Description (EN):

The common challenges faced by the countries involved in the PATHS project are rooted in the lack of opportunities for informed career choices and the lack of services that are widely available (including for children of disadvantaged, rural areas and parents with low educational attainment). This highlights shortcomings in terms of equal and equity opportunities. Young people wishing to enter secondary and higher education currently only attend ad hoc, limited information-sharing career awareness sessions and events provided by educational institutions, which increases the risk of drop-out, both in secondary and higher, vocational and adult education. In addition, disadvantaged rural areas are characterised by the outward migration of young people and those with higher education, the ageing of the resident population and the depopulation of the countryside. This situation not only negatively impacted the well-being and living standards of young people (especially NEETs) but also posed threats to the social and economic sustainability of these areas. A solution is therefore needed to help them (at local level) to stay in the area and to make informed, self-aware career choices. The general objective of the project is to develop accessible, inclusive, high quality services at the municipal level, strengthening LLL and the retention capacity of rural areas, by developing and expanding the existing institutional and professional capacities. The primary target groups: o Young people (12-18) living in rural areas who would have access to career guidance presentations, information materials and online information only in an institutional framework, on a case-by-case basis, without a holistic approach. In many cases, this means an educational institution far from their place of residence, in the context of classroom lessons. The socio-economic status of the family does not allow them to access a market-based service at their own expense. Young people participate in the "I own the path!" camp and in LPs. o Mentors who, as counsellors, trainers, coaches, teachers, parents, social workers, psychologists, etc., take part in mentor training and are then qualified to run the municipal LPSS, and as professionals from SMEs and large companies, take on the task of hosting young people for work placements, supervising their work and evaluating their performance. As a result of the project, a LPSS will be established at the municipal level, independent of the education and training institutions, which will provide young people living in rural areas with full access to innovative, self-awareness-based career guidance services in their localities, thus improving their labour market situation. Following an individual development process, these young people test their knowledge and skills in a workplace environment. The result is a jointly developed solution that will be tested by the partners (HU, SK, RO, BA, CZ, HR) in a LP project with 2 components. The planned actions will help to prepare both mentors and young people participating in the PATHS programme for the LP. All actions will be accompanied by monitoring and social impact measurement tools. A and SI do not benefit from most of the common challenges, but are rather good practice countries that ensure the professional quality of the project. They are also involved in joint development and implementation. The long-term sustainability of the solution will be ensured by: - The 2 comp. of the model tested in the LPs, jointly developed by the PPs, will remain operational in the LP municipalities, with the commitment of mentors beyond the project period. - Development and establishment of the Strategy, AP and Network of the DR LPSS, with a continuous exchange of knowledge and experience, also after the project closure; - Policy recommendation in the field of LL support: integrating the mentor training programme into the portfolio of the institutions concerned and into the legislative environment. - In the framework of the DR LPSS Network, the following will continue to operate after the closure of the project: Career Guidance Expert, Coordination and Methodology Team (CG ECMT, national level), Intersectoral Working Groups (IWG, national level) as Sectoral Learning Dialogues (SLDs). A priority focus area for the DR Strategy in 2024 is the creation of a more attractive and liveable settlement environment for young people, counteracting the brain drain, building on the resources of local community spaces. This common challenge requires a common solution, which the PATHS project model is an appropriate response to. The social innovation elements of the project are based on linking the settlement environment and career orientation, expanding the range of services available at the place of residence, generating and maintaining cross-sectoral cooperation, compensating for the lack of capacity and resources in the education and training institutions and in the settlements.

Expected Achievements (EN):

PP: Univ. of Econ. In Brat. The purpose is to map the current situation at nat. and transnat. level and, based on this, to dev. a Strategy and AP for the DR LPSS. Situation analysis: municipality, individual (student, parent, teacher), institution (portfolio analysis), demographic and labour market. By compiling a carrier guidance map and a national catalogue of training, vocational education and training and higher education, the aim is to identify the current training offer in order to support the prep. of LPs in SO2 by PPs, sharing real information. A particular objective is to identify, analyse and share all the good practices already in place in the DR, in order to ensure the innovativeness of the model jointly developed in the framework of the PATHS project. This will be supported by 2 study visits (A and SI). The development of the LPSS Strategy and Action Plans for DR will be supported by local CG ECMTs and by the establishment of IWGs at nat. level, which function as SLDs. PP: IPC The clear objective is to prepare SO3, based on SO1, i.e. to prepare the target group members (students and mentors on municipal and workplace level) participating in the local pilot project (6 LPs in Hungary, Slovakia, Romania, Bosnia and Herczegovina, Czech Republic, Croatia) for participation in the LP. In addition, 2 components of the LP will be developed: Component 1 - Development and operation of youth career guidance centres, Component 2 - Simulation: Short-term internship in a dual approach. The PPs will develop a monitoring and impact measurement toolkit for the LP, in order to ensure the quality assurance of the LP and to identify lessons learned and aspects for future implementation. Adequate preparation of students and mentors will ensure the success of the LPs and also reduce the human risks associated with the development sessions, providing a safe supportive environment for all target group members. PP: CDDA SO3 contributes directly to the testing of the jointly developed solution (LPs in 6 countries) and to the demonstration of good practices, models and solutions in the DR, in order to develop and operate a caring settlement environment and, through this, to strengthen the retention of young people in rural ares. The main objective of SO3 is to formulate policy recommendations to address legislators and higher education institutions (compulsory career support, free access, accessible courses, funding model, strengthening labour market involvement at nat. and transnat. level). The main beneficiaries of SO3 are: students, mentors, labour market actors, policy makers, public education, vocational training, adult education and higher education actors, municipal leaders, at multi-sectoral level. This will be ensured through 3 key events: the Launch Conference. Launch Launch event. Closing Event. Study/publication presenting the DR LPSS Network and the DR LPSS Strategy.

(EN), 7SMART Steps - Seven SMART Steps to Adapt Digitally Supported Differentiated Learning Methodology to Increase Problem-Solving and Text Comprehension Competencies, in the framework of the Erasmus+ programme, KA226, between 2021-2023. HCC participated as a partner in the project. One of the objectives of this project is to promote debate and youth reflection and participations in decision making on the future of green Europe and green jobs on the local, national and international level. (EN), IntegrAGE - Interreg Danube (IPC is a partner in the project) (EN) | The project aims to support the healthy integration of older working generations (55+) into the labour market, capitalizing on their knowledge and assisting them in adapting to the challenges of new ways of working. The goal is to enhance their participation, avoid undesired early retirement, and extend their productive life. By strengthening their special skills and competences, IntegrAGE aims to retain their knowledge and accumulated experiences in the economy, either by providing tutoring within their own company or through mentoring even outside of their organization. Furthermore, the project seeks to address the issue of skilled workforce shortages, particularly in regions where labour mobility is imbalanced, leading to a deficit of qualified professionals. (EN), NOGAP - Erasmus+ (IPC is a partner in the project) (EN) | The “NOGAP” project’s main objective is to facilitate the exchange between vocational and school education to address the challenges of a rapidly changing world (VUCA world). It aims to prevent early dropouts from apprenticeship training by transferring personality development training from schools and preparing apprentices for further education and lifelong learning. The implementation involves transferring two personality development training programs from RYL! to inter-company vocational training (ÜBA). This includes demonstrating and evaluating existing ÜBA workshops, developing adapted workshop formats, and integrating content into ÜBA through complementary best practice materials. The project also evaluates the overall process for future collaboration between school and vocational education. Expected results include creating a difference profile and adaptation strategy for different target groups, identifying best practice strategies for content transfer, training IPC trainers in the new content, and enhancing understanding of the distinct conditions in both educational worlds. (EN), ME-APP - Erasmus+ (IPC is a partner in the project) (EN) | The ME-App project aims to create a mobile app that can help unemployed adults overcome psycho-social barriers to finding and keeping a job. The app will allow users to track their mood, anxiety, sleep and other factors that affect their employability, and provide them with motivational messages and interactive features. The app will be tested and improved in four countries with different groups of unemployed adults, and then made available for adult education organisations to use in their programmes. The project expects to produce a user-friendly and effective digital tool that can support unemployed adults in their journey to sustainable employment. The project will also train educators on how to use the app and other apps in their classes. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion Objectives and results of the PATHS project contributes to PA9 “People and Skills” of the EU Strategy for the Danube Region by aligning with the strategy's focus on enhancing education, skills development, and employment opportunities across the region. Through SO1, by developing strategy and AP for DR LPSS based on situation analysis among various stakeholders we contribute to several actions particularly to Action 4 “Fighting Poverty and Promoting Social Inclusion for All” by developing career guidance models and framework for the implementation and Action 1 “Intensify Cooperation in Labour Market Policies” by intensifying the cooperation between labour market stakeholders’. Action 4 “Fighting Poverty and promoting Social Inclusion for All” will be further strengthened by developing policy recommendations developed through SO2 advocated to relevant stakeholders and decision makers. ACTION 8: “Inclusive Education, Equity, Common Values and Sustainable Development” and Action 3 ”Integration of Vulnerable Groups into the Labour Market” will be strengthened by our outputs and results mainly in the SO3 and implementation of local pilot projects aimed at providing career development support for young individuals, helping them make informed educational and occupational choices, develop essential job search skills, and manage their careers effectively. By offering career counselling, mentoring, networking opportunities, and job placement assistance, this project empowers youth to navigate the labour market successfully and fosters their employability. To ensure sustainability of the results within SO3 policy recommendations will be formulated to address legislators and higher education institutions (compulsory career support, free access, accessible courses, funding model, strengthening labour market involvement at national and transnational level).

Other Other strategic initiatives to which the PATHS project will contribute include:

European Lifelong Guidance Policy Network: This network aims to assist EU member states in developing guidance policies and systems through European collaboration, promoting the professionalization of career guidance services and enhancing access to guidance for citizens across different age groups and career stages.

European Commission Initiatives: The European Commission is actively involved in developing tools and principles to support career guidance, such as the European Job Mobility Portal EURES, micro-credentials initiatives, and the European Network of Public Employment Services.
