Description (EN):

The project general objective is the identification and implementation of best practices in terms of local and regional policies to implement and develop the Information & Communication Technologies (ICTs) in the audiovisual and media sector, taking into account the importance of such sector as a source of socio-economic development of our regions. The Information Society has drastically changed the consumers access to audiovisual products (streaming, 3D, Internet, mobile technology, etc.), which has created an important technological gap for the traditional audiovisual industries, which is slowly adopting these changes. From an other hand, the local and regional authorities participating in this project, aware and concern about these difficulties, have traditionally supported the sector through active policies aimed at supporting the production (granting schemes, Film Commissions, offering specialized lands/areas, etc.), but need also to adapt their policies to the new ICT reality. For such purpose, the present partnership was formed from different EU peripheral regions, including 7 public authorities and 3 intermediary bodies, all of them in direct link to policy making at both, legislative & executive levels, with a well balanced geographical distribution. Among the project specific objectives, we may mention the identification, analysis and evaluation of different measures and good practices to improve the ICTs implementation in the sector (training policies, regional tools, innovative ways of supporting the development of audiovisual contents in the digital era, etc.). In order to reach such objectives, Medi@TIC partners have identified and agreed on a series of issues of interest in the development of the ICTs in the sector, in order to articulate the project around the following Working Groups (WG): -WG 1: Animation, recreation and digital effects (incl. videogames) -WG2: Production of audiovisual contents for new distribution supports in the digital era  WG3: Inter-sectorial (& interregional) Cooperation among companies of digital contents (incl. investigation and technological centres) and the audiovisual sectors (incl. Medias). According to the Interreg IVC philosophy and recommended structure for the projects, apart from the compulsory Components of “Management” and “Communication”, Medi@TIC includes exchange of experiences activities and the generation of documents and tools related to the policies, and proposes to carry out the following key activities: - Working Groups meetings & Study Visits - 3 Workshops (1 by theme/WG) - 3 Seminars (1 by theme/WG) - Final Conference, to take place in September 2014 in San Sebastian, in the framework of its international Film Festival - Creation of an “European Observatory” - 1 Implementation Plan per Partner - 1 Document of identification of good practices/policies, transferable at European level.

Achievements (EN):

Sevila Global conceived its project idea among partners sharing interests and concerns about creative industries and, in particular, about the audiovisual sector, and from the very beginning it attracted a lot of interest from counterparts all over Europe. On this basis, and in coordination with the other Spanish partner, Fomento San Sebastián, they jointly initiated the project preparation and launched partner search in November 2010.COMPONENT 1: MANAGEMENT AND COORDINATIONT: this reporting period has been very intense In terms of management and coordination. Since the project was approved under conditions, in January the Lead partner was working to fulfil all requirements requested in the conditions form. The lead partner attended the meeting with the JTS officers organized in Copenhagen (Denmark) on the 23rd and 24th January 2012 to clarify the issues. The following months the Lead partner, in cooperation with the project partners, prepared the kick off meeting held in Sevilla on the 19th April. The meeting was devoted to present the partners, to schedule and discuss the methodologies for the components 2 and 3, to revise the main legal documents of the project (i.e. Partnership Agreement and Operational Regulations) to inform partners about their duties and obligations. The Lead partner provided the partnership with the information to deal with the reporting procedures. The tender of the Joint Project Secretariat (JPS) has been launched and completed on 25 June 2012. A representative from the Lead partner attended the Finance Seminar organised in Viena on the 5th June 2012. The contractualisation process slightly delayed the launching phase of the project. The subsidy contract was signed on 2nd March 2012, while the kick-off meeting was expected to be launched in February-March, but actually was held in April. The most important output during this phase was to complete the contractual obligations among the partners, in particular through the signature of the Partnership Agreement. This was a long process due to the nr. of partners involved, and was in fact completed at the beginning of the second phase, in July 2012. During the kick off meeting the next international activities (Steering Committee meetings, Workshops and Working Groups) have been rescheduled accordingly: Meeting in Kristiansand between on the 24-25 September; Genoa between 11-14 November, as well as a draft proposal of dates for 2013 meetings. COMPONENT 2: COMMUNICATION: The Lead partner presented the activities, schedule and outputs of this component during the Kick off meeting in Sevilla on the 19th April 2012 and throughout the following months draw up the communication action plan for the project. As accorded in the application form, the communication and dissemination component is being lead by Sevilla Global, with the support of the project partnership. During the reporting period, Sevilla Global has launched the tendering processes to contract a logo, corporate image, webpage and newsletter. The first proposals were received and exchanged among partners. On the occasion of the kick off meeting the Lead partner has prepared a press release that has been broadcasted in newspapers, radio and television. COMPONENT 3: EXCHANGE OF EXPERIENCES. The schedule, activities, methodology and project outputs were presented and discussed by the partnership during the kick off meeting held in Sevilla on the 19th. Is has been approved the specific guidelines and common methodology for the Observatory (Local Analyses, identification of best practices, legislations, etc.).
