Many rural settlements along the Danube, particularly those in disadvantaged areas, face challenges due to a lack of community space. This scarcity results from ongoing demographic and economic decline, leading to a reliance on nearby urban centres for community facilities, exacerbating socio-spatial inequalities. As a result, these villages often experience a sense of emptiness and low community engagement, which affects social cohesion and tourism attractiveness. Once solidified, this 'rural apathy' is difficult to reverse and hampers efforts to create alternatives to heavily urban-centred cultural life. This imbalance has a negative impact on the tourism potential of rural areas, limiting opportunities to showcase heritage and attract visitors. This effect is highly amplified along the Danube Region in multicultural settlements, where in order to strengthen territorial connectivity, communities need to overcome not only the usual challenges faced by disadvantaged areas but also cultural differences. Multiculturality is present in an urban-rural context in many regions, as villages preserve the culture of different nationalities while cities connected to them offer gateways, cultural meetings and melting places. Today multiculturality is often seen in these regions as obstacle to development and source of nationalism instead as a major potential. The project aims to develop a sustainable socio-economic model of rural placemaking based on the cultural heritage and tourism especially targeting multicultural villages near urban centers along the Danube in order to create or revitalize community spaces in these settlements. In five selected villages in Hungary, Croatia, Serbia, Romania and Bulgaria, the partners will initiate participatory processes to involve the locals in the development of pilot projects based on a placemaking methodology using the tools of participatory design, artistic research and community programming aimed at the revalorization of local cultural heritage. The model will be collaboratively developed at the regional level with support from local municipalities, institutions, entrepreneurs, and associations. The placemaking process will be developed and implemented in 2 main steps and 2 levels. The first step will be an international knowledge transfer and residency programme, through an open call for proposals to identify good practices in the Danube region and establish a learning hub in each pilot area to build the capacity of local actors to use the most appropriate tools in their specific context. The actors involved in the project as stakeholders and associated partners will learn innovative ways of cultural co-creation and -management which will make tangible and intangible heritage more visible and accessible for both locals and tourists. Step 2 is the actual on-site implementation of the placemaking pilot project, whose action plan have already been defined in Step 1. It is important to note that the project aims not only at physically improving the selected heritage sites, but also at exploiting all the intangible benefits, e.g.: improved community cooperation capability, a sense of ownership of community development, and a complex approach to heritage, community building and tourism-economic ecosystem, Step 1 and the co-creative nature of the process in general will ensure that this mindset is embedded in the minds of all stakeholders. The participatory processes prioritize methodologies on combining cultural heritage and contemporary art. We believe that the main reason why valuable cultural heritage (in addition to its socio-urban isolation) fails to reach a wider audience is that it is not presented in a way that is compatible with the language of today's society, and is often buried in the dust of antiquity and boredom. Contemporary art has the ability to highlight the most interesting parts of these assets and create a new channel of communication to the public (especially tourists), showing their relevance in our present. The project's economic pillar and long-term sustainability will be based on the co-management of the regenerated heritage sites by local decision makers, community members, businesses, regional actors and institutions, and their integration into regional tourism with a service design approach. The project will develop an innovative co-creation model for rural communities in collaboration with local stakeholders. Pilot projects will demonstrate the adaptability and effectiveness of the model, resulting in site-specific strategy packages for long-term place management. Lessons learned from the project will be collected into the Handbook of Rural Placemaking for wider dissemination. In addition, the project will build capacity through participatory learning and promote the model regionally and inter-regionally to communities and territorial municipalities and their institutions involved in culture and tourism.

Expected Achievements (EN):

A community-led heritage development approach will create long-term, sustainable cooperations between local cultural actors, which is especially crucial in multicultural micro-regions along the Danube. By creating a socio-ecological placemaking model for the revitalization of rural community places, PlaceCRAFT will empower 5 pilot settlements to reconnect with the micro regional touristic and cultural ecosystem. Revitalized rural community places alter local, urban-rural and micro regional ecosystems. While creating new social bounds and opportunities for local-rural SMEs, local youth, cultural entrepreneurs and institutions, in urban-rural context the goal is to promote the rural placemaking model to higher level public bodies pursuing strategies of regional socio-cultural development. After the 5 pilots with additional 10 twinning actions can amplify the connectivity of the microregions’ cultural ecosystem. The new spatial-cultural development will be an asset to be used in PSO2. Tourism ecosystems, particularly in rural areas, are often dispersed and difficult to expand to a micro-regional or regional scale, therefore PlaceCRAFTs’ other PSO is to strengthen rural-urban touristic ecosystems in multicultural microregions based on sustainable and slow-tourism methods. The greatest tourism growth can be achieved by capitalizing on local culture, which is why throughout our activities we will help local tourism operators to harness cultural and community assets. The 5 pilot microregions will increase the capacity of rural actors with hands-on experiences and practices, and at the micoregional scale, will create a strengthened, better connected tourism ecosystem with increased networking capacity between local and regional tourist agencies, decision makers and actors. Cooperative tourism development has the potential to provide long-term economic sustainability for cultural heritage, benefiting not only tourism-related entrepreneurs but the whole local society.

New European Bauhaus (EN) | The Danube_PlaceCRAFT project will contribute to the implementation of some purposes formulated in the “Council of EU conclusions on culture, high-quality architecture and built environment as key elements of the New European Bauhaus initiative”, e.g. for two of them, i.e. 1- Valorizing archaeological heritage, landscapes, and tangible and intangible cultural heritage, and 2- Promoting the function of historic sites in enhancing the existing and emerging physical environment of local communities with the use of state-of the art digital technologies in documenting and presenting the built and living environment.
Moreover the concept paper provided by NEB movemebt in 2021 define goals and Actions point which are in accordance of our projects such as: revitalizazion or rural settlemetes, connecting bottom-up and top-down approaches, learning by doing, new domains of cooperation, radical inclusion, focusing on youth and people in need, sustainabily as a comprehensice apporach.
Beyond this our activites can be linked directly to the NEB awards, since the places we will revitalize accomplish the awards expectations, and as KÉK is an official NEB partner we can broadcast our activites thrugh the common channels. (EN), DANUrB+ (EN) | he Danube_PLACECRAFT is using with a closely aligned methodology utilized in DANUrB project, but now for microregions in rural areas. Both projects aim to bring down-to-earth strategically goals to real stakeholders with action plans and actions usable in peripheral situations parallel in different peripheral areas of Europe. PPs: KÉK, BME, NTC-BG, EBA, UPT and NDC connect the two projects; therefore, Danube_PLACECRAFT PPs have a great experience in the work placemaking methodology presented and in transnational cooperation, even if microregional development is new topics with respect to DANUrB. (EN), Intercultural Cities in Placemaking (EN) | ntercultural Cities in Placemaking is a pilot capacity-building project designed by Placemaking Europe and implemented in cooperation with the Intercultural Cities programme.
The aim of the pilot project is to build awareness and practical knowledge of placemaking in a way that allows it to foster important long-term change. It is a continuous learning programme designed for municipal public administrations, during which new standards for elevating communities through better public space are set. The final goal is to create a next generation of placemaking experts in governance that can contribute to shaping more human-centered cities for increased well-being and inclusion.
The Danube_PLACECRAFT will also use a participatory process that will strengthen the local community, provide an opportunity to showcase local cultural values and offer an example of an effective community building approach to other settlements.
(EN), The PLAY/ACT project (EN) | he project is implemented by KÉK and aims to create and test an interdisciplinary training plan in Higher Education taking the "New European Bauhaus" initiative as a reference. For this, a process of co-design, co-creation and adaptation of common urban spaces is proposed, involving young students as active participants and promoters of their community in the transformation and improvement of their environment.
LP was implemented this project that has a common action with Danube_PLACECRAFT that one to organize workshops in order to create awareness among young people that they are active agents of citizenship and urban and social transformation, and encourage them to seek solutions to community challenges through placemaking methodologies, in a logic of dialogue with the community and taking into consideration the cultural, social and environmental contexts. With this experience gained from Erasmus PLAY/ACT project, the LPof Danube_PLACECRAFT will be able to coordinate activities for placemarketing A.1.1. and A2.1.
(EN), MOBILIZING YOUTH FOR GENDER INCLUSIVE CITIES project (EN) | MOBILIZING YOUTH FOR GENDER INCLUSIVE CITIES is an Eramus project implemented by Association "Placemaking Western Balkans"- a partner in the Danube_PLACECRAFT project. Contribution to wider strategies and policies:

EUStrategyDanubeRegion The Danube_PlaceCRAFT project directly responds to one of the main challenges laid down in the EUSDR: striking cultural, ethnic and natural diversity, which requires modern tourism offer and infrastructure. Revitalization of rural centers as accelerators of sustainable tourism and community in multicultural shrinking regions along the Danube with art focused, innovative community-led placemaking approaches is highly relevant to the EU Strategy for the Danube Region (EUSDR).
Development of pilot projects based on a placemaking methodology using the tools of participatory design, artistic research and community programming aimed at the revalorization of local cultural heritage contributes to achieving the EUSDR’s overarching goals by addressing common challenges faced by Danube countries. The project directly contributes to Specific Objective (S.O) 3.3 specifically priority: Promoting community led natural and cultural heritage management and associated nature-based and cultural tourism in rural areas and small cities.
Further more comprehensive approach envisaged with this project aims to incorporate all measures envisaged under S.O.3 of EUSDR that strengthen cooperation and effectiveness of key stakeholders in order to improve policy, planning and institutional capacities towards enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation.
EuropeanGreenDeal anube_PlaceCRAFT project is addressing key aspects of EGD, focusing on environmental preservation, sustainable agriculture and building renovation. There are highlight 3 main aspect to support this claim: a) product is based on what is now seen as disadvantaged area, b) transnational knowledge hub is aimed towards target group that for now in reality is not seen as functional part of society c) process of toolkit development connects this challenges as sees them as input for social and technological innovation to deliver a product with multiple results: reviving physical environment, developing a big customer market, empowering young people to participate in a sustainable tourism & active economy as co-creators & users, delivering a new market & customers on green principles: sustainable production, sustainable consumption & sustainable practices.
Aligned with project's focus-reconnecting multicultural microregions with cultural heritage-we will tackle mainly the topics related to: healthy and sustainable rural community spaces, development of spaces and building with decarbonised materials and methodologies (O1.3), raising awareness of sustainable consumption (O1.2). We aim to foster sustainable development and resilience within multicultural microregions, contributing to an inclusive & environmentally conscious future.
We will initiate initiatives to distribute the rural placemaking model solution to a wider array of settlements (O1.4), facilitating dialog on cultural heritage. Our goal is to expand this model into an extended toolkit, providing communities with comprehensive resources and strategies for sustainable development and heritage preservation. Project's approach, centered on engaging stakeholders to connect bottom-up and top-down communities, plays a vital role in driving mindset changes (O2.3, A2.5, A2.6). Through this, we promote inclusive decision-making and cultivate a vision for sustainable development and cultural heritage preservation in the DR.
TerritorialAgenda2030 The European Parliament adopted the report on January 16, 2024, which recognizes TA2030 and its pilot actions as having enormous potential to meet the needs of non-urban areas. This project contributes tangible, transferable solutions to (mainly) three challenges identified in TA2023:
1. “Balanced Europe” with pilot action-Better balanced territorial development utilizing Europe’s diversity supported by actions related to the application of digital tools for services (‘local marketplace’) , mobility, and local communities and by up scaling activities: results and findings on local level will be transferred to policies, plans and programmes on all levels.
2.“Functional Regions” with a pilot action for initial meetings to exchange ideas and refine the focus between interested stakeholders
3.“Cross-Border Spatial Planning” with a pilot action for a vision for a cross-border functional region
The tangible result it brings is the design of the planning approach and the end result, the sustainable socio-ecological model of rural placemaking specifically targeting villages near urban centers along the Danube in order to create or revitalize community spaces in these settlements. It reflects the challenges addressed by TA20230 in demographic imbalances and recognises the potential of the Fourth industrial revolution to use best available technologies and solutions to deliver a transferable approach and product addressing identified challenges in terms of added value and use value for all stakeholders involved.
We believe that sustainable tourism development can help tackle challenges identified in the Territorial Agenda, through strengthening the local community, preserving cultural heritage, and promoting multiculturalism development. The project's main objective is to promote the rural placemaking model to higher level public bodies pursuing strategies of regional socio-cultural development.
Other Roma charter on natural and cultural capital The Charter of Rome is a bridging initiative on the interrelations and interactions between Natural and Cultural Capital. It aims at strengthening nature and biodiversity policy, mainstreaming it into other policies related to the territory and the economic impact. The Danube_PlaceCRAFT project is demonstrating the potential of this ambition with connection of natural and cultural potential with innovative and state of the art product development, to establish new markets and new target groups in tourism.
Other EU’s 2020 strategy for sustainable tourism: The Danube_PlaceCRAFT project’s focus on sustainable tourism aligns with the EU’s 2020 strategy for sustainable tourism. The strategy aims to promote sustainable tourism practices that contribute to economic growth, social inclusiveness, and environmental protection. Our project aims to promote sustainable practices and responsible tourism, focusing on the social inclusion of vulnerable groups and the protection of the natural and cultural resources of the Danube Region for future generations.
The project will contribute to enhancing social and economic cohesion through tourism in DR and assist the European Commission, EUSDR to engage national/regional governance actors to better anticipate and respond to the social and economic challenges.

- Examine the role of women in national/regional knowledge systems and innovation and the effectiveness of capacity-building initiatives in supporting participation and the potential of women to act as agents of change;
- Examine the involvement of women in business decision-making and networks, and the significance of gender as a factor in the adoption of different business strategies;
- Examine the gender dimensions of tourist patterns, the involvement of women in travelling, and the differential experiences by gender;
- Integrate the above perspectives into a holistic analysis of tourism effects for DR.
- Examine the role of education and training in enabling women to play a full and effective part in the development of, and response to, tourism;
- To enable given resources and target communities to be identified and incorporated – e.g. ethnic minorities, women, young people
EUStrategyDanubeRegion EUSDR Action Plan 2020- II
he Danube_PlaceCRAFT project is designed to implement the measures outlined in the Action Plan 2020-II of the European Union Strategy for the Danube Region (EUSDR).
Therefore it is linked to the pillar “(1) Connecting the Danube Region”, to promote culture and tourism, people to people contacts.
According to the Action Plan 2020, the Danube_PlaceCRAFT project is in line with Priority Area 3: Culture and tourism /
Under I. Developing sustainable tourism, the project is in line with the following actions:
ACTION 1: Promote sustainable tourism in the Danube Region – in A1.5 we will revitalize cultural creative centers and develop integrated sustainable ecosystems (O2.1)
ACTION 3: Invest in sustainable quality products, services, innovative forms and infrastructure in the fields of tourism and culture, promote skills, education and creating jobs in the related areas
In the project we will develop cross-sectoral partnership in multicultural microregions among Danube (O2.2.).
ACTION 5: Promote and encourage the development of the cultural activities and creative sectors – we will develop a digital toolkit to upscale local tourist attractions to a transnational multicultural network along the Danube (A2.5).
Under III. Valorising, promoting and protecting the cultural heritage
ACTION 6: Promote cultural heritage in the Danube Region – the project will revive and promote cultural heritage, multicultural traditions and arts of ethnic communities along the Danube Region to revitalize rural community places.
