Description (EN):

The project aims at enhancing the competence and administrative capacity of the competent civil protection authorities of the participating regions of Greece and Cyprus to deal effectively with natural and man-made disasters and crises through the pilot design and development of a cross-border integrated intelligent resource management system, decision-making and counseling in order to achieve high efficiency in administrative and operational actions. The project will create the first cross-border intelligent decision-making system, which is a prototype approach at European level. The originality and added value of the cross-border approach is that: 1) the system will be improved for both countries by the experiences of both, 2) the two countries will share resources and know-how in operating the system, improving it, disasters, user training, 3) the exchange of information and data between the two countries will be strengthened

Το έργο αποσκοπεί στην ενίσχυση της επάρκειας και της διοικητικής ικανότητας των αρμόδιων αρχών πολιτικής προστασίας των συμμετεχουσών περιοχών της Ελλάδας και της Κύπρου για την αποτελεσματική αντιμετώπιση φυσικών και ανθρωπογενών καταστροφών και κρίσεων, μέσα από την πιλοτική σχεδίαση και ανάπτυξη ενός διασυνοριακού ολοκληρωμένου καινοτόμου ευφυούς συστήματος διαχείρισης πόρων, λήψης αποφάσεων και εκπαίδευσης σε θέματα αντιμετώπισης με στόχο την επίτευξη υψηλής αποτελεσματικότητας σε διοικητικές και επιχειρησιακές δράσεις. Το έργο θα δημιουργήσει το πρώτο διασυνοριακό ευφυές σύστημα λήψης αποφάσεων, που αποτελεί πρωτότυπη προσέγγιση σε Ευρωπαϊκό επίπεδο. Η πρωτοτυπία και προστιθέμενη αξία της διασυνοριακής προσέγγισης είναι ότι: 1) το σύστημα θα βελτιώνεται και για τις δύο χώρες από τις εμπειρίες και των δύο, 2) οι δύο χώρες θα μοιράζονται πόρους και τεχνογνωσία στη λειτουργία του συστήματος, στη βελτίωσή του, σε φυσικές καταστροφές, στην εκπαίδευση χρηστών, 3) θα ενισχυθεί η ανταλλαγή πληροφοριών και δεδομένων μεταξύ των δύο χωρών

Expected Results (EN):

1) More efficient management of resources in two regions and enhanced decision support in natural and technological disasters and social crises through the creation of a Cross-Border Integrated Innovative Intelligent System, 2) Strengthen infrastructure to coordinate stakeholders and improve planning in the event of a critical situation by installing two business halls in two regions of the two countries, 3) Mapping risk and risk distribution in the participating regions, 4) Informing civil protection and self-government officers in the eligible areas on the degree and risk distribution, as well as improving the level of preparation, 5) Identifying problems and needs by conducting two exercises on paper with the participation of all stakeholders, 6) Training of civil protection officers through cross-border fieldwork to enhance cross-border operation and reduce coordination between service providers, 7) Training of civil protection officers of municipalities, public administration and civil protection officers at the central level by developing a training program on the use of the system, 8) Citizens and volunteers of the local communities awareness on the possible risks and ways of more efficient management

Expected Results (EL):

1) Αποτελεσματικότερη διαχείριση πόρων σε δύο περιφέρειες και ενίσχυση της υποστήριξης λήψης αποφάσεων στην αντιμετώπιση φυσικών και τεχνολογικών καταστροφών και κοινωνικών κρίσεων μέσω της δημιουργίας ενός Διασυνοριακού Ολοκληρωμένου Καινοτόμου Ευφυούς Συστήματος, 2) Ενδυνάμωση υποδομών για το συντονισμό εμπλεκόμενων φορέων και βελτίωση σχεδιασμού σε περίπτωση κρίσιμης κατάστασης με εγκατάσταση δύο αιθουσών επιχειρήσεων σε δύο περιφέρειες των δύο χωρών, 3) Χαρτογράφηση κατανομής κινδύνων και επικινδυνότητας στις συμμετέχουσες περιφέρειες, 4) Πληροφόρηση στελεχών πολιτικής προστασίας και αυτοδιοίκησης στις επιλέξιμες περιοχές για το βαθμό και την κατανομή κινδύνων, όπως και τη βελτίωση του επιπέδου προετοιμασίας, 5) Ανάδειξη προβλημάτων και αναγκών μέσω διενέργειας δύο ασκήσεων επί χάρτου με συμμετοχή όλων των φορέων, 6) Εκπαίδευση στελεχών πολιτικής προστασίας μέσω διασυνοριακής άσκησης επί πεδίου με σκοπό την ενίσχυση της διασυνοριακής λειτουργίας και τη μείωση των δυσλειτουργιών συντονισμού μεταξύ των εμπλεκόμενων φορέων, 7) Κατάρτιση και επιμόρφωση στελεχών πολιτικής προστασίας των Δήμων, υπευθύνων πολιτικής προστασίας περιφερειών και στελεχών δημόσιας διοίκησης και πολιτικής προστασίας σε κεντρικό επίπεδο με εκπόνηση προγράμματος εκπαίδευσης στη χρήση του συστήματος, 8) Ευαισθητοποίηση των πολιτών και των εθελοντών των τοπικών κοινωνιών σχετικά με τους πιθανούς κινδύνους και τους τρόπους αποτελεσματικότερης διαχείρισής τους

The main outputs are: 1) studies of the administrative structure of the civil protection and mapping of functions in the areas of application, 2) paper exercises to indicate needs for satisfaction, 3) mapping and comparative assessment of technologies and systems internationally, 4) analysis and evaluation report for available data on disasters, 5) risk assessment study, 6) data reports from installed instruments, 7) risk mapping study, 8) integrated intelligent system, 9) control centers (one in the Region of North Aegean and one in the Larnaca and Famagusta), 10) realistic scenario study, 11) educational material, 12) system operation seminars, 13) field cross-border exercise, 14) exploitation plan of project results

Οι κυριότερες εκροές είναι: 1) μελέτες διοικητικής δομής της πολιτικής προστασίας και χαρτογράφησης λειτουργιών στις περιοχές εφαρμογής, 2) ασκήσεις επί χάρτου για την ανάδειξη αναγκών προς ικανοποίηση, 3) μελέτη χαρτογράφησης και συγκριτικής αξιολόγησης τεχνολογιών και συστημάτων διεθνώς, 4) έκθεση ανάλυσης και αξιολόγησης διαθέσιμων δεδομένων καταστροφών, 5) μελέτη εκτίμησης επικινδυνότητας, 6) εκθέσεις δεδομένων από εγκατεστημένα όργανα, 7) μελέτη χαρτογράφησης επικινδυνότητας, 8) ολοκληρωμένο καινοτόμο ευφυές σύστημα, 9) κέντρα ελέγχου και διαχείρισης (ένα στην Περιφέρεια Β. Αιγαίου και ένα στην Αναπτυξιακή Επαρχιών Λάρνακας και Αμμοχώστου) ειδικώς εξοπλισμένα, 10) μελέτη ρεαλιστικών σεναρίων, 11) εκπαιδευτικό υλικό, 12) σεμινάρια λειτουργίας συστήματος, 13) διασυνοριακή άσκηση επί πεδίου, 14) σχέδιο αξιοποίησης αποτελεσμάτων έργου
