Description (EN):

The proposed project aims to analyse the new patterns of climatic extreme events (drought, floods, heat waves, e.g.) and design/develop the necessary tools for agriculture in the Danube region in order to be able to properly adapt and respond to such challenges. This will be done by developing and implementing a Danube transnational e-platform that will integrate climatic/water resources/agriculture database, maps, knowledge, tools, modelling, good practices for water management, for reducing drought in order to be prepared and adapt to climate change in the vulnerable areas for crops (winter wheat and maize) in the Danube Region. Through cooperation between country partners a standardised monitoring system for the phenological status of selected agricultural crops throughout the Danube Region will be established, serving as a basis to evaluate the crop specific water balances and yields. The TRANSFER Danube project aims to raise the awareness of policy makers and the private agricultural sector to the possible consequences of climate change on agricultural production. The beneficiaries of the project and the groups targeted by it are local and regional decision-makers in the field of environmental protection and agriculture, also people in the field of agricultural policies and farmers. The activities of the project will generate support for trans-disciplinary bilateral cooperation on partner institutions in the Danube area to tackle the challenges set by climate change in agriculture. The proposed activities and outputs will enhance the impact of agricultural and climate research in a wider community by promoting different types of tools, response strategies, knowledge transfer, circulation and access to the Danube transnational e-platform. The results of the project can be adapted to the Danube Region.

Expected Achievements (EN):

Development of innovative tools for in-situ observations, standardised techniques, agrometeorological indices, phenological monitoring for winter wheat and maize crops, soil erosion coefficients, climate variables and climate risks calculation in order to identify climate change vulnerable agricultural areas in the Danube Region. The deterministic high-resolution soil erosion models, phenological database, climate indices prediction, drought related agrometeorological parameters (thermal and hydric), phenological monitoring protocol, will be conducted, applied and tested by a common methodology at transnational level on the PPs Pilot Areas. Developing a sustainable solution for ensuring transparent access to information related to tackling climate change and the adaptation to it via an e-platform, with a focus on agriculture, soil erosion and water management. An improved integrated system including climate risk indexes, soil erosion and agrometeorological parameters provided from SO1 and their zoning over the Danube Region Pilot Areas, during vegetation season of crops will allow the knowledge transfer of the tools, joint methodologies and best practices catalogue to all the Danube Region agricultural areas. This will be done for the identification of the most vulnerable areas to climate extreme events, as well as the dissemination of the information to the policy makers and farmers for taking adequate measures. Raising awareness of policymakers from the entire Danube Region by promoting good practices in agriculture and climate change adaptation through knowledge transfer. This will contribute to developing policy guidance for existing policies at all levels in the Danube Region.

Drought User Service as drought early warning tool delivered by this project has reference to drought management risk, analysing mainly Soil Water Index parameter (SWI), implemented as an operational drought monitoring with techniques based on remote sensing products. Drought User Service with methodology for near real time drought impact assessment covered in pilot case studies of 4 countries (Romania, Croatia, Czech Republic and Montenegro).
The DriDanube project was focused mainly on drought management in agriculture, TRANSFER Danube will build on that knowledge and expand the idea of the Drought User Service, by creating the new Danube transnational e-platform which will include a variety of agrometeorological parameters and indices, phenological observation and in-situ soil measurements, with applicability to the interested agricultural decision makers and stakeholders of the Danube Region. Also the elaboration of response strategies for improving the hydrological conditions and reducing soil erosion in agricultural areas will be an essential development of TRANSFER Danube. project (EN) | This project aimed to improve land use practices for the protection of water resources and providing flood risk prevention in the transnational Danube River Basin.
Best Practices Catalogues delivered in this project, focuses mainly on land use types and water resources for multiple areas: agriculture, grassland, forests and settlements concentrated on three pilot clusters.
The associated strategic partners of this project represented mostly governmental institutions (Upper Austrian Federal State Government, Forest Service, Morava River Basin Agency, Republic of Serbia Ministry of Agriculture and Environmental protection, Water Directorate) and one educational entity (The University of Agricultural Sciences and Veterinary Medicine of Bucharest).
The TRANSFER Danube project will update and expand the information from the CAMARO-D project, and gather the knowledge and expertise of each partner included in the partnership to deliver a Best Practices Catalogue more targeted on climate change impacts on agriculture and potential response strategies , which will be put available to decision makers, stakeholders and general public through the Danube transnational e-platform. (EN), “Building Resilience to Disasters in the Western Balkans and Turkey” (EN) | The Project activities are structured in 8 tasks: 4 of them are led by UNISDR and focus on disaster risk reduction capacity building, knowledge management, disaster risk transfer capacities (insurance for disasters) and community based disaster management. The other 4 tasks are led by WMO and focus on risk assessment capacities and mapping, meteorological and hydrological forecast capacities, enabling climate risk management in decision-making, and designing a region-wide harmonised early warning system. It was focused on two hazards (drought and floods) in a way of improvement: drought risk analysis and mapping and flood risk management.
The synergies that TRANSFER project will make use of refer to analysis of droughts and floods, adding new patterns of analysis and expanding it on analysis of frost and heat waves that have impact on agricultural production. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion Since the project focuses on promoting good practices in agriculture and climate change adaptation through knowledge transfer, its objectives are in line with point 5 of priority area 5 – “Environmental Risks”, i.e. supporting the implementation of the CCA, also through organising an event focusing on climate change effects in risk management planning. In the scope of the project multiple dissemination events introducing the project’s results will be organised, in order to address the CC issues the project is helping to mitigate. Moreover, the project is also partly and indirectly in line with priority area 4 – “Water Quality”, specifically with point 39 – Ensuring consideration of climate change in planning and measures.
EuropeanGreenDeal The project is in line with the general environmental objectives defined in the European Green Deal, primarily with the overall goal of “climate change adaptation” and supporting the objective of “increasing EU’s climate ambition”, specifically by analysing the patterns to offset the effects of climatic extreme events on agriculture followed by creating an e-platform to collect all the data gathered and by providing Best Practices as response strategy.
TerritorialAgenda2030 The project’s activities contribute to the overarching objective “A Green Europe”, specifically with the goal of “increasing the resilience of all places impacted by climate change”. Via applying the necessary tools and measures, acquiring relevant data and formulating sustainable recommendations while making it accessible in a transparent, complex way the project contributes to developing tailor-made measures to adapt to the ongoing climate changes and its risks, specifically in the field of agriculture.
Other The project contributes to the objectives set out by the EU Cohesion Policy for 2021-2027, specifically to SOIV – “Promoting climate change adaptation and disaster risk prevention, resilience, taking into account ecosystem based approaches”. The project’s outputs, including the e-platform, catalogue of good practices and the planned dissemination events will contribute to climate change adaptation and the agriculture sector’s resilience to it.
Other The project is in line with the EU Strategy on Adaptation to Climate Change, specifically with its objective of “Smarter Adaptation”. It reduces the existing information gap by improving the flow of digitally accessible, transparent information and robust data provided by experts to the actors of agriculture, via a customised, user-friendly network available for all the actors of the Danube Region, including businesses and farmers.
Other Soli Strategy for 2030 - The simulation of soil erosion rates will aid in implementing the EU soil strategy for 2030 by providing assessment tools for soil loss as a function of crop types, tillage and precipitation height. This is important information to restore soils and ensure the sustainable economic use of European terrains in the Danube region. Additionally, Best Practices to reduce soil erosion will be provided.
