As Albania and Montenegro are moving forward to a full EU membership, the harmonisation of their statistical systems with European standards becomes essential. BRESTAT (Business Register Empowerment of STATistics) starts from this strategic scenario to tackle four challenges: 1. Harmonising business statistics and economic information across Italy, Albania, and Montenegro (statistical alignment); 2. Guiding public decision-makers through “policy accountability”, as a way to measure its effectiveness or failure (spread of methodologies); 3. Transferring best practices in economic analysis within the CB region (business intelligence); 4. Mapping cross-border companies and logistics needs, providing brand new data for CB international trade and supply chains integration (collective strategy definition). BRESTAT is the natural follow up of the BRE project, originally funded under the Interreg Italy-Albania-Montenegro 2014-2020 Programme, which successfully transferred the Italian business registry model to the “east side” of the Adriatic Sea. Recognized as a Flagship Project and a “capitalisation leader” by the Italy-Albania-Montenegro Managing Authority, the BRE’s success prompted the development of BRESTAT, to address the emerging needs for cross-border collaboration in statistics, market analysis and dataset management. In fact, after the fruitful knowledge exchange about Business Register management, carried out with BRE, it was clear that target Countries and Project Partners still needed to deepen how to exploit this data for market analysis, SMEs cooperation, and economic intelligence. Consequently, BRESTAT will first of all strengthen methodologies and skills among statisticians and institutional operators, ensuring IT interoperability, and aligning with EU standards (e.g., EUROSTAT, EU acquis in statistics, European Statistics Code of Practice). Appropriate study visits in Italy, Albania, and Montenegro will facilitate this path to statistical integration. Then, accountability of public policies will be highlighted and shared among Partners and relevant stakeholders. To this end, BRESTAT consistently involves two key helixes: the National Institutes of Statistics and the Chambers of Commerce. The former will focus on aligning statistical methods, while the latter will help translate these methods into actionable insights for policymakers. Italian partners, in particular, will introduce "Counterfactual Analysis" to evaluate public policies by examining the KPIs of Apulian enterprises’ balance sheets before and after regional funding. Additionally, BRESTAT aims to disseminate regional and national best practices within a CB context. Unioncamere Puglia and ARTI will share their expertise in economic sector analysis and regional development support. An I2I workshop will disclose the Italian model of "Telematic Commodity Exchange", a wholesale price monitoring tool performed by the Italian Chambers of Commerce and widely used by the Italian Government as a continuous source of information and a sort of price supervisor (the so-called “Mister Prezzi”). The involvement of the Albanian and Montenegrin Chambers will also lead to a CB pilot case, by populating a comprehensive database of Italian-operated companies in Albania and Montenegro, which still does not exist. This dataset would be very useful to design cross-border collaboration strategies, directly involving the natural “bridges” between the three Countries: entrepreneurs who come from one of the three and operate in another. Besides, a bottom-up survey on logistics and infrastructural needs will explore new development opportunities, such as a dedicated Bari-Tirana freight transport link. Lastly, a CB workshop will foster discussions on international trade and supply chain integration, opening new business prospects for companies in the region through enhanced understanding of these crucial topics.

- BRESTAT will continue the methodological approaches of BRE, focusing on the harmonisation of business statistics across involved countries. This continuity will ensure that the progress made in BRE can be effectively scaled and adapted for new challenges.
- By using the data from the business registries set up during the BRE project, BRESTAT will address emerging questions related to business performance, employment, and economic structure in the involved countries. This will support both public policy-making and business decision-making.

By leveraging EEN's extensive network and expertise, BRESTAT can support the internationalisation of SMEs through joint workshops and training sessions that help businesses understand market dynamics, regulatory requirements, and cross-border opportunities. (EN) | The BRESTAT project will leverage synergies with the Smart Adria Blue Growth initiative by focusing on complementary objectives in CB cooperation, data-driven decision-making, and economic growth. Both projects emphasise the importance of using data to inform policy-making and support SMEs, particularly by aligning statistical methods and creating common frameworks for economic analysis. The focus on harmonising business statistics in BRESTAT will benefit Smart Adria Blue Growth’s objective of supporting blue economy sectors, enabling more informed decisions based on accurate economic data.
Given that both the Chamber of Commerce of Tirana and Unioncamere Puglia are partners in both Smart Adria Blue Growth and BRESTAT, there are several strategic opportunities and synergies that can be leveraged to enhance the impact of both projects and ensure effective utilisation of resources:
The network of stakeholders involved in Smart Adria Blue Growth, including universities, industries, and government bodies, could be a valuable resource for BRESTAT when building its CB statistical and economic databases.
BRESTAT can capitalise on the findings and networks developed by Smart Adria Blue Growth to better understand the business landscape in blue economy sectors. This integration can aid in mapping cross-border companies and enhancing economic data relevant to the blue economy, particularly in areas like maritime transport logistics and specific supply chains.
BRESTAT’s WP3 on capacity building could integrate insights from Smart Adria Blue Growth’s experience in creating virtual “blue laboratories” and supporting SMEs.
To prevent overlap, BRESTAT will focus on broader economic sectors, while Smart Adria concentrates on blue growth. BRESTAT will build on Smart Adria’s work by extending the focus from blue economy-specific growth to a comprehensive economic perspective involving varied industries across the three countries. (EN), SP 3.2 Short Term Statistics (EN) | "As mentioned in section 1.6 of the document, INSTAT is the beneficiary of the regional Programme IPA 2022 Multi-Beneficiary, in which SP 3.2 Short Term Statistics is one of the statistical projects. INSTAT will ensure that there is no overlap with the activities of the BRASTAT project.
The expected results from SP 3.2 Short Term Statistics under IPA 2022 MBP statistical cooperation programme are as follows:
- Fulfilment of including other activities that mostly affect the services turnover, so improving coverage for Service in compliance with the requirements of the EBS regulation.

EUStrategyAdriaticIonianRegion One of the flagships of EUSAIR’s PILLAR 1: BLUE GROWTH is fostering quadruple helix ties in the fields of marine technologies and blue bio-technologies for advancing innovation, business development and adoption in blue bio-economy, while BRESTAT focuses on business statistics and economic data, it indirectly contributes to the flagship goal by promoting knowledge transfer and cooperation among public authorities, research institutions, and private enterprises. This quadruple helix approach encourages the creation of networks that can stimulate innovation and business adaptation, which are critical for the blue economy sectors mentioned in the EUSAIR flagships.
BRESTAT encourages stronger RDI by facilitating data-driven decisions that support business and economic research. The CB workshop, knowledge-sharing sessions, and study visits align with the flagship actions of increased networking between researchers, SMEs, and clusters within the Adriatic-Ionian macro-region. By focusing on statistical alignment and best practices, BRESTAT enhances the capacity of local businesses and research institutions to collaborate effectively.
Key EUSAIR stakeholders involved in the BRESTAT include the national institutes of statistics of Italy, Albania, and Montenegro, and the chambers of commerce. These institutions provide expertise, facilitate data collection, and support knowledge exchange; ARTI will ensure the best practices are transferred to involved PPs, enhancing the overall capacity of these countries to meet EU statistical standards.
BRESTAT ensures that the partnerships and networks established during the project will continue to thrive, leading to sustained regional cooperation by institutionalising these forms of knowledge exchange: study visits on S3 strategies, CB workshop, best practices as "Seismograph," "Pills," and "Instant Reports" will be shared at I2I events and joint activities set the stage for ongoing collaboration among the participating countries.
EUStrategyAdriaticIonianRegion BRESTAT aligns with EUSAIR's Pillar 2: Connecting the Region through its efforts to provide insights into CB business operations and logistics, thus facilitating the movement of goods, services, and people across borders.
The mapping of CB companies and logistics needs contributes to the EUSAIR flagship initiative: Adriatic-Ionian Multimodal Corridors. BRESTAT’s focus on exploring new maritime connections, particularly the feasibility study for a Bari-Tirana freight transport link, supports the goal of improved North-South and East-West connectivity, fostering regional cohesion and enhancing the region’s role as a bridge between the Mediterranean and Central Europe.
By analysing logistics and maritime connections, the exploration of specific supply chain needs and the feasibility of dedicated maritime routes support the flagship initiative of multi-modal corridor development in the Adriatic-Ionian region. On the other hand, one of the legacies of BRESTAT is to create a Digital Platform for cataloguing Albanian and Montenegrin companies with Italian partners, as a new CB cooperation operational tool, via the exchange or real-time information among all involved stakeholders in conjunction with the development of ICT systems to improve and facilitate data collection, will result in a more efficient and transparent supply chain ports. This infrastructure will also serve as a foundation for continued cooperation and data-driven policy-making.
BRESTAT will involve EUSAIR's stakeholders including 3 chambers of commerce, public sectors and SMEs. Chambers of Commerce in the three countries convert statistical data into insights for policymakers, supporting evidence-based decisions that drive economic development. BRESTAT educates policymakers on using data strategically to enhance public policies. SMEs in different industries can exchange their knowledge and expand cooperation.

To strengthen the EU’s open strategic autonomy, BRESTAT fosters partnerships between Italy, Albania, and Montenegro by mapping CB companies and logistics, enhancing trade and integration vital for EU autonomy. It supports SMEs by providing data tools to boost their participation in EU markets. BRESTAT’s data-driven approach informs policies that enhance market resilience.
