Le projet étudie la structure et le fonctionnement d'une CAMP (Cross-boarding Area Management Platform) qui peut également fonctionner comme Logistics Single Window pour une chaîne logistique sans ruptures et sans papier. La CAMP met en œuvre un réseau de plates-formes interopérables pour servir les shippers et les acteurs de la chaîne logistique. Les filières sélectionnées partagent l’idée de one-stop-shop qui, en impliquant clients et fournisseurs, est mise en place comme un moyen de créer un outil crédible pour les PME à internationaliser le produit dans la zone transfrontalière et en rendre plus compétitif le transport. La zone de référence compte des nœuds secondaires et tertiaires, afin de leur relation plus étroite avec le réseau primaire (nœuds portuaires et voies terrestres d’adduction). L'étude, en capitalisant les projets conclus, permettra d'améliorer l'augmentation d'appeal des nœuds impliqués avec la quantification économique de la réduction des temps de la chaîne de transport. La conception de l'architecture vise à maximiser les caractéristiques de l'adaptabilité, la flexibilité et l'évolutivité nécessaires pour soutenir la communication des opérateurs avec les institutions (et entre les institutions) de différentes tailles et avec des degrés variés d’informatisation et rationalisation des services afin de mettre en œuvre un processus de répartition modale. Le projet vise, y compris pour les futures implémentations informatiques, à définir à travers l'enquête sur les besoins des opérateurs, le système logique et les metadata nécessaires à une plate-forme d'exploitation. CIRCUMVECTIO pour le transport des marchandises et NECTEMUS pour celui des passagers visent à donner des solutions aux problématiques de la zone transfrontalière, en considérant la promiscuité des flux de la demande de transport maritime continent- îles.

This project studies the structure and operation of a Cross-Boarding Area Management Platform (CAMP) that can function as a Logistics Single Window for an integrated and paperless logistics chain. CAMP integrates a network of interoperable platforms at the service of shippers and logistics chain actors. The selected supply chains share the one-stop-shop concept. It involves customers and suppliers to create a credible tool for SMEs to globalise products in a cross-border way and make transport more competitive. The area in question involves secondary and tertiary nodes, for a closer relationship with the primary cluster (port nodes and inland transport routes of people and goods). While capitalising on the results of previous projects, this research study will enhance the appeal of nodes by quantifying the reduced total transport chain time economically. The architecture is designed to maximise adaptability, flexibility and scalability to support modal balance and communications between different size businesses and Authorities (and between Authorities) with different computer and service capabilities. For future IT implementations, this project aims to define the logical system and metadata needed to operate a platform by surveying the needs of businesses. CIRCUMVECTIO for freight transport and NECTEMUS for passengers intend to deal with critical cross-border area issues, due to the mixed demand for maritime traffic between the continent and the islands.

Il progetto studia la struttura e il funzionamento di una Cross-boarding Area Management Platform (CAMP) in grado di operare anche come Logistics Single Window per una catena logistica integrata e paperless. La CAMP integra un network di piattaforme interoperabili a servizio degli shippers e degli attori della catena logistica. Le filiere selezionate condividono il concetto di one-stop-shop che, coinvolgendo clienti e fornitori, si configura come mezzo per creare un credibile strumento a favore delle PMI per internazionalizzare il prodotto in chiave transfrontaliera e renderne maggiormente competitivo il trasporto. L’area di riferimento contempla nodi secondari e terziari, al fine di una loro più stretta relazione con la rete primaria (nodi portuali e vie di trasporto terrestri di adduzione). Capitalizzando i risultati di progetti precedenti, lo studio, valorizzerà l’aumento di appeal dei nodi coinvolti attraverso la quantificazione economica della riduzione dei tempi complessivi della catena di trasporto. La progettazione dell’architettura è mirata a massimizzare le sue caratteristiche di adattabilità, flessibilità e scalabilità per supportare la comunicazione degli operatori con Enti (e tra Enti) di diverse dimensioni e con eterogenei gradi di informatizzazione e razionalizzazione dei servizi, in un’ottica di riequilibrio modale. Il progetto mira, anche ai fini di future implementazioni informatiche, a definire attraverso il survey dei bisogni espressi dagli operatori, il sistema logico ed i metadata indispensabili per una piattaforma operativa. CIRCUMVECTIO per il trasporto delle merci e NECTEMUS per quello dei passeggeri intendono dare risposte alle criticità dell’area transfrontaliera, in ragione della promiscuità dei flussi di domanda di trasporto marittimo tra continente e isole.

Compte tenu de l'importance de la logistique et des installations portuaires dans la région frontalière pour le développement économique et social italien et français, le projet CIRCUMVECTIO se développe sous l'axe 3 du Programme INTERREG Italie-France Maritime 2014-2020 avec l'objectif principal de l'étude la structure et le fonctionnement d'une « Cross-Boarding Area Management Platform » (CAMP), afin d'intégrer un réseau de plates-formes interopérables, capables de répondre aux besoins des parties prenantes et les opérateurs de la chaîne d'approvisionnement intégrée et sans papier, développant ainsi des synergies avec infrastructures existantes. Le projet, en capitalisant sur les résultats des projets précédents, a l'intention d'améliorer les nœuds concernés par la quantification économique de la réduction du temps global de la chaîne de transport, c’est à dire de contribuer à l'amélioration des connexions entre les nœuds secondaires et tertiaires au réseau RTE-T, en augmentant l'offre de transport et le développement de l'intermodalité comme un avantage pour les régions de la zone de coopération. CIRCUMVECTIO aborde les problèmes communs liés à la rareté des services intégrés multimodaux pour le secteur du trafic des marchandises, qui ne peuvent pas être mis en œuvre et abordés que par un effort conjoint de nature transfrontalière. Dans cette perspective, la conception de la CAMP vise à maximiser ses caractéristiques d'adaptabilité, de flexibilité et d'évolutivité pour favoriser la communication entre les opérateurs de la chaîne d'approvisionnement avec les organismes chargés de la gouvernance du système et de mettre en œuvre la gestion des flux d'information et financiers liés au mouvement des marchandises. De cette façon, CIRCUMVECTIO entend trouver des solutions aux problèmes d'équipement immatériel à l'appui des nœuds primaires et secondaires de chaque système de transport logistique au sein de la chaîne d'approvisionnement des entreprises qui répondent aux mêmes nœuds pour la satisfaction des besoins de transport connexes et de la logistique. Pour mieux illustrer le travail réalisé dans le cadre de CIRCUMVECTIO, on doit noter que le Projet comprend trois Composantes de mise en œuvre. La Composante T1 "Cartographie des projets cofinancés par l'Union européenne avec des objectifs similaires à CIRCUMVECTIO et capitalisation des meilleures pratiques identifiées" se concentre sur la cartographie des résultats obtenus par les projets cofinancés par l'UE pendat la période de programmation précédente avec des objectifs similaires à ceux de CIRCUMVECTIO et capitalisation des résultats des meilleures pratiques identifiées. Le Partenaire Région Autonome de la Sardaigne a été le coordinateur des activités, auxquelles tous les Partenaires ont participé activement. La Composante T1 a été structuré en suivant une approche méthodologique divisée en deux activités et trois phases. Dans la première activité "Cartographie et analyse des projets à capitaliser dans CIRCUMVECTIO", la méthodologie de travail a été définie afin d'identifier concrètement les projets européens réellement significatifs pour la mise en œuvre des Composantes de Projet suivantes. Une fois définie la méthodologie, l'ensemble du Partenariat a collaboré activement afin de cartographier et d'analyser les projets identifiés et leurs résultats. Le résultat de cette activité a été rassemblé dans une étude, basée sur les meilleures pratiques basées sur les TIC et les processus, qui a mis en évidence les points critiques et les solutions. Cette analyse a permis de développer la deuxième activité de la Composante "Stratégie de capitalisation des meilleures pratiques examinées", au cours de laquelle une stratégie de capitalisation concrète des résultats obtenus par les expériences examinées a été développée, afin de bénéficier des éléments innovants analysés tant au niveau des technologies que des processus. La Composante T2 " Analyse de l'état de l'art en matière de services et de processus et détermination de scénarios de développement", coordonné par le Partenaire Métropole Toulon Provence Méditerranée, a développé deux activités: l'Anlayse AS IS à propos de l'état de l'art et de la cartographie des outils existants sur les territoires des Partenaires (Ligurie, Toscane, Sardaigne, Corse, Région Sud) et la reconnaissance des besoins des opérateurs visant à définir le scénario des services TO BE. L'analyse AS IS a été réalisée en cartographiant les services d'information opérationnelle dans les ports directement ou indirectement impliqués dans le Partenariat et a également inclus l'examen des besoins des opérateurs. Cette enquête a impliqué l'ensemble des Partenaires, qui ont organisé des rencontres entre les institutions et les opérateurs de l'industrie maritime dans le domaine concerné. Une fois ces activités ont terminées, le document du scénario TO BE a été élaboré, dans lequel les besoins des opérateurs ont émergé, afin d'identifier les opportunités de développement qui pourraient être développées grâce à l'amélioration de l'accessibilité de la zone grâce aux TIC en utilisant un modèle qui peut être reproduit et transféré à des réalités similaires. Cette étude a donc fourni les éléments utiles à l'élaboration de la prochaine et dernière Composante du Projet. La Composante T3 "Etude de faisabilité de l'ingénierie économique d'une Plate-forme fonctionnelle pour le système de transport intermodal dans la zone de référence", a été coordonnée par Région Ligurie, avec le soutien des Partenaires UNIGE-CIELI et UNIPI-PUSL en raison de son contenu essentiellement scientifique. Dans une première phase, on a élaboré un document d'Analyse AS IS qui a permis de comprendre l'état de l'art et le potentiel opérationnel et économico-financier des solutions technologiques et informatiques existantes proposées pour satisfaire les besoins logistiques et de transport de la zone concernée. Dans ce cadre, l'analyse des besoins logistiques de la zone du programme a été développée afin de définir une gamme de services technologiques et d'information visant à assurer la pleine intégration des opérateurs participant aux chaînes d'approvisionnement les plus importantes pour la zone. Au cours de la troisième phase, on a réalisé l'Etude de faisabilité et de conception de la plate-forme CAMP afin de permettre l'intégration effective des opérateurs logistiques actifs dans les chaînes logistiques. Cette étude a défini la conception du système d'information et l'intégration des flux physiques et financiers, de l'infrastructure pour l'identification automatisée de l'information et pour la définition détaillée des types de services que la Plate-forme peut offrir aux opérateurs. Par la suite, l'activité concernant l'évaluation des effets économiques potentiels liés aux services offerts par la Plate-forme a été développée, à travers l'élaboration d'un Document d'Analyse, qui contient les bénéfices liés à l'utilisation de la Plate-forme et la définition des critères pour les mesurer. La dernière phase de l'activité mise en œuvre dans le cadre de la Composante T3 a consisté à valider les résultats de l'étude. Dans ce contexte, on a réalisé l'analyse des avantages liés à l'utilisation de la Plate-forme, en utilisant quelques études de cas de référence et en identifiant quelques réseaux logistiques afin de parvenir à une simulation des avantages liés à l'application du Système conçu. Grace à de visites et d'entretiens successifs avec les opérateurs concernés, il a été possible d'estimer les avantages offerts par la Plate-forme CAMP en termes de services, de coûts, de temps et de flux financiers. La réalisation des activités de cette Composante a prévu la réalisation de l’Output du Projet "Etude des fonctions économiques impliquées et Conception Architecturale de la Plate-forme". Cette étude conjointe s'appuie sur les besoins des opérateurs au niveau transfrontalier et définit les services offerts par la Plate-forme CAMP visant à améliorer l'accessibilité multimodale de la zone de coopération. Cet outil peut être concrètement réalisé dans une phase suivant la clôture du projet afin de permettre la réduction des coûts et des externalités négatives, ainsi que de promouvoir un trafic intermodal durable. La Composante de Communication du Projet est d'une grande importance parce qu’elle a permis d'accroître la sensibilisation et la connaissance des groupes cibles identifiés par les Partenaires, tels que les Autorités portuaires, les Capitaineries portuaires, les Douanes, les Chambres de Commerce, les Associations Professionnelles, les entreprises, les exploitants de plateformes logistiques, etc. Les activités de la Composante, coordonnées par Région Ligurie, ont été associées à une catégorie spécifique de livrables qui ont été réalisés pendant le Projet. Parmi ces livrable, il est important de rappeler le Plan de Communication qui a été préparé comme roadmap pour l'ensemble de la Composante afin d'assurer l'efficacité de chaque activité. Afin de diffuser les résultats obtenus, on a élaboré des livrable pointés, concernant les messages clés du projet.

Achievements (EN):

Given the importance of logistics and port facilities in the border region for Italian and French economic and social development, the Circumvectio project is developing under Axis 3 of the INTERREG Italy-France Maritime Programme 2014-2020 with the main objective of the study the structure and operation of a Cross-Boarding Area Management Platform (CAMP), in order to integrate a network of interoperable platforms capable of meeting the needs of stakeholders and operators in the integrated and paperless supply chain, thus developing synergies with existing infrastructure. The project, by capitalising on the results of previous projects, intends to improve the nodes affected by the economic quantification of the reduction of the overall time of the transport chain, i.e. to contribute to the improvement of the connections between secondary and tertiary nodes to the TEN-T network, by increasing the supply of transport and the development of intermodality as an advantage for the regions of the cooperation area. Circumvectio addresses common problems related to the scarcity of integrated multimodal services for the freight traffic sector, which can only be implemented and addressed through a joint effort of a cross-border nature. With this in mind, CAMP’s design aims to maximise its adaptability, flexibility and scalability characteristics to foster communication between supply chain operators with system governance bodies and to implement the management of information and financial flows related to the movement of goods. In this way, Circumvectio aims to find solutions to intangible equipment problems in support of the primary and secondary nodes of each logistics transport system within the supply chain of companies that meet the same nodes for the satisfaction of related transport needs and logistics. To better illustrate the work carried out under Circumvectio, it should be noted that the Project includes three Implementation Components. Component T1 “Cartography of projects co-financed by the European Union with objectives similar to Circumvectio and capitalisation of the best practices identified” focuses on mapping the results of projects co-financed by the EU hanging the previous programming period with objectives similar to those of Circumvectio and capitalisation of the results of the best practices identified. The Autonomous Region Partner of Sardinia was the coordinator of the activities, in which all the Partners actively participated. Component T1 was structured using a methodological approach divided into two activities and three phases. In the first activity “Cartography and analysis of projects to be capitalised in Circumvectio”, the working methodology was defined in order to identify concretely the European projects that are really significant for the implementation of the following Project Components. Once the methodology was defined, the Partnership as a whole collaborated actively to map and analyse the identified projects and their results. The result of this activity was gathered in a study, based on best practices based on ICT and processes, which highlighted critical points and solutions. This analysis made it possible to develop the second activity of the Component “Best practice capitalisation strategy examined”, during which a concrete capitalisation strategy of the results obtained from the experiments examined was developed, in order to benefit from the innovative elements analysed both at the level of technologies and processes. Component T2 “Analysis of the state of the art in terms of services and processes and identification of development scenarios”, coordinated by the Metropole Partner Toulon Provence Méditerranée, has developed two activities: the Anlayse AS IS on the state of the art and mapping of existing tools in the territories of the Partners (Liguria, Tuscany, Sardinia, Corsica, South Region) and the recognition of the needs of operators to define the scenario of TO BE services. The AS IS analysis was carried out by mapping operational information services in ports directly or indirectly involved in the Partnership and also included an examination of operators’ needs. This survey involved all the Partners, who organised meetings between the institutions and operators of the maritime industry in the field concerned. Once these activities were completed, the TO BE scenario document was developed, in which operators’ needs emerged, in order to identify development opportunities that could be developed by improving the accessibility of the area through ICT using a model that can be replicated and transferred to similar realities. This study therefore provided useful elements for the development of the next and final Component of the Project. Component T3 “Feasibility study of the economic engineering of a functional platform for the intermodal transport system in the reference area”, was coordinated by Region Liguria, with the support of the UNIGE-Cieli and UNIPI-PUSL Partners due to its essentially scientific content. In a first phase, an AS IS Analysis document was developed which allowed us to understand the state of the art and the operational and economic-financial potential of the existing technological and IT solutions proposed to meet the logistical and transport needs of the area concerned. In this context, the analysis of the logistical needs of the programme area has been developed to define a range of technological and information services aimed at ensuring the full integration of operators participating in the most important supply chains for the area. During the third phase, the CAMP Platform Feasibility and Design Study was carried out to enable the effective integration of active logistics operators into supply chains. This study defined the design of the information system and the integration of physical and financial flows, the infrastructure for automated identification of information and for the detailed definition of the types of services that the Platform can offer to operators. Subsequently, the activity concerning the assessment of the potential economic effects of the services offered by the Platform was developed, through the development of an Analysis Paper, which contains the benefits of using the Platform and defining the criteria for measuring them. The final phase of the activity implemented under Component T3 was to validate the results of the study. In this context, the benefits of using the Platform were analysed, using a few reference case studies and identifying some logistic networks in order to achieve a simulation of the benefits of applying the Designed System. Thanks to successive visits and interviews with the operators concerned, it has been possible to estimate the benefits offered by the CAMP Platform in terms of services, costs, time and financial flows. The realisation of the activities of this Component has foreseen the realisation of the Output of the Project “Study of the economic functions involved and Architectural design of the platform”. This joint study builds on the needs of operators at cross-border level and defines the services offered by the CAMP Platform aimed at improving the multimodal accessibility of the area of cooperation. This tool can be concretely realised in a phase following the closure of the project in order to reduce costs and negative externalities, as well as to promote sustainable intermodal traffic. The Project Communication Component is of great importance because it has increased awareness and knowledge of the target groups identified by the Partners, such as Port Authorities, Port Capitaineries, Customs, Chambers of Commerce, Professional Associations, Companies, Logistics Platform Operators, etc. The Component’s activities, coordinated by Region Liguria, were associated with a specific category of deliverables that were carried out during the Project. Among these deliverables, it is important to recall the Communication Plan that has been prepared as a roadmap for the entire Component in order to ensure the effectiveness of each activity. In order to disseminate the results obtained, specific deliverables were developed for key project messages.
