Description (EN):

The recent administrative reform in UA requires the new municipalities (hromadas) to create development plans, but they lack the necessary expertise and tools. Additionally, the entire program region has to face new challenges due to the war. The war has changed the demographic and economic situation in Zakarpattia. Therefore, it has become also necessary to update the development plans of the 2021-2027 programming period, to assess the socio-economic situation and cross-border cooperation of the HU-RO-UA border region. Development plans (in UA and RO) and their assessments (in HU and RO) will be prepared, as well as training courses (e.g. for planners, project managers) will address the above challenges, strengthen cross-border institutional and business links, and facilitate UA’s preparations for EU accession. The trained persons (~100 people) will be able to manage planning and implement plans, and ensure sustainable development. The project will result in: 14 micro regions’ development plans in UA, which – with the assistance of local trained experts – will provide a basis for preparing legally required plans for the participating local authorities; 3 municipal-level development plans in SM County. The synthesis of the Ukrainian plans and the assessments of these plans’ and the Ukrainian situation’s impacts on the neighbouring micro regions in the EU (in Hungary ad in Romania) will help future joint planning actions in the region (UA, HU, RO) and the EU in general. The multilevel governance based partnership has innovative elements as it includes a governmental body with considerable local knowledge and experience in development planning and analysis, a county municipality, a local government association, a county development agency, and a cross-border EGTC.

Expected Achievements (EN):

The overall objective of the project – in response to gaps in institutional capacity and the challenges created by UA’s administrative reform, COVID19 and war – is the preparation of cross-border territorial development plans and assessments of the HUROUA border region. This is in line with program’s priority 3 and ISO1 b), since the project’s network and joint actions enhance the cross-border cooperation, the knowledge transfer, the elimination of legal obstacles & other challenges.
