Description (EN):

TRANSBORDER will improve connections of peripheral crossborder regions with the TEN-T core network and the closest TEN-T nodes on each both sides of borders to achieve sustain economic growth, cohesion and environment friendly mobility. TRANSBORDER tackles the Central Europe common challenge of improving accessibility from peripheral crossborder areas to TEN-T where public transport connections are still underdeveloped. The aim is to reach an innovative approach for passenger transport within peripheral areas, to ensure accessibility through improved links to the closest TEN-T nodes abroad. The project involves regional goverments as well as regional and local authorities, public transport associations and providers and relevant stakeholders working together to elaborate shared policies and strategies, able to take into account the needs of general public living in peripheral areas. One main aim is to develop a Guideline to establish sustainable and sufficient links between TEN-T and peripheral regions and a Joint Action Plan to address these issues to European and national policy makers. Two different regions of CE (both between 2 TEN-T corridors) will work together in this project and more regions from outside the project will be involved creating transnational added value. TRANSBORDER provides a contribution for more cohesion and better accessibility. The project will allow access to more education and better employment for the inhabitants with environmentally-friendly passenger transport solutions. Consequently, TRANSBORDER contributes to Europe 2020 strategy with support of 5 of 11 thematic objectives. TRANSBORDER proposes the tools and strategies for the improvement of planning and public transport capacities to ensure connections of peripheral areas with TEN-T networks abroad. For inhabitants of these regions TRANSBORDER creates awareness and visibility for the public by certain pilot activities to improve the public transport connections.

Achievements (EN):

Improving accessibility from peripheral cross-border areas, where public transport connections are still underdeveloped, to the TEN-T core network poses a challenge in central Europe. TRANS-BORDERS aimed to improve railway links and alternatively bus lines in the peripheral regions. The project was based on three pillars: better governance, joint planning and operational implementation. Working on these pillars, TRANS-BORDERS aims to make peripheral areas in border regions more accessible by improving public transport links and connecting them to closest TEN-T nodes abroad. In order to establish and extend these links it is important to strengthen professional inter-ministerial and inter-departmental cooperation and ensure smooth decision and policy making processes between cross-border regions. To enhance cohesion and cooperation, TRANS-BORDERS developed guidelines and a joint action plan regarding an establishment of encompassing steering committee for cross-border regions in peripheral regions far from the TEN-T network. The two project areas of TRANS-BORDERS show weak local, regional and transnational accessibility, especially with regard to the accessibility of the nearest TEN-T nodes. This problem has multiple causes. TRANS-BORDERS contributed to the solution of this problem and addressed the issues. The bases for action in the project were four coordinated regional action plans, which led to one transnational strategy. Guided by this strategy, six pilot actions were initiated, implemented, and sustained in the regions. The creation of new climate-friendly transport offers in cross-border transport is the visible side of the project results. Invisible, but not less important, the project succeeded in networking the different stakeholders and policymakers (63 in total) and activating them to joint actions and measures.

Expected Results (EN): R 4.1 Status of coordinated planning capacities of the public sector and related entitites for regional passengers transport systems linked to national and European transport networks achieved through transnational cooperation.

Expected Outputs (EN):

TRANSBORDER (TB) contributes to the programme result indicators with higher planning capacities of the public sector and related entities for regional passenger transport systems of the partner regions linked to national and European transport networks, the TEN-T corridors Baltic-Adriatic-Corridor and the Orient-East-Med-Corridor. For both regions, transnational cooperation is well-implemented, public passenger transport excepted. TB wants to reach improved railway links and alternatively bus lines in the peripheral regions. The project based on three pillars, more governance, joint plannings and operational implementations. One of the main result is the implementation of a Lasting Joint Steering Committee of Polish and German relevant stakeholder, like the LP, the PP2, PP5 and other elevant actors for sustainable planning of crossborder transport. Another result are measures to reduce the travel times compared to the current situation, a main barrier for comfortable access to TEN-T corridors. With a Joint Action Plan for better crossborder connections to the TEN-T network TB raises awareness for decision makers on European and national level. With the development of a "Guideline to establish sustainable and suffient links TEN-T links to peripheral crossborder regions" TB creates a tool for other central European region far from the TEN-T axes. For this purpose TB gets in contact with peripheral regions outside the Project with two transnational workshops in their regions.
