Developing cross-border availability and mobility of road infrastructure of the Podlaskie Voivodship and the Volyn Region

The general objective of the project isto develop cross-border accessibility and mobility of road infrastructure in the Podlaskie Voivodeship and Volyn Region as part of complementing the EU-UA Solidarity Trails improving the quality safety efficiency and durability of the Volyn section of M-19(km71+822 to80+202) and the expansion and construction of modern road infrastructure(662 from km2+000 to2+590 exit from Augustów towards Suwałki) improving the safety and fluidity of cross-border traffic for both people and goods to improve mobility and cross-border and tourist connections in PL/UA offering environmentally friendly solutions without negative impact on fauna and flora The activities will be carried out on the principle of do no significant harm because it is not expected to have a negative impact on the environment Major renovation of M-19 and the construction and expansion of sections of regional road no.662 in order to extend the scope of the road infrastructure it will: -meet the growing demand for increased capacity of cross-border roads on both sides of the border -ensure that road network is supplemented with missing connections in an appropriate technical and operational standard constituting the final complement to the infrastructure component in the context of the Solidarity Lanes initiative and improving the safety and comfort of road traffic while reducing the burden of transport on the environment(protection against excessive noise vibrations pollution) -eliminate bottlenecks(bridges with insufficient load-bearing capacity limiting the possibility of transit of goods traffic capacity limitations due to old road infrastructure carriageways in an inadequate technical condition) that will eventually arise on roads due to increased traffic volume -improve road safety and separate pedestrian and cyclist traffic -contribute to the broadly understood improvement in the availability of intermodal transport -increase the availability of connections of TEN-T network with the national and regional road system and will additionally increase accessibility to railway lines -will contribute to increased environmental safety by shortening travel times eliminating unfavourable solutions such as excessive noise inefficient fuel consumption and higher vehicle maintenance costs financially burdening companies and individuals reducing transport efficiency -will increase the resilience of infrastructure ensure its long-term functionality and improve its access to transport routes especially in cross-border traffic between UA/ PL/EU which will facilitate the creation of a more coherent transport network across borders The M-19 and 662 are integral parts of the cross-border transport system that ensures the movement of people and goods between UA/EU Without the simultaneous modernization of both sections there is a risk of creating “bottlenecks” which would reduce the efficiency of logistics increase congestion and cause economic losses for both regions Joint planning and synchronization of works within cross-border cooperation are essential to ensure traffic continuity and compliance with common standards Since road safety issues accident rates and environmental impacts do not recognize borders an effective response requires a coordinated approach harmonization of standards separation of traffic flows and joint implementation of environmentally friendly solutions The partnership enables the transfer of best practices and technologies across both countries The project has the potential to directly impact approximately 300 000 people in the border communities of the Volyn Region (Kovel district and surrounding municipalities) while also delivering infrastructure benefits to over 1 million residents of the Volyn region by improving cross-border mobility logistics access to services and road safety Project follow requirements for construction of dual-use infrastructure for road infrastructure according to the Military Mobility 2.0
