Description (EN):

Climate change demonstrates its impact on the area targeted in the project through an increase in average temperature and changes in rainfall/ snow regime. The consequences are floods, blizzards and drought distributed throughout the year, with potential damage to human infrastructure, heat waves and higher fire risks. Recent years have seen an increase in average temperature, which, combined with drought, has led to more frequent fires. Emergency response crews battled forest and field fires over the summer and storms and blizzards during winter, which required an immediate response and appropriate equipment. In terms of floods, historic cases have been recorded with very devastating consequences, both in Romania and in the Republic of Moldova. The most drastic example is 2010 when there were 7 deaths and 43 flooded localities in Botosani County. The 4 localities where the project takes place are located in the hydrographic basin of the Siret River, through the main tributary of the Prut River. Taking into account the economic structure and geographical features, Moldova and the eastern part of Romania are areas extremely vulnerable to climate change and exposed to disasters caused by hydrometeorological phenomena and natural disasters. The project is anchored in the priorities set by the EU Biodiversity Strategy for 2030, EU SDG 13 - Climate Action, National Forest Strategy 2030-RO, National Strategy "European Moldova 2030", Drochia City Strategic Plan, SDSE Plan of Condrița village 2024- 2029. Cross-border collaboration to protect the environment and resilience to climate change is crucial for the lives of the population in the communities of the project partners. The joint project enables the identification and assessment of shared risks, allowing for the development of coordinated strategies to mitigate these risks and enhance overall resilience. Due to the lack of capacities in terms of prevention, preparedness and timely response to fires, the intervention radius of 3 km (according to the rules) has increased to 10-15 km in urban localities and up to 40-50 km in rural localities (where 70% of the total number of fires occur). As flood risk cannot be eliminated, but only mitigated, the project supports early warning, mitigation and elimination of the effects of emergencies, and in the long term ensures the development of the common strategy for emergency response. The project supports the implementation of smart flood management solutions, fire prevention, the development of an integrated action plan on both sides of the border and the expansion of volunteer firefighters/rescuers teams. The project's specific goal is to enhance the effectiveness of administrative responses during emergency situations, through endowment and equipping of emergency response units, preventive infrastructure works and planning jointly a common intervention system in 22 months of implementation. Project's main outputs: 1 rainwater channel cleaned and rehabilitated in the village of Condrița, Republic of Moldova, 1 Volunteer Rescue Unit for Emergency Situations rehabilitated in Drochia, Republic of Moldova 3 intervention units endowed with specialized equipment in Pomarla, Drochia and Gorbanesti 2 joint training sessions and involving the volunteer units from both Romania and Republic of Moldova to enhance coordination and efficiency during actual emergencies. 1 common intervention plan approved and valid for all parties, aimed at adapting partner communities to exceptional situations in the context of climate change. The project will create the necessary framework for cross-border cooperation both during project implementation and after completion, to facilitate the exchange of technical knowledge, skills and expertise, which will contribute to identifying new solutions in the fight against natural disasters. The joint resilience plan based on an overall management framework will clarify roles, responsibilities for strategic control, planning and coordination, and for implementing measures to identify, reduce and respond to risks. Purchase of intervention equipment, the rehabilitation of the Rescue Unit and the joint trainings will contribute to a better management and reduction of the intervention time of rescuers and trained personnel in exceptional situations. The target group of the project consists of the 4 administrations, the 20 employed staff and the volunteer teams involved in the management of emergency situations. Target group for communication and awareness as well as final beneficiaries of this project are all residents of the project area:19426 persons.

Expected Achievements (EN): The project's specific goal is to enhance the effectiveness of administrative responses during emergency situations, through endowment and equipping of emergency response units, preventive infrastructure works and planning jointly a common intervention system in 22 months of implementation.
