and strengthening remedial and support programs for students at risk in compulsory education.

- This lifelong learning strategy proposes three strategic pillars that include coordination, funding and regulatory actions to overcome the constraints faced by VET. The objectives of this strategy are to increase participation in lifelong learning and to improve the relevance of education and training systems for the labor market. In accordance with the EU objective, Romania’s main strategic objective for the year 2020 is for at least 10% of the adult population (between the ages of 25 and 64) to participate in lifelong learning activities. These objectives are covered by the three strategic pillars: (i) access and incentives for participation; (ii) quality and relevance; and (iii) partnerships for better information. The directions of action contained within these pillars fall into one or more categories of instruments for government intervention: coordination, financing and regulation.

- Strategy for Social Inclusion of Persons with Disabilities (2010) Finds that the exercise of the right to education within the general education system of persons with disabilities is carried out sporadically due to the reduced adaptation of access routes to institutions, special furniture, curricula etc. It provides for the regulation of early intervention and inclusive education services, followed by the training of specialists in these fields, as well as diversification of existing social services for persons with disabilities, medical and social services of early intervention and inclusive education, guidance, training and professional rehabilitation. Particular emphasis is placed on ensuring access for persons with disabilities to social infrastructure, the information environment and the labour market.
