Description (EN):

The BSB region faces significant challenges due to climate change, including increased temperatures, water scarcity, flooding, and biodiversity loss. These issues threaten the socio-economic stability of the region, impacting agriculture, fisheries, tourism, and urban areas. Additionally, despite being a substantial part of the population, youth in the BSB often lack opportunities to engage in environmental policies due to socio-economic constraints, institutional barriers, and a lack of political education. Another important challenge in the BSB is that the participatory decision-making tools are not used widely by local authorities especially targeting youth from different backgrounds. SG4Y-CLIMATE aims to improve the capacities of local authorities and enhance sustainable democracy in the BSB by empowering young people to take active roles in climate action through democratic participation. It seeks to transform the current governance framework by integrating advanced digital platforms and participatory decision-making tools, enabling youth to influence climate policies and initiatives. The expected change is a more inclusive, effective, and resilient governance structure that actively involves young people in addressing climate challenges. In line with the project’s objective of empowering young people, a Transnational Youth Council for Climate Action (TYCCA) will be established, which will serve as a platform for young leaders from the BSB to collaborate with local authorities on climate policies and initiatives. This participatory council will develop its own charter and guidelines, establish working groups, and conduct regular training sessions and meetings, in collaboration with the partners’ staff. SG4Y-CLIMATE builds upon an innovative approach, which makes use of digital technologies including AI. In this line, a smart governance methodology will be developed by the project, which will improve the capacities of local authorities significantly for effective democratic participation. In order to maintain the novelty, relevance and applicability of the methodology, a best practice research will be conducted, and workshops with TYCCA members and stakeholders will be held. Based on the developed governance methodology, a user-friendly digital platform will be developed to enable youth participation in governance processes. The platform will be further improved by integration of AI technologies that will allow extensive analyses to be done. Thus, the platform will effectively facilitate communication, collaboration, and real-time feedback. Remarkably, SG4Y-CLIMATE will conduct a transnational campaign, which will serve as a pilot implementation of the structures established and the methodology and tools developed. TYCCA will conduct the campaign in close collaboration with the staff of ALDA, TMM and GM, particularly with those responsible of project communication. This campaign, supporting the objective of promoting sustainable democracy and public involvement for climate action, will involve creating and disseminating materials, conducting webinars, organizing social media activities, and holding public events to raise awareness about climate resilience and importance of participation to local decision making mechanisms for affecting climate policies. . A comprehensive report on outcomes will be published and an advocacy strategy will be developed accordingly. Parallel to the development and implementation of the governance methodology and its tools, various capacity-building activities for municipalities will be conducted by the project. These will include training sessions, development of action plans tailored to the two partner municipalities, and creation of a digital guideline. Furthermore, an online workshop for other BSB municipalities and ongoing technical assistance and mentorship will be provided to ensure the sustainability and transferability of the project's outputs. Transnational cooperation is essential for SG4Y-CLIMATE because climate change impacts do not respect borders, necessitating a coordinated response. By bringing together diverse perspectives and resources from different countries, the project leverages synergies that lead to more comprehensive and effective solutions. Thus, in overall, SG4Y-CLIMATE provides transnational solutions to transnational challenges it deals with, based on a cross-border cooperation among its multisectoral partners. The planned approach involves a collaborative effort among all project partners, each contributing their unique expertise. INU will lead the development of smart governance methodology and tools, with the close support of ALDA in fields related to local democracy and youth, TMM and GM will test and implement these tools. The consortium is established four partners, all of which are distinguished in their fields, thereby bringing a very high level of technical expertise, experience and networking capacity together.

Expected Achievements (EN): Developing and implementing a smart governance framework, which will increase the capacities of BSB municipalities through improved democratic mechanisms to involve youth in climate action.

The project’s focus on fostering transnational collaboration among various stakeholders, including municipalities, universities, NGOs, and developing and implementing innovative governance methods and tools aligns with the EUSDR's goal of enhancing regional cooperation and fostering inclusive governance structures.
The project’s focus on climate resilience also directly supports the EUSDR's environmental objectives. The field in which the governance methodologies will be implemented centers around environmental issues born by climate change. Thus, it contributes to the EUSDR’s goals of protecting the environment and managing environmental risks.
SG4Y-CLIMATE promotes socio-economic development by empowering youth and enhancing their role in governance. Through capacity-building activities, training sessions, and educational material, the project equips young people with the skills needed to participate effectively in climate governance. This supports the EUSDR’s objective of fostering socio-economic inclusion and building a prosperous region.
Finally, the project emphasizes the development of innovative solutions and dissemination of best practices, contributing to the EUSDR’s aim of promoting research and innovation.
SeaBasinStrategyBlackSea The SG4Y-CLIMATE project significantly contributes to the objectives of the Common Maritime Agenda (CMA) for the Black Sea by fostering regional cooperation, addressing environmental challenges, and promoting sustainable economic growth, in overall.
Parallel to the Goal 1 of the Agenda concerning “healthy marine and coastal ecosystems, which includes encouraging the development of a consistent approach for the protection and restoration of the Black Sea ecosystem, improving environmental protection of the shared natural heritage”, the project will contribute to the preservation and sustainable management of the Black Sea ecosystem by focusing on actions for climate resilience.
The discussions above in regard with the EU Strategy for the Danube Region are directly relevant to the CMA, too, because both strategies share the main principles and approaches in terms of enhancing regional cooperation and youth engagement, addressing environmental challenges, knowledge sharing and innovation, and capacity building for local authorities.
This last point can be extended to encompass other strategies, as well, such as the EU Strategy for the Adriatic and Ionian Region, or, more broadly, the Green Deal, owing to the alignment of underlying principles.
Other SG4Y-CLIMATE aligns with and contributes to several SDGs, particularly SDG 11, 12, 13, 16, and 17. This is explained below on the basis of targets defined specifically for these SDGs:
Target 12.8: Ensure relevant information and awareness for sustainable development
The project emphasizes education and awareness on sustainable development and climate action. Workshops, seminars, and a digital platform will provide youth and communities with essential information and resources.
Target 13.1: Strengthen resilience to climate-related hazards and natural disasters
SG4Y-CLIMATE aims to enhance climate resilience through participatory and innovative methods for climate action. The project’s focus on youth engagement and innovative governance tools enhances the overall adaptive capacity of the regions involved.
Target 13.3: Improve education and capacity on climate change mitigation and adaptation
The project includes training and capacity-building programs to improve awareness and skills related to climate change mitigation and adaptation. The digital platform and AI tools developed will facilitate better understanding and management of climate risks.
Target 16.7: Ensure inclusive and participatory decision-making at all levels
SG4Y-CLIMATE fosters inclusive decision-making by engaging youth and local communities in climate governance, ensuring diverse voices are included through its governance methodology and digital platform.
Target 17.17: Encourage effective partnerships for sustainable development
The project exemplifies effective partnerships among public authorities, NGOs, academic institutions, and citizens. It leverages the strengths and resources of each partner to promote collaborative approaches to achieving the SDGs.
The project will contribute to other SDGs and targets, as well, through its effects on political participation, environment, and innovation, and its focus on climate change, a critical field that encompasses almost all aspects of life.
