The general aim of the project is to contribute to a better quality of surface and groundwater bodies in the Scheldt International River Basin District (IRBD). This will be done by developing and implementing a set of cost-effective. innovative and transnational actions aimed at attaining a good status of surface and groundwater bodies. By monitoring the transnational effect of these actions. the foundation for the development of a transnational surveillance system for the Water Framework Directive (WFD) programmes of measures for the Scheldt IRBD will be laid. With this project aim. the Scaldwin-project capitalises on the results of the Interreg IIIB NWE Scaldit-project. The pressure on the water system differs between regions. Most of the investigated transboundary or similar surface waters and groundwater layers are at risk of not achieving a good status as asked by the WFD. All competent authorities of the Scheldt IRBD will have to take extra measures. This project aims at finding the best available measures to improve surface water. sediments and groundwater. To reach this overall aim. five objectives were defined: 1. Improving the ecological status of surface water bodies based on river ecosystem development and biodiversity enhancement (WP1) 2. Improving the ecological status of surface water bodies based on sediment management (WP2) 3. Sustainable water resources management for groundwater bodies (WP3) 4. Assessing the implementation of the WFD programmes of measures (WP4) 5. Raising public awareness (WP5)

Expected Results (EN):

The main actions consist of the implementation and monitoring of a number of transnational river ecosystem development measures and the elabaration of a transnational inventory on priority fish migration barriers for WP1, the transboundary monitoring of sediment loads in order to feed a sediment delivery model and the construction of a sediment pond for WP2, the transboundary monitoring and modelling of 2 transboundary groundwater systems as a basis for a joint declaration on transboundary groundwater management for WP3, the development of a common set of indicators on the level of the Scheldt IRBD to assess the execution of programmes of measures, including costs, effects and benefits of measures for WP4 and the dissemination of information on transboundary integrated water management in the Scheldt IRBD by means of events, website, newsletters, information packages for WP5. The main outputs are a number of jointly planned, implemented and evaluated transnational river ecosystem development investments, field visits, workshops, a report and a conference on these investments for WP1, a constructed sediment pond, a sediment delivery model, a sediment pond plan and a handbook and conference on sediment management for WP2, a joint numerical model of 2 transboundary groundwater layers, 2 joint declarations and a report and conference on transboundary groundwater management for WP3, a jointly agreed indicator system (fed by the other work packages) to assess the implementation of the programmes of measures and a report and seminar on this indicator system for WP4 and a website including a cartographic information system and a web animation on groundwater, electronic newsletters, seminars, information packages and media coverage on transnational integrated water management in the Scheldt IRBD for WP5.
