The project’s objective is to strengthen the capacity of local actors to collaborate at both local and cross-border level in the Southern Baltic region. By exchanging knowledge, experiences and working together, we will improve the ability to engage and motivate citizens to reduce their climate footprint. According to the UN IPCC, urgent action is needed to limit global warming to 1.5-2 °C. Across the Southern Baltic region, local actors and companies are transitioning to climate-smart management, but for a sustainable future we also need to adapt to a low-carbon lifestyle, engaging all citizens. Currently, local actors struggle to induce citizens to turn knowledge into action through encouraging, for example the use of public transportation, cycling over driving, choosing trains instead of planes, and reducing consumption. This project unites South Baltic actors facing the same challenges, creating a framework where they can jointly address issues like transportation and consumption through coordinated action. By pooling resources and knowledge, the actors can tackle these shared problems more effectively. A core element of the project is creating citizen-led action groups composed of working-age residents. These residents have a significant impact on household and community climate footprints through their daily choices and behaviors. Engaging this group can influence broader shifts in behaviors that contribute to climate change mitigation. We believe that it is not enough to simply suggest changes in citizens’ behaviours: we aim to partner with them in both the design and implementation of solutions. This approach encourages both local and cross-border cooperation among citizens, while at the same time broadening local actors' perspective on climate action plans. It is here, in the relationship between local actors and working-age residents that our approach gains strength. The project’s participatory design will help people from participating areas in Sweden, Poland and Lithuania to collaborate on climate-friendly initiatives, like reducing their carbon footprint through consumption habits or transport choices. The key focus is motivation: studies indicate that people often have the resources to make changes, but their motivation is not sufficient to bring about these changes. By involving citizens in creating action plans that boost motivation, we can encourage the proliferation of ideas, sustained engagement and behavioural change. The project will foster a sense of ownership, responsibility and purpose among citizens, contributing to the objectives of the European Green Deal and the European Union Strategy for the Baltic Sea Region (EUSBSR). The project promotes the exchange of successful methods, best practices, and lessons learned across borders. Local actors from different countries will have the opportunity to learn from each other’s experiences, test out and refine methods that can then be applied locally. This cross-border exchange enhances the capacity of all involved regions to implement effective climate solutions that suit the specific needs of their local communities. By involving local actors in the design and implementation of climate action plans, the project will help them engage their own communities in sustainable behaviors. The involvement of local actors from different countries in designing these plans encourages mutual learning and broadens their understanding of climate action at the regional level, enhancing their overall effectiveness. The project will culminate in the development of an all project languages toolkit for local actors. This toolkit, informed by cross-border collaboration and citizen-led action groups, provides a valuable resource for other local actors across the Southern Baltic region to inspire and motivate their citizens to adopt sustainable behaviors. The sharing of this resource demonstrates how cross-border cooperation can have a lasting, positive impact.
