Description (EN):

European island regions face several challenges: loss of population, isolation, vulnerable environments and limited economic activity, which is often small scale and focuses on few economic sectors, such as agriculture and tourism, due to the island regions' territorial characeristics. One of the largest threats islands face, is the loss of popolation due to limited work opportunities, especially the young people and talent. However, the islands have their advantages compared to mainland: they had to be more selfreliant, with stronger community involvement and isolation situation that can trigger innovations and provide a distinct, resourseful environment for experimental implementation of innovations. Therefore, insular regions in this project want to address the opportunities of diversification of their economies by improving their innovation policies. Our project focus is to investigate and improve public policy measures in order to turn the islands into innovation "test-beds": islands as innovation-promoting, experimental "probing and learning" environment which can keep and atrract young, innovative and entrepreunal people and activity to the islands. This will be done through policy improvement, learning sessions, action plan development, good practice identification and sharing and active work on the islands with involvement of regional stakeholder groups. The project will collect and disseminate the knowledge gained in good practice directory and innovation guide for island regions. The project partnership comprises geographical islands or island regions/archipellagoes from the Netherlands, Denmark, Portugal, Estonia, France and Greece.

Achievements (EN):

In terms of activities, the project has organised a total of 77 policy learning events. It has also identified 15 good practices, produced 6 action plans and led to the increased capacity of 50 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 4,441,000. 00.

Expected Results (EN):

The ultimate objective of the Islands of Innovation (IoI) project is to improve the innovation policies in the island regions with an overarching aim to develop opportunities for diversification of islands regions' economy, with a particular focus on creating innovation-promoting, experimental "probing and learning" environment on the islands. The subobjectives are: 1)To develop and to open the new knowledge and experience exchange for decision makers about innovation concepts, new technologies, new business models and and the ways of involving stakehloders and community; 2) To establish «learning and probing» innovation environment to keep and attract innovative young entreprenuers on the islands; 3) To introduce new business models/new products and services on the islands; 4) To disseminate the results of the project and the knowledge gained.

Expected Outputs (EN):

Main outputs: 1) Interregional learning - 6 Interregional learning sessions, providing an environment of experience exchange and collaboration, as well as introducing new themes to the partners, learning outcomes summarised in 1 report. 2) 42 regional stakeholder group meetings (workshops) conducted. 3) One comparitive report of the situation of the innovation policies the islands, including 1) policy comparison/analysis 2) RSG opinions from each partner about how to create innovation "probing and learning" environment and stimulate/attract young entreprenurship to the island; 3) survey of young entreprenurial people (students etc) about their views on the subject. 4) Identified 14 good practices (2 per partner). 5) 1 guidebook for innovation for island regions, and the best practices within the project. The handbook will use English and the local languages of the participating islands: 1 handbook in English, 5 language versions. 6) 7 action plans for each partner region, in line with the policy instruments that they wish to improve. 7) 7 policies addressed Management: 8 steering group and partner meetings conducted (6 in Phase 1 and 2 in Phase 2); 3 online partner meetings . 1 Financial handbook . 1 Subsidy contract. 1 Partnership agreement. 8 Progress reports (6 per Phase 1, 2 in Phase 2) . 1 Final report (Phase 2) . Communication and Dissemination: 1 Communication plan . 1 Website with regular updates . 1 Project visual identity . 1 brochure in English, 5 local language versions in a bilateral way (electronic), printed 200 units per partner (1400 units). 1 Project conference. 14 dissemination events in regions (1 ERDF funding workshop and 1 university workshop per partner). 600 New visitors per website . 1 Joint and 7 videos. No. of appearances in media = 29. 15 press releases. 1Social media accounts for project and 7 social media accounts by each partner. 7 Banners (1 for each partner). 7 Posters (1 for each partner). 6 Newsletters issued. Results: Project will result in improvement of 6 policy instruments: 1 LP Province of Fryslan, OP Noord/Noordelijke InnovatieAgenda 2014-2020 - increase of start-ups/enterprises working on Frisian islands. 2 P2 Samsoe Energy Academy, The Growth and Development Strategy, Central Denmark Region 2015-2025 -increase of new jobs on the Samsoe island. 3 P3 ARDITI, Operational Program Madeira 14-20, 2 follow-up ERDF-funded projects on innovation on Madeira island. 4 P4, Kuresaare City Government, Kuresaare City Development Plan 2014-2020, 2 follow-up ERDF-funded projects on Saaremaa island. 5 P5, Urban Community of North-Basse-Terre, Research and Innovation Strategies for Smart Specialisations (RIS 3)/ Regional programme Guadeloupe Conseil Régional 2014-2020, 10 new enterprises (businesses) created. 6 P6, Regional Government Azores, Azores OP 2020, increase of employment. 7 P7, North Aegean Region - Regional OP North Aegean/Smart Specialization Strategy (RIS3) of North Aegean Region, follow up innovative ERDF projects.
