Description (EN):

Education in a safe and inclusive environment is a must in any community and the Romanian and Bulgarian communities have understood the importance of tackling joint challenges together as the work force mobility is always evolving on both sides of the Danube. According to recent European studies, bullying has become an increasing phenomenon in Europe, especially in schools, and it should be jointly addressed by finding common solutions to a common challenge. Therefore, on both sides of the Danube counties joint solutions should address it. In order for education activities to thrive and produce results, all hindering elements, such as bullying, should be removed or at least reduced. Dolj County Council in partnership with Dolj County Center for Educational Resources and Assistance, Belogradchik, Vratsa and Vidin Municipalities intends to tackle this important issue through common activities with Bulgarian and Romanian associated school partners. Then, they will take educational endeavors to the next step, by identifying professional aptitudes of students by means of exchange practices on the basis of an online certified career orientation platform, as an element of novelty approach, whose findings will be made available to all stakeholders in the target cross-border area as an element of novelty in approaching this raised social issue. The overall objective of the project is the improvement of educational facilities, instruments and learning spaces as support for anti-bullying and inclusion initiatives followed by aptitude tests development for career orientation. The partners intend to implement a set of new methods able to tackle the challenges faced by the educational environments of most European countries: bullying among students. The specific objectives of the project include increasing the level of knowledge on bullying in schools both in Dolj County and in Bulgarian neighboring counties, Vidin and Vratsa, increasing the skills of professionals to manage bullying situations; encouraging the development of positive relationships with students and building a favorable climate in classrooms; improving strategies for effective intervention in bullying situations; reduce bullying by involving the most important actors correctly, professional orientation of students through certified methods. There will be several approaches to be implemented by the partners: The activities of the project approach this common challenge and provide the professionals with the means of handling bullying in schools. The common methods and tools used within the project activities will be replicable and may be used in other educational institutions as well. The first approach would be to set up common resources and arrange a resource room for specialists from partner institutions in order to carry out joint activities to prevent bullying and increase the level of awareness of professionals about the harsh consequences of bullying. The aim would be to provide a safe and friendly environment for all children attending school, to promote positive relationships among children regardless of cultural background. The second approach will consist of exchanges of experience between specialists in order to establish long-term collaborative relationships. The main purpose of these exchanges is to set up the common methods to tackle bullying in all target schools. The third approach will consist of creating an online platform with multimedia content made by specialists in the field, useful in educating and counselling on bullying and cyber-bullying situations among school children and adults around them: parents, teachers, school counselors. The aptitude tests included in the online platform identify the ways in which students orient themselves in choosing their career. The forth approach is carrying out a set of joint activities on the topic of anti-bullying, by approaching the relevant resolution methods and contribute to the feeling of being included for children involved in such activities. These activities will be performed once the set of common methods will be established after the exchanges between experts in the partner regions. The fifth approach is organizing a creative and educational camp for children and several arts and sports events in the partner regions. By the cross-border approach, Romanian children will acquire a sense of belonging to the European space, will have a clear understanding that their problems are also the problems of Bulgarian children and their common resolution is a strong message that unity is a better approach for all issues addressed by the project. The project results will consist in an increased number of specialists on both sides of the Danube whose capacity of tackling bullying in schools is enhanced. Also, the number of students who can better handle bullying will increase and the number of students with a clearer future perspective is improved in the targeted cross- border area.

Actual Achievements (EN):

Right after project subsidy contract signing, on the 10th of September 2025, the Lead Partner, Dolj County Council has organized the first meeting of the Project Steering Group which was held on the 16th of September 2025 with the attendance of the representative in the group of the Lead partner and of all the project partners. The second meeting of the Project Steering Group which was held on the 13th of October 2025. The talking points of these meetings included the establishment of certain ground rules for smooth cooperation and a list of issues to be addressed and agreed upon by all partners. It was agreed upon that all project progress reports should be done in a timely manner by writing short descriptions about each activity upon their completion. The partners agreed that all measures should be taken to comply with the milestones of the project written in Annex 4. Also, partnership agreements were drafted with all associated partners and schools involved in the project’s activities. The first on-site meeting of all partners was held on the occasion of the organization by the LP of the first project press conference on the 3rd of November 2025 and thus, LP contributed to achieving the Deliverable D.1.4.3. The LP contributed to achieving its milestones set up in Annex 5 to the subsidy contract and helped PP3 achieve its own. Some of the LP milestones were achieved ahead of time, contributing to the smooth implementation of all activities in the project. EUStrategyDanubeRegion A multicultural space with different economic and educational background, the Danube region is, in its multitude of sub-regions, a functional area defined by its river basin. Known as the world’s most international river basin, the Danube basin is now largely a European Union (EU) space. In the past couple of decades the Danube Region has changed dramatically and its management is focused on building unity in diversity, as the EU motto suggests.
The Danube Region, covering one fifth of the EU’s area, is a region of great diversity where there is a need for a stronger than usual cooperation dimension and for an integrated cooperative response across borders since there are common social challenges to tackle.
The project intends to be a response to one of the challenges as it proposes a common approach to fighting bullying in schools, achieved through a close cross-border cooperation.
The EUSDR is focused on four priorities called ‘pillars: Connecting the Danube Region; Protecting the Environment in the Danube Region; Building Prosperity in the Danube Region and Strengthening the Danube Region, and 11 priority areas.
The project contributes to the EUSDR by complying with the 3nd pillar ”Building Prosperity in the Danube Region” by investing in people and skills and complying with the 1st pillar “Connecting the Danube Region” by promoting people to people contacts. The project is in line with the Priority area 9 of the 2010 Action plan, "to invest in people and skills" and to its objectives (as of 2019) by contributing to improved educational outcomes, skills and competences and well-being. It also contributes to increased higher quality and efficiency of education, to ensuring inclusive education and training and promoting equal opportunities and non-discrimination and lifelong learning opportunities for all. One of the biggest contributions is in terms of closer cooperation between educational institutions.
EuropeanGreenDeal The projects will contribute to a resource-efficient and competitive economy in line with the European Green Deal by acquiring equipment which complies with the latest standards for resource efficiency.
This will contribute to the health and well-being of citizens from environment-related risks and impacts. The project will build on sustainable eco-friendly practices that supports sustainable solutions. The purchased equipment will be acquired having in mind the emissions reduction and contribution to the reductions targets of the EU.
During the project activities, the lead partners and the project partners will prioritise reducing and reusing materials before recycling them, will make sure to purchase equipment with low-emission technologies, sustainable products and services.
The project activities will be performed with the help of materials and equipment designed for improving the quality of life and which make use of the digital transformation, which is a key enabler for reaching the Green Deal objectives. The application which will be designed and used during the implementation and long after the completion of the project is one way to contribute to the digital transformation fostered by the European Green Deal.
When it comes to transport within the implementation of the project, electric vehicles will be the first option along with common public transport for cost -efficiency purpose and gas emission reduction, thus embracing sustainable and smart mobility.
The project implements long-term solutions which will enable long–term use of resources for many generations as the CCPintranet Platform will continue to be used by the Dolj County Center for Educational Resources and Assistance (CJRAE) specialists empowered in this regard even after the completion of the project activities in the sense of a correct career orientation of the students.
TerritorialAgenda2030 The project is in line with the EU’s Territorial Agenda 2030 in term of coordination and efforts coordination between places, levels of governments, policy sectors and societal groups to address complex issues and utilize diverse potential.
It is based on a common understanding that development needs and impacts of future developments differ between places in Europe.
The project activities are in line with two of the EU’s Territorial Agenda 2030 priority axis, Balanced Europe and Integration beyond Borders.
It fosters cooperation in response to global societal challenges by improving methods of approaching the social issues to be handled and hereby to contribute to a Balanced Europe in terms of common territorial approach.
The project is in line with the priority axis Integration beyond Borders by contributing to easier living across national borders. The project will create common strategic document in the field of activity addressed by the project. It involves certain segments of the school population in the cross-border area Dolj-Vratsa –Vidin.
Other New Bauhaus Initiative
The project intends to contribute to the New European Bauhaus initiative by approaching the implementation of solutions in such a manner as to adopt the use of sustainably sourced nature-based materials. There is a need for acting globally and adoption of common solutions to common problems and the New European Bauhaus initiative offers a balanced background for this kind of approach.
Our projects intends to foster models and methods that integrate the values of sustainability, inclusion and aesthetics in the content of the curricula and in the learning process and at the same time bringing the best possible set of solutions for a European and cross-border problem-bullying.
The project will foster the creation of a website and an application able to provide learning programs and methods able to sustainably reach a large target group in the cross-border area.
The project is in line with the values of the New European Bauhaus as it tackles social issues by means of sustainable technology, recyclable materials, valorizing diversity, and equality for all, accessibility, inclusion and affordability.
Other Green procurement
All equipment will be selected taking into consideration the green procurement guidelines. The project contributes to green procurement practices in the sense that the sustainable material procurement complies with the rules for using recycled or locally sourced and environmentally friendly materials.
The procurement procedures that will take place within the project will include key aspects such as: environmental criteria, reducing carbon footprint, waste reduction, supporting sustainable practices. These green procurement practices align with sustainability goals, reduce the environmental impact of the project, and set an example for future projects in the region to follow more environmentally friendly procurement practices.
Other Bulgarian National Program for the Prevention of Violence and Abuse of Children 2023-2026
This project is in line with the Bulgarian National Program for The Prevention of Violence and Abuse of Children 2023-2026. The Program sets the national policy framework in the field of violence against children through a mechanism for coordination and communication between the State authorities, the representatives of the civil society and the non-governmental sector, the support of the network of professionals working with children, the support of parents, increasing children's awareness, improving the normative framework protecting children against violence and exploitation based on their needs, support for child victims of violence for recovery and rehabilitation. The program is focused on the prevention measures and services most likely to reduce child abuse. The project we propose is in line with the objectives of this strategy as, by the activities which should be implemented, aims at reducing the violence with which are confronted too many children in Bulgaria.
The development of this strategic document, as well as the strategic and operational goals derived from it, are also in fulfillment of the recommendations of the United Nations Committee on the Rights of the Child from 2016 based on the Consolidated Third, Fourth and Fifth periodic report on Bulgaria (CRC/C/BGR/3-5) in relation to Sustainable Development Goal 16.2 on ending, together with all forms of violence against children and general comment No. 13 "The right of the child to freedom from all forms of violence' of the United Nations Committee on the Rights of the Child.
Other Romanian National Strategy for Youth 2024-2027
The project complies with the Romanian National Strategy for Youth 2024-2027 in terms of being in line with the strategic objective 4.1 by promoting a non-violent attitude and pro-social behaviors among the young.
Other Romanian National Plan of Fighting School Violence
At present, in Romania, there are being followed the methodological norms for the application of Law no. 221/2019 which prevents and combats bullying in educational spaces. They are developed by the Ministry of Education and Research and the specialists co-opted in the relevant working groups. These norms were approved by order of the Minister and published in the Official Gazette of 10 June 2020, entering into force upon its publication. The objective of the methodological norms is to facilitate the creation of a safe and positive climate in the educational establishment, based on respect for the person, non-discrimination, motivation for learning and ensuring the well-being of the preschooler/preschooler/student in the educational establishment. Following these norms there is a Romanian National Plan to Combat School Violence in order to prevent and reduce school violence, in all its forms.
The projects contributes to improving the social and emotional skills of preschoolers/ pupils, including their ability to identify, interpret, express and self-control/self-regulate emotions in a constructive manner towards themselves and others and at the same time the project activities are able to raise awareness of the consequences associated with committing acts of violence and are actively contributing to create a safe, welcoming and supportive climate for all the beneficiaries involved (preschoolers, pupils, unit staff and parents) at the level of the educational units.
Other European Union Youth Strategy 2019-2027
This project is in line with the overall objective of the European Union Youth Strategy 2019-2027 as it also aims to ensure that all young people have the necessary resources to take part in society.
The activities of the project will help enable « young people to be architects of their own lives, support their personal development and growth to autonomy, build their resilience and equip them with life skills to cope with a changing world » . The project activities will foster pro-activity and give children a voice to raise their impact on policy decisions with regard to their involvement in many sectors, notably education and social inclusion.
Other Dolj County Development Strategy 2021-2027
The project is in line with Dolj County Development Strategy 2021-2027 as its activities will contribute to the priority axis 1.2.1 Development of educational infrastructure and increasing the access of the population to education and training services by fostering cross-border cooperation in the field of education, with a focus on digitization, exchanges, joint plans.
It also approaches methods of inclusive education and is a project providing digital equipment and technological resources for educational establishments. This project also complies with the Dolj County Development Strategy 2021-2027 as it contributes to the development and expansion of the Dolj County Center for Educational Resources and Assistance (CJRAE) counselling and guidance services.
Other Council of Europe Strategy for the Rights of the Child -2022-2027
The project also complies with the Council of Europe Strategy for the rights of the child (2022-2027) since it promotes quality education and the promotion of a culture of peace and non-violence.
Other Bulgarian Mechanism for Countering Bullying and Violence in Institutions in the Pre-School and School Education System
The project activities are in line with the Bulgarian Mechanism for Countering Bullying and Violence in Institutions in the Pre-School and School Education System which was created by the Ministry of Education of the Republic of Bulgaria and is implemented in public schools. Since 2019, it has been uploaded to the websites of the regional administrations of education. The activities of the project will also contribute to the provisions, measures and guidelines stipulated within this strategy.
