Description (EN):

REBORN project will offer EU regions the opportunity for policy learning and good practices transfer in second chance entrepreneurship as in Europe there are not enough tools and knowledge to assist busineses when failure occurs boosting the SMEs of key regional sectors overcoming the bottlenecks that at present exist. REBORN will be the perfect tool to assist the partners’ regions (Liguria, Murcia, Wallonia, Central Hungary and Lubelskie) to strengthen policies and regional development situation by implementing plans to support “restarters” through a better use of ERDF and other complementary funds aligning efforts with a shared goal. The main objective of REBORN is to contribute to increase European competitiveness and accelerate regional economic growth through the improvement of policy instruments linked to entrepreneurship and business creation support, helping SMEs in all stages of their life cycle, including measures to avoid the "lost entrepreneurship potential", supporting the capacity of SMEs to engage in growth in regional, national and international markets. The economic impact of legal and administrative procedures for business transfers and bankruptcy on entrepreneurship in the region is an important issue to deal with, as well as fostering an entrepreneurial spirit with high tolerance to failure. REBORN project will contribute, through the incorporation of lessons learnt during the interregional learning into the Actions Plans implemented in the regions, to the Programmes for Investing for Growth and Jobs and European Cohesion, increasing the competitiveness of SMEs in difficulties and enhancing the measures to overcome "stigmatization" of entrepreneurs resulting from bankruptcy.

Achievements (EN):

In terms of activities, the project has organised a total of 61 policy learning events. It has also identified 14 good practices, produced 5 action plans and led to the increased capacity of 74 people. In terms of results, the project has succeeded in improving 3 regional development policies for a total amount of funds influenced of EUR 558,160. 00.

Expected Results (EN):

The main objective of the REBORN is to contribute to European competitiveness and accelerate regional economic growth through the improvement of policy instruments linked to entrepreneurship and business creation support, including specific measures and tools to avoid the "loss of entrepreneurship potential", supporting the capacity of SMEs to engage in growth in regional, national and international markets. REBORN will contribute, through the implementation of regional/national action plans, to the Programmes for Investing for Growth and Jobs and European Territorial Cooperation, increasing the competitiveness of SMEs in difficulties and enhancing the measures to overcome "stigmatization" of entrepreneurs resulting from bankruptcy. Sub-objectives: To promote the exchange of experience and sharing of practices in 3 thematic fields: Solution to finance in second opportunities; positive image of the re-starter and capacity building for entrepreneurs as the main topics in the second chance policies. To change to positive the image of restarters and to avoid the stigmatization of failed entrepreneurs. To promote the involvement of stakeholders in the interregional learning process through creation of 6 local stakeholders groups (SGs). To transfer and adopt innovative and successful good practices and lessons learned in the regions to improve regional policy instruments in order to create the adequate regional system to support re-entrepreneurs. To improve early warning systems in business to avoid bankruptcy, finding solutions to finance restarters. To improve the capacity building of entrepreneurs. To foster the preparation, application and monitoring of 6 Action Plans for integrating and deploying best practices in the second chance regional policies; To foster dissemination of project results at local, with ad hoc communication tools and EU level, thanks to the participation in the Policy Learning Platform of the programme.

Expected Outputs (EN):

REBORN improves 6 policy instruments thanks to the interregional learning (6 Study visits + 3 Interregional Workshops (25 people x event) with 6 SGs (Meetings, 24 business breakfasts, 6 learn from experience events) where 18 best practices (1 Comparative analysis) are identified and 6 actions plans (Peer reviews + 1Joint Analysis) implemented. It will contribute to disseminate a positive image of the re-starters in the society, avoiding the stigmatization of failure in business through 6 press releases, 6 comm campaigns, 6 newsletters, 1 press-kit, 6 posters and 1 website. A qualitative result is the well-coordinated network of actors that share information on needs, constraints and solution. It represents a comprehensive system delivering knowledge and data to companies in trouble: one stop shop where such businesses can contact, having access to the information needed. At partner level, every partner has already pointed out the main expected results in their regions. In Liguria region, bankruptcy issues are under discussion but no effective policy have already been taken yet. Support entrepreneurs to avoid failure is a priority as well availability of credit facility for restarter: REBORN will give the opportunity to transfer best practices and provide new guideline to policy maker in order both to set new priority selection criteria for planned project and design dedicated tools within the current policies framework. In the case of Murcia, REBORN will effective introduce measures to fight against the fear to failure, train entrepreneurs to avoid failure and simplify administrative issues linked to bankruptcy. It is foreseen the improvement of the policy through new initiatives allocated under each investment priority (3a, 3b and 3d). In Wallonia, current policies and tools are already used to help to SMEs facing difficulties. There also exists a first step approach to fight against bankruptcy. REBORN will be very useful to Wallonia on 3 axes : 1) to improve a more tailored aid mechanism for restarters; 2) to contribute to promote a positive attitude in society towards giving entrepreneurs a fresh start; 3) to allow honest failed entrepreneurs to learn from their failure to relaunch a business. RDF(Greece) will prepare a Regional Action Plan for Axis 3 structural funds of the ROP that will combine the project REBORN objectives and lessons learnt with the regional strategy on SME’s support and funding. RDF RAP development approach will focus on SME’s facing bankruptcy as an improvement of the regional governance for the specific instrument is expected. Greece’s and RDF’s private ssector are still under huge financial problems. Regional Innovation Strategy for the Lubelskie Voivodeship 2020 (RIS LV 2020) will be improved thanks to REBORN. In Hungary, the AP will provide continuous analysis & monitoring of activities addressed to improve the entrepreneurial knowledge and competences
