The Cross-border cooperation and good practices project contains an investment component, but its main value, in the context of Priority 3. Cooperation across borders of the INTERREG NEXT ROMANIA-REPUBLIC OF MOLDOVA 2021-2027 Program, is to enhance efficient public administration by training civil servants and the contractual staff (20 people from Galati and 20 from Hincesti), who will participate in online professional training courses, organized by the Galati County Council (project management) and the Hincesti District Council (IT and Communications tools), as well as and by sharing their own experiences and knowing how to approach problems within the two partner institutions, by participating a number of 40 people in the experience exchanges organized both in Hincesti and in Galati. Regarding the investment component, the Galati County Council intends to: - carry out the repair of the meeting rooms and related spaces (renovation of sanitary units) in the building of the institution's headquarters, a historical monument building, registered in the List of historical monuments from 2015, code GL-II-m-B-03041 (position 140), property of Galati County. - replace the old and damaged furniture with new one, to install interior decorations that enhance the two meeting rooms and that are in accordance with the history and architecture of the building, as well as - endow the meeting rooms with equipment that makes it possible to organize official and work meetings, professional training courses or other events in which people from different areas are involved more easily and efficiently. After the end of the project, all employees of the Galati County Council, county councilors, employees of subordinate institutions, guests from the country and abroad who will participate in events organized by CJ Galati will benefit from the investment. As well, the Galati County Council will create an interactive map within the project, which will include all the investments performed / in progress, with the possibility of updating the information about them during or upon their completion. Applying online solutions leads to better management of financial resources, reduced costs associated with documentation and data storage, and local public authorities can access information services more efficiently. In addition, digitization contributes to improved transparency and accountability in local public administration. At Hincesti District Council, the investment component aims to: - endow the "Constantin STERE" Conference Hall with equipment for video conferences and online broadcast of meetings or other events of public interest; - equip the "Constantin STERE" Conference Hall with a modern document printing device. - develop facilities for the press and multimedia communication with the external environment. - develop the IT component intended for transcripts and related multimedia information, as well as, if necessary, for translating activities. n this respect, the Conference Hall of HDC will be provided with microphones, virtual PCs, laptops, all-in one computers, as well as with the proper software for the created informational system. For these devices, necessary furniture and accessories will be procured and installed. Logically, it is envisaged to ensure HDC with an adequate storage space for the performance accepted by the system.

Expected Achievements (EN):

Enhance efficient public administration by strengthening the relations of cooperation and collaboration between the Galati County Council and the Hincesti District Council will be achieved by concluding the Cross-border development plan of Galati county and Hincesti district and the participation of a number of 110 people in online training courses and exchanges of experience, which will contribute to increasing the level of their professional training.

NETWORK OF PROFESSIONAL TRAINING FOR LOCAL PUBLIC ADMINISTRATION (EN) | The applied project proposal has synergies with the completed Project „NETWORK OF PROFESSIONAL TRAINING FOR PUBLIC ADMINISTRATION”, implemented under the Programme Romania-Ukraine-Republic of Moldova 2007-2013”. It laid the foundation for training of public servants from Hincesti District on the basis of efficient and dynamic methods actually required from the public sector, via development of a training network (one Training center in each of 3 Moldovan Districts (Hincesti, Leova, Nisporeni), assisted by the Training center from Vaslui; creation of an ad-hoc web portal supporting the information exchange between partners. The web platform had also a forum section, that ensured communication between specialists, target groups and local community representatives. (EN), COMMON VISIONS (EN) | The present proposal is somehow complementary to the past Project „COMMON VISIONS” (implemented under Phare CBC Programme), which aimed at supporting small local communities on both sides of the Prut, in elaborating socio-economic development strategies, for the period 2008-2013, and resources for financing them by increasing the skills of public servants from 60 institutions representing the public administration: from Hincesti and Soroca Districts, RM, on one hand, and a Romanian entity, on the other. Within the framework of the project the "Institutional Strategic Plan (ISP) for the Medium-Term (2020-2023) of Galati County Council" which is a medium-term (4 years) management and internal budgetary programming document of Galati County Council. The ISP aimed at the efficient use of financial resources, based on objectives, programs, results, indicators and established the policies, commitments and measures to be promoted at the authority level.

The experience gained with the implementation of this project is a starting point for
further development and extension. Similarities in problems and challenges in the two regions, as well as similarities in the attitude towards these problems, made cooperation between Galati and Hincesti the evident necessary step in the search for similar solutions to meet the challenges. (EN)

Other In recent decades, the digital transformation efforts of Republic of Moldova have been guided by several national and sectoral strategies.
The information security strategy of the Republic of Moldova for the years 2019-2024, the Digital Transformation Strategy of the Republic of Moldova for the years 2023-2030, the Government's activity program, which includes digitization among the 15 sectoral priorities. The "European Moldova 2030" National Development Strategy approved by Law no. 315/2022, aligned with both the Association Agreement with the European Union and the 2030 Agenda for Sustainable Development of the United Nations, dedicates a special chapter to the digital transformation of government, society and the economy.
The Digital Transformation Strategy of the Republic of Moldova 2023-2030 is a document of major importance for the future of RM. This document sets the vision for the digital transformation until the year 2030, namely Point 3. The efficiency of public institutions through the extensive use of technologies. The government must be transparent, and the administrative work - paperless.
By the provision with digital equipment and the creation of digital instruments for the activity of the institution the project contributes to the efficiency of public institutions through the extensive use of technologies.
Other The respective project falls within the provisions of the Hîncești district socio-economic development STRATEGY for the period 2021-2027, approved by Council Decision no. 01/05 of March 26, 2021. We refer to Strategic Objective 5: Consolidation of APL and Development of Partnerships, namely Field of intervention 1 "Encouraging the improvement of dialogue between citizens and local elected officials", point 3 "Development of the informational system for the management of documents of the District Council and improving the functionality of the local public authority, as well as Field of intervention 2 "Development and strengthening of regional, cross-border and international partnerships ", point 1 "Ensuring the transparency of the decision-making process"
Given the fact that the activity of the District Council meetings involves the printing/multiplication/processing of a significant number of documents, the creation and implementation of a modern information system will contribute to increasing the quality of the decision-making process, as well as the efficient use of resources.
In 2023, 7 sessions of the District Council were organized and 146 decisions were approved. During the year 2022, 5 meetings were organized with the approval of about 139 decisions. At the respective meetings, a huge amount of paper sheets would have been needed for those 35 councilors and the secretariat, if not passing to the electronic tools.
By the provision with digital equipment and the creation of digital instruments for the activity of the institution the project contributes to the development of the informational system for the management of documents of the District Council and improving the functionality of the local public authority. Having as main objective to enhance cooperation and collaboration between Galati and Hincesti, the project contributes to the development and strengthening of regional, cross-border and international partnerships.
EUStrategyDanubeRegion Having as main objective to enhance cooperation and collaboration between local authorities in Romania and Republic of Moldova, the project contributes to EUSDR Priority Area 10: Targets and actions, actions such as: 2: To facilitate the administrative cooperation of communities living in border regions and 6: To foster cooperation built on mutual trust between state and non-state actors to enhance well-being for the inhabitants of the Danube Region.
